1.0 CONTEXT
Various Institutes affiliated to Board conduct examinations of Board. For
smooth and hassle free conduct of examinations, Board has issued
Norms, procedures and Instructions, from time to time. They have been
compiled herein in the form of instructional manual, for ready availability to
those managing the examinations.
2.0 OBJECTIVES:
The main objectives of instructional manual are to:
2.1 Help achieve desirable accuracy, enhance quality and increase
reliability in the conduct of the examinations.
2.2 Maintain consistency and uniformity in examination work.
2.3 minimize the chances of lapses in the examination work.
2.4 Monitor the process of conduct of examinations at various
examination centers.
2.5 Establish credibility of procedure by spreading awareness amongst
all concerned.
2.6 Define the accountability of the officers and supporting staff of the
Board Institutes, in the conduct of examinations.
3.0 CONCEPTUAL FRAMEWORKS:
3.1 Regional offices would hold meetings of the officers-in-charge in the
region to discuss the quality parameters of examination work and
make them aware about their role and responsibilities.
Board shall widely circulate the manual among all Institutes.
Principals and heads of Institutes would insist on and internalize the
provisions laid down in the manual by routinely referring to and
adopting the same. The importance of accuracy, quality and reliability
in the conduct of examination work shall be oft repeated and
inculcated on the staff.
4.0 PROCEDURE OFCONDUCT OF EXAMINATIONS.
4.1 The Secretary would appoint Principals of selected polytechnics as
Chief Officer-in-charge of distribution / examination centers.
4.2 The chief officer-in-charge, in turn, shall appoint necessary officer-incharge for distribution and examination work. He would also appoint
examination supervisors and supporting staff as per the norms of
Board.
4.3 The officers and staff engaged in examination work shall be made
aware of the rules, regulations, norms and guidelines for the conduct
of examination and importance of accuracy, quality, confidentiality
and reliability in examination work.
4.4 Qualified and experienced officers and supporting staff shall be
appointed for the conduct of the examinations.

6.0 DEFINITIONS
6.1 Distribution Center
The Institute selected for keeping custody of question papers during
the period of examination and for distributing the question papers to
other examination centers as per the procedure laid down by the
Board.
6.2 Examination Center
The Institute selected for providing facility to examinees for
appearing in theory examination. The examination center may be the
examinees own Institute or any other Institute allotted by the Board.
6.3 Connected Center
The Institute whose examinees are granted examination center is
defined as connected center. The connected center and examination
center may be one and the same Institute. However, this is not an
essential condition. In case, examination center and the connected
center are different Institutes, the theory examinations of the
examinees of connected center shall be held at examination center.
However, the examinations other than theory shall be conducted at
connected center itself, unless otherwise specified by the Board.
7.0 PROCEDURE FOR APPOINTMENT OF AN INSTITUTE AS
DISTRIBUTION CENTER OR EXAMINATION CENTER
7.1 The regional offices shall recommend the Institutes in their respective
regions, to be designated as Distribution center, connected center
and Examination center.
7.2 Board shall issue region wise orders appointing the principals of the
Institutes designated as distribution centers, as Chief officer-incharge and further, authorize him to make appointments of Officer-incharge, Distribution center, Officer-in-charge Examination center and
other supporting staff as per the norms of Board.
7.3 Board shall also appoint:
7.3.1 Principals of selected polytechnics as Enquiry Officers for
processing the cases of malpractice.
7.3.2 Principals of selected polytechnics as Vigilance Officers to
inspect and ensure that the examinations are conducted
according to the prescribed procedures, in an environment
which would discourage the tendency of misbehavior and
malpractice.
7.4 Board shall issue appropriate orders for dispatch of written answer
books to various Regional Assessment Centers.
8.0 MODES OF APPOINTING CONTROLLER OF EXAMINATIONS
Controller of examinations may be appointed by one of the following
modes:
8.1 Daily Distribution Mode:
This requires the controller to perform daily journey to the
examination center and back for daily distribution and is

recommended where the journey time, at approximately 40 km/hour,


is less than two hours.
8.2 Residential mode:
Where the journey time, from distribution center to examination
center, is more than two hours, a residential controller would be
appointed.
9.0 PROCEDURE FOR APPOINTING CONTROLLER OF EXAMINATIONS
9.1 Daily Distribution Mode
The Chief officer-in-charge, distribution center or Deputy Secretary,
regional office shall duly issue orders appointing suitable persons not
below the rank of lecturer, as controllers of examinations at related
examination centers, having journey time less than two hours. The
Chief officer-in-charge shall send a copy of the appointment orders
issued by him, to the regional office.
9.1.1 On every day of examination, the controller of examination
shall collect the sealed packets of question papers for the
subjects scheduled for that day, from the distribution center.
9.1.2 The Controller of examination shall collect the question paper
packets well in time so that he would reach the center of
examination at least one hour before the time of
commencement of examination on that day.
9.1.3 The controller of examinations shall give receipt in duplicate
for having received the question paper packets in sealed and
intact condition. The receipt should duly indicate number and
other relevant details of the question paper packets, date and
time of receiving the packets and signature of the controller.
9.1.4 The Institute of the examination center shall arrange a fourwheeler vehicle for the controller to transport the question
papers and written answer books.
9.1.5 The controller of examination shall supervise the conduct the
examination as per norms of the Board and bring back the
sealed packets of written answer books to the distribution
center on the same day.
9.1.6 The Institute of the examination center shall arrange for (a) the
safe transport of question papers packets from distribution
centre to the examination center and its custody thereat (b)
the safe delivery of sealed packets of written answer books to
the distribution centre and (c) personal safety of the controller
of examination, at its own cost.
9.1.7 If necessary, the Chief officer-in-charge / Deputy Secretary,
regional office would appoint additional controller/s of
examination, for orderly and smooth conduct of examination.
9.2 Residential Controller Mode
9.2.1 For the connected examination centers, where the journey
period is more than two hours, the Chief officer-in-charge,
distribution center or Deputy Secretary, regional office or any
other competent authority, shall issue orders appointing
persons, not below the rank of lecturer, as Controllers of

examination.
9.2.2 The controller shall receive the sealed question paper packets
as per instructions of the Board from the distribution center
and give receipt in duplicate, for having received the packets
in sealed and intact condition. The receipt should duly indicate
number and other relevant details of the question paper
packets, date and time of receiving the packets and signature
of the controller.
9.2.3 The controller of examination shall carry all question paper
packets to the examination center and store them in safe
custody provided there. The Institute of the examination
center shall make all arrangements for the above transport by
a four-wheeler vehicle and the safe custody of question
papers. If the examination center is unable to provide
adequate security and safety arrangements, the question
papers shall be stored at the nearest police station. The safe
transport of the question paper packets to the police station
and back shall be the joint responsibility of the Officer in
charge, Examination and the resident Controller of
Examination. The Institute of the examination center shall
bear all expenses for such arrangements. (However, the
custodial arrangements of the written answer books shall be
the sole responsibility of the institute.)
9.2.4 The controller of examination shall reach the center of
examination, along with the sealed packets of question papers
one day before the commencement of the examination.
9.2.5 The Officer-in-charge of examination centre shall give receipt
in duplicate to the controller of examinations in the prescribed
form, for having received the question paper packets in sealed
and intact condition. The receipt should duly indicate number
and other relevant details of the question paper packets, date
and time of receiving the packets and signature of the officerin-charge.
9.2.6 The resident controller of examination shall supervise the
conduct the examination at the center and bring back the
sealed packets of written answer books to the distribution
center as per instructions of the Board.
9.3 In the event of an emergency, the controller of examination shall take
logical and judicious decision/s which shall be binding on the
institution (exam centre) and inform regional office and Board
accordingly.
10.0 SAFETY OF QUESTION PAPERS
10.1 The Institute of a Distribution Center (DC) / Examination Center (EC)
shall provide exclusive and separate room/s for use as (i) DC and (ii)
EC.
10.1.1 The EC should be close to the examination halls. It shall be
daily locked at the end of the day and duly sealed with the
paper seal signed by the Officer-in-charge.

10.1.2 The DC shall be daily locked at the end of the day and duly
sealed with cloth and sealing wax on the lock. In addition, a
paper seal would also be affixed on to the door with the
signature of the Officer-in-charge of the DC.
10.1.3 The Distribution centre Officer-in-charge or Officer-in-charge
Exam center as the case may be, shall keep all the keys of
the control room and the cupboard/s holding question paper
packets, in his possession.
10.1.4 At distribution centers or examination centers with residential
mode of Controller of Examination, the Institutes shall
arrange for round the clock police protection / security
adequate for safety of question papers and written answer
books stored therein.
11.0 PROCEDURE OF HANDLING,
QUESTION PAPER PACKETS.

11.1 Following procedure shall be observed for handling sealed packets


of question papers.
11.1.1 The Board / regional office shall hand over the sealed
packets of question papers to the Distribution center, in
sufficient quantities for each subject, required for all
examination centers attached to it.
11.1.2 The representative of Distribution center may bring along
with him representative/s of the connected examination
center/s, to the Board / regional office for assistance in
collecting
the
question
paper
packets.
These
representatives shall verify the distribution list of question
paper packets to be supplied to them. The representatives
of Distribution center shall accordingly receive the packets
and shall duly give the receipt after checking the
satisfactory condition of and intactness of the seals on the
packets.
11.1.3 The representatives of Distribution center shall carry the
question paper packets collected by them to the
Distribution center by appropriate mode of transport. They
shall be squarely responsible for the safety and security of
question paper packets in their possession.
11.1.4 One or two days prior to the day of commencement of the
examination, the representatives of the connected
examination centers shall attend the distribution center for
verifying the question paper packets pertaining to their
centre, and reporting that they are in good condition and
the seals are intact, are in sufficient quantity and cover all
subjects of the ensuing examination at the centre.
12.0 PROCEDURE OF STORING QUESTION PAPER PACKETS.
12.1 On receiving the sealed question paper packets at Distribution
center, they shall be sorted out as per the connected examination

centers and as per examination time-table. Scheduled examination


date shall be written on each packet of question papers and the time
of the commencement of the paper written below it clearly.
13.0 PROCEDURE OF DISTRIBUTING QUESTION PAPER PACKETS TO
EXAMINATION CENTERS.
13.1 The sealed packets of question papers shall be handed over to the
officer-in- charge of the examination center by the controller of
examination.
13.2 For their daily distribution, the question paper packets shall be under
the custody of the Distribution officer. The chief officer-in-charge of
the Institute of examination center shall provide adequate security
arrangements for packets.
13.3 In case of residential controller mode, the question paper packets
shall be in the custody of the Officer-in-charge Examination Center.
The Chief officer-in-charge of, examination center shall provide the
adequate security arrangements.
13.4 The sealed packets of question papers at the examination center
shall be kept in steel cupboard/s, always under locked condition and
all keys (including duplicate keys, if any) shall be kept with the
Officer-in-charge Examination Center.
13.4.1 After each transaction of taking out question paper packets
from the cupboard, it shall be locked and signed paper seal
shall be duly affixed.
14.0 PROCEDURE OF OPENING THE SEALED QUESTION PAPER
PACKETS AND DISTRIBUTION OF QUESTION PAPERS
14.1 The officer-in-charge & controller of examination shall get well
informed about the procedure of opening of sealed question paper
packets.
14.2 The sealed packets of question papers pertaining to the given date
and time for respective subject shall be opened not before 15
minutes prior to the time of the commencement of examination.
14.2.1 Before opening the proper sealed packets of question
papers, dated signatures of the following persons shall be
taken on the sealed packets on the format (4A) printed on
the question paper packet.

buckle number/s should also be recorded.
14.2.2 All above-mentioned persons shall put the time of the opening
of sealed packets along with the date and ascertain the

intactness of the seals and satisfactory condition of question


paper packets. They shall also verify and confirm the subject
code number mentioned on the packet is as per that in the
examination timetable.
14.2.3 The signatories mentioned above should write legibly name,
and seat number (if student) .
14.2.4 Due care shall be observed while opening the sealed
packets, to avoid opening of any wrong question paper
packets.
14.3 Proper account of used question papers / packets shall be
maintained in the prescribed format (4B). All the remaining unopened
sealed packets and opened question papers packets duly sealed
after the end of the examination, shall be kept with the officer-incharge of the center.
14.4 Disposal of unused question papers
14.4.1 The officer-in-charge shall handover at the end of the
examination, empty, opened & sealed and unopened
question paper packets to the Principal, examination center
who will be responsible for safekeeping, till further orders
from Board.
14.4.2 After the end of examination, the Board shall, at the earliest,
issue instructions regarding disposal of question papers and
the packets.
15.0 DISTRIBUTION OF QUESTION PAPERS TO EXAMINEES
15.1 The controller of examination (daily distribution mode) shall handover
the sealed question paper packets pertaining to the subjects
scheduled for the day to the officer-in-charge of the exam center for
conducting the examination. The officer in charge shall give the
receipt in prescribed form. (Format No 3).
15.2 The officer-in-charge shall take out required number of question
papers from the packets, subject-wise and arrange them block-wise
for distribution. The custody of the undistributed question papers
and unopened question paper packets shall remain with the officerin-charge, examination center.
15.3 The officer-in-charge and examination supervisor shall go to each
examination block and hand over the exact number of question
papers required, subject wise, to the block supervisor. Where
necessary, examination supervisor shall assist the officer-in-charge
in distributing the question papers to the examinees. Care shall be
taken to see that examinees are given the appropriate question
papers.
15.4 The officer-in-charge/examination supervisor shall collect the unused
question papers from each examination block, immediately, 30
minutes after the commencement of examination and shall keep all
unused question papers, subject wise, in respective question
paper packets. He shall keep all opened and unopened packets of
question papers in steel cupboard under locked condition.
15.5 While packing the answer books, two copies of the related question

paper shall be put in each packet for use of the examiner at R.A.C.
The question paper account shall be produced before the vigilance
committee, when asked for.

16.0 PROCEDURE 0F STORING UNUSED QUESTION PAPERS, AFTER


EXAMINATION IS OVER.

After the end of the examination, the question paper packets shall
be sealed and handed over to the officer-in-charge, examination
center.
The opened and later sealed question paper packets, containing
unused question papers at the end of the examination and the
unopened packets shall be kept at the examination center, till
further orders from Board.
The Principal/officer-in-charge shall keep all above-mentioned
question paper packets in his safe custody till further orders from
Board.

17.0 STORAGE AND SAFETY OF BLANK ANSWER BOOKS

The Institute of examination center shall collect necessary quantity


of blank answer books, supplements and other examination
stationery from the regional office / Board and shall meticulously
store them in safe custody in locked cupboards.
The Principal of the institute of examination center shall note down
the serial numbers of the answer books and supplements supplied
to the officer-in-charge examination center, in a register for keeping
account of answer books
Issuance of Blank Answer Books
17.3.1
On each day of examination, the required number of
blank answer books shall be taken out for distributing to
the examinees present for examination. Entry of serial
numbers of all answer books in each session shall be
taken in the register in prescribed format No 11.
17.3.2
Use of loose blank papers/sheets as supplementary
answer book is prohibited in the examinations of the
Board. Only the supplements or graph papers or any
other necessary printed blank formats, supplied by the
Board in loose sheets, shall be issued to the examinees
on demand after duly authenticating the same if it not
machine numbered. The examinee shall attach/tie all
such issued loose sheets to the main answer book while
finally submitting it at the end of the examination session
on that day.

18.0 DISTRIBUTION OF ANSWER BOOKS / SUPPLEMENTS

The blank answer books / supplements shall be divided in separate


stacks, one for each examination block, containing number of
answer books / supplements sufficient for the respective

examination block.
These stacks shall be handed over to the block supervisors who
shall carry them to the examination hall/s and shall distribute one
answer book (two, if there are two sections) to each examinee, at
the appointed time, but not earlier than 10 minutes before
scheduled commencement of the examination.
The block supervisor shall verify each examinees examination seat
number, signature and identity from the mandatory documents viz.
proper hall ticket, valid examination fee receipt and institutional
identity card and then sign the answer book, in the space provided
for this.
The block supervisor shall note down the printed serial number of
answer book issued to the examinee and take examinees
signature in the designated columns in the attendance sheet.
The officer in charge/examination supervisor shall collect the
undistributed answer books (along with unused question papers)
from each examination block, immediately, 30 minutes after the
commencement of examination.
The block supervisor shall complete all formats prescribed by
Board.
Block supervisor shall issue supplement to the examinees on
demand for use as supplementary answer book. The examinee
shall write the requisite information on the face sheet. The
supervisor shall verify the seat number and sign at the appointed
place on the face sheet, every time a supplement is issued. He
shall note down the printed serial number of the supplement in the
designated column of attendance sheet.
Block supervisor shall maintain proper account of all answer books
and supplements received and issued to the examinees in the
prescribed format. (Format No. 5)
Block supervisor shall return all unused answer books (if any),
supplements and other examination stationery to the officer-incharge at the end of the examination
The unused answer books / supplements shall be used again for
next session of examination after taking due entry in the register of
answer book account, (as per format 11)

19.0 COLLECTION AND PACKING OF WRITTEN ANSWER BOOKS


19.1 A warning bell shall be given 10 minutes before the scheduled end
of the examination. The block supervisors shall instruct the
examinees to securely tie up the supplements and other loose
sheets issued to him to the main answer book and ensure that the
instructions are followed.
19.2 A long bell shall be given at the scheduled end of the examination.
Immediately after the examination time is over, the block supervisor
shall collect all answer books from the examinees. He shall verify
the seat numbers written on collected answer books with the seat
numbers on the attendance sheet and arrange them in ascending
order. He shall, then submit the answer books collected along with
all other examination related records to the officer-in-charge /

examination supervisor.
The officer in charge / supervisor of examination shall verify the
serial numbers, seat numbers and attendance record and also tally
total number of examinees that have appeared for a code number
of the subject, with the number present plus the number absent.
The written answer books shall be packed (after masking them,
where required) and then sealed immediately after the session of
the examination is over. While packing the answer books following
care shall be observed.
19.4.1 The answer books shall be checked block-, subject-,
question paper code- and branch-wise and only after
thorough checking, they shall be packed in brown paper
and tied using strong thread.
19.4.2 Copy of attendance report showing record of present and
absent examinees, number of answer books and
supplements used by examinees and two copies of
question papers shall be kept in the packet.
This packet shall then be packed in cloth bag of appropriate size.
This cloth bag shall then be sewn with strong thread. It shall then
be duly sealed along the seams, using sealing wax. In rainy
season, the above packed cloth bags shall further be effectively
wrapped with plastic sheet.
A packing slip (as per format 6) giving details such as name of
examination center, date and time of examination, course, year,
master code, subject name, code number of subject, number of
answer books in each packet, time & date of sealing, signature of
sealing supervisor, signature of officer-in-charge of examination,
signature of controller of examination, shall be pasted on the sealed
cloth bag. All details in the above packing slip shall also be written
on the opposite face of the cloth bundle, using a permanent marker
pen.

20.0 STORAGE AND DESPATCH OF PACKED WRITTEN ANSWER BOOKS


20.1

At a Distribution Centre, the controller of examination / the officerin-charge of examination center (as the case may be) shall hand
over the sealed packets of answer books to the officer-in-charge
distribution center, at the end of the examination on each day. At
the examination centre with residential controller of examination,
the custody of the sealed packets of the written answer books shall
remain with the Officer-in-charge, examination centre. The
residential controller shall affix the signed paper seal on the
cupboards along with that of the Officer-in-charge, examination. He
shall hand over the sealed packets of the written answer books to
the Controller of examination for delivering them to the distribution
centre on the day as per the schedule of the Board. These packets
shall be kept in safe steel cupboards and separate from the
question paper packets. All the relevant keys shall be kept with the
Officer in charge, distribution center / examination centre, as the
case may be. Paper seals shall be duly affixed on the cupboards

In case, the Institute of the examination center is unable to provide


safe custody and adequate security for the written answer books at
the Institute, the sealed packets of written answer books shall be
stored in the nearest police station at the cost of the examination
center.
In the daily distribution mode, the journey period being less than
two hours, the controller of examination shall, on each day of
examination, carry the sealed bundles of written answer books
back to the distribution center. The Institute of examination center
shall make arrangement of a four-wheeler vehicle for the above
transport.
The Institute of examination center shall provide adequate security
for the safety of both, the controller of examination and answer
book packets.
The officer-in-charge, examination center shall provide all
necessary co-operation and assistance for transporting the sealed
answer books packets.
The Officer in charge, distribution center, shall receive the sealed
bundles of written answer books from controller of examination /
officer-in-charge, examination center and prepare a receipt (format
8) in duplicate, handing over one copy to the controller of
examination / officer-in-charge, examination center.
In case of residential controller mode, the sealed bundles of written
answer books shall be sent to the concerned Distribution centers,
as per the instructions issued by the concerned distribution center.
The officer-in-charge, distribution center, shall send sealed bundles
of written answer books received from the examination centers to
the Regional Assessment Centers (RACs), as per instructions of
the Board, in closed four-wheeler vehicle. Board shall send
information regarding related RACs separately to the distribution
centers.

21.0 NORMS FOR FILLING EXAMINERS MARK SHEET; HANDLING OF


THEORY AND PRACTICAL MARK SHEETS.
21.1
21.2

The Board shall supply pre-printed Examiners mark sheets to all


examination centers, for all heads of examinations.
Norms for Filling of Mark sheets
The following norms shall be adopted for filling of the mark sheets.
21.2.1 Each mark sheet contains four vertical columns and each
column contains 20 seat numbers. These seat numbers
are arranged vertically in ascending order from top to
bottom. Against each seat number three blank boxes are
provided for filling the marks obtained by the examinee. All
marks must be written in three digits only. When the
examinee obtains marks either in two digits or in a single
digit, the marks should be written with leading zero/s. For
example, if a examinee gets 36 marks, it should be written
as '036' and if he gets 9 marks, it should be written as
'009. In case a examinee obtains '0' marks, it should be

written as '000'. The marks need not be written in words.


21.3 All marks must be written by ballpoint pen, with dark black ink only.
Use of pencil or ink pen or gel-ink is prohibited for writing the marks
in the mark sheets.
21.4 Utmost care should be taken while writing the mark sheets. The mark
sheets are scanned, and hence overwriting and using white ink
(correcting fluid), should not be done.
21.5 In case, the Institute has allotted additional seat numbers, they
should be entered in the mark sheets at the end, after the printed
seat numbers. These seat numbers should be written in sequential
ascending order. Additional mark sheet may be used only if the
number of examinees on the mark sheet exceeds 80 for the
subject. The mark sheet should be given same sheet number as
that of the connected printed mark sheet of that subject with suffix
A, (For example, if the last page of the supplied printed mark
sheets has number 2, the number on the additional mark sheet
attached shall be 2A, and not 3.)
21.6 In the additional mark sheet, all information in the heading should
be written, except code number, in legible hand, using only black
ink ballpoint pen.
21.7 If a examinee's seat number appears in the mark sheet, but his
answer book is not available, then an appropriate code from the
following should be written in the mark sheet against the seat
number, using black ballpoint pen only.
21.7.1
Code "401: When a examinee is supposed to appear
for that subject, but he remains absent.
21.7.2
Code "402": When a examinee is disallowed from
appearing in the examination.
21.7.3
Code "403": When a examinee has appeared in the
examination, but has been caught using unfair means.
21.7.4
Code "404": When the examinees seat number
appears in the mark sheet and the examinee has
already passed that subject in previous examination
and further, he has not opted either for improvement of
performance or reappearing in that subject.
21.7.4.1 No information concerning history of a
examinee shall be written in the mark sheets.
21.7.5
Code "405": In case, the examinee has been given two
seat numbers for the same examination, and Institute
has permitted him to appear on one of these seat
numbers, his marks will be written against the permitted
seat number only. The other seat number shall be
treated as deleted and this code shall be written against
it. This will automatically delete that seat number from
the records and the result against that seat number
would not be declared.
21.7.6
Code "406": When a examinee has been granted
exemption in a particular subject, by an order of the
Board. In absence of proper exemption order of the
Board, code "401" should be written.

21.7.7

Code "407": When the course has two optional


subjects, the examinee has to appear in one of the
optional subjects. The Board issues mark sheet for both
the optional subjects. In this case, in the mark sheet,
this code shall be written against the optional subject,
which the examinee has not to appear in.
21.7.8
Code "408": If a examinee's seat number appears in
the mark sheet, but his status does not fall under any of
the above categories, it is Any Other Case, and this
code shall be written against his seat number.
21.7.9
If a examinee is admitted directly to the 2nd year or 3rd
year or to an appropriate higher semester, his seat
number would appear in all subjects of the previous
year or semester, as he has to appear for backlog
subjects. However, the examinee has to appear only in
few subjects, as per the eligibility letter of the Board. In
such a case, code "406" should be written against the
subjects in which the examinee is not required to
appear. Code "401"or "402" should not be written in
such cases.
21.7.10 When a examinee appears for improvement of
performance or under the category of reappearing, he
is required to be present for the entire subject/s
mentioned in the permission letter, although he might
have already passed in some subject/s, in the previous
examination. Under these circumstances, it should be
verified whether the examinee's seat number appears
in the mark sheets of the subject/s in which he needs to
appear. In case, the examinee's seat number is missing
in the mark sheet/s of the subject/s in which he is
required to appear, it should be entered manually. If the
examinee does not appear in any subject/s in which he
is required to appear, the code "401" should be written
against his seat number. No other remarks or code
"404" should be written.
21.8

The examiner should take following precautions:


21.8.1 The mark sheets shall never be folded.
21.8.2 Marks shall be written in good legible handwriting, using
thick dark black ink ballpoint pen.
21.8.3 he marks must be handwritten and not typewritten.
21.8.4 are shall be taken to write the marks well within the boxes
provided for writing the marks and clear of the edges of the
boxes to avoid difficulties in scanning.
21.8.5 The examiner shall make vertical total of each column
using calculator and write the total marks in the box
provided for the total. While totaling, the figures of codes,
such as 401 or 402 etc., shall be considered as marks.
Total of all four columns should be written in the box meant
for grand total, both in figures and words.

21.8.6 The examiner shall sign at the bottom of the mark sheets
and write his name in CAPITAL LETTERS.
21.9 IMPORTANT DONTS
21.9.1 No adhesive tapes, transparent or otherwise shall be used
anywhere on the mark sheet.
21.9.2 Examiner shall not scratch the remaining blank space on
the mark sheet, by drawing any lines.
21.9.3 Use of correcting fluid on mark sheets is strictly prohibited.
21.9.4 he marks sheets are scanned for processing the result and
therefore, they shall not be folded, but inserted and kept in
the envelopes supplied by Board. They shall be handed
over in these envelopes, to the authorities concerned.
21.10 Guidelines for Handling Examiners Mark-Sheets
Procedure for handling theory and practical examination mark
sheets, to maintain proper and smooth flow.
21.10.1 Board shall hand over the pre-printed theory and practical
mark sheets to regional offices, for distribution to Institutes
along with the envelopes for keeping them without folding.
21.10.2 The Institute shall check serial sheet numbers of mark
sheets issued to them by regional office and also ascertain
that it has received all of the required mark sheets. The
Institute shall report discrepancies, if any, immediately to
the regional office.
21.10.3 The Institute shall enter the proper codes (as per 21.8)
where applicable in the theory mark sheets given by the
Board.
21.10.4 The theory mark sheets shall be kept in specially supplied
envelopes. In these packets no other documents shall be
kept. In no case mark sheets shall be folded. Details of the
mark sheets kept in envelop shall be super scribed on it.
21.10.5 The Institute / examination centre shall hand over theory
mark sheet packets to the distribution center while handing
over the written answer book packets. The distribution
center, in turn, shall hand over these packets to RAC in
sealed condition, without folding them.
21.10.6 The mark sheet envelopes should be securely closed
without using the sealing wax. The officer-in-charge shall
sign over the joints of envelopes and transparent adhesive
tape shall be affixed over his signature.
22.10.7 On receiving the mark sheets in the RAC, the officer-incharge, RAC, shall ascertain that the mark sheets have
been received in unfolded condition, there is no overwriting
and that the sheet numbers of the mark sheets mentioned
therein tally with the mark sheet numbers mentioned on
the corresponding answer book bundle.
21.10.7a Any wrong entry of marks shall not be
corrected using
correcting fluid. Wrongly
entered marks along with seat number of the
examinee shall be struck off by a single
horizontal line drawn across the digits. The

examiner shall enter the seat number and


correct marks of such examinee immediately
below the last examinee or on a fresh mark
sheet in case there is no space available on
the printed mark sheet.
21.10.8 On completion of assessment, the officer-in-charge, RAC
shall arrange the mark sheets of each Institute in
sequential ascending order of sheet numbers, pack them
in one packet and submit the same to the regional office,
as per the schedule.
22.10.9 The regional office shall verify the received mark sheets
from RAC with the inventory. The Board shall supply the
inventory for theory mark sheets to RAC and regional
offices so that both of them can check the mark sheets
with it.
21.10.10 Filling of Practical / Term-work / Oral / Sessional mark
sheets:
21.10.10.1 The examiners shall write marks, codes
(see 21.8) and the totals as per prevailing
norms for filling the practical, oral, termwork / sessional mark sheets and sign. The
mark sheets for each of the subject heads
(practical, oral, term-work, etc.) of a subject
shall be kept in separate envelopes and
sealed. Both examiners shall sign along the
joints/seams of the envelopes. For a
subject head where external examiner is
appointed the mark sheet shall be
accompanied by the duly filled prescribed
format (format no. 20) giving billing details
in the envelope. The Head of the
Department shall keep all the envelopes
containing mark sheets of a branch in one
larger envelope/packet and duly seal it at
the end of the examination schedule. The
packet shall be super-scribed to show

21.10.1.2
Principal shall prepare another packet
containing all the departmental packets of
mark sheets and duly seal it. The packet

The Principal shall submit this packet of
mark-sheets to the regional office as per
schedule.
21.10.11 The Board shall provide inventory for practical / oral /
term-work/sessional mark sheets to the Institutes. The
Institute shall take its copy of the inventory to the regional
office, while submitting the mark sheets. The regional
office shall open these packets verify the mark sheets
with the inventory. The proper filling in of the details in
the mark sheets shall also be checked. The regional
office and endorse the receipt to RAC for theory mark s
heets and to Institute for mark sheets other than theory.
21.10.12 The regional office shall then arrange all mark sheets in
sequential ascending order of sheet numbers and keep
them in Institute wise separate envelopes/packets. These
envelopes shall be sealed following the procedure
detailed above (as per 21.11.10). Regional office shall
submit all these packets to Board as per schedule.
21.10.13 The officer at the Board, receiving the mark sheet packets
from regional office, shall open them, verify the mark
sheets with the inventory at the Board and give due
receipt to the regional office. These mark sheets shall be
further processed at the Board.

MALPRACTICE AND IMPERSONATION CASES

MISCONDUCT,

The examinations held or proposed to be held by the Board come


under the specified examinations for the purpose of the
Maharashtra Prevention of Malpractices at University, Board and
Other Specified Examinations Act, 1982.
The Principals, Officers-in-charge and controllers of examinations
shall bring the provisions of the above act to the notice of all
persons connected with the examination work; each time an
examination is planned / held.
Procedure of handling cases of malpractice or use of unfair means
in the examination.
22.3.1 The block Supervisor shall immediately report to the
Officer-in-charge and Controller of exam any event of
misconduct /copying/malpractice/impersonation.
22.3.2
Officer-in- charge and Controller of exam shall visit the
spot and get acquainted with the facts of the event.
22.3.3
Officer-in- charge and Controller of exam shall seize
answer book/s and copying material if any of alleged
examinee and shall take the examinee and block
supervisor/ reporting officer to the control room.
22.3.4
Name, seat number and dated signature of the alleged
examinee shall be taken on all such seized material.
22.3.5
Written statements from the alleged examinee and block
supervisor/reporting officer shall be obtained. The
statements shall include details of situation / event of
malpractice, regardless whether confessed or denied.
22.3.6
The alleged examinee shall not be excluded from the
current paper or the remaining examination.
22.3.7
The alleged examinee shall be allowed to write further
examination after issuing additional answer book/s. The
examinee is expected to continue to write the answers
without repeating those already written in the seized
answer book. Officer-in-charge/supervisor shall record
the date and time of issuing the additional blank answer
book on it as Additional answer book, as well as a

remark to the effect that the additional answer book is


issued due to the allegations of the examinees
involvement in malpractice or use of unfair means or
misconduct by writing CPS case on the original answer
book.
If the alleged examinee does not wish to continue the
examination, a written statement to that effect shall be
taken from him by the Officer- in- charge.
No extra time shall be granted for writing the additional
answer book.
Statements of one or two examinees seated adjacent to
the alleged examinee shall be recorded, regardless of
confession or denial of the alleged misconduct. If
requested, adequate additional time be given to these
examinees to make up for the lost time in giving the
statement.
The statements of the examinees and other persons shall
be taken either in English or Marathi or Hindi language
only.
A sketch showing the seating arrangement with the seat
numbers around the alleged examinee and certified by
the invigilator/supervisor/officer-in-charge/controller of
examination, shall be prepared by the Officer in- charge.
The seized material shall be attached /enclosed with the
original answer book and all statements and sketches be
kept in the custody of the officer-in-charge.
In case of impersonation, the impersonator shall be
handed over to the police after seizing the answer books.
Officer-in-charge shall report the offence to the police in
the prescribed form. (Appendix IX-Format No. 16)
Answer book, along with supplements, if any, of the
alleged impersonating examinee, signed, with date and
time, by the supervisor and officer-in-charge shall also be
handed over to the police.
Due care shall be taken to ascertain that the reported
cases do fall under the mentioned clauses of the act,
before handing over the cases to the police.
A show cause notice, in the prescribed form, shall be
issued to the examinee alleged to be involved in
malpractice or use of unfair means or misconduct, by the
officer-in-charge. The notice shall inform the place, date
and time for the examinee to remain present for further
enquiry and to give his statement in the matter. Receipt
of the show cause notice from the examinee shall be
obtained and copy of the same shall be sent to the
enquiry officer along with other evidence and documents
through distribution center.
The show cause notice shall be served on the alleged
examinee immediately, in any case before he is allowed
leave the examination center on that day. In case the

alleged examinee leaves the center without accepting the


show cause notice, it shall be sent to him by registered
post.
22.3.20 At the end of the examination session on that day :
22.3.20.1 All original and subsequently issued additional
answer books, along with supplements, if any
issued to the alleged examinee, shall be
collected separately by the officer-in-charge.
22.3.20.2 The answer book/s and other seized
evidence, if any, shall be separately packed
and duly sealed.
22.3.20.3 The above sealed packet shall be handed
over to the Officer-in-charge, distribution
center for further action on same day along
with necessary proofs, statements and
documents through special messenger only.
22.3.20.4 In no case, these answer books shall be sent
to RAC.
22.4 Forwarding malpractice / copying cases: All cases of malpractice
and use of unfair means shall be forwarded by the officer-in-charge
of distribution center to the enquiry officer, as per the instructions of
the Board.
22.4.1
Important: The documents of each case of malpractice /
copying shall include statement(s) of the alleged
examinee(s), statements of neighboring examinees and
block supervisor/reporting officer along with their names,
signatures and the copying material. A chart showing
seating arrangement of the alleged examinee and the
surrounding seats should also accompany the
documents. The officer-in-charge shall submit his specific
report about the event. The report shall contain only
facts. Ambiguous or vague statements shall not be made
in the report.
22.4.2
On the detection of a case of malpractice, the officer-in-charge
shall take immediate action as per the laid down procedure and
prevailing instructions of the Board.
It should be specifically noted that every statement in above
case including copying material must be attested by the officerin-charge of the examination center. For instance, if the copying
material is a small chit, the photocopy of it, duly signed by the
alleged examinee with his seat no. and date, shall be attested
by the officer-in-charge with his stamp and date. In no case,
printed formats be used for taking the statement of the alleged
examinee.
23.0 VIGILANCE
23.1

During theory examination: Vigilance committees shall monitor all


aspects of the conduct of examinations and ensure that
examinations are conducted punctiliously, thus enhancing the

general credibility of the system and discouraging any tendencies


on the part of the examinees or any other person to indulge in
malpractice or misbehavior in examinations. These committees
shall be adequately empowered to verify entire examination
process at the distribution and examination centers.
Regional Level Vigilance Committees: Board, as well as
Regional Joint Director of Technical Education shall appoint these
committees.
23.2.1 Regional Level Vigilance Committees appointed by Board
23.2.1.1
Board shall appoint as many committees in each
region, as thought necessary, considering
number of centers/Institutes to be inspected,
expanse to be traveled, period of examination
etc. Officer, not below the rank of Principal, shall
be appointed as the Chairman of the Vigilance
Committee, who shall, in turn, be authorized to
form as many squads as required. He shall draw
officers from his Institute. Officers from attached
Institutes may also be drawn if needed for
effective purpose of vigilance. The Principal of
the attached centers shall accordingly relieve his
staff for the vigilance.
23.2.1.2
The Chairman, who may be Chief officer-incharge at his
Institute, shall not leave his
Institute for vigilance, but only guide and
supervise the working of the squads formed at
his Institute.
23.2.1.3
A vigilance squad shall consist of:
1 An officer, not below the rank of Head of the
department / lecturer selection grade as
Secretary
2 Two officers, not below the rank of lecturer as
Members
23.2.1.4
The vigilance squads shall prepare individual
confidential schedule of visits under guidance
and with consent of the Chairman. Each
vigilance squad shall inspect the allotted centers
as per its confidential schedule. The squad shall
peruse the letter of instructions issued by Deputy
Secretary and verify the corrective measures
taken by the institute. The vigilance squads shall
submit its reports in the prescribed format,
(format no.18) to the Chairman, Vigilance
Committee, latest by next working day. Matters
of grave concern shall be reported to the
Chairman, Vigilance committee, immediately. He
shall submit all such reports of the vigilance
squads to the Regional office within ten days
after the end of the examination.

23.2.1.5.2 Every vigilance squad (internal or
external) inspecting the distribution

make relevant entries in the vigilance
register maintained in the center.
23.2.1.5.3. The vigilance officers making the
entries, shall exercise due care not
to write vague observations, such as
satisfactory, O.K, up to the mark,
excellent,
poor
etc,.
The
observations shall be specific for a
proper follow up by the center and
verification by the subsequent
squads / authorities.
23.2.1.5.4. Each vigilance squad (internal or
external) shall present the vigilance
register after the inspection is over,
to the chief officer-in-charge for his
perusal and dated signature.
The Chairman, Vigilance Committee, shall
immediately report the matters of grave concern
directly to the Secretary and the Regional
Deputy Secretary.
The Deputy Secretary, regional office, shall
issue necessary corrective instructions to rectify
the adverse observations at the earliest, before
the declaration of result.
The copying cases / misconduct detected by the
vigilance squads shall be handed over to the
concerned officer-in-charge for further due
action. The vigilance squad shall record such
incidents in the vigilance register.
The vigilance squads may use government or
hired vehicle for vigilance duty, under intimation
to regional office/Board.
The officers working on vigilance duty shall be
entitled to remuneration as per the norms of the
Board (Appendix I), in addition to TA/DA, which
shall be payable by the regional office / Board.
In case the vigilance squads travel by a common
hired vehicle, its charges / expenditure shall be
claimable by the secretary of the vigilance squad
from regional office.
In case the vigilance squad uses a government
vehicle, the actual expenditure incurred on fuel,
lubricants toll charges, etc.,if any, shall be

reimbursable from the regional office.


23.2.1.12 In case the vigilance squad travels by a common
vehicle, its members shall be entitled for daily
allowance (DA) only.
23.2.2 Regional Level Vigilance Committee appointed by the regional
Joint Director of Technical Education shall conduct vigilance
independently and submit its report to the Joint Director and
Secretary of the Board. The Directorate of Technical Education
and Board shall take due action on such reports, as may deem
necessary.

24.0 DISCREPANCIES IN THE QUESTION PAPERS

Where the discrepancies are due to printing or typographical errors


or due to question or its part being out of syllabus and where all
examinees encounter similar degree of difficulty because of
aforesaid discrepancies, the matter shall be duly reported to Board
by the officer-in-charge. No corrections shall be announced on their
own by the Supervisor/Officer-in-charge/Chief officer-in-charge at
an examination center.
A detailed representation regarding the discrepancies along with
unambiguous remarks of the subject teacher from the Institute and
Head of the Institute or the Office-in-charge shall accompany the
report of discrepancies in a question paper. Two copies of the
concerned question paper shall also be sent with the report.
Such report should reach the Board within five days from the date
of examination of the above question paper. Reports received after
above time limit shall not be valid for any consideration.

25.0 APPOINTMENT OF EXTERNAL EXAMINERS


25.1

The Regional offices shall initiate the process for appointment of


examiners as per the Academic calendar.
25.2 Appropriately well ahead of commencement of examination, the
Regional offices shall procure the latest data of staff members in
soft copies from each institute. Principals shall verify the eligibility of
the staff members for appointment of examiners before submitting
the information to the regional office of the Board. The field experts,
experienced and well-known professionals and retired teachers
may be recommended and appointed.
25.3 The Regional offices shall perform this activity using approved
software/s.
25.4 They shall consolidate/update the data received, in the software for
Appointment of Examiners for Practical examination.
25.5 The Regional offices shall make the appointments of eligible
persons using the software. They shall handover to each institute
the copies of consolidated appointments of incoming and outgoing
examiners pertaining to that institute.

25.6

The Chief officer-in-charge of each institute shall confidentially


communicate the appointments of the examiners to the concerned
staff members and procure their dated signatures on the
consolidated statements as acknowledgement. No individual
appointment orders of examiners shall be issued.

26.0 INSTRUCTIONS
TO
EXTERNAL
EXAMINERS,
INTERNAL
EXAMINERS, PRINCIPALS, HEADS OF INSTITUTES AND CHIEF
OFFICERS-IN-CHARGE
.
26.1 In case an examiner is unable to work, he shall inform so and the
reasons therefor, to the regional office/Board and the Principals of
the Institute at which the appointment was proposed and his own
Institute.
26.2 If an examiner attracts the provisions for disqualification and his
consequent inability to work as examiner, he shall inform so to the
regional office.
26.3 Once the appointment is communicated, the examiner and the
institute concerned shall mutually finalize suitable dates for
conducting the examination, in case the Board has not already
fixed the schedule. The Principal shall suitably communicate the
schedule of such examinations to the students and examiners.
26.4 The Principal of appointee examiners Institute shall verify the
eligibility of the appointee examiner and if eligible, permit and
relieve him for the related examination work. The absence of such
staff, for the assigned examination work, shall be treated as duty
period.
26.5 In case of the appointee examiners non-availability, for any reason,
the principal of the institute at which the appointment was made,
shall immediately contact the Regional Office for appointment of a
substitute examiner. In case, the principal is unable to access the
Regional office, he shall approach the Principal of the nearest
Government or Government Aided Polytechnic for the same. The
Principal of Government / Government aided Polytechnic shall duly
appoint under intimation to Regional office, substitute examiner
preferably from his Institute or choosing suitable person/s from
other nearby institutions. If he is unable to make the substitute
arrangement, he shall report the matter to the regional office, which
shall then make the alternative arrangement.
26.6 Institutes are prohibited from making any direct appointments of
external examiners. The Board shall neither accept directly
appointed external examiners nor the marks allotted by them.
26.7 The internal examiner shall keep ready the duly completed formats
related to the continuous assessment as contained in the prevailing
version of the Curriculum Implementation and Assessment Norms
(CIAAN) Manual or any other prescribed format. He shall present
the same to the external examiner who shall verify and ascertain
that the process of continuous assessment as prescribed in CIAAN
has been duly followed and validate the formats by signing them.
26.7.1
The external examiner shall be competent to verify the

record of attendance and continuous assessment for


validating the formats presented by the internal examiner.
26.7.2 The external examiner shall furnish the certificate in
prescribed format (format no 14) with his impressions
about performance of students, adequacy of laboratory
facilities and extent of its use made in the conduct of
laboratory practicals.
In case, the formats related to the continuous
assessment, are not furnished or performance of the
student in oral / term-work / practical is held
unsatisfactory, the external examiner shall directly report
the matter to the Regional office and Board.
26.7.3
The assessment of practical, oral, and term-work shall be
strictly on the basis of prevailing CIAAN and instructions
issued by the Board in this behalf.
26.7.4
The examiners shall carefully note the maximum marks
and minimum passing marks prescribed in the Teaching
& Examination scheme for subject before the
commencement of the practical examination and also
before filling the marks sheets.
26.7.5
The formats related to the continuous assessment shall
be signed by both the examiners and handed over in
sealed envelope to the Principal for preserving the same
for future reference, if and when required.
26.8
The examiners shall fill the mark sheets using black ink ballpoint
pen only. Due care shall be taken to abide by the norms laid down
under 21.0 above, while filling the mark sheets. The handwriting
shall be clear and legible. Over writing shall be scrupulously
avoided.
26.9 The examiner shall make vertical total of each column using
calculator and write the total marks in the box provided for the total.
While totaling, the figures of codes, such as 401 or 402 etc., shall
be considered as marks. Total of all four columns should be written
in the box meant for grand total, both in figures and words.
26.10 The examiners shall sign at the bottom of the mark sheets and write
their names in CAPITAL LETTERS. They shall submit the mark
sheets to the Principal of examination center in sealed envelope,
without folding the sheets or the envelope. The Principal shall
submit all these mark sheets of his center to the Regional office as
per the schedule of the Board.
27.0 APPOINTMENT OF OFFICERS AND SUPPORTING STAFF FOR

27.1 Officers
27.1.1 Chief officer-in-charge: Secretary shall appoint the head of
Institute /Principal as Chief officer-in-charge.
27.1.2 Officer in charge distribution center: Chief officer-in-charge
shall appoint as many officers-in-charge as instructed by

Board in view of attached examination centers.


27.1.3 Appointment of Officer-in-charge examination:
27.1.3.1 Chief officer-in-charge shall appoint officer-incharge examination for his examination center.
27.1.3.2 An institution may be required to hold
examinations for the students of any other
institution simultaneously at the center. This may
necessitate additional staff for management of
examination. The chief officer in charge may
appoint additional assisting supervisor/s in
consultation with the Board/Regional Office.
27.1.4 The Examination centers, Distribution centers and
Regional Assessment Centers shall work using the soft
wares provided / approved by the Board. Software/s not
approved by the Board is/are not allowed.
27.1.5 Controller of examination center: Chief officer-in-charge of
a Distribution center shall appoint one controller of
examination for each examination center under his control
or as per instructions of the Board. The suitable persons to
be appointed as controllers of examination may preferably
be drawn from the institutes of the attached examination
centers.
27.1.6 Distribution Center Supervisor: Chief Officer-in-charge
shall appoint one supervisor for the Distribution centers.

27.2

27.1.7 Block supervisors: Chief Officer-in-charge shall appoint


block supervisors as follows:
27.1.7.1 Block supervisor: 1 per Block.
27.1.7.2 Relieving supervisors: 1, for every 5 examination
blocks or part thereof.
27.1.7.3 For block supervisors, ratio of teaching to nonteaching staff shall be 1:1.
27.1.8 Examination (sealing) supervisor: Chief officer-in-charge
shall appoint one sealing supervisor for the examination
center.
27.1.9 Record and Billing Clerk: Chief officer-in-charge shall
appoint a Record and Billing Clerk for the examination
center.
Supporting staff
Chief officer-in-charge shall appoint following supporting staff
27.2.1 Attendant / Hamal:
27.2.1.1 For examination hall: One attendant for every
two blocks.
27.2.1.2 For examination control room: Two attendants
for every session of examination.

28.0 OFFICERS AND SUPPORTING STAFF FOR CONDUCT OF


PRACTICAL EXAMINATIONS
28.1 Officers: Principal shall arrange to conduct the practical
examinations, as provided in teaching and examination schemes of
the courses run at his Institute and appoint necessary examiners
and supporting staff.
28.1.1 Internal examiners: The principal shall appoint internal
examiners from eligible teachers who have taught the
related subjects in the current session, as far as possible
28.1.2 Record & Billing Supervisor: Principal shall appoint a
Record & Billing Supervisor for the practical examinations
at the Institute.
28.2 Supporting staff: Principal shall appoint following supporting staff
28.2.1 Expert assistant: expert assistant shall be a teacher to be
appointed one per subject where the performance of the
examinee in the practical examination is to be monitored to
aid the assessment by the examiners
28.2.2 Laboratory Assistant: The appointment shall be made for
the conduct of Practical, Oral, Term work or Project
examinations one for each examination
Additionally, proper technical person, such as Curator for
surveying, Pump attendant for hydraulics, Technician/s for
work shop and other subjects, shall be appointed, as
necessary, to ensure proper functioning of the equipment /
instruments during practical examination
28.2.3 Lab attendant / Hamal: Normally one per practical
examination be appointed. Appointment of additional
person may be done with proper justification and approval
from Regional office/Board.
29.0 MISCELLANEOUS
29.1

Requirements for an Examination Block


29.1.1 The examination block shall be clean, well ventilated, well
Lighted, and adequately furnished with suitable furniture.
29.1.2 Separate toilet blocks for gents and ladies shall be
available in the near vicinity of the examination block.
29.1.3 Each examination block shall accommodate 30 to 40
examinees.
29.1.4 The size of an examination block shall be enough to
provide a minimum of 1.0 m2 per examinee.
29.2. Following shall not be permitted in examination block.
29.2.1 Any material (print or non-print) relevant with any subject.
29.2.2 Programmable Calculator.
29.2.3 Pager.
29.2. 4 Mobile phone.
29.2. 5 Smoking, consumption of alcoholic beverages or any
narcotic drugs is prohibited.

Allotment of Additional Seat Numbers by Institute
29.3.1 The Institute shall allot additional seat numbers under
following circumstances:
29.3.1.1 When an eligible examinee has submitted the
examination form/s within the prescribed time
limits (with late fee or penalty) and Institute has
forwarded his name under due course,
semester/ year and master but the examinee
has not been allotted any seat number by the
Board. Separate seat numbers shall be allotted
for each examination if applied for more than
one.
29.3.1.2 When the name of a examinee in the seating
chart given by the Board is shown under
improper course code /semester/ year / master,
the institute shall cancel his seat number in the
chart and allot additional seat number at its level.
29.3.1.3 When a examinee has been allotted the
examination center at the institute consequent to
grant of change of examination center by the
Board.
29.3.2 If a examinee has duly submitted the examination form, but
it has not been forwarded to the Board, the Institute shall
not allot additional seat number to such examinee without
prior written permission of the Board.
Procedure of allotting additional seat numbers:
29.4.1 Institute shall check the seating chart supplied by the
Board and prepare list of examinees who should have
been allotted seat numbers by the Board, but have not
been allotted. The Institute shall also check the examinees
who have been allotted improper seat numbers by the
Board. The Institute shall first allot additional seat numbers
to these examinees, in ascending order of semesters/years
of the courses run by it and later to any other examinee/s
allotted to the examination center at the institute. This
information shall be added in both copies of the seating
chart.
29.4.2 The additional seat number shall be allotted from the range
of the numbers issued by the Board by the institute
Change of Examination Center
29.5.1 Permission for change of examination center
29.5.1.1 Normally, no examinee shall be permitted change
in his allotted examination center.
29.5.1.2 Examinees may be granted change of allotted
examination center under following circumstances:

29.5.1.2.2 Institute where the course has been
discontinued.
29.5.1.2.3 Closed down Institutes.
29.5.1.2.4 Distance learning / Part-time Diploma

29.5.1.2.6 Physically handicapped examinee who
cannot travel ordinarily.
29.5.1.2.7 A female pregnant examinee who is
medically advised to avoid travel.
29.5.1.2.8 Any other case at the discretion of the
Board.
Granting Change of Examination Center and Related Subsequent
Activities
29.6.1 Examinee seeking change of examination center shall
apply in writing to the Secretary through Principal of the
Institute where he is studying, along with necessary
supporting documents.
29.6.2 If the Institute where the examinee was studying is closed
down, he shall submit the application at the related
regional office.
29.6.3 The Secretary (or Deputy Secretary Regional office under
delegated powers) shall scrutinize the application and on
getting convinced, issue order for change of examination
center granting a center requested by the examinee or
suitable center where the examinations of the course to
which examinee is appearing are conducted.
29.6.4 Information to the examination center subsequent to grant
of change of examination center.
29.6.4.1 The Board shall communicate to the examination
center the name, course, semester/year, master
code and the subjects the examinee has to
appear in.
29.6.4.2 The examinee who has been granted the change
of examination center shall contact the newly
allotted examination center well in advance and
inform the center the subject/s in which he has to
appear.
29.6.5 Allotment of Seat number by the examination center
29.6.5.1 The examination center shall allot additional seat
number to the examinee as per 29.4 and inform
this seat number to the Institute of examinee.
29.6.5.2 The officer-in-charge examination shall add this
additional seat number in both copies of the
seating chart under appropriate course,
semester/ year, master code and shall write the
code number of the subjects in which the
examinee has to appear. He shall also write
remarks against the additional seat number as

number granting the above change.
29.6.5.3 The officer-in-charge shall add this additional
number in the appropriate subject mark sheet/s
manually, at the end of the printed list of
numbers.
29.6.6 Declaring result of examinees granted change of
examination center
29.6.6.1 Result of the examinee granted change of center
is likely to be delayed. However, the parent
Institute of the examinee shall make the
following corrections before submitting the
corrected seating chart to the regional office.
29.6.6.2 The parent Institute shall cancel the examinees
computer generated seat number on the mark
sheets by writing the Delete code 405 against it
and further writing remark as change of center
case vide Board letter No. --------- .
29.6.6.3 It shall take entry of the additional seat number
allotted to the examinee by the examination
center in the seating chart under appropriate
course, semester/year, master code and write
the code numbers of the subjects in which the
examinee is expected to appear. Also it shall
write a remark, as Change of center vide Board
letter No --------.
29.6.6.4 It shall submit the seating chart to the regional
office within the set time limit.
29.6.6.5 However, if the Institute is unable to complete
this procedure within the prescribed time limit,
the same shall be completed while clearing RHR
cases.
Concessions to the examinee
29.7.1 Concessions to physically handicapped students
29.7.1.1 Concession of extra time of 30 minutes for writing
examination shall be granted to a physically
handicapped examinee, on his producing an
appropriate permission letter from Board /
Regional Office in this behalf.
29.7.1.2 For availing such concession the examinee shall
apply to the Secretary along with a medical
certificate mentioning the nature and degree of
the handicap, from the competent Medical
Authority. Such permission shall be available for
the related examination only and the examinee
shall have to apply afresh for each examination.
29.7.1.3 The order granting concession shall be issued by
the Board/Regional Office, after due scrutiny of
the application and as per prevailing instructions
of the government in this regard.

29.8 Facility of Writer


29.8.1 Permission for writer would be granted to a examinee only
if he is physically unable to write the answers and has
been medically so certified, at the time of examination.
29.8.2 Any physical disability which existed during course of study
shall not be considered as valid reason for permitting a
writer.
29.8.3 The writer so permitted shall be less qualified than the
examinee. Further, the writer shall neither be a relative of
the examinee nor an employee at the center of
examination. The Principal or Head of the Institute shall
ascertain this.
29.8.4 Change of writer: Changing the permitted writer is not
allowed. If a change is necessary in extra-ordinary
circumstances, the officer-in-charge, examination, may
permit the change, after ascertaining that the new writer
also satisfies the conditions applicable for a writer as
mentioned in 29.8.3 above and inform the regional office.
Regional office shall inform the related RAC such change,
to account for any possible confusion regarding change in
hand writing in concerned answer books.
29.8.5 For obtaining permission for writer, the examinee or his
parents shall apply to Board in writing along with medical
certificate issued by a registered medical practitioner.
29.8.6 The Institute would make separate seating arrangement for
such disabled examinee and the writer. The examinee and
the writer, both shall be present together, during the
sessions of the examination.
29.8.7 Use of writer shall be limited to writing answers of theory
papers only, and shall exclude drawing/graphics, and
subjects wherein the motor skill of the examinee has to be
tested.
29.8.8 Further, the examinee permitted to use writer shall not be
allowed to write or draw anything. Occurrence of any such
event shall be considered as misconduct on the part of the
examinee and he shall be liable for disciplinary action.
30.0 MASKING WRITTEN ANSWER BOOKS
Where prescribed, the written answer books at an examination shall be
duly masked to induce expedient confidentiality in conducting their
assessment.
30.1 Procedure of Masking Written Answer Books
30.1.1 Masking of the answer books shall be carried out at the
examination center itself, immediately after the paper of
written examination is over and before packing and sealing
them.
30.1.2 The Officer-in-charge, examination shall appoint adequate
number of supporting staff for masking the answer books,
so as to complete it within one to one and a half hours after

the end of related theory paper/s.


30.1.3 Masking of the answer books shall be carried out in the
presence of the Officer-in-charge, the Controller of
examination center and the Sealing supervisor. They shall
explain and demonstrate the method of masking to the
staff appointed for masking.
30.1.4 Masking: The face sheet of an answer book or a
supplementary answer book contains the information, such
as serial number of answer book, examinees seat number,
examination center code and the signature of the officer
in-charge /Supervisor. This box shall be masked using
masking stickers supplied by the Board effectively
concealing the above information.
30.1.5 The masked answer books shall be sealed as per procedure
prescribed below.
30.1.5.1 The masked answer books shall be wrapped in
brown paper and tied with strong thread. This
packet shall then be packed in a cloth bag and
sewn. The cloth bundle shall be duly sealed
along the seams with sealing wax. They shall be
sealed as per 20.5.
30.1.5.2 The related pre-printed and/or examiners mark
sheets shall not be packed along with the
masked answer books in the sealed packets.
These mark sheets shall be sent separately in
sealed covers to the concerned Distribution
Center for due onward transmission to the
related RAC.
30.1.6 The controller of the examination center shall carry the
above sealed bundle/s of masked answer books, along
with the other bundle/s, if any, of normal answer books (not
requiring masking) of the examination center to the
Distribution Center, as per schedule and duly hand over
them to the Officer-in-charge, Distribution Center.
30.1.7 In case of residential controller mode, these sealed
bundles of masked answer books shall be duly handed
over to the Residential controller by the Officer-in-charge,
examination, along with other bundles of normal answer
books for their delivery to the Distribution Center as per
schedule.
30.1.8 The answer book bundles shall be issued for assessment
in the masked condition only.

APPENDIX I
DUTIES AND RESPONSIBILITIES OF OFFICERS AND OTHER STAFF
APPOINTED FOR THE CONDUCT OF EXAMINATION
1.0

ROLES AND RESPONSIBILITIES OF THE CHIEF OFFICER-INCHARGE


1.1

The Principal of the Institute or head of Institute shall be


appointed as Chief Officer-in-charge for the Distribution and
Examination center or Examination center alone as the case may
be at his Institute.

The Chief officer-in-charge shall:


1.2
Be overall responsible for smooth conduct of examination at his
Institute. He shall see that the examinations are conducted in
free, fair manner and that there is favorable environment for
conduct of examination at the center.
1.3
Appoint necessary officers such as controller of examination,
officer-in-charge examination, officer-in-charge distribution, staff
as supervisors and other supporting staff, as per the norms of
Board. He shall provide necessary guidance and support to the
officers-in-charge.
1.4
Provide and depute eligible teaching staff members from his own
institute and further choose and draw proper teaching staff from
the connected centers to work as controllers of examination, as
required by the Distribution center.
1.5
Keep constant liaison with the controllers of examination,
appointed at the examination centers to ensure smooth and
flawless conduct of the examination.
1.6
Keep vigil on all aspects of the examination and its conduct.
1.7
Make adequate arrangements of round the clock police protection
for safety and security of question paper packets and written
answer books at the Distribution center. He shall also arrange for
police bandobast at the examination center for the entire
examination period.
1.8
Arrange a four- wheeler closed vehicle for the transport of the
question paper packets along with the controller from the
Distribution center to the exam center and for delivering sealed
packets of written answer books from examination center to the
Distribution center.
1.9
Arrange to distribute the question papers as per the instructions
Board and maintain safe custody of the question papers and
sealed answer book bundles.
1.10 Maintain desired secrecy and confidentiality in entire examination
system.
1.11 Hold meetings as and when necessary of all officers and staff
appointed for examination work and apprise them about their

Issue Duty certificates to the Controllers of examination.
Arrange for cash for incidental expenses, remuneration of
examiners at Distribution center, examination center and
Regional assessment center.

DUTIES AND RESPONSIBILITIES OF OFFICER-IN-CHARGE,


DISTRIBUTION CENTER
2.1

Work as Distribution officer for distributing question paper packets


to the connected examination centers.
2.2
Collect relevant circulars, instructions and timetable of
examination from Regional office and carry out the distribution of
question papers accordingly.
2.3
Communicate changes, if any, in timetable of the examination to
the connected examination centers.
2.4
Verify and ensure that the received question paper packets are as
per the requirement of the connected centers for all subjects and
in sufficient quantity.
2.5
Ensure safety and security of question papers during transport
and storage at distribution center as per the norms of Board.
2.6
Ensure police arrangement through chief officer in charge for
round the clock police protection of question papers and written
answer books stored in the center.
2.7
Depute controllers of examination appointed by the chief officer
in-charge to the connected examination centers.
2.8
Keep constant liaison with Board, Regional office and the
Controller of examination appointed at the examination center for
smooth and efficient conduct of the examination as per norms of
the Board.
2.9
Arrange for distribution of question paper packets according to
the timetable and applicable mode of distribution (daily
distribution or resident controller).
2.10 Keep proper account of question paper packets distributed to
various examination centers.
2.11 Hold meeting of all controllers of examination, Officers-in-charge
of examination centers and apprise them about their roles and
responsibilities in the process of the conduct of the examinations.
2.12 Keep proper custody of written answer book bundles received on
each day of examination, as per the instructions of Board /
Regional office.
2.13 Dispatch the written answer book bundles received from the
examination centers to assigned RACs, as per schedule of Board.
2.14 Receive the sealed packet/s of cases of malpractice, copying,
etc.(CPS), brought by controller/s of examination, keep their
custody and deliver them to the assigned enquiry officer through
special messenger only, as per instructions of the Board. In no
case, these answer books should be sent to the RAC.
2.15. Maintain attendance record of officers and staff appointed for the
distribution work at the center and hand it over to Supervisor

2.16. Maintain necessary documentation and record of distribution work
at the center.
3.0

ROLES AND RESPONSIBILITIES OF OFFICER-IN-CHARGE,


EXAMINATION
3.1

3.2

The Officer-in-charge of examination shall be responsible for the


overall conduct of examination, including seating arrangements,
appointing supervisors, masking, sealing of answer books, etc.
He shall be eligible for due help from the head of the institution /
chief officer-in-charge in this regard.
The officer-in-charge shall:
3.2.1
Get well acquainted with prescribed examination
procedure .He shall keep constant liaison with the
Board, Regional office and controller of examination,
appointed at the examination center.
3.2.2
Procure and study all circulars, letters and information
in respect of animation work and procedures involved
and keep them handy for reference.
3.2.3
Keep all relevant information and documents about the
connected institutes, as well as the
information
received from the Board in this regard.
3.2.4
Arrange the transport and safety of the question papers
packets from distribution center to examination center.
3.2.5
Receive, keep in safe custody, handle and use the
question papers as per the norms and guidelines
issued by the Board, from time to time.
3.2.6
Communicate to the staff and students the Boards
rules, regulations, norms, guidelines, latest circulars,
examination timetable, notices etc.

Maintain information regarding number of examinees
appearing at the center, course-wise, semester/yearwise, master-wise, subject-wise, day-wise and sessionwise.

Document the examination related information properly

Receive the pre-examination documents, check and
process the discrepancies therein, verify the seating
chart, and submit one copy of the seating chart duly
corrected in all respects to the Regional office within the
prescribed time.

Allot seat numbers to eligible examinees if not allotted
seat numbers by the Board, strictly as per the
procedure laid down by the Board.

Issue the documents such as Hall tickets, pre-printed
mark sheets, seating charts to proper persons, after
due verification.

other staff required for the conduct of examination as
per the instructions of Board / Regional office and as
per local need for specific examination block.
Conduct the examination as per timetable following due
procedure of the Board.
Keep constant supervision on the staff appointed for
examination at the examination center for smooth and
flawless conduct of the examination.
Conduct meeting of staff appointed for examination
work and apprise them about their role and
responsibilities in the conduct of the examination.
Keep the account of question papers, answer books
and documents related to the cases of malpractice etc.
for producing the same to vigilance officer or
representative of Board or any other competent
authority, when needed.
Keep vigil on all aspects of the conduct of examination
and see that the cases of malpractice, copying and
impersonation etc. occurring in the examinations are
duly booked and reported to Enquiry officer along with
relevant documents through the Distribution center.
Conduct examinations as per the schedule, in free and
fair manner and also ensure that there is environment
conducive for smooth conduct of examinations at his
center.
Display the contents of notification issued by
Government of Maharashtra NO.USG / 5066/7820/UNI3 Dt.5th December, 1988, which contains details of
Maharashtra Prevention Of Malpractices At University,
Board And Other Specified Examinations Act, 1982, to
inform and dissuade the examinees from any
involvement in acts of malpractice.
Facilitate internal vigilance squad and keep it active to
curb the tendency/cases of malpractice.

discrepancies in the contents of the question paper and
forward it to the chief officer in charge for necessary

4.9.2 Receiving question paper packets and recording subject
codes, and their date and time of receipt etc.
4.9.3 Question paper packets issued to the controllers of
examination (format no.3).
4.9.4 Names and Badge Nos. of police constables present for
the security duty on each day, with time of their arrival and
departure at the Distribution center.
4.9.5 Inspections by external vigilance squads in the prescribed
format.
4.9.6 Attendance of the staff at the Distributing center preferably
by software or otherwise.
Assist in collecting and storing the sealed bundles of written
answer books on each day of examination, examination centerwise, or as per the instructions of Board / Regional office.
Maintain lot-wise, Institute-wise, course-wise, semester/yearwise, subject-wise record of dispatch of collected answer books.
Assist in dispatching the collected sealed bundles of written
answer books, as per instructions of Board.
Assist in dispatching the CPS cases to enquiry centers within the
prescribed time limit through special messenger.
Arrange to prepare the remuneration bills of staff of Distribution
center with the help of software or Record and billing clerk of the
institutes examination center.
Prepare and issue the duty certificates of controllers of
examination.

5.0

ROLES AND RESPONSIBILITIES OF EXAMINATION (SEALING)


SUPERVISOR
The Examination (Sealing) Supervisor shall:
5.1
Get well acquainted with the examination procedures and assist
the Officer-in-charge in all matters related to examination.
5.2
Receive the pre-examination documents.
5.3
Collect and study all documents, circulars, letters and other
information in respect of examination work. Check and remove
the discrepancies in the examination documents.
5.4
Correct the seating chart and submit one copy of duly corrected
seating chart to the Regional office, within prescribed time limit.
5.5
Keep constant liaison with the officer-in-charge examination,
controller of examination, block supervisors, relieving supervisor
appointed to work as block / and relieving appointed at the
examination center.
5.6
Follow and maintain the expected flow of mark sheets, and
submit all mark sheets of theory examination along with the
sealed bundles of answer books to the Distribution center.
5.7
Assist the officer-in-charge, examination center in assigning
duties to the supervisors and other supporting staff.
5.8
Make arrangements of the following as per the norms and
guidelines of Board:
5.8.1 Examination blocks, furniture, lighting etc.
5.8.2 Numbering desks with the help of supporting staff.
5.8.3 Preparing seating charts and block-wise attendance
reports (format no. 5).
5.8.4 Blank answer books and other examination stationery.
5.8.5 Maintaining cleanliness in examination blocks and toilets
through supporting staff.
5.8.6 Drinking water through supporting staff.
5.9
Maintain record of duties assigned to various staff engaged in the
examination work.
5.10 Assist in storing, handling, using, distributing answer books and
question papers.
5.11 Maintain account of answer books, examination stationery and
question papers utilized in each session of the examination, in the
formats prescribed by the Board.

5.18.1 First bell: 10 minutes before the start of examination
5.18.2 Second bell: at the scheduled start of examination time.
5.18.3 Intermediate bells: at every one-hour of the time lapsed.
5.18.4 Warning bell: 10 minutes before the scheduled end of
the examination.
5.18.5 Last bell: at the scheduled end of the examination.
Assist in dispatch of sealed written answer book bundles.

Collect all prevailing norms of Board, regarding payment of


remuneration and other charges.
Collect necessary formats of bills for preparing claims.
Collect copies of office orders of the officers and staff appointed
for Distribution center, Practical examinations and theory
examination center at the institute.
Maintain attendance record of the officers and staff actually
present for examination work.
Collect the information about the number of examinees appearing
in each session of examination at the center.
Prepare claims for individuals and the Institute, for the charges
admissible as per prevailing norms of Board and submit all bills of
the institute in one lot to the Regional office, with necessary
supporting documents, within the prescribed time limit.
Follow the flow of mark sheets as per the instructions of Board
and submit all mark sheets of non-theory examinations to the
Regional office, as per schedule of Board.
Maintain the stock register of examination stationery for entire
examination.

ROLES AND RESPONSIBILITIES OF BLOCK


(INVIGILATOR) AND RELIEVING SUPERVISOR.
7.1

SUPERVISOR

The block supervisor appointed for supervision in the examination

hall shall:
7.1.1 Collect the information about:
7.1.1.1 Block allotted for supervision,
7.1.1.2 Number of examinees appearing in the block,
7.1.1.3 Course, semester/year, master, subject and
duration of examination for the examination
block allotted,
7.1.2 Prior to the commencement of examination verify and
ensure that no student present in the block possesses any
objectionable material that is not permissible in the
examination hall. Any examinee, found to possess such
objectionable material, shall be instructed to keep it at the
allotted place .If examinee refuses to comply and keep
away such material; the supervisor shall immediately bring
the matter to the notice of officer-in-charge of examination.
7.1.3 Verify and ensure that each examinee is sitting at a place
meant for him.
7.1.4 Distribute an answer book to each examinee, appearing
for examination.
7.1.5 Receive the question papers from the officer-in-charge or
the examination supervisor.
7.1.6 Distribute appropriate question paper to each examinee at
the start of examination that shall be indicated by ringing
bell and verify that each examinee has received question
paper of his course, semester/year and master. In case
there is any error the same should be brought to the notice
of officer-in-charge and controller of examination.
7.1.7 Instruct all examinees in the block to write their
examination seat numbers on their question papers. He
shall also instruct the examinees not to write anything else
on the question paper except the seat number.
7.1.8 Instruct the examinees that writing anything else, other
than the appropriate seat number, would be treated as
malpractice.
7.1.9
Not permit any examinee to leave the examination hall,
before 30 minutes from start of examination. Further, he
shall not permit any examinee leaving the examination
hall before the end of the examination to take away the
question paper. He shall collect such question paper and
handover it to the officer-in-charge for returning it to the
examinee after the examination is over.
7.1.10 Verify the fee receipt, hall ticket, and identity card of all
examinees appearing for examination in the block and
make sure that only the genuine examinee appears for
examination. In case of slightest doubt, the matter should
be brought to the notice of officer-in-charge who shall
further investigate the matter and take further necessary
action, as per the guidelines of Board.
7.1.11 Sign the answer book of each examinee seated in the
block after verifying whether the examinee has written

Get corrected any discrepancies committed by the
examinees in writing the above information, under his
supervision.
Obtain signature of each examinee on Attendance Sheet
in duplicate and record the serial number of the answer
book issued to him on it.
Return all question papers remaining undistributed after
30 minutes from the commencement of the examination
and not permit any examinee reporting for appearing in
the examination after 30 minutes from the
commencement of the examination.
Issue supplements to the examinees, as and when
demanded by them. However, before issuing supplement
to an examinee, he shall ascertain that the examinee is in
real need of the supplement by verifying his answer
book.
Ask the examinee to write his seat number on the freshly
provided supplementary answer book. He shall check the
correctness of the seat number and then put the dated
signature on the supplement. He shall also make entry in
the attendance sheet against the examinees seat
number, that the examinee has been issued a blank
supplement.
Announce intermittently the time elapsed and warn 10
minutes before the end of the examination to that effect.
Record seat numbers of the examinees leaving
examination hall before the scheduled end of the
examination.
Keep vigil on his examination block and see that
examination is conducted in free and fair manner. He
shall not allow any examinee to use unfair means or
indulge in malpractice or misbehavior.
Immediately take due action against the examinee found
using unfair means or involved in malpractice or
misbehavior, as per norms and instructions of Board.
Give a written statement of the event involving
malpractice or using unfair means, narrating the details of
the incident as needed in the procedure.
Under instructions of officer in charge issue a second
blank answer book to the examinee for continuing to
write the examination.
Shall collect all answer books, count them and tally with
the number of examinees present, at the end of the

examination. He shall not allow any examinee to leave


the hall till the count of the answer books is tallied.

7.1.25 Shall arrange all written answer books in ascending order
of seat numbers and check the account of supplements
issued to examinees with the record of supplements
written by examinees on their answer books.
7.1.26 Shall put his signature where the examinee has ended
writing his answers. He shall also mark a line across all
blank pages of each answer book and supplement,
indicating that these pages were not used by examinees
for writing any answer.
7.1.27 Shall then duly hand over the answer books to the officerin-charge or examination supervisor.
Under instructions of the Officer-in-charge shall relieve a block
supervisor requiring a short break. During this period of
supervision he shall discharge all above-mentioned duties
assigned to a block supervisor.
The Relieving Supervisor shall assist the Officer-in-charge in
Addition to all above-mentioned duties.

ROLES AND RESPONSIBILITIES OF CONTROLLER OF


EXAMINATION CENTER
8.1

8.2

Role of controller of examination at the examination centre would


be of supervisory nature. He shall be an officer representing the
Board supervising the overall conduct of examinations, as per the
norms laid down by the Board. His decision will be final and
binding upon the entire examination process, staff involved in
examination process and the examinees of that center.
The controller of examination shall:

During the examination period, carry with him his official
Identity card.
8.2.2
Report for duty at given time and date, to the officer-incharge Distribution center.
8.2.3
Note down the name of Institute, its address, phone
numbers, courses in the Institute, question paper
requirements and proper examination timetable etc., for
smooth conduct of the examination.

Take due care of the safety of the question paper


packets during the travel and deliver them to the officer in
charge examination center. He shall get a receipt from
officer in charge examination center ( format no 3).
Ensure that all delivered question paper packets have
been properly stacked in the same sequence as their
occurrence as per examination schedule. He shall also
ensure the safety arrangements for the custody of the
question papers as per laid down procedure.
Confirm that the question paper packet being opened is
meant for the day, date, session and time mentioned in
latest timetable, applicable for the examination center.
Utmost care shall be taken to see that in no case the
wrong packet is opened.
Provide necessary guidance to the staff at examination
center engaged in examination, in matters related to
conduct of examination.
Inspect the examination halls and verify the seating chart
and seating arrangement every day. If the seating
arrangement is improper he shall inform the officer-incharge and get it amended. He shall see that at least 1 to
1.2 sq. meter space is provided to each examinee.
Observe that internal vigilance group is active. Similarly,
visit the examination halls frequently and exercise check
for proper conduct of examination and discouraging
malpractice.
Observe due secrecy and confidentiality in the entire
examination process.
Keep vigil on all aspects of the conduct of examination at
the center and report the cases of malpractice /
misconduct, if any, to the officer-in-charge. The officer-incharge examination shall take action in such cases as
per prescribed procedure.
If in his opinion, the action taken by the officer-in-charge
is not proper or sufficient; or the officer-in-charge is nonco operative, the controller of examination shall
communicate the matter to the Secretary under intimation
to Deputy Secretary, Regional office on phone and in
writing. He shall also communicate such report to the
chief officer in charge Distribution center and vigilance
committee during its visit to examination center. Such
report shall be specific and objective in nature. Care shall
be taken to support such report with facts, figures, proofs
and matters related with conduct of examination. Copy of
the report shall be submitted to the Deputy Secretary,
Regional office, immediately after the examination is
over.
Officer-in-charge of the examination center shall work
under the guidance and instructions of the controller of
examination.

8.2.15 At the end of the examination on each day (daily


distribution mode) or on scheduled day(residential mode
of distribution), he shall receive sealed answer book
bundles, theory mark sheet packets and sealed packets
of CPS cases if any for delivery to the officer in charge
distribution center. He shall give a receipt to the officer in
charge examination as per format no 7.
8.2.16 Handover the sealed answer book bundles, theory mark
sheet packets along with sealed packets of CPS cases if
any with him to the officer in charge distribution center.
He shall duly get a receipt from the officer in charge
distribution center as per format no. 8.

APPENDIX II
RESPONSIBILITIES OF DISTRIBUTION CENTRES, EXAMINATION
CENTRES, AND CONNECTED CENTRES
DEFINITIONS
1. DISTRIBUTION CENTRE
The institute selected for the custody and storage of question papers
during the period of examination and for distribution of the question
papers to the connected examination centres following the procedure
laid down by the Board is defined as Distribution Centre.
2. EXAMINATION CENTRE
The Institute selected for providing facility to students for appearing for
theory examination is defined as Examination Centre. The examination
centre may be the students own Institute or any other Institute selected
by the Board or Regional office.
3. CONNECTED CENTRE
The Institute whose examinees are granted examination centre
elsewhere is defined as Connected Centre. The connected centre and
examination centre may be one and the same Institute; however, this is
not an essential condition. In case examination centre and the
connected centre are different institutes then the theory examination is
held at examination centre. However the examinations other than the
theory examination shall be conducted at connected centre unless
otherwise specified by the Board.
An examination centre scheduled to receive its question papers from a
Distribution Centre is also defined as Connected Centre.
A. RESPONSIBILITIES OF A DISTRIBUTION CENTRE
1. Work as Distribution Centre for distribution of question papers for the

connected examinations centres.


2. Provide necessary officers, examiners and supporting staff required for

smooth conduct of examination.


3. Collect pre-examination documents such as list of question paper

packets required for each examination centre, and make arrangements


for distribution of question paper packets to connected examination
centres, as per mode of distribution decided by the Board.
4. Collect relevant circulars, instructions and timetable of examination from
Board / Regional office and communicate the same to all connected
centres, including its own examination centre.
5. Provide security for safety of question papers during transport to and
storage at distribution centre.
6. Provide security for safety of controller of examination, question papers
and answer books during the transport and storage, as per the norms of
Board.

APPENDIX IV
PRESCRIBED FORMATS

FORMAT No. 1

INSTRUCTIONS TO EXAMINEES
A. General instructions:
1. The examinee is expected to be present at the examination
centre10 minutes before the commencement of examination.
1. No examinee shall be admitted to the examination hall after 30
minutes of commencement of the examination.
2. The examinee shall have the proper hall ticket , fee receipt and
the valid institutional identity card for producing when demanded,
without which he/she shall not be eligible to appear for the
examination.
3. Examinees are not permitted to leave examination hall in the
initial 30 minutes and last 10 minutes of the paper duration.
4. A bell will be sounded 10 minutes before the commencement of
the examination after which the examinees are allowed to enter
the examination hall/s.
5. Next ringing of the bell shall announce the commencement of the
examination.
6. A warning bell will be sounded 10 minutes before the close of the
examination .Examinees shall tie the supplements and
enclosures to the main answer book and be ready to hand over it
to the invigilator at the ringing of the final bell announcing the end
of the examination.
7. Exchange of answer books, supplements, calculators and
drawing instruments etc. among the examinees is strictly
prohibited.
8. Procession of any arms, weapons, etc. in the examination hall or
at the examination center by the examinee is strictly prohibited.
B. Instructions regarding writing answer books:
1. The examinee shall check the answer book issued to him for loose
sheets or improper printing etc. and if found so he shall get it
changed before commencing to write the answers.
2. The examinee shall enter the requisite information on the face
sheet of the answer book properly before commencing to write
the answers.
3. Start each answer on a fresh page and write question number at
the beginning of each answer. Do not write anything in the margin

of answer book.
4. Use only blue or black ink pen to write answers. If there is change
in ink, it shall be got attested by the supervisor/invigilator.
5. Do not leave blank page/s between the answers. If a page is left
blank inadvertently, write Please Turn Over (PTO). Answers
written beyond a blank page may not be assessed.
6. The examinee shall use separate answer book for each section,
where there are sections in question paper.
7. Do not write your name or examination seat no. or any
objectionable matter anywhere inside the answer book. If any
answer requires name or signature, write XYZ.
8. Do not tear off any page from the answer book.
9. Before submitting, tie securely additional answer book
(supplements) and other enclosures, if any to main answer book.
Write total no. of enclosures (main answer book + graph sheet +
drawing sheet + supplement if any) attached in the column
provided on the cover page of the answer book.
10. If you wish to scratch all the answers written in the answer
book, you should write the following statement at the end on
the last written page.
I have scratched all my answers and wish that the answers in
this answer book should not be assessed. This has been
attested by the supervisor.
Do not put your signature. Get your statement attested by the
supervisor. Else, the scratched answers in the answer book
shall be assessed.
C. Special instructions:
1. The examinee is prohibited from keeping in his possession in the
examination hall any blank paper, notes, scribbles, chits, book/s,
mobile phone, pager, programmable calculator, electronic
communication devices etc,. The violation of this instruction shall
attract suitable punitive action.
2. The examinee shall behave properly before, during or after the
examination to maintain the conducive atmosphere at the
examination center.
3. The examinee found guilty of misbehavior or using or attempting to
use unfair means shall be liable for suitable punitive action.
4. Discloser of identity on the part of examinee by way of
communicating name/seat number/signature or any request to the
examiner in the answer book is a punishable offence.
5. The examinee is prohibited from taking away the answer book/s or
any enclosure/s issued to him out of examination hall. Violation
shall attract punitive action under the extant rules.
