This Section presents the Work Programme planning and scheduling in accordance with the
Methodology developed by the Consultant to fully attain the objectives of the services. The Chapter
also presents the team of key personnel proposed by the Consultant, their involvement schedule and
the Curriculum Vitae.
5.3
PROJECT MANAGEMENT
The Consultant believes in strong management and administrative guidance in support of the Project.
In order to effectively address the present Study requirements, and their successful performance, the
Consultant has identified four major essential elements. They are:

A Study Management Element: which is responsible for overseeing of the contract, financial
monitoring, technical quality and the schedule;
Strong Study Team: the Study Team should possess strong leadership abilities and should be
capable of working in an integrated manner;
Linkage and Coordination: within the team, as well as with the Client.

5.4
ORGANIZATION
The Study Team has been formed and organized in such a way as to enable the Consultant to provide
the optimum combination of resources and experience to assure the successful completion of the
Study. Fig. 5.1 shows the Consultant's proposed Organization Structure. It shows a clear line of
command and working relation within the functional units of the Consultant's organization.
The main responsibility of the Consult ing Services to be provided will lie with the Team Leader of the
Study Team. He will be mobilizing all the resources available with the Firm so that the Study is carried
out smoothly. He will also identify, based upon the reports and feedback he will receive from the Study
Team Members, and decide about the type of backstopping support required at any time, and will
mobilize the same. He will develop appropriate linkage with the Client, Head Office and Consultant's
Study Personnel and brief them regularly as per the established lines of communication.
Back-up support from the Head Office will be made to the Consultants Study Team during the entire
period of services for carrying out their duties to a successful completion in consummate workmanlike
manner. The Head Office will be in constant touch with the Study Team. The Head office, its, advisors
and support staffs will always be alert to the needs of Study Team and will promptly respond with
required information, supplies and other resources.

5.5
WORK PROGRAMME
The itemized list of works and their sequence as suggested by the TOR is exhaustive and clear in
terms of the objectives and scope of works. The work plan is very tight and leaves little room for time
overruns necessitating close monitoring of activities and efficient and timely decision making. Based on
the TOR and comments made on Terms of Reference (Please see Chapter 3), the Consultant has
prepared the detail Work Programme, which is presented in Fig. 5.2 .
5.6
The Consultant has put a lot of efforts in understanding the nature, size, scope and the importance of
the proposed services. Similarly, a careful consideration has also been made while selecting the
proposed team members for the Study. The Consultant fully understands that despite the experience
and a sound establishment of the firms, the success of the Study will depend in large measure on the
composition of the Study Team. The team must represent a combination of inter-disciplinary skills,
including a high degree of technical expertise in a number of disciplines, and successful professional
experience in similar type of studies, with cross-cultural skills enabling them to work collaboratively and
aptly with Client's officials, other agencies and personnel related to the proposed Study.
The Consultant's proposed staffing will consists largely of the following types

The Consultant's Support Staff will be the Technical and Administrative support staff. There will also be
backstopping staff from its Head Office. The purpose is to provide additional expertise as well as
administrative support in case of specific needs. We, however, do not intend to impose much financial
burden onto the Client for the services of such backstopping input and the cost of their services will be
borne from the overhead of the Consultant. The proposed Manning Schedule and Responsibility
Matrix is shown in Fig. 5.3 and Fig. 5.4 respectively.
Team composition and task assignments are presented in following pages.
The estimated duration, and the probable timing of the assignment of each professional to be involved
in this Study are also shown in this Figure 5.3.

5.7
The Curriculum Vitae of each individual key staff proposed for this Study are presented in the following
pages. As will be evident from the curriculum vitae of the proposed team members, the central thrust is
made to assemble a team of professionals who have not only the required experiences in the
theoretical aspect but also an adequate experience of road bridge works execution, and full knowledge
of EIA roadbridge design and IEE procedure as per DORDoLIDAR standard and EPA and EPR of
HMGN as well as those of international bilateral and multilateral agencies. The key personnel to be
involved in this project isare shown in Table 5.1 and Table 5.2. The CV's of the professionals is also
attached in the following pages.
