SincetheearlyyearsofhisstayinS.Africa,GandhihadtriedModeratemethodsof
prayersandpetitiontoopposethediscriminatinglawsagainstIndians,butoftenhefailed.
1906:AlegislationinTransvaal,requiredtheIndianstoregisterthemselvesandcarry
registrationcertificatesatalltimes.
