PRO1 HISTORY

This office was first known as the Philippine


Constabulary/Integrated National Police Command One when it
was activated on June 11, 1978 then holding camp at Camp Bado
Dangwa, La Trinidad, Benguet. It originally covered the provinces
of Abra, Benguet, Ilocos Norte, Ilocos Sur, La Union, Pangasinan
and Mountain Province before the activation of the PC/INP
Cordillera Command on April 1, 1989.
With only Ilocos Norte, Ilocos Sur, La Union and Pangasinan
left under its jurisdiction, the command temporarily transferred its
headquarters to Camp Diego Silang, Carlatan, City of San
Fernando, La Union.
On July 29, 1989, the command was finally called POLICE
REGIONAL OFFICE ONE its official name up to this date and
acquired its permanent headquarters at Parian, City of San
Fernando, La Union in a ground breaking ceremony officiated by no
less than His Excellency President Fidel V. Ramos, then the
Secretary of National Defense.
The command headquarters was subsequently named CAMP
BRIGADIER GENERAL OSCAR M FLORENDO on May 2, 1991 in
honor of the late Brigadier General Oscar M Florendo, an
outstanding military officers and gentleman who was once a
Provincial Commander of the La Union PC/INP Command.
General Oscar M Florendo was an honest man, a silent but
hardworking officer who sacrificed his life so peace would reign in a
troubled land.
General Florendo was killed in Tuguegarao,
Cagayan on March 14, 1990 while on a mission of peace trying to
bridge the gap between the military and civilian sector during the
turbulent years that immediately followed the EDSA Revolution.

Camp Brigadier Oscar M Florendo, was a bare 6-hectare


promontory 20 years ago with crude road uphill, two buildings and
a guard post that suggested a symbol that it was a command
headquarters until the camp undergone monumental and
continuous facelift since 1995.
In 1997, Camp Florendo was named as the Newest Tourism
and Golf Center in La Union when a nine-hole golf course was
developed in its hilly landscape.
Started by former PNP RECOM 1 Director, Chief
Superintendent Reynaldo G. Wycoco and sustained by the present
leadership, the camp now ranks among the countrys best PNP
headquarters complete with modern facilities, wide parade ground,
a grandstand, a chapel and a Muslim mosque, officers and enlisted
mens quarters, two shooting ranges, a childrens park and the
famous Concord Building a 3-storey building intended as function
rooms for seminar and gatherings and hotel for visitors and guests.
Physical improvements did not only define the progress of
Police Regional Office 1, but also the efficiency and dedication to
service of its officers, men and women who vowed to embrace the
slogan: Home of the Citizen-Friendly Policemen and Protectors of
Human Rights and by all standards.
Truly, through the selfless service of men and women with
dedicated hopes and aspiration and through the support of the
community, Police Regional Office 1 continues to uphold the early
beginnings of the eminent forerunners from 1989 up to the present
and live the PNPs well-regarded philosophy of service, honor and
justice.
