Rule 4 of the FederalRulesof Civil Procedurerequirescertainpartiesto cooperatein saving


unnecessary costsof serviceof the summonsandcomplaint. A defendantlocatedinthe United
Stateswho, afterbeingnotified of an actionandaskedby a plaintiff locatedin the United Statesto
waiveserviceof summons,fails to do so will be requiredto bearthe costof suchserviceunless
good causebe shownfor its failure to sign and return the waiver.
It is not goodcausefor a failure to waive servicethata par:tybelievesthat the complaintis
unfounded,or that the actionhasbeenbroughtin an improperplaceor in a courtthat lacks
