ULDC Scheme Monitoring Group (USMG) of Northern Region

Confirmation of Minutes of 25th USMG meeting
Summary Record of the 25th meeting of the USMG held on 05.02.2010 was circulated vide NRPC/SE
(O)/USMG/25/2010 Dated 9.03.2009. (USMG Agenda and minutes are also available on NRPC
website at http://nrpc.gov.in). As no comments have received from any constituent, USMG may like
to confirm the minutes.
Uniform Specifications for RTUs for SCADA System

A Sub-committee, under the convener-ship of Ms Vineeta Agrawal, Chief Manager, NLDC was
constituted to prepare the technical specifications for RTUs and to recommend a list of certified
manufacturers. 14 venders were short listed and their RTUs were tested. Following 8 RTU vendors
were able to interface their RTUs with the existing system successfully and were found suitable for
integration with the existing ULDC system in Northern Region:

Following vendors were considered to be conditionally passed. Constituents were advised to select
vendors subject to demonstrating the deficiencies as brought out in the report.

The matter was also discussed in the 15th TCC and 16th NRPC meeting held on 15th /16th April 2010
respectively.

TCC/ NRPC had approved the report of subcommittee and it was decided that constituents may procure
the RTUs quickly as recommended in the report.

Constituents may initiate action for procurement of RTUs as per requirement so that data is made
available to the Control Centres matching with the commissioning of the new stations

Constituents may submit the action plan for procurement and its integration in the system.

3.0 EXPANSION OF NR UNIFIED LOAD DESPATCH AND COMMUNICATION


SCHEME of NR (PHASE-II)
On the basis of decision of NRPC in its 8th meeting held at Udaipur on 25th April 2008, in order to
decide a minimum standard requirements, USMG in its 23rd meeting, held on 27th March 2009,
constituted a high level sub committee to form the specifications/ philosophy after identifying the
requirement of expansion of the system for next 7-10 years. The report was discussed during the last
USMG meeting and also in the15th NRPC meeting held on 24th December 2009. It was decided in the
NRPC meeting that USMG would monitor the implementation of Phase-II of the ULDC scheme so as
to complete the scheme by September 2012.
The matter was also discussed in 16th NRPC meeting and representative of HVPNL stated that they
had already decided to implement scheme on their own and were in the process of appointing a
consultant for the same. He added that for integration they would appoint POWERGRID as review
consultant.
Representative of DTL stated that they would implement the scheme after appointing the consultant.
He added that for integration they would appoint POWERGRID as review consultant.
Representative of UPPTCL, RVPNL and PTCUL informed that they would appoint POWERGRID as a
Turnkey implementer.
Representative of HPSEB stated that they would take the decision of appointment of consultant shortly.
It was also decided that each constituent shall send the request letter to POWERGRID for obtaining the
offer for turnkey implementation/consultant/review consultant.
It was decided that each power utility would submit a detailed action plan indicating the timeline for
each activities to NRPC Secretariat so as to complete the implementation of ULDC Phase-II by
September 2012.
Constituents may submit the action plan and Members may like to deliberate.

4.

Changing the Isolator and Breaker Numbers in ULDC SCADA System as per field
conventions

BBMB had changed the numbering scheme of two BBMB Sub-Stations i.e. 220kV Jagadhri and
220kV Samaypur. No problems were faced/reported during or after the implementation of revised
databases and displays. In view of the above, BBMB in the last meeting had requested that they may
be allowed to carry out changes for other BBMB Stations as well. HVPNL had stated that they have
not received the modified single line diagrams for the stations modified by BBMB. They also stated
that before implementing similar modifications in other stations, they would like to observe the
modified stations for at least one month. It was decided that further modification will be carried out
after one month of observation and feedback from HVPN.
BBMB may give the feed back of modification and Members may like to deliberate.

Extension of Comprehensive AMC for SCADA/EMS system

NRLDC has reported that the existing AMC contract shall be expiring on 30th September, 2010 and
there is provision under the clause no.8.1 of the existing contract for extension of another two years at
the same terms & conditions. Since the equipments are under use and are required to be maintained to
facilitate secured functioning of the NR grid, the existing contract need to be extended for a period of
two years effective from 1st Oct, 2010.
Members may kindly deliberate and concur.

Issue of TDS certificate & refunding the WC tax against AMC payment

NRLDC has reported that income tax is being deducted by the constituents while the payment is
released against the AMC bill. NRLDC has already written to all the constituents for issue of TDS
certificate. However, NRLDC are yet to receive the same. Further, work contract tax (WC) @2% has
been deducted by PSEB & DTL from the bill which is to be paid to the vendor additionally as per
actual. Hence PSEB and DTL may kindly reimburse the deducted amount to settle the accounts.
Members may like to deliberate.
7. Telemetry from generating stations & substations already under commercial
also those coming up during 2010-11

operation

The real time data from number of generating stations, which are already under commercial operation,
are not available at NRLDC. The list is attached at Annexure-I. Member may discuss the integration
plan of these stations.

During the last USMG meeting, MS, NRPC had requested constituents to submit details of sub-station
coming in the next year so that communication related issues can be discussed in time. He also
requested constituents to submit details of RTU in the following format:

During the hearing in CERC in the suo- motto petition on Grid disturbance in NR on 2nd Jan 2010,
concern was shown on non- reporting/ non availability of RTUs in the generating/ substations of NR.
Constituents may update and deliberate.

8.

Database updation & on lining

NRLDC has reported that the modification in the database files are to be done to incorporate changes in
the system parameters/configuration and the same should be made available before 10th of each
month so that the on lining could be done in a planned way. It has however been observed that correct
network parameters are not entered while preparing the database. This is creating delay in onlining and
giving erroneous flows in state Estimator output. It is requested that all files may be sent to NRLDC
before 10th of every month after due checking of the network parameters.
Members may like to deliberate.

9. Insurance of equipment installed under ULDC-NR system


MOU was signed between POWERGRID and Northern Regional Constituents for taking insurance
of equipment installed under ULDC-NR. The MOU signed is valid for five years from the signing of
MOU (i.e. upto July 2010.)
Present insurance taken for the equipment awarded to United India Insurance Company Ltd shall
expire on 31st July, 2010. POWERGRID had requested constituents to take necessary action for
insurance of the equipment post expiry of the current insurance policy.
BBMB has intimated that the ownership of the equipment installed & supplied as spare/ testing
under ULDC- NR system is still with POWERGRID, as the equipment has not been transferred to

the constituents. As such, it will not be technically possible for the constituents to arrange the
insurance of the equipment as the equipment are not on the constituents book. BBMB has proposed
that the existing insurance practice may be continued.
