Hi John

Attached is background information on AAMA (African American Mayors Association) including a list
of cities that have committed to pay dues. The dues are based on size of city population. As I
mentioned when we discussed this, AAMA held their inaugural conference at the end of June which
was well attended including Secretary Fox and Secretary Perez from President Obamas cabinet.
Their headquarters is now located in Washington DC and the NCBM (National Conference of Black
Mayors) has declared bankruptcy and is being dissolved.

The deadline for this year's ACA open enrollment is March 31, so please continue to encourage the

uninsured in your communities to sign-up. Over 2.2 million people signed up on healthcare.gov
last year, and 30 percent of those health insurance enrollees were under the age of 35. There is
still much work to be done before the March 31 st deadline. Don't forget to tweet,
using#getcovered, to get the word out on this historic program, particularly to young people who
often go uninsured.
Don't forget, the White House has tasked NCBM with enrolling the uninsured, particularly in states
that do not have state-based exchanges and instead rely on the federal exchange. The White
House also wants to hear your success stories, so please report them to President Johnson's ACA
contact, Cassandra Jennings, atCJennings@cityofsacramento.org. There will also be a final push
call for NCBM's Outreach and Enrollment Initiative sometime in March. Information on that call will
be available in the coming days.

Hi Mayor,
Today Josh Rosa and I were on the call with the White House regarding the final push for enrollment.
Valerie Jarrett opened the meeting and to our surprise, the President joined us. Secretary Sebelius
spoke after the President. President Obama stressed that it is crunch time and he really needs all the
local leaders to make a hard push to get people enrolled. He shared stats and stories and declared
March 8 as Day of Action. He wants all to be creative but effective with outreach. Only 35 more days to
go.
Next steps:
1. Send message to NCBM (Mayor Goodall was on the call; not sure who else)
2. Reach out to Sacramento partners to see what we can do locally
3. Identify action for Sacramento on March 8
4. Collect stories
5. Get NCBM mayors signed up (maybe we can have a raffle)
We want to finish strong.

I have attached:
1.The data summary by states and region as well as national facts
2. Updated letter.

Since the estimated number of uninsured represented by Black Mayors is 1.3M in the targeted states, I
suggest that our goal be one or the other below:

1.100,000 persons enrolled which would be close to 10% rounded ( more like 7.5%). This would
require all cities,especially the large ones to participate or somehow be counted. This is very
aggressive.
2.10,000 which could be also described as 1000 per state (10 original targeted states) or 1% of the
estimated uninsured (rounded))

I like the percentages because that would be clear that it include all of us (targeted and non
targeted)to reach our goal.

The challenge with any number is that it will be hard to measure and a while before we can get
numbers to reflect any net gain in enrollment.

I am available tomorrow to discuss by phone anytime except 9:45-12. Of course I will be up late
tonight. I also have a call with Jacqueline Goodall at 3-4 PM PST tomorrow to discuss her role and
comments.

I will send the email as soon as you confirm the goal numbers orconfirmwith me to take the numbers
out of the letter and allow you to articulate it on the call.

Good to talk to you earlier this week. I wanted to circle back on our conversation about our
Affordable Care Act outreach and African American outreach week.

Below is a description of what we?re trying to do:

During the week of December 9th African American organizations have committed to educating the
African American community on the Affordable Care Act and hosting enrollment events in the key
FFM cities. We have major commitments from organizations to host conference calls, webinars, and
community events. African American leaders will participate in a radio push, publish op-eds on their
own healthcare experience and host a media call on the benefits of the Affordable Care Act.

It would be great if we could make it an NCBM week of action and have members tweet, write opeds and if possible, host enrollment events.

In addition, we plan to host a press call on Monday at 4:45 pm EST / 1:45 pm PST with Valerie Jarrett
and an Af-Am Member of Congress to higlight the importance of the ACA. If Mayor Johnson is
willing and available, we would love to have him join the call to talk about the work black mayors are
doing to spur enrollment and how it affects the community.

Hi Cassandra,
Updates on my ACA work. There's a lot of info in here, so if you'd prefer to discuss this later, I
understand.
I hope the service this morning was a powerful celebration of your sister-in-law's life.

Commitment form & cover letter: I kept the Educate, Engage, and Enroll wording from the
Toolkit. I think this it is best to keep this consistent across all 3 documents in order not to confuse
Mayors.
Metrics & tracking: Ideas:
-track in the categories of "actions", "events", and "partnerships". I think when Mayors go out and
actually speak at a media event, that is more significant than just putting a link on a website. I
think it is also significant to track how many partnerships with community organizations who
commit to assist with outreach and/or enrollment
-bronze, silver, gold: Corina explained Let's Move as a little more complicated than we imagined.
There are distinct categories cities can earn medals in, with very specific tasks. I think it is far
easier to track and report numbers. If we want to go this route, I don't know how many of each
thing we should require, but I recommend something like: Bronze=5 actions/events, Silver=8
actions/events, 1 of which must be an event (so Mayors don't just train their staff and put links
on websites), Gold = 12 actions/events, 1 of which must be a partnership formed.
-track pre-enrollment & post-enrollment actions. We can send out a survey on October 1 to ask
what "education" and "engagement" Mayors have done prior to Marketplace launch. Then, an
additional survey on March 31 (or 2 surveys, 1 on January 1 and 1 on March 31, that's a 6 month
time period after all) can be sent out to track how Mayors have participated during the enrollment
phase. I think it is important to do multiple check ins to keep reminding Mayors to participate, and
also because it's hard to log everything Mayors have done only on March 31--they might forget
what they did 7 months prior.
-I have created sample Google Forms that Mayors or staff could fill out. These would populate an
excel doc that can be used to create a running total of each tracked category. I can certainly set
up a how-to on this for whoever is assigned this project later this year. I could also create a
paper version that Mayors can fill out if they prefer to fax, and then Mayor's staff would enter that
info manually.

Statement by the President on the Fourth Anniversary of the Affordable Care Act
Since I signed the Affordable Care Act into law, the share of Americans with
insurance is up, and the growth of health care costs is down, to its slowest rate in
fifty years ? two of the most promising developments for our middle class and our
fiscal future in a long time.
More Americans with insurance have gained new benefits and protections ? the 100
million Americans who?ve gained the right to free preventive care like
mammograms and contraception, the eight million seniors who?ve saved thousands
of dollars on their prescription drugs, and the untold number of families who won?t
be driven into bankruptcy by out-of-pocket costs, because this law prevents insurers
from placing dollar limits on the care you can receive.

More Americans without insurance have gained coverage. Over the past four years,
over three million young Americans have been able to stay on their family plans.
And over the past five and a half months alone, more than five million Americans
have signed up to buy private health insurance plans on HealthCare.gov ? plans that
can no longer discriminate against preexisting conditions or charge you more just
because you?re a woman or a cancer survivor ? and millions more have enrolled in
Medicaid.
It is these numbers, and the stories behind each one of them, that will ultimately
determine the fate of this law. It is the measurable outcomes ? in savings for families
and businesses, healthier kids with better performance in schools, seniors with more
money to spend because they?re paying less for their medicine, and young
entrepreneurs who?ll have the freedom to try new jobs or chase that new idea ? that
will ultimately offer more security and peace of mind to more Americans who work
hard to get ahead.
Last month, after her first wellness visit under her new insurance plan, a woman
from Colorado shared with me what that peace of mind meant to her. ?After using
my new insurance for the first time, you probably heard my sigh of relief from the
White House,? she wrote. ?I felt like a human being again. I felt that I had value.?
This is what?s at stake any time anyone, out of some outdated obsession, pledges to
repeal or undermine the Affordable Care Act. And that?s why my administration
will spend the fifth year of this law and beyond working to implement and improve
on it.

should ? it?s now last call for 2014. March 31st is the deadline to get covered this
year. So check out HealthCare.gov or call 1-800-318-2596 to see what new choices
are available to you, and get covered today.
