Senators question the constitutional grounds for veto after changes had been made at the last meeting b. President Sterr believes that the changes made to the by-law mendment were not reflected in the copy he received c. Senator Atkinson asks to be excused for one minute d. Senator Brown questions how the revised bill is unconstitutional e. Senator Chu is excused for one minute f. Senator Whitling believes the by-law amendment is not necessary and restates known facts in Article V of the constitution g. Senator Myers questions how sanctions could be administered if the by-laws do not directly state the process h. Senator Brown believes it is necessary to have the process for dismissing a Senator to counter the vagueness present in the by-laws i. Senator Whitling believes that it is still restating what is already stated in the constitution j. Senator Whitling called to question k. seconded l. Motion failed. Discussion is continued m. Senator Brown suggests to change the “8” and include “eight” after the number n. Senator Brown believes that if we can amend the by-law amendment to read “eight” as well as “8” why can we not amend other portions of the bill o. President Sterr believes that passing it to change the “eight” is a good idea p. Senator Brown believes that the Senators should already know the stipulations and sanctions for not completing duties but still believes this amendment is necessary q. Senator Kleinchmidt questions if Rules and Regulations [Administration] Committee should readdress this amendment r. Senator Brown moved to table the amendment s. The amendment is tabled 7. By law amendment 18.012 a. Senator Atkinson wants to be brought up to speed about the amendment due to not being present at the last meeting b. Senator Chu spoke to President Sterr about this amendment and came up with situations in which the stipulations may be too harsh c. Senator Whitling believes there are Constitutional conflicts with this by-law amendment d. Vice President Wooster outlines scenarios in which Senators may miss meetings and be impeached because of extenuating circumstances that are not their fault e. Senator Whitling motioned to table that the by-law amendment until revisions can be made f. By-law amendment 18.011 is tabled 8. Resolution 18.002 a. Read into the minutes by Senator Whitling b. Senator Whitling discussed changes to the Resolution including removing the items that may be construed as blaming language c. Senator Atkinson believes that the Resolution should be moved until after the voting on Bill 18.028 d. No second on moving the Resolution e. The line from the Resolution “through no fault of the current editorial staff” was removed f. Senator Whitling believes that the Resolution should be passed first so as to continue the discussion before voting on the Bill the Resolution will influence g. Final item of the Resolution is to tactfully address the student body about their budget deficiency h. Senator Whitling supports the statement in question i. Senator Atkinson feels that the statement in question is not a mandate but is strongly suggested j. Rob Hildebrant [audience] agrees with Senator Brown; however, he feels that something to the affect of the statement should be included k. Senator Chu moved to amend Resolution 18.002 by striking out “review” and replace it with “budget review” and in the be it furthered with “this issue” i. Vote was made on the Resolution and failed l. Senator Kleinchmidt believes that it will already be published in the VanCougar m. Senator Whitling believed that it is necessary to put the Bill into context by adding the Resolution n. Senator Bowyer agreed with Senator Whitling o. Senator Whitling believes that the Senate should amend the 4th line to read “cohesive budget review” i. This motion was approved p. Senator Brown moved to change “tactfully” from the final line of the resolution q. Senator Whiling believes this motion may make the wording ambiguous and believes it should remain r. Senator Brown believes the reading as it is makes the issue in question sound negative s. Senator Atkinson agrees with removing “tactfully” t. Senator Atkinson does not believe that we should dictate to the VanCougar what needs to be written u. Senator Chu agreed with Senator Atkinson v. Senator Kleinchmidt does not feel that the Resolution is requiring the VanCoiugar to write anything, just that we are urging them to w. Vice-President Wooster opens the floor to the VanCougar representative x. Managing Editor Hatch asked if the meeting minutes were available to the campus community y. Senators replied that they are but no one reads them z. Senator Whitling discusses the difference between the Resolution and the Bill and that the Resolution is not tied to the money explicitly aa. Senator Kleinchmidt moved to replace “tactfully” with “respectfully” i. Motion failed bb. Motion to strike “tactfully” entirely i. passed cc. Senator Atkinson moved that the final line should read “address this budget issue” i. Motion failed dd. Senator Whitling believes that the final phrase should just read “in print” and “about their budget deficiency” should be removed i. Passed by majority ee. Senator brown does not agree with the “in print” and will not vote for the Resolution if it states “in print” ff. Senator Myers agrees with the inclusion of “in print” gg. Senator Whitling believe there is room for debate over the “in print” inclusion in the final line of the Resolution hh. Senator Shaw agrees with the “in print” inclusion because she feels as though students will want to know why we are giving the VanCougar money ii. Senator Brown called to question and was seconded jj. Resolution passed 9. Vice-President Wooster entertained the motion to move the budget proposal to the bottom of the new business a. Senator Chu so moved, seconded b. Motion passes 10. Bill 18.0024 a. Senator Chu read the Bill into the meeting minutes b. Vice-President Wooster passed the Chair position to the Senate Chair Pro-tempore so she could speak on behalf of the Bill c. Wooster [audience] spoke on behalf of the Bill and feels it is very important for students to have this kind of education d. Senator Kleinchmidt clarified where the event would take place e. Senator Atkinson inquired if it is limited to only students or anyone f. Wooster clarifies that it is open to anyone g. Senator Atkinson called to question i. Motion failed, discussion continued h. Senator Harmon has questions about advertising i. Wooster states that the targeted audience is college students and advertising will only occur on campus j. Senator Chu moves to change the Bill to read “Student Events Pool to be held during the last week of April.” i. Motion passed k. Senator Myers attests to the quality of the event through outside research l. Senator Chu called to question and was seconded i. Bill passed m. Vice-President Wooster took back the Chair 11. Bill 18.0025 a. Senator Shaw read the Bill into the minutes b. Senator Harman moved to a second reading c. Floor open to Mr. Anderson [audience] to speak on behalf of the Bill d. Mr. Anderson stated that the professor to speak at the engagement is well-known and the event will provide a chance for students to network e. Senator Brown questions the amount of money and believes it sounded like too little for gas f. Senator Chu moved to add a period after “driving costs” i. Motion passed g. Senator Shaw moved to amend the Statement of Fact to include “all advertisement shall read” in the first line i. Motion passed h. Advertisements need to be approved by the ASWSV Public Relations Director prior to distribution i. Senator Atkinson moved to have the random parentheses after “event” removed j. Senator Whitling is excused for one minute k. Senator Kleinchmidt questions the exact nature of the lecture and the content of what it will include l. Mr. Anderson clarifies that the lecture is to address issues surrounding mental heath m. Senator Chu points out that this Bill is tied to other Bills on the agenda and encouraged an aye vote n. Senator Atkinson agreed this is an important event and encourages an aye vote o. Senator Brown called to question and was seconded i. Bill passed 12. Bill 18.026 a. Senator Chu read the Bill into the minutes b. Spring Atkinson moved for a second reading c. Senator Atkinson moved to change the Bill to incorporate that the Bill read “the professor is coming from WSU Pullman” d. Floor opened to Mr. Geileufeldt to speak on behalf of the Bill e. Mr. Geileufeldt believes this is an integral part in a series of lectures that multiple clubs are supporting on campus f. Senator Harman has questions about the date of the hotel reservations g. Senator Atkinson discusses that there is no honorarium request h. Senator Brown called to question and was seconded i. Bill passed 13. Bill 18.027 a. Senator Myers read the Bill into the minutes b. The floor opened to Mr. Geileufeldt to speak on behalf of the Bill c. Senator Harman moved to amend the Bill to add a space between “Sec.” and “2” i. Seconded and passed d. Senator Brown: where is he traveling to e. Mr. Geileufeldt states that he is traveling from Pullman f. Senator Myers clarifies the compensation and advertisement g. Senator Brown called to question and is seconded i. Bill passed 14. Floor opened to Mr. Harrimen to speak on behalf of a funding request in hopes of finding Senators to sponsor it as a Bill a. Vice-President Wooster states the fact that there has not been two sponsors for this Bill despite it being submitted more than a week ago b. Senator Atkinson clarifies that the Bill is asking for the full amount of the event and the request does not include any attempt at outside fundraising c. Senator Brown states she would sponsor the Bill d. President Sterr discusses the idea of undergraduate student travel grants and points out that other campuses have this e. President Sterr feels this should be addressed in the future 15. 18.028 a. The Bill was read into the minutes by Senator Brown b. Senator Chu moved for a second reading c. Vice-President Wooster opened the floor to representative from the VanCougar d. Mr. Hatch discusses the fact that the money was spent last semester e. Mr. Hatch acknowledges that there are plans if the funding request is denied f. Senator Myers wants to know who else will be providing oversight in the future for VanCougar expenses g. Mr. Hatch and Ms. Wells believe that the Managing Editor and Student Involvement Manager should have oversight h. Senator Chu disagrees that the Student Involvement Manager should have oversight of the VanCougar and questions Ms. Wells statement i. Ms. Wells feels that the Editor-in-Chief and Managing Editor check and balance each other j. Senator Atkinson feels that the word “crisis” should be removed and moved to have it removed i. Motion passed k. Senator Whitling clarifies the point that the by-laws of the VanCougar be changed to include more oversight than currently exists l. Senator Chu clarifies the role of the Student Involvement Manager in The VanCougar and states that the advisor to The VanCougar is not Mrs. McIlvoy but Mr. Baker. m. Senator Whitling questions who exactly will have oversight over The VanCougar n. Senator Whitling hopes that the inclusion of checks and balances will be in place before the end of this school year so as to influence next year’s staff o. Senator Whitling makes a motion to add an exact date (end of the semester) for checks and balances to be in place in lieu of; “that they should be included by” i. Motion passed p. Senator Bowyer points out the necessity of the Student Media Board to approve these changes q. Senator Whiting points to possible conflicts of interest with having Student Media Board members on the ASWSUV Senate r. Senator Bowyer agrees with Senator Whitling s. Senator Atkinson believes that the money should be repaid by the end of the 2010 academic year and wants to know what the Senate can do to ensure this. t. Senator Brown believes that there will be a Contract to ensure the repayment. u. Senator Harman feels uncomfortable with Bill 18.028 v. Senator Whitling believes that this issue is important and while possibly being uncomfortable, it is necessary to maintain the service of The VanCougar to the students w. Senator Kleinchmidt agrees with senator Whitling x. Ms. Wells wants to know who the Senate usually gives money to y. Senator Chu responds that the senate usually gives money to clubs and individuals requesting money for events z. Senator Brown responds that the Senate provides money to organizations that do not get S&A Fees. aa. Senator Kleinchmidt calls to question and is seconded i. Bill passed 16. 18.0029 a. Senator Atkinson asked to be excused to represent the Bill b. Senator Brown read the Bill into the minutes c. Senator Chu moved for a second reading d. The floor recognizes Ms. Atkinson to speak on behalf of the Bill e. Ms. Atkinson is excited that KOUG radio is back up and running and feels that the radio station has been doing what it can with very little but would like funding to get more knowledge about the radio out to those in the campus community. f. Senator Whitling wants to clarify Ms. Atkinson position at the radio station g. Ms. Atkinson replied that she is the Programming Director h. President Sterr inquired about the listener base of KOUG and how many individuals are listening i. Ms. Atkinson responded that the listener base differs at different times of the day j. Senator Kleinchmidt provides that the there was seven responses to a show last week on KOUG k. Senator Myers wants to know why there has been limited advertising for KOUG l. Ms. Atkinson feels the radio is “shovel ready” and advertising will be out as soon as funding is provided for the re-launch of KOUG m. Ms. Atkinson states that it is not easy to get things going and advertising was withheld until after the re-launch and viability of the station has been confirmed n. Senator Whitling questions what time the re-launch party will be held o. Ms. Atkinson responded that they intend to do it at the busiest time on campus p. Senator Whitling wants to know if KOUG will be streaming into buildings on campus q. Ms. Atkinson hopes to be able to stream into the commons and feels that KOUG is doing a great job incorporating many students r. Senator Whitling called to question and was seconded i. Bill passed 17. Reports a. Tabled until next meeting 18. Tabled until 19. ASWSUV 2009-2010 budget proposal a. Senator Chu explained that the budget will be approved by the 19th ASWSUV Senate b. Senator Atkinson moved to table the budget until the March 13th meeting and was seconded i. Budget tabled 20. Announcements a. President Sterr has executive staff tabling for encouragement of voting and wants separate tabling from Senators to table about the Constitutional Amendments b. Senator Harman points out that we should introduce ourselves at the beginning of each meeting so those visiting are less intimidated and know who we are c. Acknowledgement to Activities Assistant Cruz and IT Assistant Hook for doing a great job with making changes to Bills during the meeting on the overhead projector d. Executive staff would prefer that they be informed before meetings if they will be giving their reports at the end of the Senate meetings 21. Meeting adjourned 3:58
