TESDA ANNOUNCEMENT

ON THE
MIGRATION OF RATINGS PROGRAMS
TO THE NEW TRAINING REGULATIONS (TRs)
The TESDA Board Resolution No. 2013-04 dated June 26, 2013 promulgated
the following Amended Training Regulations (TRs) for the training of ratings
under STCW II/4, STCW III/4, STCW II/5, and STCW III/5:

The above TRs have superseded the following TRs:

1. Deck Rating and Engine Rating promulgated in 1988;
2. Able-Bodied Seaman, Boatswain (Bosun) and Seafarer-Pumpman,
promulgated in 2000;
3. Oiler/Motorman promulgated in 2000; Major Patron, Boat Captain, Boat
Engineer and Marine Diesel Engine Mechanic promulgated in 2000;
4. Deck Seafaring NC I, II, III and Engine Seafaring NC I, II, III promulgated
in 2005;
5. Rating Forming Part of a Navigational Watch (STCW Regulation II/4),
Rating Forming Part of an Engineering Watch (STCW Regulation III/4),
Able Seafarer Deck (STCW Regulation II/5) and Able Seafarer Engine
(STCW Regulation III/5) promulgated in November 2010.
TESDA Circular No. 15 s. 2013 was issued on September 10, 2013 directing
all technical vocational institutions (TVIs) to have their registered programs
related to ratings be subjected to migration to the new TRs within a period of
sixty (60) calendar days, i.e. November 9, 2013.
The representatives of the TVIs were invited to the deployment workshop of
the new TRs last September 26-27, 2013 and they submitted an action plan to
meet the migration requirements.
The following ratings programs have re-registered in UTPRAS according to
the requirements of the new TRs:

In accordance with TESDA Circular 45 s. 2007, Omnibus Guidelines on

Program Registration under the Unified TVET Program Registration and
Accreditation System (UTPRAS), Section XV. Sanctions and Penalties, item B.
Grounds for Closure of Programs and Revocation of Certificate of Program
Registration (CoPR) of a Registered Program, the CoPR of a program of a TVI
shall be revoked after due process for failure to re-register its program from an
old TR to an updated TR within the prescribed period. This will, however, not
prejudice the TVI to re-apply the program for registration to the updated TR once
it has completed all the requirements.
Other TVIs offering maritime ratings programs that are not in the above list
have not applied for re-registration. Thus, they have to comply with the following:
1. Surrender their CoPR to TESDA;
2. Stop accepting new enrollees effective 22 November 2013; and
3. Allow current enrollees to complete their program.
