Pursuant to Act 188 of 1982, the University reserves the right to
ban from campus property those persons whose presence does
not benefit the campus community. Persons who are banned
from campus properties are subject to arrest under all
appropriate sections of the Pennsylvania Crimes Code if they
are found or reported to be on any property owned or controlled
by the University.
Caterbone is a white male, 50 years of age, with gray eyes and
graying hair. Caterbone has displayed a continued pattern of
harassment and threats toward University Officials since the
date of his original trespass notification. If Caterbone is
observed on any campus property University Police should be
notified immediately by calling 717.872.3911.

Millersville University and Franklin & Marshall College slipped slightly in U.S. News & World Report's annual ranking, but
school officials said the results aren't entirely reflective of the positive things happening on campuses.
In the report, which was released today online, Millersville University ranked 58th among U.S. colleges in the north that offer
a broad range of undergraduate and master's degree programs. Last year the school ranked 45th.
Among the nation's liberal-arts schools F&M ranked 42nd, slipping from the 40th spot last year.
Elizabethtown College remains ranked at No. 5 among the northern region's top baccalaureate colleges.
Schools were notified of the report earlier this week.
The data is based on criteria such as enrollment, program completion, faculty, staff, graduation rates, institutional prices,
financial aid, freshman retention rates, class size and reputation.
Harvard University is back at No. 1 in the rankings for the first time in 12 years.
Princeton University slipped to No. 2, ending eight straight years of at least sharing the top ranking. Yale University followed
at No. 3.
Millersville tied with Shippensburg University and were the highest ranked schools among the Pennsylvania State System of
Higher Education universities.
"We are pleased with the ranking," said Vilas Prabhu, Millersville's provost and vice president for academic affairs. "The
exact ranking can fluctuate. Our goal is to always rank in the first tier."
Prabhu said Millersville consistently does well in areas such as graduation rates and SAT scores.
In the 2007-08 school year, the school's graduation rate was 81 percent. Average SAT scores for incoming freshman were
between 950 and 1250.
A large part of the rankings 25 percent is determined by peer assessments where colleges rate each other through
surveys.
"By ranking your peers it gives (U.S. News & World Report) more credibility because they can say 'we're not the ones
coming up with these rankings,' " Prabhu said.
However, Prabhu said the problem with peer assessments is that schools aren't always aware of little details that can make
a difference, such as the percentage of faculty who have earned doctorate degrees, internship and service-learning
programs.
"They don't know all the good practices we are doing," Prabhu said.
The annual report has long drawn criticism from college officials who say the report contains flawed methodology, is a onesize fits all list and puts more weight on pedigree than value.

But Prabhu said he believes the report has merit. "It's a valuable tool in addition to a lot of other things. Students should visit
campuses and talk to students before choosing a college."
Sara Harberson, F&M's vice president for enrollment and management and dean of admission, agreed with Prabhu.
"The college search is a very personal experience," Harberson said Thursday. "Students will have a gut reaction. There's still
something valuable about visiting a school and getting butterflies."
Harberson said F&M's ranking reflects all the good things happening at the school such as a 12 percent increase in
admission applications, a flourishing visitation program and rising SAT scores.
For instance, Harberson said 600 more families have visited the campus over last year.
"More families are taking tours and attending information sessions," Harberson said. Admissions "is a very individualized
personal process. We want to be seen as much more than a number."
Elizabethtown College did not return phone calls Thursday concerning the rankings.
This year the report includes two new rankings. The first is a list of up-and-coming institutions colleges that make
innovative improvements.
The second will be the first-ever rankings of colleges by high school guidance counselors.
Highlights of the 2009 edition of America's Best Colleges rankings will be published in the Sept. 1 edition of U.S. News &
World Report.

Well, all these financial shenanigans, and micromanaging students is working out nicely for F&M. While Millersville's
spokesman is pleased with the ranking(?). The reason they both fell, while E-town remained the same? Could it be quality of
education? You know, the part folks are actually buying when they pay for higher education?

Assuming we decided there was any reason to rank schools, and that the methodology was sound, where is the statistical
analysis to show us that there is ANY difference between being #40 and #42?!?
Am I going to choose CalTech over MIT because one is #1, and the other #2?! No- I'm going to look at the school size,
strength in planned major, overall school offerings, and whether you want "fun in the sun" or rowing on the Charles...
Full disclosure- my alma is one of the schools that refuses to participate in the rankings "arms race" (but hey, it was good
enough for Steve Jobs to drop out of!).

owners informed of what his plans are, Manor Township officials said today.

Keeping the neighbors up to date "was important to me," Hogan said.

sense to be good stewards of the land," he said.
Hogan, who has hand-delivered letters explaining his plans to neighbors, has said the retirement village would be
geared toward the "vibrant part of our society that just happens to be 65, 70 years of age."

project had stated.
Last summer, the Manor Township supervisors gave the go-ahead to a zoning text amendment regarding Funk's
Farm Village, a step in advance of the March zoning meeting.
Hogan has worked closely on the village project with Fred Funk of the well-known farm market, a Millersville-area
institution since 1963.

Lancaster County's Republican state House delegation is

putting pressure on leaders of the higher-education system
and Millersville University to cancel an upcoming lecture by
radical-turned-professor William Ayers.
The county's seven GOP lawmakers say Ayers'
appearance would represent "an inappropriate promotion
of a man whose history includes violence against the
United States of America."
Their remarks were delivered in a Feb. 11 letter to State
System of Higher Education Chancellor John Cavanaugh
and Millersville University President Francine McNairy.

Neither official had responded to the lawmakers as of this morning.

A spokeswoman for the university, Janet Kacskos, confirmed that McNairy had
received the letter but said Millersville would have no public comment on it.
Kacskos said Ayers' March 19 lecture would go on as planned.
Kenn Marshall, a spokesman for the State System of Higher Education, which
oversees the the state-owned universities including Millersville, said Cavanaugh
had received the letter and was planning to respond to the lawmakers.

late 1960s and 1970s, including the Pentagon, the U.S. Capitol and the New York
City Police Department.
He is now a respected university professor and a member of Chicago's intellectual
establishment. Lawmakers here, however, are highly critical of his philosophies on
education.
"Dr. McNairy said his philosophy falls in line with their direction on urban
education," said Boyd, of West Lampeter Township. "I don't know that we want to
be teaching teachers or students that revolutionary activism should be a part of
our curriculum. That to me is the bigger issue."
Though lawmakers control spending at the state universities, Boyd said he had no
intention of seeking any sort of censure of Millersville.

"I don't think it's appropriate to penalize students for a decision that's made by the administration," said Boyd.
The lawmakers' letter claims Ayers advocates an educational philosophy that "promotes student and parental political
activism instead of achievement testing." The letter criticized Ayers for advocating that educators "teach against
oppression, against America's history of evil and racism, thereby forcing social transformation."
"Mr. Ayers' work on urban education has significant radical components," the lawmakers write in the letter. "If that is
the direction that Millersville University believes it should go, then we believe a full curriculum review is necessary."

and Americans to bring in a guy who tried to blow up U.S. government buildings," she said.
The letter also compares Ayers' actions with the Weather Underground to those of Theodore Kaczynski, the so-called
Unabomber. Both men argued their actions, though extreme, were necessary to attract attention to their causes.

an incredibly insensitive and repugnant message to the men and women of our armed forces as well as other law

appearances have been canceled," the lawmakers write. "Millersville should do the same."
McNairy, in a statement earlier this week, defended the Academic Cultural Enrichment Committee's invitation to

Members of the county's Republican House delegation were meeting with top officials from Millersville University and
the state's higher education system this afternoon.
The politicians want to know why the university invited
1960s radical-turned-professor Bill Ayers to speak, and
who's paying for his security. Their opposition to his
appearance has been well documented.
But university trustees have some questions for the
lawmakers as well.

"My personal opinion is, it's inappropriate for the legislators
to take a position of interfering with the college program,"
said Julianne Dickson, a university trustee who was
attending the noon meeting on campus.
"I want to know, what is it they're suggesting that there
would be some sort of review for approval by legislators for
anything the college or university is doing?" asked
Dickson.

"Perhaps they'll clarify that for us. Perhaps they're just responding to this speaker,
but it has implications that go far beyond that," she said.
The county's seven GOP lawmakers say Ayers' appearance would represent "an
inappropriate promotion of a man whose history includes violence against the

In a Feb. 11. letter to State System of Higher Education Chancellor John

Cavanaugh and Millersville University President Francine McNairy, the local
Republican lawmakers wrote, in part:
"Mr. Ayers' work on urban education has significant radical components. If that is
the direction that Millersville University believes it should go, then we believe a full
curriculum review is necessary."
The lawmakers planned to grill university officials and air their concerns before
Cavanaugh this afternoon.
"I want to understand their thinking on why they picked Ayers to come, considering
his history of terror, treason and insurrection," said Rep. Tom Creighton, a
Republican from Rapho Township. "He has not rescinded any of that or
apologized in any way.

Bear said he intends to find out who's paying for security when Ayers is scheduled to speak on March 19.
"My concern all along was the issue of using public dollars for protection of Dr. Ayers," said Bear, a Republican from
Lititz. "There's been a lot of questions about where there will be public funds used. That's the wrong thing to do, in my
mind."
Kenn Marshall, a spokesman for the State System of Higher Education, which oversees the state-owned universities
including Millersville, said Cavanaugh is willing to hear their concerns.

Gerry Robinson, another university trustee, said he already had talked to some of the lawmakers about why

He is respected by educators for his theories on education. As others post, the University of Illinois is well
respected and better known for its work than, to pull a name out at random, Millersville University. I have no idea
what your educational background is, of course, and it is possible that your doctorate in whatever makes you
qualified to be part of any intellectual establishment. However, I have my doubts.

Tony Gallagher grew up in Northern Ireland in a time when
people died because of their religious beliefs.
Despite witnessing decades of political turmoil and
violence, Gallagher, the education supervisor at Queen's
University Belfast in Belfast, Northern Ireland, remains an
optimist especially when it comes to the job of
integrating schools there.
Gallagher, an expert in conflict resolution, is visiting
Millersville University to talk with students and staff about
his effort to integrate Protestant and Catholic schools.

In 2007, Gallagher formed the Sharing Education Program

through Atlantic Philanthropies, a U.S.-based organization
that seeks to bring lasting change to disadvantaged and
vulnerable people around the world.

Gallagher said the focus of the program is for students of

all ages to reach a point of understanding at which they
can talk about their differences.
It's not an attempt to take away anyone's cultural or
religious identity, he said.

"I don't want to neutralize the space. I want students to

recognize each other's differences and celebrate it," Gallagher said. "There is no language of the common good right
now. That restricts people's ability to understand each other and build a common society."
Two years ago, Gallagher received $12 million from Atlantic Philanthropies to form a federation of more than 60
schools that agreed to be integrated as part of Gallagher's project.
So far, 2,500 students have been integrated, Gallagher said.

instructors to use conflict-resolution skills and turn a negative discussion or

While conflicts have risen at some of the integrated schools, Gallagher said,
teachers have learned to resolve tension through discussion.
"Students are now exploring their prejudices," Gallagher said.

While the schools have been integrated for just 18 months, Gallagher said there has been significant progress.
He spoke of one girls' school in Northern Ireland that was particularly reluctant to integrate but has had much
success.
"They text each other and meet in center city on the weekends," Gallagher said.

The reason there are so many different perceptions among Protestants and Catholics, he said, is that they
intentionally keep themselves isolated.
Gallagher said about 95 percent of the city's neighborhoods are segregated.

"Communities don't talk about their differences. They are governed by a sense of
fear," Gallagher said. "There is silence, so problems stay there."
This is Gallagher's first trip to Millersville University. While it's a short one he
arrived Saturday and will leave Wednesday he's talking to faculty members
about the possibility of forming an exchange program between MU and Queen's
University Belfast through which students can learn more about diversity in
education.
A published author, Gallagher in 2004 wrote "Education in Divided Societies," a
book that's widely used among experts on conflict resolution.

Dominic Scott, an MU professor who teaches fundamentals in education, said he's

taken students to Northern Ireland in the past to study the peace movement there.
Scott said he has seen an increase in the number of students of Irish decent who want to travel to Ireland.
"There is a cultural and historical link that is lost here," Scott said. "I want to rekindle that connection."
Jane Bray, MU's dean of the School of Education, said she believes Gallagher's work is relevant to an MU student's
general curriculum. She said she looks forward to building a partnership with Gallagher and Queen's University
Belfast.
"It's good not only for an education students but all students to expand their global opportunities," Bray said. "When
you drill that down for education students, it's a significant opportunity for them to talk about conflict resolution in
preparing teachers for the classroom."
Gallagher has received another $12 million to continue his work of integration for at least the next three years.

A former Millersville University student accused of threatening a faculty member with a knife in January was jailed
again Wednesday after police say he stalked the professor.
Randall S. Walsh, who was released on bail after the January incident, returned to the Millersville campus on
Tuesday night and Wednesday morning to seek out the professor, according to Millersville University police.
According to an affidavit, Walsh, 29, tried to flee Manor Township police when they arrived Wednesday morning at
his residence on Knollwood Road in Millersville. He was arrested about 8:20 a.m. after a brief foot chase.
Police said Walsh had a copy of the professor's Wednesday class schedule and had said he wanted to talk to the
teacher "about God and him not believing in him."
"Walsh wanted him to know he will go to Hell if he did not start believing," according to the affidavit submitted by
Richard Stuchkus of the Millersville University police.

Walsh was arraigned Wednesday before District Judge Leo Eckert on stalking and defiant trespass charges.
He was sent to Lancaster County Prison in lieu of $500,000 bail.
Eckert sent Walsh to prison on $50,000 monetary bail after a Jan. 7 incident in which he allegedly pulled a knife from
his book bag and slammed it into the professor's desk.
According to court documents, Walsh threatened the philosophy professor
because he was frustrated by the teacher's failure to notice him and his writing. He
was charged with simple assault, disorderly conduct and making terroristic threats,
all misdemeanors.
Walsh was released on bail Feb. 27, according to court records. He has a court
appearance scheduled for May 1.
Janet Kacskos, Millersville University spokeswoman, said that Walsh was banned
from the campus and police gave him a no-trespass order for all university
property.

Kacskos said the school has posted Walsh's picture on posters around campus. Millersville e-mailed trespass alerts
with Walsh's picture twice to students through the MU Alert system.
She said the last campus alert was issued March 3, when police warned that Walsh might be near the school.
Millersville police received a complaint Tuesday that Walsh was seen inside McComsey Hall, where he spoke to an
employee about the professor.

professor works. School police were dispatched to the area but Walsh was gone, they said.
A little later, Manor Township police received calls that Walsh was near his Knollwood Road home.

hours when a student wrote a professor saying another student was making him

Joel Yodis was charged April 2, 2008, with making terroristic threats that stemmed
from an argument with another student in a classroom on March 26.
According to court records, Yodis, of Phoenixville, became angry when other
students laughed at him. He threatened to kill them, using his hand to imitate firing

Stan J. Caterbone, Business Administration Class of 1980
Advanced Media Group Ltd., is an information technologies company

founded to facilitate the dissemination of information through the use of
sate-of-the-art technologies. Beginning in 1989 Advanced Media Group
began a joint venture with High Industries and American Helix of Lancaster.
Advanced Media Group was one of a handful of domestic companies that had
capabilities to manufacture CD-ROM discs. Advanced Media Group performed
service for Fortune 500 companies and several U.S. Government agencies
and departments.
For the past 4 years, Stan Caterbone has been appearing before U.S. District
Courts and Commonwealth Courts as a pro se litigant pursing and reclaiming
assets and damages that are the result of a Federal False Claims Act
violation from the late 1980's. In 1987 Stan Caterbone was responsible for
public allegations of fraud and wrongdoing and blew the whistle on Lancaster
based International Signal & Control, or ISC. In 1991 ISC was indicted for
selling arms and weapons through South Africa to Iraq and a $1 Billion
Dollar Fraud. Stan Caterbone just won a recent decision in the U.S. Third
Circuit Court of Appeals continuing his litigation.
Stan Caterbone is also telepathic and is researching violations of mind
control technology developed by U.S. agencies, including the Central
Intelligence Agency (CIA), and the Department of Defense Intelligence

Registration dates for Graduate Students for the Summer and Fall 2009 terms are as follows

Degree-seeking and Certification students
Tuesday, March 31 - 6 a.m.
Non-degree graduate students
Advisement for graduate students is an important aspect of program planning, but not a mandatory
step in the course registration process. If you are a degree-seeking graduate student, you should seek
advisement from your graduate program coordinator regarding your scheduling needs.
Choose classes from the Web Schedule. Use the Graduate Courses search option for a complete list, or
find specific courses for your degree program using the Subject search. You can also search for the
Distance Learning or Off-Campus courses. Check the course notes to make sure you meet prerequisites
or other restrictions.
Plan your schedule - a blank schedule planning grid is available on the web for your convenience.
Consider alternate courses in case a preferred course is not available.
Course prerequisites and restrictions are enforced during registratton for spring and fall terms. You need
to contact the course instructor ahead of time to request approval to enroll in courses requiring written
permission, or for waivers of prerequisites and other restrictions. If approved, the department will enter
an override so that you can register for the course on-line.
Check your registration status on MAX before you register. You must be admitted through the Office of
Graduate Studies in order to take classes. Once admitted, your status is active for five years. If you have
any registration holds, you must clear them in order to register. On the MAX "Registration" menu, choose
"Check Your Registration Status."

There are a number of low-cost alternative/private education loans available to undergraduates and graduates
who need additional funds to cover the remaining amount on their tuition bill.
Each lender establishes the eligibility criteria for the loan and the conditions for which the loan funds can be
used. The information listed below provides a general overview.
Please contact the lender for any additional information regarding the loan program listed.
Reasons for Considering an Alternative/Private Loan:
Satisfactory Academic Progress may not be a condition for the loan.
Can apply on-line.
Enrollment in a degree or certificate program may not be required. However, the student may have to be
enrolled at an institution approved by the lender.
Aggregate limit may be greater than Stafford Loans.
Repayment terms may be greater than 10 years which is the current repayment term offered by Stafford and
PLUS loans.
Applying with a co-signer can reduce fees associated with these programs.
Students can share with the responsibility of borrowing.
School must have guarantee of loan from lender to be used as a credit towards bill.
This loan is in the student's name (the borrower) and usually will require a credible co-signer (generally a
parent), but can be anyone with good credit who is willing to co-sign the loan.
The only payment the student is required to make is the interest - the principal is deferred until 6 months after
the student graduates or drops below half-time (6 credits) status.
Please see our statement regarding preferred lenders.
Please be advised that if you do not indicate a loan term or indicate an invalid loan term on your loan
application, the loan term will default to the academic year (fall/spring). It is EXTREMELY
IMPORTANT to indicate correct loan term dates to ensure the correct processing of your alternative
loan.
The loan term dates are used as follows:
For the entire 2009-2010 academic year (Fall/Spring), use 8/31/09 - 5/08/10
For the Fall only, use 8/31/09 - 12/19/09

Financial aid is available for the Summer Semester at Millersville University. However, please be aware of the following:
The aid you receive in the Summer Semester may have an impact on the amount of aid you can receive for the
following Fall and Spring Semesters. For example, if you request a Federal Stafford Loan and your maximum
eligibility is $3,500 for the year, your loan will be divided equally among the three semesters (Summer, Fall, and
Spring), awarding approximately $1,167 each semester.
Students who fail to meet Satisfactory Academic Progress standards (as defined in the Millersville University
Satisfactory Academic Progress Policy) after 2009 Spring Semester grades have been reviewed will have Summer
financial aid rescinded.

Students successfully completing all of the required paperwork by the designated deadlines listed under the "How Do I

Federal Pell Grant
Summer Pell Grant recipients will receive a reduced award for their 2010 Spring Semester (assuming full-time
enrollment in the 2009 Fall and 2010 Spring Semesters).
PA State Grant
Students who are eligible for the PA State Grant may receive a maximum of eight full-time disbursements while
pursuing a first bachelor's degree. Therefore, any grant money received for the Summer Semester will count toward
the eight full-time disbursements permitted by PHEAA.
To apply, complete the "Summer State Grant Application" in addition to the 2009-2010 FAFSA and the MU 2009
Summer Financial Aid Request Form. This additional application is available online only after April 1, 2009 at
www.pheaa.org.

Federal Stafford Loan
First-time borrowers must complete BOTH of the following before the loan can be applied to their bill:
Complete Stafford Loan Entrance Counseling. Entrance Counseling can be completed online at
http://muweb.millersville.edul-finaidl.
Complete the Federal Stafford Loan Master Promissory Note which can be completed online at www.aessuccess.org
or by contacting your lender of choice directly. (The MPN is not available online until after the award is processed at
MU.)
The Financial Aid StaffwiH pre-certify the loan for the student's maximum eligibility for the 2009-2010 academic year
that includes the 2009 Summer Semester. The loan amount will be divided equally among the semesters of enrollment as
indicated by the student on the attached 2009 Summer Financial Aid Request Form. Students not wanting to borrow
their maximum eligibility should contact the Office of Financial Aid.
The total loan amount will not exceed student's annual grade level eligibility. (Grade level eligibility is determined by
the total number of credits the student has EARNED as of the date the loan application is certified---often before Spring
semester grades are available.)
Federal PLUS Loan
A parent of a dependent undergraduate student may borrow a PLUS loan. Apply online at www.aesSuccess.org or by
contacting your lender of choice directly. A PLUS Loan Master Promissory Note must be on file with your guarantor
and the loan must be certified by the school before a PLUS loan may be used as credit on the student's bill.
Credit pre-approval is not satisfactory for this purpose.
Alternative Loans.
Alternative loans may be used to supplement or replace traditional sources of Financial Aid.
Final approval from the lender must be on record in the Office of Financial Aid before an Alternative loan may be used
as credit on the student's bill. Credit pre-approval is not satisfactory for this purpose.
Beginning April I, 2009, the Office of Financial Aid will process requests for the Summer Semester for those students
who have met all of the criteria Hsted under the "How Do I Apply?" section of this form. Students may check the status
of their Document Requirements online using MAX.
An email wil1 be sent to each student's Marauder email account when aid has been processed, directing the student to
view awards online. Students are advised to review the total amount of aid for the entire 2009-20 10 academic year. If
additional funds are needed, students are encouraged to meet with a Financial Aid Counselor to discuss Alternative
Loans.
Disbursement of Funds: Please pay particular attention to the following anticipated disbursement dates. While you
may take credit immediately for your aid (assuming you have fulfilled al1 requirements), the funds will not be received by
the University before the dates listed below. If you expect to receive a refund, please understand that it will not be
available until approximately one week after the latest disbursement date associated with your period(s) of
enrollment. Students must notify the Office of Financial Aid if their enrollment status changes after aid is initially
awarded. Failure to do so will delay the disbursement of the student's Financial Aid.

1. Complete and submit the 2009-2010 Free Application for Federal Student Aid (FAFSA)
before March 15, 2009. Millersville Universitys school code is: 003325. The FAFSA can be
submitted to the Department of Education using one of the following procedures:
Online using FAFSA on the web at www.fafsa.ed.gov. Please note: The FAFSA must be
signed by the student and the student's parent (if parent information was required on the
FAFSA). Signatures can be submitted using one of the follOwing procedures:
- Electronically using a Personal Identification Number (PIN) from the Department of
Education. To obtain a PIN you need to apply online through the Department of
Educations web site at www.pin.ed.gov.
Print out the last page of the document, which is the signature page. Mail the signed
document to the address listed. Your FAFSA will not be completed until the Federal
Processor receives your signature page.
By mailing a paper FAFSA.
2. Apply every year after January 1st and before March 15th in order to receive full consideration for all types of institutionally ad~inistered aid as well as federal and state aid. The
FAFSA is available after January 1,2009, on the Internet at www.fafsa.edu.gov. The FAFSA is
easier to complete when you have finished your 2008 federal income tax return. If you need
a paper copy, you must call the Department of Education at 1-80Q..433-3243 to request one.
3. You will be eligible for either need-based or non-need-based financial aid; however, you
must meet the following criteria:
Complete the application process, including any additional documents required by the
Office of Financial Aid.
Complete the requirements for verification if selected. The Department of Education
selects 30% of its applicants for verification. If your FAFSA is selected, you will receive the
Millersville University Verification Form. Failure to complete this form and provide
supporting documents will jeopardize your federal student aid.
Not be in default/repayment on any Title IV education loan or grant.
Be enrolled in an eligible degree or certificate program. A nondegree status at MU = no
federal aid.
Possess U.5. citizenship or eligible noncitizen status.
Make satisfactory academic progress to be eligible for federal and state aid.
Have a valid social security number.
If you are male, be registered with Selective Service.
Have a high school diploma or a General Education Development (GED) certificate.

How Financial Need is Determined

The fonnula for detennining financial need is:
COA: The financial aid administrator calculates your COA. This is generally based on an academic year as well as your anticipated
enrollment status.

Financial Need
EFC: When you submit the FAFSA, the infonnation you report is used in a formulacalled Federal Methodology. This fonnula, established by the U.S. Congress, calculates
your EFC. Your EFC is a measure of how much you and your family (if you are a dependent student) can be expected to contribute towards the institutions COA. The EFC is
used to detennine your eligibility for need-based financial aid programs. Your EFC will remain the same regardless of what school
you attend.
Financial Need: This is the difference between the institution's COA and your EFC. If there is a remaining figure, you are considered to have financial need. If there is no remaining need after your EFC has been subtracted from the COA, you may still be eligible
for a Federal Unsubsidized Stafford Loan.
REMEMBER: Financial aid is intended to supplement, not replace family resources.

Federal Stafford Loan and Perkins Loan

The interest rate for a Federal Subsidized Stafford Loan (disbursed 7/1109-6/30/10) is
fixed at 5.6%, and a Federal Unsubsidized Stafford Loan is fixed at 6.8% and for a Federal Perkins Loan the fixed rate of 5%. With
either loan, the student is the borrower and a financial credit check is not required.
Enables parents with good credit to borrow for the educational expenses of each child who is a depen Federal Parent PLUS Loan
dent undergraduate student enrolled at least haH-time. Yearly limit is equal to the students cost of attendance minus any other financial
aid received by the student. The loan bas a fixed interest rate of 8.5%. You may apply for a PLUS loan at www. aesSuccess.org. The
f'AFSA is not required for the PLUS loan; however, documentation of a student's dependent status is required. A separate form will be
sent to the student of a PLUS loan apphcant if an FAFSA is not on file.
Alternative Loans - Private education loans require the borrower to be a student and may require a creditworthy co-signer. Generally,
the loans have a variable interest rate and may charge fees. The maximum loan amount may not exceed the students cost of attendance
minus any other financial aid received by the student. The FAFSA is not required for alternative loans.
Institutional Scholarships
lnstitutional scholarships are available for Millersville students. The scholarships are usually awarded to a student based on hislher financial need and/or particular academic or athletic excellence. Sophomores, juniors and seniors interested in institutional scholarships should

How Will the Financial Aid be Paid?
Students awarded financial aid will generally receive one-half of their yearly award during the fall semester and the remaining
one-half during the spring semester. This method of payment applies to the Federal Pell Grant, PHEAA State Grant, Federal
Supplemental Educational Opportunity Grant, Federal Perkins Loan, Federal Stafford Loan and Federal Plus Loan
Programs. The Office of the Bursar will apply these financial aid awards directly to the student's fixed expenses-tuition, fees, room
and meals.
If the total amount of a student's financilll aid for a particular semester exceeds fixed college expenses, the student will receive a
refund from the Office of the Bursar. The refund can be applied to expenses such as books, supplies or transportation.
Privacy of Student Records
The Family Educational Rights and Privacy Act of 1974 (FERPA) protects the confidentiality of student records. Only the student can
request information regarding hislher financial aid file. If the student would like the Office of Financial Aid to release information
to other individuals/agencies (including parents), they must complete the AUTHORIZATION TO RELEASE INFORMATION FORM
that can be obtained from the Office of Financial Aid or online at www.rnillersville.edul-formslstudentl.

There are a number of low-cost alternative/private education loans available to undergraduates and graduates
who need additional funds to cover the remaining amount on their tuition bill.
Each lender establishes the eligibility criteria for the loan and the conditions for which the loan funds can be
used. The information listed below provides a general overview.
Please contact the lender for any additional information regarding the loan program listed.
Reasons for Considering an Alternative/Private Loan:
Satisfactory Academic Progress may not be a condition for the loan.
Can apply on-line.
Enrollment in a degree or certificate program may not be required. However, the student may have to be
enrolled at an institution approved by the lender.
Aggregate limit may be greater than Stafford Loans.
Repayment terms may be greater than 10 years which is the current repayment term offered by Stafford and
PLUS loans.
Applying with a co-signer can reduce fees associated with these programs.
Students can share with the responsibility of borrowing.
School must have guarantee of loan from lender to be used as a credit towards bill.
This loan is in the student's name (the borrower) and usually will require a credible co-signer (generally a
parent), but can be anyone with good credit who is willing to co-sign the loan.
The only payment the student is required to make is the interest - the principal is deferred until 6 months after
the student graduates or drops below half-time (6 credits) status.

Please be advised that if you do not indicate a loan term or indicate an invalid loan term on your loan
application, the loan term will default to the academic year (fall/spring). It is EXTREMELY
IMPORTANT to indicate correct loan term dates to ensure the correct processing of your alternative
loan.
The loan term dates are used as follows:
For the entire 2009-2010 academic year (Fall/Spring), use 8/31/09 - 5/08/10
For the Fall only, use 8/31/09 - 12/19/09
For the Spring only, use 1/19/10 - 5/08/10
For Summer 2009, use 5/11/09 - 8/21/09, no matter what summer session you are attending.

Faculty members and coaches at Millersville University may be able to smoke

on campus again, according to a recent ruling by a state labor panel.
The panel ruled last week that the Pennsylvania State System of Higher
Education can't bar faculty members and coaches from smoking outdoors on
campus unless their union agrees to the restriction.
The smoking ban was implemented in September.
The Association of Pennsylvania State College and University Faculties, the
union that represents 5,800 faculty members and coaches who teach at the
14 state-owned universities, filed an unfair labor practice complaint
challenging the policy on the grounds that any change is subject to collective
bargaining.

Roger Bruszewski, MU's vice president for finance and administration, said he
believes a reasonable compromise will be reached between the system and
the union.
Bruszewski said less than 20 percent of MU's faculty are smokers. He said
most of those who do smoke respect the ban.
APSCUF did not immediately return calls for comment on the ruling.
The smoking ban had stoked the ire of students and faculty throughout the state's schools so much that PASSHE
agreed to allow smoking in cars with windows rolled up and on sidewalks along public roads that pass through the
campus.

One of Friedman's professors, Kenneth De Lucca, approached him about

restoring the clock early last summer as part of the museum's decision to
overhaul the piece. De Lucca is a volunteer at the museum and said he "felt a
collaboration between the university and the museum could benefit both, and
provide for the restoration of a part of Pennsylvanian history."
The clock was built in Bucks County in the 1790s by prominent clockmaker
and artisan Jacob Solliday. It stands 7 feet 2 inches tall.
Friedman brought the clock to campus, and the work commenced.
The project earned him honor status at MU's graduation early this month.
Altogether, Friedman said, he spent about 24 hours over six months
refurbishing the clock.
Friedman, who finished the project last month, said there were a few
unexpected moments during the restoration process.
"When I first saw the clock, it was black in color, so I thought it was walnut,"
Friedman said. "But when I removed the old finish, I saw that it was actually
cherry. I was kind of surprised."
To restore the clock without removing all the original finish, Friedman used a
special kind of shellac and alcohol to refresh the wood.

"The wood was dried and cracked from all the polishes and waxes," he said. "It loosened up years of use."
Friedman also designed and built bracket feet for the clock and replaced the case's broken window with vintage
glass.
He said while the project was gratifying, it also was a bit nerve-wracking.
"It was a challenge for me," Friedman said.

Friedman, who plans to teach technology education in the New Jersey public school system, said the project was
well-suited for him because it merged his love of restoring furniture and clocks.
"I've always had a bit of an interest in the way clocks work," Friedman said.
In fact, before Friedman started the project, he bought a broken electric clock made in the 1930s, took it apart and
fixed it with De Lucca's help.

While Friedman is looking forward to starting his teaching career, he said he ultimately plans to take over the family
furniture restoration business and possibly restore a few clocks as a hobby.
"It's something I definitely would do again," he said.

Dear Mr. Sturla:

On June 3, the Millersville University Judical Affairs Office sent me a letter which was to execute a
No Tresspass Notice for all Millersville University owned property. Since the January No Tresspass Notice
from the Lancaster County Library, every location that where I was entitled to use free computers and
internet access, the same deceptive and fraudulent tactics were used to deny me access to the internet
and comuters, including the Pennsylvania Career Link.
In addition to causing emotional pain and suffering, the attached Letter/No Tresspass Notice
and completely fabricated charges (as in all no tresspass notices issued over the last 3 years; Barley
Snyder, LLC, Lancaster Newspapers, Marion Courtroom, Eden Resort, Dave Pflumm and Pflumm Contractor
Properties, ) that were issued on June 3, 2009 resulted in the following:
Thwart meeting with Nate Bomberger (Legislative Assistant, Michael Sturla Lancaster Office) and
Lisa Riggs of the James Street Investment District on June 8, 2009.
Eliminate my access to the following: computers; printers; the internet; email; scanner; research;
and all other resources entitled to me free of charge for research and graduate classes at Ganser
Library at Millersville University.
Eliminate the ability to manage and update the websites and blogs of Advanced Media Group.
Free Red Rose Transit Authority bus service on route 16 and MU Express.
Education and Research materials and resources for Mind Control and MKULTRA/Subprograms.
Post Bacculareate or Graduate Program studies and credits.
Thwart any communications and discussions with faculty and professors that would demontrate my
true knowledge and intelligence which would support my experience and accomplishments for the
past 22 years.
To libel and slander my person and my companies Advanced Media Group/Global Entertainment
Group.
To support all of the previous false arrests by Millersville Boro Police and to specifically interfere
with CATERBONE v. Millersville Boro Police Department, case no. CI-06-08490 in the Lancaster
County Court of Common Pleas.
Twart and interupt my efforts for my proposed ORGANIZED STALKING AND DIRECTED ENERGY
WEAPONS BILL as defined in the Press Release of Advanced Media Group of May 19, 2009. This
was circulated among faculty and staff at Millersville University. At one point in May there were
some 14 or more servers identified on the statistics report of my website
www.amgglobalentertainmentgroup.com as comming from Millersville University computers which
accounted for 25% of the hits to that point.
The extortion of the $40.00 processing fee for the Graduate Program.
To recind the letter of admissions to Millersville University's Graduate Program of May 13, 2009.
To recind the registration and enrollment in CRN 3076 Course No. 756 Tchg Hist/Geog of Lancaster

County and the History of Vietnam Class CRN 7173 Course No. 510 for the Fall semester.
To recind the free access to the SMC Fitness Center.
Eliminate all access to the forums, conferences, and speakers that are presented on campus; which
I have previously attended over the last 3 to 4 years.
To diminish and reduce any credibility as a victim of mind control; as a pro se litigant in state and
federal courts; as a businessman in the Lancaster Community; as a victim of harassment; stalking;
vandalism; thefts; torture; pain and suffering, predetermined financial ruin; etc.,
To Support and restore credibility to previous fabrications and lies put out by the Lancaster County
District Attorney's Office; MDJ Leo Eckert, Jr. of Millersville; Southern Regional Police Department
of Conestoga; Lancaster County Court of Common Pleas Judges and staff; the Pennsylavania
Attorney General's Office; the Millersville Boro Police Department; the Lancaster County Sheriff's
Department; the Federal Bureau of Investigation; the Defense Intelligence Agency; Pflumm
Contractors, Inc., Dave/Pam Pflumm & Family; etc.,
To cover-up all incidents of harassment; stalking; computer hacking; assaults; identity theft;
threats ("Hung") at Millersville University over the past 3 months.
To thwart my attempt at recovering the transcripts of Millersville University for my deceased
brother Samuel Caterbone, who is also a victim of MKULTRA as outlined in communications to and
from the California Attorney General's Office in October and January of 1991 and 1992
respectiviley.
To prevent me from making any final determination regarding the authenticity of the transcripts
obtained in 2009 from Millersville University versus the stolen transcripts obtained and stolen in
2005.
To continue to the cover-up of 22 years of public corruption and mind control and to conitinue the
isolation of Stan J. Caterbone and Advanced Media Group, and all respective interests.
To prevent the access of any electronic files stored on any type of storage medium for Stan J.
Caterbone and Advanced Media Group including flash drives; cdrom; dvd; flopp disc; etc.. for any
reason.
To recind the free rental of a Laptop Computer from Ganser Library afforded all students.
To thwart and interupt any efforts to re-engage and continue the civil litigation as plaintiffs in the
Lancaster County Court of Common Pleas; the Pennsylvania Superior Court; the Commonwealth
Court of Pennsylvania; the U.S. District Court for the Eastern District of Pennsylvania; the U.S.
Court of Appeals for the Third Circuit; the U.S. Bankruptcy Court for Eastern Pennsylvania; the
Citizens Commission for Human Rights' Psychiatric Abuse Complaint; the United States Attorney's
Office 5 complaints that were already filed and subsequent complaints yet to be filed; etc.,
To deny the free access to the legal websites and databases of Lexis/Nexis at Ganser Library for
legal research.
To create a fabrication and compell Lancaster County Crisis Intervention issue or support another
fabricated and fraudulent 302 Order, as in April of 2006 with the Southern Regional Police, that
would ultimately lead to a psychiatric evaluation at a local medical facility (Lancaster General
Hospital or Lancaster Regional Medical Center) that has the risk of being administered mind
altering drugs that would result in loss of memory and reason to render me menally incapacitated
and unable to defend against becoming a vegetable for long periods of time, as documented by
other victims of mind control programs.
To reduce the efforts for the collection of some $400,000 of accounts recievables of Advanced
Media Group.
To thwart any communications and disclosures to the Freedom from Covert Harassment and
Surveillance Organization for help and support.
To thwart any communications and disclosures to Reprsentative Jim Guest of the Missour House of
Representatives for help and support with the new proposed ORGANIZED STALKING AND
DIRECTED ENERGY WEAPONS BILL
The attached No Tresspass Notice also leaves me in the following situation:
No printing of any documents, letters, research, etc.,.

Limited access to any email accounts or websites/blogs of Advanced Media Group at a cost of $4.00
per hour at Square One Cafe on North Duke Street in downtown Lancaster.
No access to any archved electronic files of Stan J. Caterbone/Advanced Media Group for any
reason.
