Speech by Vice Minister Tran Anh Tuan

Co-chair Discussion session regarding E-Government

His Excellencies,
Ladies and gentlemen,
As you already know, public administration reform is an area
attracting much attention of most countries in the world today. Many
countries consider public administrative reform an important factor to
promote social economic development, and through public administration
reforms, effectiveness and efficiency of the State and social economic
development capacity of the country are enhanced.
One of general trend of public administration reform in the region and
the world is geared towards building a compact administration that operates
flexibly, dynamically, efficiently, and provide the best service for society,
meet the requirements of integration and globalization. The application of
modern science and technology achievement, and information technology to
administrative activities contributes significantly to improve the
effectiveness of civil service and build up one small/lean government, a big
society.
Ladies and Gentlemen,
Information and communication technology (ICT) plays an
increasingly important role in the daily lives of people. Government
organization is not outside the influence of ICT nowadays. The application
of ICT contributes to the delivery of public services to citizens and
enterprises more effectively. Because of different concepts, it can be
understood in a simple way that e-government is the application of
information technology and communication to renew working methods of

government agencies which make the operation more effectively, efficiently

and transparently, providing information and service better and faster to
citizens, businesses and organizations; and creating favorable conditions for
people to perform their democratic rights to participate in state management.
There are 4 types of e-government transactions as follows:
(1) Government to citizens (G2C Government to citizens).
(2) Government to business (G2B - Government to Bussiness).
(3) Government to employees (G2E - Government to Employee).
(4) Government to government (G2G - Government to Government).
Papers and comments at the conference show that the efforts and
success in the exploitation of information technology to improve
effectiveness of the Government, changing traditional public administration
to a modern public administration with the renewal of operational methods.
Some lessons drawn by many countries as follows:
- To apply e-Government, its essential to have a vision, aims and
short term and long term plans.
- E-government is an integrated government (integrated Government)
- that is required to ensure that information is shared comprehensively and
fully between Ministries, sectors, and agencies of the Government.
- It should have the support and high commitment of senior political
leaders in the development of e-Government.

Ensuring long-term financial resources, human resources and

technical expertise in designing, developing and implementing eGovernment projects.

- It needs dedicated organizations to manage and operate the strategic

plans.
- Developing e-government must focuses must aim at focusing on
users, it means that structure of Government must be adjusted towards
providing services under the needs of citizens in a simple and effective way.
- Developing partnerships with the private sector in the
implementation of e-Government projects.
- Training and fostering knowledge and skills in communication
technology is an important factor.
- Information technology managers (IT managers) and qualified IT
staffs play a key role in the development of information technologies of eGovernment.
Ladies and Gentlemen,
Application of e-Government will bring back significant benefits in
economic. Moreover, in terms of social and political fields, the effectiveness
of e-Government also contributes to building trust, promoting transparency
and the participation of community. Vietnam public administration reform
Administrative reform currently identifies that application of IT, eGovernment is an important target to modernize Public administration. In
recent years, Government has implemented of the scheme to accelerate the
application of information technology in public administrations, creating
new working methods, improving work performance of civil servants;
developing information infrastructure for computerization of the state
administration. Electronic information system of government has already
completed including integrated data center of Ministries, sectors and
provinces, local area network (LAN) of each agency, the wide area network
linking information system of ministries, sectors and provinces. Electronic

information system was brought into operation with basic service such as
email, application software to computerize the management of public
administration, providing online public services degree 2, 3 4 for people,
organizations and businesses. Ministries, sectors and localities have actively
implemented the application of information technology in their operation;.
Therefore, it creates an innovation in operating and directing way. Online
meetings, online exchange between the Government and localities, between
administrative agencies at the same level, between administrative agencies
and organizations, businesses and citizens timely resolve obstacles and
difficulties of people and businesses and contribute to improving the
investment and business environment .
New points in public administration reform in Vietnam currently is the
system of public administration reform goals in each area has been
quantified by using specific target system. Public administration reform pay
attention to people in monitoring, evaluating, and ensuring the results of
public administration reform meeting the needs of social economic
development and the expectation of people and organizations on a further
professional, dynamic, transparent and efficient public administration. Tools
for monitoring, evaluating public administration reform are developed and
implemented to assess specifically, objectively the achievement in public
administration reform. The implementation of modern one- stop shop
contributes to make the activities of administrative agencies more efficiently,
transparently, improve quality of service, reduce the cost of implementing
administrative procedures and prevent corruption, build trust for the people.
Vietnam continues to enhance the application of information
technology, step by step of setting up e-Government. This is an important
goal of modernizing public administration reform. The successful
implementation of this objective will support solving other tasks of public
administration reform. In order to improve the quality of services for people,
and businesses, Vietnam continues to promote the delivery of online public

services; publishing
list
of
public
services
on
Government
networks; unanimously using electronic forms to meet the requirements of
public administration reform of procedures.
Ladies and Gentlemen,
The application of information technology in the management of state
agencies associating with public administration reform not only contribute to
improving the work performance of government and authority at all levels,
but also help people, organizations and businesses in working with state
agencies more conveniently, economically and efficiently. Therefore, the
lessons sharing today will be very useful to the government, the state
agencies to research, apply and implement under the appropriate roadmap to
each country. I wish manager continue focus on the main contents as
follows:
- Sharing experiences in developing e-Government in each country in
which clarifies the goals of e-government, interaction between e-government
and public administration reform; principles identifying cooperation
between Government and private sector,..
- Analyzing challenges in building e-government, such as: setting up
an appropriate legal framework; strategic planning and developing policy on
e-government; investment
budget
and
socialization
of
public
services; synchronizing information technology infrastructure, application of
information technology level; security, and protection of privacy;
- Proposing solutions to implement e-government in the near future
including the approach to e-Government, vision and strategic national
framework of electronic strategies, infrastructure, e-Government and
suitable software structure, people training; social media for eGovernment; electronic commerce development ...
