PRICING PREAMBLES (PHASE 1 AND PHASE 2)


1.0

General Principles

1.1

The Bill of Quantities includes Pricing Preambles, Preliminaries, Dayworks, measured work
and Provisional Sum. In the event of ambiguities among the above sections in the Bill of
Quantities, the Pricing Preambles take precedence.

1.2

The Bill of Quantities shall be read in conjunction with the Conditions of Contract,
Specification, Drawings, and the Tenderer shall provide against the bill rates or in the prices
for the full Scope of Work covered by the Contract. No claim or variations shall be
considered on account of the Tenderers failure to comply with this provision. The various
documents collectively referred to herein as the Bill of Quantities shall jointly constitute the
Bill of Quantities referred to in the Conditions of Contract and these Preambles are to be
read in conjunction with item descriptions in the Bill of Quantities.

1.3

Lump Sum values shall not be inserted where unit rates are applicable and the Tenderer
shall ensure that identical items occurring in separate bills are not priced at different rates,
unless this is the deliberate intention and declared as such.

1.4

The Tenderer shall check against the summaries that each copy of the Bill of Quantities is
complete in the number of pages and in the reproduction of each page.

1.5

The Tenderers unit rates, prices and extensions shall be hand written, in black ink.

1.6

Unit rates, prices and extensions shall be given in the Sultanate of Oman Rials with Baizas
taken to three decimal places.

1.7

The Bill of Quantities has generally been measured in accordance with the Principles of
Measurement (International) For Works of Construction (June 1979), as published by the
Royal Institution of Chartered Surveyors with amendments.

1.8

The Contractor shall not use the Bill of Quantities for the purpose of ordering materials or
arranging Subcontractors. References to these activities shall be the Specification and
Drawings and Instructions issued by the Engineer.

1.9

All items in the Bill of Quantities shall be deemed to have a monetary value, whether priced
or un-priced. In the absence of a unit rate or price against any item, the cost shall be
deemed to have been included elsewhere within the Contract Price and the Work ascribed
to that item shall be executed by the Contractor without any additional payment.

1.10

Written annotations of any nature that are inserted against items in lieu of monetary value
shall, without exception, be deemed to mean that the cost of that item is included
elsewhere within the Contract and the work ascribed to that item shall be executed by the
Contractor, at no additional cost to the Contract.

1.11

The descriptions in the Bill of Quantities may be incomplete and the Tenderer is deemed to
refer the Drawings and Specification for complete information in respect of all the relevant
descriptions, quality, dimensions, capacities, design parameters and the like.

1.12

Where Manufacturers names or proprietary material names are given against certain items
in the Bill of Quantities, the rates and prices inserted shall be for those specified material
and other equivalent material approved by the Engineer. All proprietary material shall be
installed strictly in accordance with the manufacturers printed instruction and the
Contractor shall be deemed to have allowed for such in his pricing.

1.13

Where the Contractor proposes a material of different dimensions to the dimensions stated
in the Contract Documents, and such alternative dimensions are deemed acceptable by the
Engineer, appropriate deduction shall be made to the relevant unit rate to reflect the use of
such alternative dimensions. In no circumstances, will additional costs be payable as a
result of the Contractors proposed alternative dimensions.

1.14

Provisional Sums may be omitted in whole or in part by the Engineer. In the event of any
Provisional Sum being omitted, in whole or in part, the Contractor shall have no claim for
loss of any profit or contribution due to the omission of the Provisional Sum or the Scope of
Work covered by the Provisional Sum.

1.15

In the event of there being any discrepancies between details on drawings, description of
the specification, description in the Bill of Quantities, then rate and pricing shall be deemed
to relate to the documents order of precedence as set out in the Conditions of Contract.

1.16

Unit rates may be used reciprocally in the settlement of accounts unless conflict between
them occurs.

1.17

The rates quoted for any option, shall be without any condition or qualifications thereto.

1.18

The rates shall deem to include cost for coordinating and inter-phasing within other main
contractors on site.

2.0

Format of Descriptions

2.1

In addition to common abbreviations the following have been adopted: POM(I), Principles
of Measurement (International) for Works of Construction dated June 1979 as published by
the Royal Institution of Chartered Surveyors, London.

3.0

Definitions

3.1

Approved, Directed, Selected and similar expressions shall relate to Engineers


decisions. Where a description refers the Tenderer to these expressions, the rate shall
include for suitable quality material and workmanship to a standard consistent with the
Contract.

3.2

Falls, Slopes, Weathered shall relate to item descriptions inclined from the horizontal in
one plane.

3.3

Cross Falls, Cross Slopes, Cross Weathered shall relate to item descriptions inclined
from the horizontal in more than one plane.

4.0

Rates

4.1

Rates and Prices shall be all inclusive, comprehensive and shall include the following:
a) All obligations imposed by the Contract.
b) Complying in every respect with the requirements and the considerations of the
Specifications and Drawings.
c) All considerations arising from the definitions incorporated in each Preamble Section.
d) Labour for fixing and all associated costs.
e) Materials and goods and all associated costs.
f)

Wastage on materials.

g) Working in girths, widths or heights less than 300 mm.


h) Short lengths.
i)

Temporary storage facilities.

j)

Fitting and/or fixing materials and goods in any position, hoisting to any height, or
lowering to any depth.

k) Use of special or standard scaffolding, plant, equipment and tools.


l)

Straight raking or circular cutting.

m) Any additional labours usually associated with measured items.


n) All necessary protection of the Works, removing all casings and temporary coverings
and making good and clearing away upon completion.
o) Replacing goods damaged, broken lost or stolen.
p) All applicable taxes, duties, charges, Government levies, landing charges and transport.
q) Insurance of the Materials against any lost or damage.

r) All other incidental costs to complete the Works.


s) All Builders Work in connection with other works.

5.0

Protection of the completed works.

Measurements
5.1 All measurements are net and the rates shall include for all laps that not shown on the
drawings by the Engineer, links, hooks, u-bars at the ends etc., waste, working space and
trade or traditional allowances.

5.2

The pricing of materials shall take in to account of the following:


a) Pricing Preambles, Drawings and Specification shall apply reciprocally between the
various sections of the Works, unless otherwise described.
b) Materials shall be of the specified quality unless otherwise described.
c) All materials shall be transported, handled, stored and fixed in accordance with the
printed instructions or recommendations of their manufacturers or suppliers.
d) Protection of completed work, all casings and temporary coverings and making good
and clearing away upon completion.

5.3

Building paper, damp proof membrane, quilt and all non-rigid sheet material shall include
cutting or forming holes and notchings and the extra labour of turning up at edges and the
like.

5.4

Ducts shall include draw wires.

5.5

Holes, mortises, pockets, grooves, chases and the like and items described as built in and
cast in shall include making in its fullest sense and through, around, into, over and up to
the items concerned.

5.6

Items described as cut shall include general making good similarly.

5.7

Where the word allow is used the cost of the items shall be the responsibility of the
Contractor.

5.8

All quantities marked PROVISIONAL are subject to re-measurement.

6.0

Discrepancies

6.1

In the event of there being any discrepancies between details on Drawings, descriptions in
Specification and descriptions in the Bill of Quantities or in terms of these Preambles and
the items contained within the Bill of Quantities these discrepancies must be brought to the
attention of the Engineer for his clarification prior to submission of Tender.

7.0

Fix Only Items

7.1

The expression fix only used in the Bill of Quantities means that the Contractor shall
provide the following facilities:
a) Fixing as defined in clause GP7.2 of POM(I).
b) Supplying full size templates, giving and marking dimensions and taking responsibility
for their accuracy.
c) Taking delivery, unloading, hoisting, storing, protecting, handling, distribution and
placing in position and assembling as required.
d) Straight raking or circular cutting.
e) Casing up and protection, including clearing away protection on completion of the
Works, including that of Subcontractors.
f)

Wastage on materials.

g) Working in girths, widths or heights less than 300 mm.


h) Short lengths.
i)

Use of standard or special scaffolding, plant, equipment and tools.

j)

Any additional labour usually associated with measured items.

k) All necessary protection of the Works, removing all casings and temporary coverings
and making good and clearing away upon completion.
l)

Replacing goods damaged, broken, lost or stolen.

m) All applicable taxes, duties, charges, Government levies, landing charges and transport.
n) All other incidental costs to complete the Works.
8.0

Supply Only Items

8.1

The expression supply only used in the Bill of Quantities means that the Contractor is to
provide for everything as defined in Clause GP4.1 of POM(I) in connection with such items
except for labour.

9.0

Prime Cost Items


9.1 Certain rates within the Bill of Quantities may include Prime Cost items and the material
Specification and fixing details will be described. The Tenderer shall include against each
heading the necessary additions including but not limited to, overhead and profit and other
relevant items listed in Clause 7, required to provide the final rate, which the Tenderer must
complete and carry to the relative place within the Bill of Quantities.
9.2 Where Prime Cost Items are included in the Bill of Quantities, the Tenderer shall include in
the Bill rates for all costs associated with the purchase of the materials including not limited
to, taking delivery, unloading, storing, replacing goods damaged, broken, lost or stolen,
waste, fixing in position, and all overheads and profit, and other relevant items listed in
Clause 4.1.
9.3 At the time the Engineer has approved the materials to be used on the Works covered by a
Prime Cost Item, the actual delivered to site cost will be inserted into the rate breakdown to
replace the original rate and the appropriate adjustments shall be made accordingly.

9.4 In the event, the Employer supply any materials to the Contractor, where Prime Cost rates
are included for, then the adjustment to the contract price shall be made based on the
quantity of materials supplied to site by the Employer, multiplied by the Prime Cost rate
irrespective of the quoted rate/amount in the BOQ.
9.5 Should the materials covered by a Prime Cost Item be omitted from the Contract, no
payment against that item shall be made to the Contractor.
10.0

Shop Drawings

10.1

The rates inserted in the Bill of Quantities shall be deemed to include for all design work
specified in the Tender document and for providing shop drawings, schedules,
specifications, calculations, and obtaining the approval of the Engineer.

11.0

Samples and Testing

11.1

The rates inserted in the Bill of Quantities shall be deemed to include the submission of
samples and Product data, for the execution of the Tests and for the Provision of
Warranties and Guarantees all as stipulated within the Specifications and other
documentation comprising the Contract Document and for obtaining the approval of the
Engineer in respect of such.

12.0

Overhead and Profit

12.1

The amount set against any item to cover overhead and profit shall include for all costs in
connection with letters of credit, bank charges, interest charges and insurance after the
material comes under the control of the Contractor.

12.2

The Contractor shall not be entitled to payment for overhead and profit or any other
charges on the value of works.

13.0

Lump Sum Prices

13.1

Where Contractors are required to price sections/elements as a lump sum or series of lump
sums, the pricing shall take account of the following:
a) The works shall be as described in the specification and shall comprise in general and
specific requirements of the Tender Drawings. No claim in respect of errors or
omissions in the pricing of the lump sum items will be admitted.
b) The Contractor shall particularly note a list of approved Sub Contractors. No other Sub
Contractors shall be used for the project without prior approval.
c) The Contractor shall be required to submit a complete breakdown of his Tender Lump
Sum figures.
The breakdown shall be comprehensive and adequate for the
administration of the Contract and shall be presented in accordance with the relevant
Sections of POM (I) so as to facilitate the preparation of Interim Valuations and the
settlement of the Final Account.
d) Each individual section/elemental price shall allow for complying in all respects with the
Specification and cover all obligations under the Contract for final design work, supply
of all material and equipment, installation of all material and equipment to produce
complete operational installations and maintenance of the Works.

e) All Rates and Prices shall be gross and shall include for Contractors overheads, profit
and general and special attendances.
f)

The Lump Sum prices shall be subject to contract provisions for variations and
adjustment of costs.

g) The Contractors responsibility for the adequacy of the Lump Sum shall not be reduced
by any errors or omissions which are discovered in the breakdown.
h) The approach to the settlement of the Final Account will be completely at the discretion
of the Engineer. However, unless there are major changes in the nature of the works,
the Lump Sum prices will be adjusted on the basis of measured omissions and
measured additions priced at rates included within the Schedule of Rates. Rates for
items not included in the Schedule of Rates shall be subject to agreement between the
Contractor and the Engineer.
i)
14.0

The Contractor shall include for the supply of spares detailed in the specification for all
mechanical and electrical engineering installations to be handed to the Employer.

Approvals
The terms Approved. Directed, Selected, and similar expressions shall mean approved
by, directed by or selected by the Engineer.

15.0

Site works
Unless otherwise described, the whole of the Site Works shall be executed in accordance
with relevant Specification clauses.

15.1

Earthworks

15.1.1 Definitions
Rock is as defined in POM(I) Clause B 8.6 and boulder rock is defined as any material met
with which is of such size or position that in the opinion of the Engineer it can only be
removed by means of special equipment but which does not need breaking up prior to
removal.
15.1.2 Method of Measurement
a) All quantities for excavation have been measured net with no allowance for increase in
bulk or working space.
b) The Tenderer shall allow in his excavation rates for excavating in any material,
including running sand and rock, commencing excavation at any depth, excavating
below the normal water table, excavating around existing services and mains,
supporting the vertical sides of excavations, working space and filling soft spots.
c) Where trenches for services, pipes, etc., are measured in accordance with POM (I)
Clause B9.2, the average depths of the trenches shall be described to the nearest 250
mm and trenches for different diameter of pipes shall be given separately.
d) Should the Contractor be in a position to use any excavated material arising from the
Works as general filling then it shall be measured as material backfilled in making up
levels with a deduction of items for filling and for material removed from Site.

15.1.3 Rates and Prices to Include


15.1.3.1 In addition to the provisions of POM (I) Section B8 rates for excavation shall be deemed
to include for the following:
a) Excavating by whatever means as necessary including hand excavation in any kind of
ground, except rock and boulder rock.
b) Over break to be filled with mass concrete to the levels required by the Engineer.
c) Trimming or grading ground to produce level surfaces or surfaces to fall or slopes.
d) Ramming and compacting sides and bottoms of excavations and supports to sides.
e) Keeping free from water including any dewatering as necessary.
f)

Any hand excavation required around existing services or the like.

g) Rates for disposal of excavated material shall include for any necessary double
handling and removal to a tip to be provided by the Contractor.
h) Earth works support.
15.1.3.2 The rates for excavation of trenches for services, pipes or drain pipes shall include for:
a) Deepening and widening as necessary to enable the barrels of pipes, ducts, etc, to
rest on firm ground and to facilitate joining.
b) Disposal and Back filling
15.1.3.3 The rates for items of imported fillings, graded gravel fillings, etc, shall include for:
a) Leveling and compacting as required by the Specification
b) Grading to slopes and falls.
c) Special compacting to form vertical or battering faces.
d) Forming sinking.
15.2

Underground Drainage
The rates for underground drainage shall include for the following:
a) Short lengths, joints and cutting of manholes.
b) Cutting and fixing pipe work to fittings.
c) Leaving all pipes clean and clear.
d) Backstops, wooden plugs and retaining and alignment pegs required in laying.
e) Warning tape, cover tiles, etc, as required by the Specification.
f)

16.0

Testing.

Concrete Works
Unless otherwise described the whole of the Concrete Work shall be executed in
accordance with relevant Specification Clauses.

16.1

General
No cutting away of concrete shall be carried out without the approval of the Engineer. The
Contractor should ascertain from the Engineer the total number of locations of items to be
formed in and cast into in-situ and precast concrete including those, which are not
specifically shown on the Drawings. All remedial Works shall be carried out at the
Contractors expense.
The rates for all concrete work shall include for the following:
a) Concrete test cubes and testing costs.
b) Mixing, hoisting to any height, or lowering to any depth, conveying, placing, tamping
around reinforcement, consolidating, compacting on the surfaces of any material or on
shuttering.
c) The forming and grouting of any construction joints, including any required preparation
for adjacent pours, together with expansion joints or the like.
d) Forming sloping upper surfaces where required.
e) Curing and protecting concrete surfaces to receive in-situ finishes.
f)

All necessary tools to concrete surfaces to receive in-situ finishes.

g) Forming angles, ends, outlets and intersections etc, to curbs, copings, sills, channels
and other items measured in linear meter.
h) Joint sealing between concrete and plaster.

16.2

i)

All costs in connection with the construction of kickers.

j)

For cutting or forming chases, rebates, throats, splays, chamfers and grooves not
exceeding 0.0025 square meters in sectional area, for cutting or forming all holes,
opening, mortises and pockets not exceeding 0.125 m (including those required for
pipes, conduits, ducting, metal sections and the like), and for all subsequent making
good or grouting in cement mortar.

k) Polythene layer provided in D.P.C. etc. shall be measured net and quoted rate shall
include
Joints and taping
Interface to wall with D.P.C. or the like
Protection during placement of concrete / reinforcement above.
Plain Concrete.
The rates for plain concrete foundations and concrete blinding shall include for the
following:
a) All necessary shuttering to edges or extra volume of concrete used in lieu of shuttering
b) Forming sloping upper surfaces where required.

16.3

Reinforced Concrete
The rates for reinforced concrete shall include for working concrete around reinforcement.

16.4

Reinforcement

16.4.1 The rates for bar reinforcement shall include for the following:
a) All considerations arising from the Specification.
b) Extra material for hooks, laps, and the like as required by the Specification.
c) Positioning and protecting starter bars including cleaning and wire brushing.
d) Straightening (if required) cutting to length and bending reinforcement to required
shapes and complying with the Specification.
e) Fixing rods of any diameter in any position including any necessary hoisting.
f)

Epoxy coating as required and all necessary preparation.

g) Supporting in position during concreting, provision of supports, chairs, block spacers


and steel binding wire and approved/proprietary distance pieces.
h) Welding bars to form mesh reinforcement.
i)

Additional cutting and bonding in connection with holes, mortises, pockets, grooves,
chases and the like.

j)

Preparation of detailed reinforcement drawings and bar bending schedules for approval
of the Engineer before commencement of the work.

k) Reinforcement couplers as required.


16.4.2 The rates for fabric reinforcement shall include for the following:
a) All considerations arising from the Specification.
b) Straight, raking, curved and circular cutting and waste
c) Bending to profiles.
d) Laps of one full square/rectangular module or as noted and wastage.
e) Supporting in position during concreting, provision of supports, chairs, block spacers
and steel binding wire and approved/proprietary distance pieces.
f)

Cutting, bending and notching around all obstructions

16.4.3 Reinforcement to Masonry


The contents of section 16.4.1 and section 16.4.2 equally apply to reinforcement included
within the Masonry section of the Bill of Quantities, unless otherwise stated.

16.5

Shuttering

16.5.1 The rates for shuttering or moulds as appropriate shall include for the following:
a) All considerations arising from the Specification.
b) Making allowance for all cambers on beams, slabs, etc.
c) Small quantities.
d) All cutting and waste including raking curved or circular cutting and cutting and notching
around pipes, ducting and fittings.
e) Shuttering to sloping upper surfaces not exceeding 15 degrees from horizontal.
f)

Setting up, strutting and supporting at any height above the structure subject to any
limitations imposed by the Engineer including all props, stays struts, wedges and bolts
etc.

g) Carefully coating with shutter oil ensuring that no shutter oil is applied to surfaces or
reinforcement.
h) Easing, striking, removing and cleaning and preparing for re-use and removal when no
longer required.
i)

Overlaps and passings at angles at intersections.

j)

Shortening struts or shapes and re-strutting or re-shoring where required.

k) Rubbing down, filling and making good the surface of concrete after removal of
shuttering.
l)

Cutting or notching shutters or moulds to in-situ or pre-cast concrete around projecting


reinforcement.

m) Shuttering to sides of walls, parapets or the like shall include the areas for returns,
ends, projections, reveals, rebates, grooves, recesses or the like.
n) Forming cavities and holes for pipes etc, not exceeding 150 mm diameter openings not
exceeding 0.0025 square meters in sectional area.
o) Obtaining and fixing in position all bolts, fixings, cores, pipe sleeves, or other approved
ferrules and any other inserts necessary (bolts, fixing, cores, pipes, sleeves, ferrules,
etc) provided by other Contractors.
p) Forming a fair face in accordance with the specification to all exposed surfaces.
q) Any necessary rubbing down or filling allowed by the Specification to produce the finish
required.

r) Cutting out and re-casting unsatisfactory work or work not fulfilling the requirements of
the Specification or carrying out remedial or any other work required by the Engineer as
an alternative to cutting out substandard work.
16.6

Precast Concrete
The rates for precast concrete shall include for the following:
a) All considerations arising from the Specification.
b) Reinforcement.
c) The provision of moulds, placing.
d) Forming a fair face in accordance with the Specification to all exposed surfaces.
e) Square, rounded and metered angles.
f)

Hacking or forming keys to all other surfaces.

g) Holes or notching for pipes.


h) Hoisting to any height and lowering to any depth, including the provision of lifting hooks
or other devices approved by the Engineer.
i)

Setting and bedding in position and jointing in mortar as specified

j)

All necessary temporary struts or supports.

k) Sills and copings etc shall include for plain ends and metered angles where necessary.
l)
17.0

For cutting off ends of tendons after tensioning.

Masonry
Unless otherwise described the whole of the Masonry Work shall be executed in
accordance with relevant Specification Clauses.

17.1

Generally
The rates for brick work, block work and facings shall include the following:
a) Testing at an approved laboratory, provision of certificates.
b) Small quantities and any extra labour in forming kerbs.
c) Building at any level or height of slabs or beams.
d) Work in any position and all joggles templates and the like.
e) Straight raking, curved and circular rough or fair cutting where required.
f)

Forming bull nose edges to quoins and the like.

g) All labour and materials necessary for closing wall cavities.


h) Cutting or forming chases or grooves and making good.
i)

Metal Work

18.1

Structural Metal Work.


Unless otherwise described the whole of the Metalwork shall be executed in accordance
with relevant Specification clauses, Welding shall be deemed to be in accordance with the
Specification and for the material to which it is to be used.
The rates for structural metal work shall include for the following:
a) All considerations arising from the Specification.
b) Allowance for rolling margin.
c) The weight of weld metal in welded constructions.
d) Members of any length.
e) Cutting to size and shape and joints in the running length.
f)

Notches, holes, slots, mitres, ends and for all drilling and splay cut ends.

g) Assembling and framing together.


h) Grinding to a smooth finish, unless otherwise required. Stainless steel and non ferrous
metal work to include for smooth polished finish.
i)

External metal work to include suitable connections for equipotential bonding


conductors as required by local authority regulations.

j)

Hoisting and fixing into position including from mortises for ends, grouting and running
in cement mortar and making good wherever applicable.

k) Rates for galvanizing or similarly treated work are to include for the treatment of all
ends to the approval of the Engineer.
l)

Rates for Structural Metalwork shall include for shop priming and the like.

m) Rates for protective treatment decoration, whether applied at shop or Site, shall include
for touching up on Site, making good erection damage and the like.
n) Preparation of Shop, Fabrication and Erection drawings.
18.2

Non Structural Metalwork


All items in Structural Metalwork shall equally apply to Non-Structural Metalwork.
Welded or welding unless otherwise stated shall be continuous butt or fillet welding left
as laid.
The rates for metal work shall include the following:
a) All considerations arising from the Specification.
b) Welded joints in the running length, bends, angles, mitres ramps wreaths, stop-ends
and the like.

Wood Work
Unless otherwise described Woodwork shall be executed in accordance with relevant
Specification Clauses.

19.1

Method of Measurement.
a) All timber shall be wrought unless otherwise described.
b) Sizes of sawn timber are basic.
c) Sizes of milled timbers are finished.
d) Woodwork shall be fixed with non-corroding nails and screws and unless otherwise
described all plugging and pelleting shall be deemed to be included.
e) Items, which are to be plugged, shall include for building in or drilling or cutting for an
providing hardwood fixing plugs or approved proprietary fixings at centers to meet the
requirements of the Specification.
f)

Special millings shall be described according to convention, except that grooves,


rebates and the like shall include for splayed grooves, rebates and the like.

g) Woodwork shall be deemed to include for joinery shop/factory applied stain, varnish,
lacquer, paint and the like.
h) Protective and decorative finishes. No claim will be allowed in the event that the
Contractor elects for any alternative finishing system in order to satisfy the
Specification.

19.2

Rates
The rates for woodwork shall include for the following:
a) Working to size and shape including short lengths, miters and ends.
b) All cutting, nailing, gluing, screwing, arises, splayed, chamfered or rounded edges,
notching, holes, housing ends, ship lap joints, miters, ends and shaped ends, angles,
junctions, heading joints, stops to labour and work across grain and other sundry items
of a like nature.
c) Countersinking screw and bolt heads and covering heads with approved matching
wood filler where required.
d) Nails, brads, tacks, steel screws for Carpentry work and brass screws for Joinery Work,
wedges, pins, dowels, glue, glass paper, white lead and other sundry jointing fixing
materials.
e) All joints in the running length including structural joints.
f)

Narrow widths, small quantities and short lengths.

g) Cutting and fitting to steelwork, trimming around openings, notching, boring and sinking.
h) Priming back of woodwork in contact with structure with a mixture of Linseed oil and red
lead, or as specified.

Grounds, packing or the like for woodwork in contact with or fixed to the structure or the
like.

j)

Framed woodwork shall include for proper framed joints, gluing Joints, dowelling and/or
screwing joints.

k) Frames and fittings to include for all mortice and tenon housed, dovetailed and other
framed joints and wedges and pins.
l)

Milled woodwork shall include for the following:

Punching fixings below exposed surfaces and filling flush.

ii. Any necessary sanding to remove rippling caused by milling machines.


iii. Special returned ends.
iv. Wreaths, ramps and the like.

Woodwork described as selected shall include for the following:

Punching nails and pins below exposed surfaces and filling with an approved coloured filler to
match woodwork.

ii. The rates for frames, sills and linings shall include for bedding in mortar as specified and mastic
pointing where required.
iii. Keeping clean and clear finishes.
iv. Where described also as screwed the wood work shall be fixed with brass screws recessed and
pelleted to match the wood work.

n) Timber floors are to include for traversing and sanding for the polishing or other clear

p) Plywood, soft board, hardboard, block board and the like shall include for straight
raking curved and circular cutting and all consequent wastage, and for lining up joints
where required and for providing panels of the sizes indicated on the drawings.
q) Plastic laminate faced manufactured boards shall include for providing plastic
laminate edgings and balancing laminates and removal of protective coatings.
r) Doors shall include for fitting and hanging any type, and rebates, chamfers, grooves,
scribed edges, rounded edges and the like labours and shall include for all cross grain
and stopped work and for all stops, ends, angles and mitres.
s) Frames and linings shall include for bedding in specified mortar where required.

19.3

Fungal and insect protection to external timbers, i.e. decks etc.

Ironmongery
Installation/fixing of ironmongery is measured in the relevant section in the Bill of Quantities
and Supply of the same is measured under the Provisional Sums.
The rates for fixing ironmongery shall include for the following:
a) Fixing to any type of wood or building board, unless otherwise described.
b) The supply of all necessary screws to match the ironmongery, and any bolts, nuts,
washers, nails, pins or similar items required but which are not supplied with the
ironmongery.
c) All fitting, cutting, housing, sinking, boring, morticing, drilling and similar labour to the
timber or other surface to which the article is being fixed.
d) All plugging of concrete, masonry, brickwork or other surfaces.
e) Removing before and replacing after decoration.
f)

Testing, easing and adjusting including oiling and leaving in perfect working order.

g) Locks are, in addition, to include for fixing fore-ends, staples or striking plates and
escutcheons when required.
h) Adhering strictly to mastering and sub-mastering schemes.
i)

Supplying and labeling at least two keys for each and every lock and handing to the
Engineer on a temporary hardboard or plywood key board.

j)

Master key if required by the Specification or Drawings.

The rates for ironmongery described as fixed to hardwood shall include for fixing to
Plywood, soft board, hardboard, block board and the like.

Thermal and Moisture Protection


Unless otherwise described the whole Thermal and Moisture Protection shall be executed
in accordance with relevant Specification Clauses.

20.1

Rates.
The rates for work in this section shall include for the following:

i.

a)

Work at any height and narrow lengths.

b)

Liquid waterproofing are to include for the following additional labour:

Surface preparation of the substrate.

ii. Additional treatment as may be required at expansion joints, dishing to outlets, collars to pipes,
coves, upstands and the like including priming, sealing, waxing, etc.
iii. Maintaining the recommended temperature of materials immediately prior to the use.
iv. Protection and curing.
v. All other requirements arising from the manufacturers instructions, Specifications and the
Drawings.
vi. Angles, returned ends and dressed ends on flashing.
vii. Dressing up over upstands and vent pipes, around and into gargoyles and the like.
viii. Making chases and applying sealant after tucking in membrane and fixing with tenalised timber
batten.
ix. Cleaning rubbish over the roof on completion of work.
x. Providing strip additional membrane at internal and external corners.
xi. All precautions against damage and carrying out tests for approval.
xii. Guarantee of workmanship and materials
c) Laps, seams and narrow widths, straight raking, curved and circular cutting and all
consequent wastage, angles, returned ends and dressed ends on flashings and
insulation/thermal boards. Rainwater outlets, vent pipes and the like.
d) Tropical grade mastic pointing to all wall flashings.

20.2

Finishes
Applied finishes described in this section are deemed to be measured as the relevant
preamble in which they occur.

Prices to be inclusive of all items as described above.

21.0

Doors and Windows


Unless otherwise described the whole of the Doors and Windows shall be executed in
accordance with relevant Specification Clauses.

Generally
This section shall be read particularly in conjunction with the Woodwork Section.

21.2

Method of Measurement
Items measured in this section are described primarily by stating the size and giving other
information required by POM(I) Section H.
Doors and Windows shall be deemed to include for joinery shop/factory applied stain,
varnish, lacquer, paint and the like, protective and decorative finishes. No claim will be
allowed in the event that the Contractor elects to use any alternative finishing system in
order to satisfy the Specification.
Aluminum Doors and Windows shall likewise be deemed to include for factory coated
finishing, eg. powder coating, protection and decorative finishes. Once again no claim will
be allowed in the event that the Contractor elects to use any alternative finishing system in
order to satisfy the Specification.

21.3

Rates
The rates for glazing shall include for the following:
a) Panes of any size
b) All straight raking, curved and circular cutting and all consequent wastage.
c) Patterned and wired glass shall include aligning adjacent panes.
d) Wash leather bedding strips in conjunction with timber beads.
e) Glazing fillets shall include pinning to wood or clipping to metal unless otherwise
stated.
f)

Patent glazing shall include accessories and shall be fixed with screws or by the
method required by the system used; hardwood framing shall be measured
separately.

g) Glazing shall include blocks, settling blocks, locating blocks, distance pieces, with any
accessories for fixing identified separately.
h) Cleaning off protective wax coating in rebates prior to glazing aluminum windows,
screens and doors.
i)

Glazing to aluminum shall include setting in continuous PVC gaskets and retaining by
snap-fit glazing beads.

j)

Risk of breakage, replacing all cracked or broken or scratched panes during the
works, free of charge.

k) Cleaning.
l)

Painting metal or wood rebates with one coat of priming paint before glazing.

m) Glass louver blades are to include for ground and raised edges.

n) Protection/tape to Doors and Windows, in particular Aluminum Doors and Windows.

All cutting and waste, arrises, short lengths, angels, ends etc making good or cutting
and fitting around pipes conduits trunking pipe brackets and the like and making good
up to door and window frames, skirting etc, all temporary rules and working around
buried pipes, cables, conduits etc.

g) Angle beads, plaster stops, corner beads, control joints, expanded metal strips,
furring and lath, glass fiber scrims, aluminum channels and the like to all plasterwork
around doors, windows at vertical abutments etc, and securely fixing to backgrounds
in accordance with the Specifications.
h) All narrow widths, small quantities and all cuttings.
i)

Cutting to sizes, stitching up edges, hanging and overlapping.

j)

All dowels and cramps as described and plumbing and leveling.

k) Finishing or cutting around holes and opening, etc.

Fair edges, rebated edges, splayed edges, rounded edges, arrises, quirks, grooves,

The rates for in-situ finishes and screeds and backings shall include for:
a) Finishing with a tamped floated or trowelled surface as required.
b) Sample panels set up for the Engineers approval prior to the commencement of any
work.
c) Laying level or to falls or slopes as required.
d) Laying in bays where required including shuttering to all edges, reinforcement, joint
filler and sealants as detailed and specified.
e) Cleaning off and wetting surfaces and washing concrete surfaces with cement grout if
the concrete has hardened.
f)

Internal angles, arrises, fair edges, quirks, throats, drips and the like, coves and
rounded external angles not exceeding 25 mm radius.

g) Angles, mitres, stops, intersections, fair ends, junctions, wreathed corners and the like
on cornices, moulding, enrichments, coves, skirtings, throatings, gutters, channels,
strings, curbs and similar and other sundry items of a like nature.
h) All making good up to frames and metal work, around pipes, brackets and similar
items and dishing to outlets.
i)

Any other sundry labour of a like nature to the foregoing.

j)

Additional cement, if permitted by the Specification, for trowelling to a smooth surface


all pavings, rendering, etc, described as steel trowelled smooth.

k) The extra cost of working at night if required where finishes or screeds are to be
applied monolithically to the concrete base whilst the concrete is still green or before
its initial set.
l)

Laying in colours and patterns are required and approved by the Engineer and for all
cutting and waste for equal margins.

Walls and Floor Tiles


Rates for wall and floor tiles and the like shall include for the following:
a) Fixing with an approved adhesive
b) Pointing up joints with approved grouting (epoxy/cementious) and cleaning off as
required.
c) Rounded, beveled and fair edges as required.
d) The rates for ceramic wall tiling shall include for a hollow rounded fillet at the junction
with other wall finishes.
e) Metal edge strips, dividers etc.
f)

Straight raking and curved cutting.

g) Provision of expansion joints and sealant.


h) Provision of slurry protection or the like including removing same in floor areas
subjected to movement of labour and materials.

22.4

i)

PVC / Tile (similar to wall tile) corner beads to junctions with Ceramic Wall Tiles and
adjacent finishes and at interfaces with finishes where horizontal planes vary.

j)

Stainless steel and mild steel corner protectors, lugged and concrete filled backing
into masonry substrate as per detailed drawings.

Ceilings
Rates for ceiling finishes shall include for the following :
a) Samples.
b) Finishing with trowelled surface or other as required.
c) False ceiling to include for all hangers, ceiling grid, tiles and insulation layers, and
drop of any height.
d) Suspended ceilings shall include for supplying shop drawings and for obtaining
approval of details before commencing work. All necessary hangers and supports,
brackets, clips, trims, etc, to make a complete ceiling system and for all necessary
cuttings incidental to fitting the ceiling to the building and cutting and trimming as
necessary for access panels, light fittings, air conditioning grilles, sprinklers and for
hangers for partition signs and the like perimeter trim and all cutting and fitting is
deemed to be included in the rates. The cost of providing access panels shall also be
included in the rates.

Paint and Decorating


Painting to Structural Steelwork and Metalwork may either be included in this section or
within each section to which it occurs and has been measured either as m or Kg of
Steel/Metalwork.
The rates for painting and decorating shall include for the following:
a) Painting either internally or externally.
b) All cleaning and preparatory work to the surface to be painted including rubbing down
between coats.
c) Priming shall include for using a primer appropriate to the surface to which it is being
applied.
d) Preparation of manufactured boards and wood products shall include for surface filling.
e) Work on woodwork shall include both softwood and hardwood and for knotting.
f)

Extra preparation on metal trims and the like over that of general surfaces in which they
are decorated.

g) Unless of a differing specification, work shall be deemed to cover internal or external


painting.
h) Opening edges of doors and works on additional surfaces exposed by such opening
edges; hooks, bolts and clips to sheeting and pipe clips, saddles and holder bats and
the like for removing ironmongery and re-fixing on completion.
i)

The rates for painting on manufactured boards and wood shall include for surface filling.

j)

Work to curved surfaces.

k) All cutting into edges.


l)

Scaffolding as required and working to or at any height.

m) All narrow widths, cutting to line, opening edges of doors.


n) All multi-colour work and cutting to line.
o) The cost of setting up tints and colours for approval, if required.
p) The cost of analysis of paint, if required.

23.0

Wallpaper work are, to include for cutting and fitting paper around holes and openings,
pipes, switches, brackets and the like.

Mechanical and Electrical Services Installations


Unless otherwise described the whole of the Mechanical and Electrical Services
Installations shall be executed in accordance with the relevant Specification Clauses and
as shown on the drawings.

23.1

Generally
a) The Contractor shall be completely responsible for obtaining the requirements for
holes, fixings, and any other builders work. He shall coordinate the requirements for
builders work between trades and ensure that such information as is shown on the
drawings is in accordance with his own and the Employers requirements. Details of
builders work which is not shown on the drawings but which are required by the
Contractor shall be forwarded to the Engineer for his written approval before the work
is put in hand. Any cost of unnecessary work due to the Contractor failing to comply
with these conditions or failing to act upon such information given will be borne
entirely by the Contractor.
b) The drilling, cutting or leaving of holes or apertures through structural floors, walls
beams, etc. shall be avoided, but where this become a necessity the Contractor must
obtain the written approval of the Engineer before such work is put in hand.
c) The rates and prices for plant, equipment and installations are to be all inclusive of
supply, installation, testing commissioning and all associated builders work required
for the full operation of such plant, equipment and installations, to comply in all
respects with the Specifications, Bill of Quantities, Drawings and to the complete
satisfaction of the local Municipality, relevant service and other concerned authorities
and the Engineer.
d) The Contractor shall be liable for and shall pay all charges in connection with both
preliminary and final testing and commissioning of all Mechanical, Electrical and
related installations.
e) The rates for temporarily operating an installation are to include for the labour
involved and for the provision of any fuel or power required.

f)

Where descriptions include plugging or plugged, the rates are to include for
plugging and screwing to brickwork, masonry, concrete or other hard material with

screws.
g) Identification shall include plates, discs, labels, charts and colour coding.
h) Testing and Commissioning shall include operating completed installations and
providing fuel and power.
i)

The Contractor shall include for the supply of manufacturers recommended spares as
required by the Specification for all Mechanical and Electrical Engineering
installations and shall submit details of spares to be provided by him on a separate
sheet accompanying his Tender submission.

j)

Cutting or forming holes, mortices, chases or the like and making good finishes.

k) Building in cutting and pinning brackets or the like and main good finishes.
l)

Cleaning and sterilizing, protective painting and decorative painting, removing


protective coating or wrapping.

m) Cleaning and polishing exposed surfaces.


n) Documents shall include drawings, operating instructions and maintenance manuals.
o) Co-ordination with other Engineering Installations.
23.2

Mechanical Engineering Installations


Unless otherwise described the whole of the Mechanical Engineering Installations shall be
executed in accordance with the relevant Specification Clauses.
The rates for Mechanical Engineering Installations shall include for the following:

a)

The rates for gutter work, pipe work and ductwork:


i.

All rates for pipe work, in any materials, include for all supports, joints, fittings,
elbows, bends, made bends, tees, reduces and any other fittings whatsoever,
except valves.

ii.

Bends and fittings on pipes whatever the diameter.

iii.

Fittings to ductwork of all shapes and sizes.

iv.

The provision of necessary separate reducers if reducing bends, reducing tees


and similar if the required sizes are not available.

v.

The provision of bends or elbows as appropriate where bends are specified.

vi.

The correct type and angle of any bend, tee, junction, cross and the like as
required.

vii.

Splay cut ends.

viii.

For fixing to any surface including providing all clips, brackets, hangers, tacks,
screws, bolts and the like and all making good.

ix.

Fixing with approved holderbats or pipe clips cut and pinned, built in or plugged
and screwed.

x.

Rates shall include for stopping ends of pipes by an approved method while the
work is in progress to prevent ingress of rubbish and for leaving all pipes clean
and clear on completion.

xi.

All short lengths and joints in the running lengths, including the provision of all
loose collars couplings and similar items where required and all jointing materials
including gaskets, bolts and nuts for flanged pipes.

xii.

Wrapping pipes in felt where they pass through slabs, walls and beams where
sleeves are not required.

xiii.

Providing all sleeves, pre-cut to lengths with square or splayed ends as required,
for casting in or building in by other trades where pipes pass through slabs walls
or beams.

xiv.

Caulking between pipes and sleeves where required.

xv.

Painting, identification colour bands as described.

xvi.

For heads roof and floor outlets and the like are to include for the additional joints
and jointing materials and cutting required.

xvii.

Inspection doors, boss joints, saddle joints, sockets and the like where required.

xviii.

For the provision of expansion joints and couplings where required.

xix.

Copper works are to include for all labour connected with the items and for all
additional labour and materials in connection with wedging and bracking.

xx.

Fittings to cast iron pipes are to correspond in pattern and be purpose-made if


required.

xxi.

The rates for fittings on all pipes, described as extra over are deemed to
exclude the Contractors price for the lengths of pipe which such fittings replace.

b) The rates for trench excavation for pipes, ducts and the like shall include for the
following:
i.

All excavation, bedding, backfilling, disposal, warning tape, cover tiles, etc., as
required by the specification.

ii.

Rock excavation and for imported selected material filling to replace any excavated
material which is unsuitable for backfilling.
c) The rates for sanitary fittings and the like shall, unless otherwise described or implied,
shall include for the following:
i.

Assembling component parts including suitable bedding compounds.

ii.

All necessary plugging and screwing.

iii.

Joints to water services with straight or bent proprietary connectors.

iv.

Cleaning of all protective wrappers and leaving ready for use.

v.

Leaving taps and valves greased, clean and in full working order.

vi.

Milled or cast lead work and zinc work are to include for all labours connected with
the items and for all additional labour and materials in connection with nailing,
screwing and plugging, wedging and soldering.

vii.

The rates for thermal insulation to pipes are to include for all working or cutting and
fitting around supports, joints, elbows, tees, valves and other fittings and for
painting identification colour bands as described.

viii.

Thermal insulation to plant are to include for working or cutting and fitting around
access doors, gauges, connections and the like.

ix.

The rates for boilers, cisterns, cylinders, storage tanks and the like are to include
for assembling where required, and for forming all necessary joints to services,
overflows and expansion pipes and the like.

x.

The rates for all service pipes, ducts etc, shall be held to include for the provision
of earthing terminals as described and screw holes or other suitable connection
points for the purposes of connection by the Electrical Installation Contractor of
equipotential bonding conductors as required by the I.E.E. Wiring Regulations.

Electrical Engineering Installations.


Unless otherwise described the whole of the Electrical Engineering Installations shall be
executed in accordance with the relevant Specification Clauses.
The rates for Electrical Engineering Installations shall include for the following:
a) All cuttings, short lengths and small quantities.
b) All joints in the running length and all connections.
c) All considerations arising from the Specification.
d) Fixing conduits/cable trays, etc by approved methods.
e) Pipe sleeves through walls.
f)

Assembling component parts.

g) Leaving all equipment etc, clean and in full working order.


h) Draw wires in empty conduits.
i)

Rates for cable and duct trench excavation shall include for all excavation, bedding,
backfill and disposal as required by the Statutory Authority standard specification.

j)

The cable lengths/routes are measured from point to point on the drawing, any cable
required for connections, loops, etc, at equipment, appliances, control gear or the like
will be deemed to be included.

k) Main circuits are as defined in Clause R 2.1 of POM(I). Cabling and conduiting shall
be described as an item, and be inclusive of all sleeves, joints, etc, as required to
connect the incoming supply to the Main Distribution Board.

l)

The cable and conduit to sub-main circuits are to be enumerated and any vertical or
horizontal cable required for connections, loops, etc, at equipment, appliances,
control gear or the like will be deemed to be included.

m) The rates for lighting fixtures shall include for pendant drops, boxes, conduit boxes,
wood blocks, moulded pattresses, break joint rings, ceiling roses, connector-blocks,
dome covers, back plates, ball and socket back plates, earth continuity, flexible cords,
conduit, chains, hooks, lamp-holders, swan neck bends and the like.
n) The rates for incandescent and fluorescent lighting fixtures shall include for boxes,
conduit boxes, wood blocks, moulded pattresses, break joint rings ceiling roses,
connector blocks, flexible cords, earth continuity, chokes, capacitors, starters, lampholders and the like.
o) The rates for all lighting fixtures shall include for all associated lamps, control gear,
diffusers, shades and the like.
p) The rates for clocks, telephones, fire alarms, burglar alarms, loud speakers and the
like shall include (where required) for all boxes, conduit boxes, wood blocks, moulded
pattresses, cover plates and the like.
q) The rates for all socket outlets shall include for associated plug tops.
r) The rates for surface accessories shall include for any necessary back-plates and
surface mounting boxes.
s) The rates for all flush, semi-flush, recessed, semi-recessed and insertion items shall
include for any necessary boxes.
24.0

Sub-Contract Works

24.1

General
The Contractor shall ascertain from all Nominated / Domestic Sub-Contractors and
Suppliers prior to work being put in hand, particulars of positions in which chases, holes,
mortises and the like will be required to be formed or left. Any additional costs, which may
arise from the cutting away of work already undertaken, shall be to the account of the
Contractor

25.0

Provisional Sums
a) The Bill of Quantities forms an integral part of the Contract and may contain a number
of Provisional Sums, which are in respect of items of specialist work intended to be
undertaken by specialist Sub-Contractors employed by the Contractor. The particular
scope and Specification of the said specialist work is either undefined at the time of
Tender submission and shall be defined by the Engineer at an appropriate point in time
or decided to be awarded to an Employer recommended Sub-Contractor.
b) The Contractor shall with his Tender submission provide a list of his proposed specialist
Sub Contractors other than those recommended by the Employer for each item of
specialist work for approval by the Engineer. The Engineer shall be at liberty to object to
the Contractors proposed specialist Sub-Contractors and may propose to the
Contractor alternative and additional specialist Sub-Contractors for the Contractors

consideration. This process shall culminate in an agreed list of specialist SubContractors for each item of specialist work and they shall be referred to as Approved
Sub-Contractors.
c) The Engineer shall provide to the Contractor the Specification, Bill of Quantities and a
set of drawings related to the work covered by the individual Provisional Sums other
than those decided to be awarded to the Employer recommended Sub-Contractors,
which the Contractor shall utilize in order to obtain competitive Tenders from the
respective Approved Sub-Contractors.
d) The Contractor shall with his Tender submission provide to the Engineer a copy of his
proposed standard Form of Sub-Contract under which he proposes to engage the
Approved Sub-Contractors. The Engineer shall review and comment upon the said
Form of Sub-Contract to ensure that it is substantially in agreement with and no more
onerous than the Main Contract Conditions of Contract. The Contractor shall obtain the
Engineers non-objection to the final Form of Sub-Contract prior to issuing it to the
Approved Sub-Contractors as part of the Tender documentation for work to be executed
under a Provisional Sum.
e) Each request for the submission of a competitive Tender in respect of specialist work
under a Provisional Sum as sent to the Approved Sub-Contractors by the Contractor
shall contain a provision obligating the Approved Sub-Contractor to submit a full copy of
his Tender directly to the Employer simultaneously with his submission to the
Contractor.
f)

Within 2 days of receipt of Tenders from Approved Sub-Contractors the Contractor shall
convene a meeting with the Engineer at which the Tender shall be reviewed for
conformity with the Tender documents and any qualifications or queries shall be
clarified in preparation for a meeting with the Tenderers as may be appropriate.

g) Within 7 days of receipt of Tender, the Contractor shall arrange meetings with the
Tenderers who have submitted conforming Tenders which shall be attended by the
Engineer with the intention of clarifying all queries and removing or resolving all
qualifications.
h) The Tenderers prices and rates shall be analysed and negotiated as necessary
between the parties in order to establish the best and final price of each Tenderer for
the work under each Provisional Sum.
i)

Within 14 days of receipt of Tenders the Contractor shall submit to the Engineer, with a
copy to the Employer, a fully detailed report on the Tenders received incorporating a
recommendation with reasons, for the placing of a Sub-Contract for the specialist SubContract work.

j)

Within a reasonable time of receipt of Tenders from the Approved Sub-Contractors the
Engineer shall instruct the Contractor in writing to enter into a formal Sub-Contract with
the selected Approved Sub-Contractor for the work under the respective Provisional
Sum and the Contractor shall give effect to this instruction within a further 7 days and
shall evidence such by providing a full copy of the duly signed Sub Contract
documentation to the Engineer.

k) The Contractor shall include in his Programme for the time and resources required to
execute the foregoing procedures for each of the Provisional Sums included in the
Tender and shall include in his Tender submission a list of all of the dates by which the
Specification, Bill of Quantities and Drawings shall need to be issued to the Contractor
in respect of each of the Provisional Sums in order to execute the process in conformity
with the Programme.
l)

For the avoidance of doubt the Approved Sub-Contractors employed by the Contractor
in conformance with the foregoing procedures shall be Domestic Sub-Contractors of the
Contractor, and not be construed as being Nominated Sub-Contractors, as provided in
terms of the Main Contract Conditions of Contract.

m) Any items or sections of work covered by Provisional Sums, which are undertaken by
the Principal Contractor, shall be measured and valued on the basis of the rates
submitted by the Contractor for such work in the Bill of Quantities.
26.0

All Other Charges and Profit


All other Charges and Profit includes Profit, Overheads, Builders works, Facilities,
Assistances and Attendances in connection with the expenditure of Provisional Sums in
favour of Sub Contractors
In the event of the Main Contractor execute the Provisional sums instructed by the
Engineer, then such work shall be measured using the existing Contract rates (if applicable)
and Main Contractor is not entitled for any Attendance, Overhead or Profit against the said
Provisional Sums even though it is priced in Bill of Quantities.

26.1

General Attendances on Sub Contract Works


The expression General Attendances shall mean, but is not limited to the following:
a) The use of the Contractors administrative facilities.
b) The use of general construction Plant.
c) The use of the Contractors facilities, including mess rooms, sanitary accommodation
and welfare facilities.
d) The use of temporary works.
e) Space for Sub-Contractors offices, stores and lay down areas.
f)

The cleaning away of all rubbish, waste and debris on a regular basis.

g) The provision and removal of general scaffolding for general use.


h) Unloading, distributing, hoisting or lowering to the respective floor levels, and placing
in suitable positions for the Sub-Contractor all plant, machinery or the like to installed
by the Sub-Contractor.
i)

The provision of electrical power by main contractor for the Sub-Contractors works,
including all lighting and 3 phase or heavy supplies, which may be required for
purposes of testing and commissioning.

j)

The provision of water for the Sub Contractors works, including the requirements for
testing and commissioning and subsequent removal of water.

k) The provision of all fuel necessary for the testing and commissioning of the SubContract works.
l)

The general co-ordination and integration of all Sub-Contract works into the General
Programme.

m) Ascertaining full details of any work to be executed by other Sub Contractors in


connection with the Sub-Contract works and arranging for such work to be executed
at the correct time.
n) The provision of all temporary access already fixed or placed in position on the site
for the use of workmen and the delivery of materials.
o) Protection of the Sub-Contract works from the time the Sub-Contractor completes the
work until the Works as a whole or any Sections thereof are handed over to the
Employer.
p) The cleaning of all Sub-Contract works, as part of the final clean operation at
substantial completion of the Works as a Whole or any Section thereof.
q) The design co-ordination and necessary liaison related thereto.
r) The programming of the Sub-Contract Works and the necessary co-ordination to
comply with the Contractors overall programme.
s) Supplying full size setting out templates and giving and marking dimensions and
taking responsibility for their accuracy.
t)
26.2

Obtaining any necessary security passes, access approvals, identity cards and the
like for all Sub-Contractors personnel.

Special Attendances on Sub-Contract Works


The expression Special Attendances shall mean but is not limited to the following:

a)

The provision of all specialists scaffolding.

b)

The provision of all specialist lifting, hoisting equipment and carnage.

c)

Cutting, Chasing and Making Good.

26.3

Builders Work
The expression Builders Work shall mean all ancillary work carried out by the Contractor
in connection with all Sub Contract works and installations.

26.3.1 The drilling, cutting or leaving of holes or apertures through structural floors, walls, beams
etc, shall be avoided, but where this becomes a necessity, the Contractor must obtain the
written approval of the Engineer before the work is put in hand.
26.3.2 The Contractor shall allow for all Builders Work in connection with the installation which
should include but is not limited to the following:
a) Fix only and install all inserts and any other anchored materials required for the Works,
which require to be embedded in the building structure and block work. These inserts
are to be provided by the Sub-Contractor to the Contractor.
b) Drilling, cutting or leaving holes for pipes, ducts and the like through walls, floors,
partitions, etc and subsequently making good/waterproofing where necessary.
c) Cutting and pinning ends of supports for pipes, equipment, appliances, fittings and the
like to walls, floors, partitions, soffits, etc and making good.

d) Cutting or leaving mortises, sinking etc for holding down bolts, brackets, supports and
the like and grouting in.
e) Cutting chases for pipes, conduits and the like in walls, floors, partitions etc and
subsequent making good.
f)

Cutting and fittings around, boring holes through and making good of finishing up to
pipes, ducts, fans, supports, brackets and the like.

g) The construction of concrete, block and/or timber ducts.


h) The formation of ducts within concrete slabs, together with access covers and frames.
i)

The building of timber frames, panels and doors, including ironmongery, to give access
to pipes, ducts equipment and the like.

j)

The formation of concrete bases, plinths, etc for plant and equipment, including any
anti-vibration pads.

k) The waterproofing of all external ductwork to the Engineers approval.


l)

Making good finishes after second fix installation.

m) Secondary steel framing necessary for support of plant, pipe work, lifts, ductwork and
the like.
n) Concrete encasement to drainage pipes and fittings below slab on grade.
o) Elevator lifting beams, supports and other necessary Builders Work.
p) Fire stopping around services.
q) Cutting and making good openings in false ceilings, bulkheads, walls for grilles,
diffusers, luminaries, sprinkler heads, loudspeakers and the like.
r) Cutting and making good openings in false ceilings, bulkheads, walls for grilles,
diffusers, luminaries, sprinkler heads, loudspeakers and the like.
s) Builders Work will include all the above, but if should be noted that this list is not
intended to be exhaustive and everything necessary will be deemed to be included.
t)

The Contractor is referred to the Structural Drawings for further information. The
Contractor shall allow for any plinths or bases required for MEP equipment
installations.

u) Builders Work shall include for all penetrations through concrete surfaces for MEP

Equipment, including (but not limited to) stair pressurization fans, ventilation openings
through skylight upstands, fire barrier seals as required and the like.
