THE CONSTITUENCY DEVELOPMENT FUND (CDF) IS GOVERNED BY THE CDF ACT 2013
1.0 What you need to know about CDF Act 2013
1. The fund was established in 2003 through an Act of Parliament to implement community
based projects. Following the establishment of Devolution in 2013 it was seconded to the
Ministry of Devolution.
2. Every year 290 constituencies receive allocations from the National CDF board based on an
agreed formula set by the board.
3. The funds are released to every constituency in Quarters.
4. CDF is managed by a Committee that comprises of representatives from all the 5 wards of
Limuru assisted by a Funds Account Manager (F.A.M) an employee of the National Government and other Government departments like the District Accountant among others.
2.0 How is CDF money allocated once its received at the Constituency
19% of the CDF allocation is reserved for Bursaries, Mocks & exams. In the Financial Year
2014/15 CDF Limuru Received 102 million shillings; this was equivalent to 19,562,998.71
Kenya shillings.
6% is allocated to the administration of the Limuru CDF office which includes Staff salaries
and office expenses. In the year 2014/15 this amounted to 6,165,599.20 Kenya shillings.
5% of the total allocation is reserved for emergencies within the Constituency. In the Financial year 2014/15. This amounted to 5,400,259.00 Kenya shillings.
3% of the total allocation is reserved for monitoring % Evaluation of projects. In the financial
year 2014/15 this amounted to 3, 082, 799.61 Kenya shillings.
2% of the total allocation is reserved for the youth and sports activities in the constituency. In
the financial year 2014/15 this amounted to 2,055,199.74 Kenya shillings.
2% of the total allocation is reserved for environmental activities within the constituency. In
the financial year 2014/15 this amounted to 2,055,199.74 million shillings.

Case Study 1
Dennis Karani Muriuki he hails from Limuru East ward. He scored 395 marks in his K.C.P.E and was
admitted to Maranda high school .His parents are casual laborers in the tea estates and were not
able to pay the high school fees in a national school. His mother attempted the wings to fly bursary by Equity Bank but did not succeed.
With no hopes, she approached the Limuru C.D.F for help .After evaluation by the bursary
sub-committee the case was approved as one of the most needy. We agreed to pay 70% of his
school fees a total of Kshs 30,000.00.The parents were so happy and the boy is now happily in
school.
Case Study 2
Maureen Nduta Wambui hails foirm Ndeiya ward, Maureen had twice opted to repeat her KCPE
exam after her grandparents were unable to secure school fees for two consecutive years. She
first took her KCPE exams in Mirithu Primary School and later Tiekunu Primary. In 2013 she applied for the Bursary funds from CDF and was successful as one of the special cases. A combined
effort to support her through personal money by Hon.Eng, John Kiragu Chege, CDF bursary
Funding has seen her go through High school. Wambui is now in her second year of study at Senor Chief Koinange High School.

The State of our low end public primary schools is wanting, the rooms are dark, the floors have pot
holes, and the walls are un-plastered. As part of our plan to improve the interior of leaning environments we piloted a program to refurbish the interior of 10 schools (2 in every ward) by putting tiles in
at least 3 classrooms, painting and water harvesting. (Find list of all refurbished schools in back page)

By improving our classroom learning environment, we believe that this will encourage our pupils performance.

The program also Involved installation of water harvesting systems and exterior painting in
some schools.
We are not only building laboratories but also equipping them to meet the acceptable standards of an ideal science learning environment. 4 secondary schools Tigoni, Makutano,
Bibirioni, Manguo are set to use their laboratories in this years exams.

Muna secondary was established in January 2015 and already has 19 students.
We have allocated resources for the construction of Bio-digestable toilets within the
Institution.
New classes in Kamirithu secondary. The school was started in 2015 January and has already
enrolled 15 students. We have also allocated resources to Construct bio-digestable toilets
within the school.
Umoja Secondary school in Ngecha -Tigoni. The school is yet to start operations

Our contribution:
We are strategically improving their learning environment in schools that have special cases. One
such example is Limuru Mission Primary school. We constructed a special class including furniture.
In line with the Disability Act 2003 all buildings constructed since May 2013 are disability friendly
with ramps.
7.0 Security
Problem
Country wide, the state of our security infrastructure remains a huge challenge. Our police
lack proper housing infrastructure.
Our contribution
We are continuously improving the Infrastructure of existing A.P lines, polices posts and

Ongoing works at the Ngecha Jua-kali sheds. When completed the project is expected to
host mechanics and other traders from Ngecha area.

Our Main Strategies:
i. Refurbishing at least one stadium in each ward to support football or athletics. Currently we
have refurbished the Ngecha football stadium into a standard pitch and works are ongoing
to curb the perennial flooding.
ii. We have supported the organizing of Limuru Half Marathon for 2 years. The marathon aims
to supplement the 1 million shillings allocated by CDF in constructing a standard running
track in Rironi Primary school grounds.
Other investments include:
i. Partnerships with football bodies like FKF to organize and undertake tournaments and trainings in football. In 2013 we undertook vijanaa tujijenge na futaa tournament that supported
over 5o teams with soccer balls and equipment. In 2014 we undertook a training for referees

Kenya Rural Roads Authority (KeRRA) is charged with the maintenance of road class R. Using
these funds we have been able to undertake maintenance of various roads. Key among these
