1) Operations and systems will be planned and the designed to eliminate or materially reduce
mining hazards.
2) Implement statutory rules and regulations and strenuous efforts made for achieving
superior standards of safety.
3) To bring about improvement in working conditions by suitable changes in Technology.
4) Provide all material and monetary resources needed.
5) Deploy safety personnel wholly for accident prevention work.
6) Organize appropriate forums with employees representative for joint consultations on
safety matters and secure their motivation and commitment in safety management.
7) Prepare Annual safety Plan and long term safety plan at the beginning of every calendar
year unit wise and for the Company to affect improved safety in operations as per
respective geo-mining needs to prepare the units for onset of monsoon, to fulfill
implementation of decisions by committee on Safety in Mines and the 5 th, 6th, 7th, 8th & 9th
Safety conference and to take measures for over-coming accident proneness as may be
reflected through study of accident analysis, keeping priority in sensitive areas of roof falls,
haulage, explosives, machinery etc.
8) Set up a frame work for execution of the safety policy and plans through the General
Manager of Areas, Agents, Managers and other safety personnel of the units.
9) Multi-level monitoring of the implementation of the safety plans through internal safety
organization at the company Hqtrs. And Area Safety Officers at the area level.
10) All Senior Executives, at all levels of Management, will continue to inculcate a safety
consciousness and develop involvement in practicing towards accident prevention in their
functioning.
11) Institute continuous education, training and retraining of all employees with the accident
placed on development of safety oriented skills.
12) Continue efforts to better the living conditions and health of all the employees in and
outside the mines.

1. Pit Safety Committee:- On the 5th day of every month all Pit Safety Committee members
inspect the mine and then after a meeting is held. In the course of meeting, new
circulars if any discussed, recommendations of the last meeting reviewed, findings
of the present inspection discussed and responsibility fixed.
2. Area Safety Board:- Generally on the 1st day of every month Area Safety Board
members inspect one of the mine in the area alternately and a meeting is held after
the inspection. In the course of meeting, new circulars if any discussed,
recommendations of the last meeting reviewed, findings of the present inspection
discussed and responsibility fixed.
3. Workman Inspector:- Workman Inspector of different discipline i.e. mining,
mechanical and electrical inspect the mine as per statute i.e. at least two days
in a week and record the results of inspections in form U. The manager
countersigns it at least once in every 15 days stating compliance.
4. I.S.O. Inspections:- I.S.O. Officials inspect the mine, recommendations and
circulars of I.S.O. are strictly complied.

The Training programs are held at various places as given bellow &
organized/controlled by HRD Bilaspur
1. Initial and refresher training is arranged at group VTC Dharam.
2. Schemes for special trainings are arranged at group VTC-Dharam, CETI-Gevra,
BETI-Korba.

Strategy adopted

All the operations of the mine are to be divided into appropriate categories.
Activities in each category are to be listed out.
Different groups involving persons from all levels are to be formed.
Each group will be assigned a compatible category of works for hazard identification and
risk assessment.
These groups are to be taught the principles and processes of hazard identification and risk
assessment. Practical training has to be given to these groups in the processes of risk
assessment.
Each group, as per the instructions of their group leader will meet regularly, list out the
activities/operations involved in their category.
After the activities for which risk assessment has to be done been identified, the group will
formally conduct the risk assessment.
The methods to be followed for risk assessment are: Job Safety Analysis (JSA)
Workplace Risk Assessment and Control (WRAC)
Fault Tree method of Risk Assessment
The group will decide what method will be applied for each activity as per the suitability.
All the risk assessment processes shall be documented.
Three number of Brain storming classes were conducted for executives and supervisors of
the mine at VTC Dharam.
Four members of different levels were given training for hazard identification and risk
assessment.
Groups were formed for different category of work.
Different activities/operations in each category for which risk assessment is to be
conducted were identified and listed out.

TRAFFIC RULES FOR CHHAL OCM:-
Vehicle is secure,
The parking brake has been applied,
All implements have been lowered,
If circumstances dictate that. The heavy vehicle must be parked on a gradient,
then the wheels shall be choked/blocked.
The steering shall be turned off centre.
During night the parking lights shall be switched on.
RULE - 2 : OVERTAKING
(a) Overtaking shall not be permitted on the haul roads except. At designated places The
designated place shall be well lighted, well demarcated and shall not have road
divider and junction.
(b) No. dumper shall be over taking another dumper,
(c) a dumper can overtake a water tanker at a designated place
(d) Overtaking shall be done only after giving designated signal to the vehicle being
overtaken and also after receiving designated acceptance signal Before allowing
overtaking the operator shall ensure that the adequate clearance is there in the front
and on the side.

. RULE - 3 : REVERSAL
(a) Reversal of dumper, water tanker or any other vehicle shall be done only designated
places, which may be loading and unloading station of dumpers, Even to attend
nature calls he shall park at the designated parking places where provision of
drinking water, canteen facilities, toilets etc, shall be provided,
(b) Dumper water tanker or any other vehicle shall not be reversed under any
circumstances on a haul road.
RULE 4-SIGNS
(a) Clear and distinct signal shall be provided where a possibility or collision of a
dumper with other dumper or structure or even berm/divider etc.
(b) Every sign shall be clearly visible from a distance of more than 30 in the signal post
shall not be in the direct of the dumper.
(c) All signs to be, obeyed as read.
(d) Warning signs, Including the daily Blasting notice, are to be posted and noted at all
times.

(a) Vehicle, shall not be driven over electric cable, air hoses or water lines unless they
are properly protected,.
(b) Seat belts shall be worn by all drives and passengers in any vehicle in which they are
fitted.
(c) Passenger shall not be carried on any vehicle unless seated in approved seating or
where authorized or training/testing purpose by the mine manager.
d) A caution sign or hazard lights are to be placed a the front and rear in any vehicles
being tower or which broken and obstructed the roadway.
(e) All earth moving equipment, sound one blast or horn before loving off from parked
position.
(f) Every helmet shall have a red fluorescent band all around and without which no one

2. Standrd Operating Procedure for Dozer Operation.
1. The dozer operator shall be competent, properly trained and authorized by the
manager.
2. Preshift checking of dozer by Fitter & Foreman before dozer is deployed for
operation.
3. Record of such checking shall be maintained at workshop by Fitter/Foreman.
4. Before starting the dozer, operator shall make physical inspection around the dozer
to ascertain the status of dozer and check for the efficiency of safety provisions
fitted with the dozer.
5. The marching of dozer shall be carried out under supervision of a supervisor.
Separate road for movement of dozer shall be ensured.
6. The dozer operator shall not march the dozer in reverse gear for a long distance.
7. The dozer operator shall strictly follow the provisions of Traffic Rules applicable
in the mine.
8. While pushing/dozing of dump material is done, the working area shall be
inspected by a supervisor before deployment of dozer and only skilled operator to
be engaged and adequate berms should be provided.
9. While reversing of dozeroperator shall blow horn/AVA and follow the instruction
of supervisor.
10.During the dozing of faces, all activities are stopped at the faces proximity to the
dozer.
11. If the dozer is deployed to deal with fire, cleaning of oil and grease from the
dozer shall be ensured. Adequate fire quenching apparatus, pressurized water
tanker should be made available and the operation should be carried out under
supervison.
12. Incase of any defect noticed during operation, dozer operator shall stop the
operation immediately and informit to the supervisor/foreman/fitter.
13. At the enbd of shift, dozer operator shall park he dozer at specified place with
applying safety appliances.
14. The dozer operator shall ensure that the blade of dozer is placed on the firm
ground.
