JPA Overseas Study Loan for First Degree

The Malaysian government, in principle, encourage students to pursue their studies in the
country in line with government's intention to make Malaysia a center of excellence in
science. So far there are 20 IPTA and more than 500 private institutions of higher learning
(IPTS), which offers a variety of fields of study to students. However, the Malaysian
government received many applications from students studying abroad to get financial
aid. Accordingly, the government approved Tuition Loan Scheme Overseas For First
Degree to ease the financial burden of private students outside the country are subject to
certain conditions and criteria.
Loan facilities are provided where the concept of cost sharing in the PSD will only pay
the tuition fees are subject to a maximum of RM 250,000.00 for a Special Loan Program
of Medicine and a maximum of RM 200,000.00 for Ordinary Loan Program. These limits
are set so as not to burden the students to pay back after graduation later. Other costs such
as tuition fees in excess of the amount, cost of living, healthcare, travel fares, stationery,
books and foreign exchange losses are the responsibility of students themselves.
Types of Loans
* Special Medical Loan
These JPA Overseas Study Loan are offered to students who successfully completed the
Critical Areas which are of Medicine, Dentistry and Pharmacy. Students who receive this
loan facility may be exempted from paying back the loan if the student agrees to enter
into contracts for service with the Government of Malaysia for 10 years after graduating
successfully.
* Ordinary Loans
These JPA Overseas Study Loan are offered to students who are pursuing studies in
Priority Areas and Other Areas as set out in paragraph 3.2 and 3.3. Students who receive
this loan facility are required to repay the entire amount of the loan after graduation.

Fields of study sponsored divided into three general categories as follows:
3.1. Critical Areas
* Medical
* Dental
* Pharmacy
3.2. Priority Areas
* Veterinary Science
* Science and Technology (except Computer Science and Information Technology)
* Engineering (except Electrical & Electronics, Mechanical and Civil)
* Architecture / RIBA Part II
* Accounting / ACCA
3.3. Other Areas (Social Sciences & Professional Literature)
* Law
* Economy
* Finance / Banking / Marketing / International Business

* International Relations
* Communication
Courses sponsored only consist of courses that are recognized by the Government of
Malaysia only. Revision of recognition can be made through the JPA Scholarship and
Study Loans Portal.
Requirements and Criteria Applicants
4.1 General Conditions
* Malaysian citizen;
* Age below 25 years on 1 January in the year application is made;
* Do not have a first degree;
* Mother / father / sibling / student is not a lender / guarantor to any rigid scheme of loans
/ scholarships government;
* Mother / father / sibling / student has no outstanding loan payments and is not
blacklisted in any of the government loan scheme;
* Mother / father / siblings / students did not violate any contract of government
scholarships;
* Only one member of the family members are eligible to obtain loans at any one time.
* Application of other family members will only be considered after the borrower has
previously made loan payments for at least 6 months, and
* For the twinning program, a loan is granted for a period of study outside the country.
4.2 Special Conditions
4.2.1 Critical Areas (Country Study: Ireland / United Kingdom / Australia / New Zealand)
1. Full-time Program
* The completion of the first and second year of study abroad;
* It never fails in any subject in the first and second;
* It has been accepted into the third year of study abroad and
* Submit the results of the first and second time the application is submitted to the PSD.
2. PMC-Ireland Twinning Program
* Have completed the first year of study abroad;
* It never fails in any subject in the first year;
* It has been accepted into year two of study abroad and
* Submit the results of the first time the application is submitted to the PSD.
3. IMU Twinning Program
* The completion of the pre-clinical studies in the country and one semester of study
abroad;
* It never fails in any subject in pre-clinical and first semester abroad;
* It has been admitted to three years of study abroad and
* To submit results of pre-clinical stage and the first semester abroad when the
application is submitted to the PSD.
4. Melaka Manipal Twinning Program
* Have completed the first year of study abroad;
* It never fails in any subject in the first year;
* It has been accepted into year two of study abroad;
* Got at least 70% marks in the first year examination and
* Submit the results of the first time the application is submitted to the PSD.

5. Full-time Program
* Have completed the first year of study abroad;
* It never fails in any subject in the first year;
* It has been accepted into year two of study abroad;
* Get at least CGPA 3.00 or its equivalent for the exam the first year abroad and
* Submit the results of the first time the application is submitted to the PSD.
4.2.2 Priority Areas and Other Areas
6. Full-Time Program / Twinning Program / Credit Transfer
* Have completed the first semester of study abroad (for diploma students) or one year of
study abroad (for pre-university post-graduate students);
* It never fails in any subject during the first semester or year;
* It has been accepted into the next semester or academic year abroad;
* Get at least CGPA 2.50 or its equivalent for the course architecture, or a CGPA of 2.75
or its equivalent for other courses and
* Submission of first semester examination results or the first year overseas during the
application submitted to the PSD.
Application Information
1. Date Application Open / Closed
Applications will be open two times a year as follows:
First Session: Applications open on February 1 and closed on March 1
Second Session: Applications open on 1 July and close on August 1
2. How to Apply
Applications must be made online at the address www.jpa.gov.my
Portal PSD, followed by the
delivery of supporting
documents.
3. Delivery Support Documents
Supporting documents
(hardcopy) the following shall
be submitted to PSD no later
than 10 working days from the closing date. Supporting documents that need to be
included are as follows: * Slip acknowledged receipt of the application online;
* Copy of Identification Card (student, parent / guardian & sibling);
* Copy of Birth Certificate (student & parent / guardian);
* Copy of Passport (Student);
* A copy of the offer of admission to the university / institution (Unconditional Offer) and
included information on tuition fees per year and during the study;
* Copy of first degree examination results for previous years;
Certified copy of SPM / STPM Certificate / Matriculation / Diploma / A-Level / IB /
Other;
* Copies of payslips parent / guardian;
* Copy of pensions their parents / guardians and

* Copies of the Form EA (Private) and Form EC (Government) the parent / guardian for
the last 2 years.
* Copy of "No Objection Certificate (NOC)" from the Ministry of Higher Education for
courses of medicine, dentistry and pharmacy only.
* Copies of proof of how the applicant can meet the cost of living and other costs while
studying abroad. Example: a copy of the book bank statements, and other ASB.
All documents must be attached (binding) and approved by a government officer in the
management and professional and sent to the following address:

4. Application processing time
Processing time for applications is 40 working days from the closing date. Incomplete
applications will not be processed.
5. Application Decision
Results will be announced online application at the Portal PSD after the application
process is complete.
Rights of PSD
The consideration is subject to the provisions of the existing and changing government
policy from time to time. Therefore, the PSD is not bound to approve any applications
received while the application meets the conditions and criteria established;
PSD reserves the right to make any changes to the facilities provided at any time,
including the conditions and criteria without having to submit any prior notice;
JPA loan offer will be withdrawn if the applicant is found to give false information, and
Incomplete applications will not conform to the instructions and do not meet the
eligibility requirements as specified will not be considered.
