A $700,000 mini-hydro electricity generator


will be built at the Lal Lal Reservoir.
The mini-hydro station will generate clean
energy from environmental water releases
from the reservoir into the Moorabool
River, which will be used to power existing

This project will be in place in the middle
of 2016.
Chair of CHW Jeremy Johnson said it is an
exciting project.
We are delighted that the government has
supported this project alongside partners
CHW and Barwon Water, he said.
Since 2008, Central Highlands Water has
reduced its greenhouse gas emissions by
38 per cent. With the support of the State
Government this project will provide further
reductions in energy use and greenhouse
gases.

outcomes for our community, he said.
In 2012, Barwon Water adopted an
emissions reduction target of 5 per cent of
2004/05 levels. This was achieved in 2012/13
and surpassed in 2013/14, with emissions 26
per cent lower than 2004/05 levels.

said the Lal Lal reservoir is at 77 per cent
capacity and is a great figure before we get
into the winter and spring rains.

Two active outdoors masterplans are out for public
comment.
The Draft Bacchus Marsh
Racecourse Recreation Reserve (BMRRR) Site Masterplan and Active Sports Precinct Masterplan are both on
public exhibition following
a vote by councillors at the
June council meeting to endorse them.
The plans have been developed following a needs
analysis that showed that
demand for active open
space across the municipality surpassed supply when
taking future population
growth into account.

Master Plan and the Active
Sports Precinct design make
provision for a multipurpose
oval including two soccer
pitches and a cricket field,
designated soccer pitches,
Australian Rules oval, a
community oval, pavilions,
car parking, change facilities, lighting, walking trails
and passive recreation facilities amongst other things.

plans, Council consulted
extensively with current
user groups of the reserve,
engaged the BMRRR Committee of Management and
held a community drop-in
session that was well attended. Now the plans have been
developed, Council wants
the community to have their
say, Mayor Tatchell said.

Mayor Pat Griffin addressed the meeting.
He raised concerns that
$40,000 from capital funding
had been spent on the masterplan, saying that $200,000

had been allocated from reserve funds by the last council and that it was not to be
spent on the masterplan.
I think you have broken
the rules in doing so, he
told the meeting.
Mr Griffin said he is disappointed with the draft
masterplan, saying it does
not solve the sewerage infrastructure problem at the
reserve.
Another glossy report
that is going to be hard to
implement.
He said that he disagrees
with the scheduling of the
masterplan, especially holding off on moving the Pony
Club until Stage Three.
It is obvious that if you
move the Pony Club first
you can start all the other
projects. It means it is never
going to happen. The narrative here in these big figures
is probably wrong.
And I would like to suggest, increase the public
exhibition period to eight
weeks not four weeks, it is
not enough.

on exhibition until Thursday

provide feedback.

Farmers are being forced to


share the unfair burden of
the Fire Services Property
Levy, according to Member
for Western Victoria Region
Simon Ramsay.
He said that the state Government is attempting to
make up a $65 million shortfall in its budget after bowing to the United Firefighters
Union demands of wage
increases for professional
firefighters.
The Fire Services Property Levy is payable on rates
notices - though it is only
collected by council and
passed straight to the state
government.
It was introduced by the
previous Coalition Government as a more equitable
model for the Victorian community to fund the CFA and
MFB rather than the previous property insurance levy.
I have been advised that to
make up the budget shortfall
to pay for fire services, there
needs to be a total increase
of 7 per cent of the levy,
and that the farming sector
would face an increase of .02
percent of every dollar of the
capital improved value of
their property, Mr Ramsay
said.
My hope is that farmers
will get angry at this latest
tax grab, demanding the
Andrews Government not

penalise those who pay the


FSL and use their money
as payback to their union
masters.
Moorabool Shire Councillors passed a motion by
Woodlands Ward Councillor Pat Toohey at the June
council meeting to write to
various state government
ministers asking how much
is collected in Moorabool
through the FSPL and how
much is spent in Moorabool.
The letter will also ask if the
state government pays the
FSPL on its own properties
as all other government bodies, including council, pay
the levy on their properties.
A government spokesperson responded to a request
from The Moorabool News
for a response to the letter.

collected
through the Fire Services
Property Levy (FSPL) goes
to supporting the States fire
services, including those
which keep the residents
of Moorabool safe. This includes personnel, training,
infrastructure and equipment, he said.
MFB and CFA budgets
have historically been separately funded from their
respective areas and there
has been no change to this
arrangement under these
reforms. This means that
property owners contribute
directly to the fire services
that protect their property.

Golf
club not
broke

The President of Bacchus Marshs Links Golf Club has
labelled rumours that the club is broke and that a developer
is interested as wrong.
Simon Ovenden confirmed that a meeting was held on
Wednesday 10 June to outline to members the current
financial situation that the club finds itself in.
Were implementing a plan to rectify the financial issues
that we have at the minute, he said.
Theres going to be a raft of changes to fix the financial
situation.

He confirmed that the club is working through financial
issues as outlined in its debt reduction strategy, as part of its
three-year plan.
Some marks weve hit, and some weve missed.
I have every confidence that we will get through this and
will be stronger than we have been in the last 20 years.
He said the clubs debt is not $4 million, as rumoured and
dismissed suggestions that a developer is interested in
purchasing golf club land.
One item outlined in the 2014-2016 debt reduction strategy
is a $120,000 Australian Tax Office debt which is listed as
aiming to be removed by the end of June this year.
The Club also aims to reduce its gaming machine loan from
$525,000 to $325,000 within the next two years, and reduce its

Taking a journey through


the Solar System may not
sound like your average
school holiday adventure,
but for children of the Moorabool Shire that is exactly
how they can spend their
upcoming vacation.
With a complete dome planetarium to be held at the Ballan and Lerderderg Libraries
between July 10 and July
11, children will have the
opportunity to soar all the
way from the Galactic Space
through to the Asteroid Belt.
The planetarium is a domeshaped projection screen,
where scenes of stars, planets and other celestial objects
can be made to appear and
move realistically.

The educational journey


will allow children to peer
beneath the icy surface of
Europa and travel through
the clouds of Venus and
Jupiter.
An Australian invention developed at Swinburne University, the last 21 years has
seen an estimated 750,000
people, mainly children, experience the Cosmodome.
Arriving in time for the
winter school holidays, the
Ballan Library will host the
exciting experience at 11am
on Wednesday July 1, and
Lerderderg Library on Friday, July 10.

Council

Made

Moorabool ratepayer dollars will now be spent with an


emphasis on buying Australian Made.
Councils procurement policy underwent an annual review
and two changes were made at the 3 June meeting.

The first was to allow for certain purchases to be made


without having to obtain quotes first such as in cases of
emergency works, in which case a council employee can
obtain permission from a General Manager to not seek
quotes.
West Ward Councillor Tom Sullivan made an addition to
the policy, putting in the words preference for Australian
made.

Cr Sullivan said that council already gives preference to


local purchases, but that extending it to Australian Made
may have a knock-on effect to benefit Moorabool.

We are a local government authority and I know we do


have a clause in there that looks after local suppliers and I
think thats important, but I think we also need to consider
jobs for Moorabool.

If we buy something thats made in Australia it may not


be someone who works in Moorabool but they may work in
Ballarat or Melton, and if they then do the same it may assist
someone keeping their job in Moorabool.
I think we have to give consideration to that.

Ingredients:
1 tablespoon Olive Oil
1 medium Brown Onion, finely chopped
1 medium Carrot, peeled, finely chopped
2 Celery Stalks, trimmed, finely chopped
500g Beef Mince
2 teaspoons Worcestshire Sauce
2 tablespoons Tomato Paste
400g Grandpas Tomatoes, crushed
1 teaspoon Dried Mixed Herbs
2/3 cups, Fresh Peas, podded
600g Gold Sweet Potato, peeled, chopped
cup Milk
20g Butter
1/3 cup Cheddar Cheese

1. Heat oil in large saucepan over medium heat.


Add onion, carrot and celery. Cook, stirring, for
3 to 4 minutes or until onion has softened. Add
mince. Cook, stirring with a wooden spoon to
break up mince, for 5 minutes or until browned.
2. Add worcestershire sauce, tomato paste, tomato
and herbs. Bring to the boil. Reduce heat to low.
Simmer for 20 to 25 minutes or until thickened.
Stir in peas. Preheat oven to 180C/160C fanforced.
3. Meanwhile, cook potato in a saucepan of boiling
water for 8 minutes or until just tender. Drain.
Return to pan. Add milk and butter. Mash until
smooth. Spoon beef mixture into a 5cm-deep,
6 cup-capacity ovenproof dish. Top with potato
mixture. Sprinkle with cheese. Bake for 30 to 35
minutes or until golden. Serve.

Doctors will be paid an incentive of $23,000 per year to
work in Ballan.
Ballan is among 450 country towns to benefit from the
payments under the recently
overhauled GP Rural Incentives Program (GPRIP).
The incentive paid to work
in remote Australia will
jump from $47,000 a year
to $60,000 a year and the
maximum incentive to work
in a town of less than 5,000
in regional Australia will
increase from $18,000 to
$23,000.

officers are doing all they can to get

year to control the problem: about
$48,000 for staff and vehicle/equipment
costs and about $30,000 a year for the

everyone noting that where a member
of the public identifies litter dumping,
the litter should not be disturbed or

The new GPRIP system
will deliver a fairer system
for smaller towns; redirecting money to attract more
doctors to smaller towns like
Ballan, that have genuine
difficulty attracting and retaining doctors.
As a life-long resident of
Ballarat, I know how difficult it can be to attract doctors to the area. Im pleased
Ballan will benefit from
these changes.
Senator Ronaldson said that
the payments have been redirected away from doctors
working in large regional
cities.
The new incentive arrangements will start from 1 July
2015.

Belgravia Leisure will manage and operate Moorabools


leisure services for at least
two years but with cuts to
pool opening hours.
Belgravia was awarded a
two year contract - with an
extra one year option after a confidential vote at the
June council meeting.
The contract includes operation and management of
the Bacchus Marsh Leisure
Centre, the Bacchus Marsh
and Ballan outdoor pools
and Darley Indoor Sports
Stadium.
Included in terms in the
contract were changes to
outdoor pool times, crche
services and group fitness.

outdoor pool times to improve cost benefits to opening the Bacchus Marsh and

Under the new policy, the
pools would be closed if the
temperature is below 23C
during the summer months
and operate on reduced
opening hours if the temperature is between 23C and
25C in December and February during school terms. Ordinary hours would apply
as in the past throughout the
main holiday period of January when the temperature is
above 23C, Mr Colgan said.
We believe, based on previous pool season attendances, these changes can be
made without affecting the
service level provided to the
community.
He said that Belgravia
will continue to provide its
crche service in the interim,
however it will operate on a
month to month basis, subsidised by Council, while
Council looks to engage
with the community, better
understand the utilisation

patterns and transition to


another much more efficient
crche option.
The cost to council of the
crche subsidy could not
be specified as it depends
on usage and other modes
developed over the next six
months.
To support the continuation, with limited space at
the Bacchus Marsh Leisure
Centre for fitness-related
programs, classes will be
held at Darley Indoor Sports
Stadium, where currently
the sole user of this facility is
Acrofun Gymnastics Club.
This will provide greater utilisation of the stadium and
provide an enhanced level
of service to the community.
Council will work in partnership with the Acrofun
Gymnastics Club to ensure
greater use of the sports
stadium, which will reduce
costs for Council, and at
the same time, provide the
community a better level of
service in regards to group
fitness, Mr Colgan said.
It should be noted that the
indoor sports courts at the
Bacchus Marsh Leisure Centre are nearing capacity, and
Council faces challenges
in providing opportunities
for growth in participation
within the existing facilities,
therefore Belgravia Leisure
will be engaging much more
with the community regarding community health,
recreation and leisure pursuits to ensure the leisure
service provision continues
to evolve with community
needs, Mr Colgan said.
Additional programs including school holiday activities to pursue the greater
utilisation of the facilities
during those times will also
be provided.
The new contract will commence on 1 July 2015 with
progress reports going back
to council over the next six
months.

Moorabool Shire Councillors Tom Sullivan and Paul
Tatchell voted against adopting councils annual budget
and their reasons are a load
of rubbish.
Both councillors raised concerns that savings from costcutting with the garbage
service fee on rates notices
will be passed onto ratepayers - instead of being saved
and used to improve failing
landfill infrastructure in the
shire.
The issue I had was we
have a number of closed
landfills which the experience in other municipalities
and I know of a couple have is that it got significant
costs when theyve had to do
work on their closed landfills
and Im talking hundreds of
thousands of dollars, Cr
Sullivan said.
I think its good stewardship to provide for the
future, and we could have
kept the rate charge as it was
- there would have been no
increase and the surplus we
could have put into an accumulated fund.
I felt it was an opportunity
that we let slip, to put more
money aside - were only
putting some money aside
for that contingency when it
comes along. My concern is
whether therell be enough
- were looking at $800,000
and $900,000 - and thats serious money.
Cr Tatchell said there were
three reasons that he voted
against adopting the draft
budget.
I wasnt voting against
the budget, I just thought
there were more things to be
discussed.
He said that his main reason was the reduction in the
waste management fee on

rates notices, which he says


shows poor planning for the
future because the money
should be spent on improving landfill sites such as at
Ballan.
I agree with Cr Sullivan
on this one we can potentially get a million-dollar bill
for not having proper waste
management practices and
not preparing for the future.
Whilst its important we
deal with the matters of today, we also need to be vigilant about whats coming up
in the future in terms of our
core business.
Cr Tatchell said that he also
does not agree with the midfinancial -year review, the
mini-budget, because it will
revisit submissions made to
the draft budget and possibly give them an unfair
advantage for funding.
He raised the example of
the Wallace Recreation Reserve, which put in a budget
submission to have new
toilets built but the submission was not costed and
should have gone through
the Capital Works program
according to Cr Tatchell.
Its not the right process
when submissions that are
not costed are brought in
and find their way further
up the list.
It gives them unfair
priority heading into the
mini-budget.
Cr Tatchell also said that
the budget should not have
been passed before councillors heard an item being
brought up in Confidential
business that could have had
a significant effect on the
budget.
Were passing a budget

Resident
bequeaths property

A generous Ballan resident has bequeathed a property to
Ballan District Health and Care.
CEO Wayne Weaire said that BDHC is deeply honoured to
be the beneficiary of the far-sighted bequest.
He said that BDHC was notified in May that one of Ballans
long-term residents had left the hospital a property in Ballan.
The hospital will take possession of the property later in the
year.
At this stage, we envisage the flat will be used to house
doctors and visiting health professionals and will also be
offered as low-cost accommodation for families visiting
relatives in palliative care, Mr Weaire said.
As a not-for-profit, charitable organisation, BDHC is grateful
for the bequests and donations we receive. The communitys
generosity allows us to continue to provide our services.

Its hard not to be wooed
by Lucy Lincolns fine art
photography,
but
who
would have thought that
it came straight from the
laundry cupboard.
The Myrniong artist said
she plays on the human
desire for mystery and
uses macro photography to
generate illusion through
scale and shape.
The images that I create are
all studio based, and what
I do is I create a diorama
and then I photograph it
so what you see is up very
close, everything is very tiny
and then I enlarge it, she
said.
I tend to say to people
that if you were to open
your laundry cupboard
you would see the kinds of
things that I use. So really,
everything in that cupboard
is what I photograph.
After moving to Myrniong
in 2014, Mrs Lincoln said she

uses inspiration from her


past experiences in order to
create work from within her
studio.
For the past decade my
husband and I lived on the
Ningaloo Reef in Western
Australia and it was here
that I worked as a marine
photographer,
swimming
with whale sharks and
manta rays on a daily basis,
she said.
I spent so long out on the
ocean and photographing
what laid beneath it that I
have been inspired by that
and have taken that world
into my studio and adapted
my practise to where I am
living.
Mrs Lincoln said she made
the decision with her partner
to move to Myrniong after
the birth of their son.
We were living in this
extremely
remote
area
on the reef with just 150
residents. There were only a
few shops nearby, so when I
had my son we decided we

wanted to give him more


opportunities, she said
Thats when we decided
to head back over here and
we are now residing on
the property that was once
owned by my mum. This is
where I do all of my work.
Mrs Lincoln said although
she missed exploring the
reef on a daily basis, she was
grateful for the influence it
had on her work.
I really do hope that people
can enjoy what I do - because
it is such a solitary activity,
when you get positive
feedback from people its
really great, she said.
Ive been doing this a long
time, I finished my masters
at RMIT in 2008 and have
been working ever since. My
plan is to be able to continue
to create my work and share
it with people.

Hall needs access

The accessibility of Bacchus


Marshs Town hall is coming
under the scrutiny of
council.
East Ward Councillor John
Spain raised the matter
at the Wednesday 3 June
council meeting, asking for
council officers to prepare a
report on how the hall rates
in terms of what is required
by legislation, and what
would need to be done to
bring it up to step with the
Lerderderg Library, which
he says is excellent in terms
of accessibility.
The hall is one of the main
civic buildings in the main
street so we need to find out
what we need to do to bring
it up to a level of accessibility
for everyone, Cr Spain said.
But it is about improving
the building beyond the
basic legal requirements
and now is the perfect
time to investigate the issue

because refurbishments are


being undertaken at the hall.
You can pass with 51 per
cent, or you can pass with 75
per cent - and Id be hoping
that were aiming for a
higher pass-rate.
Its time to take stock while
the refurbishments are being
done.
Cr Spain said that while the
hall has a hearing loop, the
system does not work in the
auditorium section of the
building.
Also Cr Spain has had two
residents in wheelchairs tell
him that it can be hard to get
into the building.
Theres two doors at
ground level so people in
wheelchairs can get in as
long as they can open a
standard door from the
chair, otherwise the set-up
requires someone to assist
them to open the door.
Theres a step entrance
and a ramp entrance on

Main St but the ramp is


problematic from my point
of view because the gradient
is okay if a wheelchair user
takes a wide swing to get
towards the door; but if
they take the most direct
approach, Ive been advised
by a wheelchair user that
the gradient is just a little bit
steep.
And another wheelchair
user had difficulty getting
into
another
function
because one of the doors was
too narrow.
Ideally, where Im coming
from is that we would like
to make the Public Hall in
Bacchus Marsh as accessible
as the Lerderderg Library.
It should have the hearing
loop
everywhere,
and
automatic doors so that
someone in a wheelchair can
get in and out without being
accompanied by someone or
special attention from the
staff.

as discouraging illegal and

anti-social acts.
The policy also considers
energy efficiency, operation
and maintenance costs.
It also governs street and
public place lighting being
installed in new developments, ensuring it meets
Australian standards and
road design guidelines
Judith Bailey (Ballarat Observatory Advisory Committee) spoke at the special
meeting of council held on
Wednesday 3 June before the
ordinary council meeting,
against the policy - saying
council should instead turn
off unnecessary lighting
not introduce more.
We dont need a lot of lighting, it is a waste of money.
The motion was moved
by West Ward Councillor
Tom Sullivan, seconded by
Woodlands Ward Councillor Pat Toohey and carried.

Two Bacchus Marsh residents have received over


$2000 worth of combined
fines after a couple of drinks
turned into a pub brawl.
On Friday 19 June the Bacchus Marsh Magistrates
court heard that in December 2014, Jimmy Swan and
Matthew Della Bosca attended the Flanagans Border Inn,
Bacchus Marsh to celebrate
the end of year with a group
of friends. However what
started as a casual drink
soon turned nasty when a
fight broke out between the
respondents and a group of
people sitting nearby.
Two victims sustained injuries after Swan, 31 punched
a man twice in the head
resulting in subsequent migraines and Della Bosca, 32,
pushed a second victim into
a fence, dislocating his hip.
Swans solicitor stated that
whilst a high level of alcohol
was involved throughout the
night, the victims had allegedly made a number of inappropriate comments prior to
the fight breaking out.
My client approached the
bouncers at the venue in re-

gards to the inappropriate


comments that were being
made, however very little
was done, he said.
My clients nephew, who
was also there at the time,
approached the victims after
the comments continued to
be made, and as an uncle,
my client went straight into
protection mode. He is very
remorseful.
Appearing in court separately, Della Boscas solicitor
stated that his client feared
for the safety of Swan after
he had assaulted the first
victim and when a second
man approached him, Della
Bosca immediately threw
him away.
Everything just exploded,
however my client has expressed his remorse and
plead guilty at the first available opportunity.
Pleading guilty to one
charge of recklessly causing
injury, Della Bosca received
a $1500 fine and a 12-month
good behaviour bond.
Swan was also placed on a
good behaviour bond, and
was fined $650 for unlawful
assault.

being prepared on how the
findings will then drive the
Urban Growth Strategy.

A Moorabool Shire man


who was given the option of
paying a fine or going to jail
came close to choosing the
latter when he appeared in
the Bacchus Marsh Magistrates Court on Friday.
Cameron Wilson appeared
in court on charges of indecent behaviour and using
offensive language in public,
both of which dated back
24-years ago.
However despite the charges occurring back in 1991,
Wilson was still yet to pay a
fine of $600, the court heard.
Magistrate Cynthia Toose
provided the defendant with
a choice between paying
the fine or serving a term
of imprisonment. However,
Wilson, who stood in court
unrepresented, said he had
no recollection of the event
whatsoever.
There is no way I am going
to pay for something that I
dont even recall Ill take
the jail time, he said.
Magistrate Toose noted
the term of imprisonment
would be five days, resulting
in a quick change of mind.
Wilson agreed to pay the
$600 fine on a payment plan.

was celebrated in style this
year with a tree planting
challenge held at the W.
James Whyte Island Reserve
in Bacchus Marsh.
Conservation
Volunteers
hosted the event in order to
rehabilitate degraded areas
throughout Australia.
The competition saw 27
teams, made up of corporate employees across the
country, face off to see who
could plant the most trees
whilst doing their bit for the

environment.
Seven Victorian teams took
to the W. James Whyte Island Reserve and planted
over 1,900 trees in just two
hours.
Director of Corporate Relations and Development for
Conservation
Volunteers,
Sonia Oke said the event
provided a great opportunity for large teams to get out
in nature and do something
for the environment.
We had such a successful
event for last years World
Environment Day in Melbourne that we decided to

launch a national tree planting challenge in 2015 and


have had overwhelming
support from our corporate
partners, she said.
The competition involved
teams from Adelaide, Brisbane, Hobart, Newcastle,
Perth, Sydney and Auckland, and saw health insurance agency, BUPA take the
title of the 2015 Conservation Volunteers tree-planting champion.
Proceeds raised from the
event will go to support
other critical conservation
works across the country.

for clubs

recreation clubs are one
step closer to providing a
safer environment after the
latest round of VicHealths
2014-15 Active Club Grants
program.
Acrofun Bacchus Marsh,
Bacchus Marsh BMX Club,
Bacchus Marsh Bowling
Club and Bacchus Marsh
Golf Club are among 296
successful clubs across Victoria to receive a grant of up
to $3,000.
The second round of VicHealths Active Grants
Program awarded a total
of $694,000 to clubs across
Victoria, which included 160
clubs from regional and rural areas.
VicHealth CEO Jerril Retch-

er said the grants aimed to


tackle two major barriers
that prevent people from
taking part in sport and active recreation cost and
injury.
These grants aim to make
clubs safer and more accessible by funding essential
equipment like bats, portable goals, uniforms and
balls, and items to prevent
or manage injuries, such as

across Victoria with a share
in over $1.3million in grants.

helped more Victorians become involved in local clubs.

A man has been arrested


following a bizarre incident
at Darley Primary School.
At approximately 3.45pm
on Thursday 11 June, police
were called after a man was
seen acting erratically in
Darley.
Darley Primary School
Mum Tania Prior said that
the man approached her
10-year-old daughter while
she was waiting for a teacher
to arrive to begin an afterschool running program.

She said that the man


grabbed her daughters arm
but that she told him the
teacher was coming, and he
let go.
It could have been really
serious, Ms Prior said.
My daughters wouldnt go
into the bathroom that night
to brush their teeth, they
wouldnt sleep in their own
beds.
Police confirmed that a
man suffering severe mental
trauma was arrested at the
scene and treated in hospital,

with investigations into the


incident continuing.
It is believed the man did not
attend the school intending
to cause any harm.
A school spokesperson
confirmed that the school
had contacted the police
about a male who was
behaving inappropriately on
school grounds after hours.
Counselling
and
wellbeing support has been
provided to the small group
of students affected by the
incident.

Pay up, or else

Developers who do not
pay the voluntary community infrastructure contribution should be named and
shamed, according to Woodlands Ward Councillor Pat
Toohey.
The issue was mentioned
at the June council meeting
where a permit application
was amended after council
officers mistakenly left off
a condition for a $900 per
block payment.
Planning permit conditions
for subdivisions and developments include a $900 developer contribution which
is used by council to pay for
infrastructure and facilities.
The payment is voluntary;
while it is generally a condition on subdivision permits,
it is not legislated and previous hearings at the Victorian
Civil and Administrative
Tribunal have not recognised the payment.

questioned
whether the condition had
accidentally been left off the
permit, or if the applicant
had refused to pay it.
I think its reasonable to
expect any developer coming into our community,
that they should expect to
contribute to community
infrastructure needs - and
voluntary contributions towards social and community infrastructure in growing
communities are needed.
He said that in the absence
of state government policy,
council has implemented
the voluntary payment as a
condition on permits.

be disadvantaged by developers not contributing

Developer funds build roads


Meanwhile, for the first time in Moorabool Shire
Council history developer contributions are being
used to fund major infrastructure.
Councils General Manager of Infrastructure
Phil Jeffrey said its the first time that significant
land rezoning have resulted in developer
contributions. We have agreements in place
with two developers at West Maddingley, Mr
Jeffrey said.
If Underbank development is approved by the
Planning Minister, a further agreement will be in
place. The $1.5 million northern extension of
Halletts Way a road between Ramsay Crescent
and Links Road in Darley is currently underway
thanks to funding from two developers, along with
council and Melbourne Water funds.

giggled.
Both the business and personal names of the applicant
were provided, despite the
fact that Mayor Paul Tatchell
had called a point of order.
It is my role to control the
meeting, including inappropriate discussions.
We are not in the business
of naming and shaming anyone. Our role is to make decisions and comments based
on the documents placed
before us, not the people that
produce them.
I unreservedly apologise
for any offence taken or implied, Cr Tatchell said.

a staged six lot subdivision
and development of five
dwellings in Ballan was
granted with the developer contribution condition

Natural Beauty within the Moorabool Shire attracted a large


contingent of entries for the 2015 Moorabool Environment
Group (MEG) competition.
Held, and on display until the end of June, in the
MoorArt Space at the Lerderderg Library, judge Ron Speed
congratulated all 57 entrants.

The amount of photographs submitted this year is a


noticeable increase from last year.

The quality of photographs made it very difficult to judge


a winner with young Keely Fitzsimons, the winner in the
Under 17 section, one to watch in the future, he said.
The competition was supported by a Moorabool Shire
Council grant.

Dear Editor,
I write in response to inaccurate claims in an article
FISKVILLE Truth key to
inquiry (MN 2 June 2015),
by MP Simon Ramsay.
Firefighters respectfully ask
that you give us a right of
reply as these claims by the
MP are damaging to career
firefighters, and will cause
unnecessary concern to
volunteers.
MP Simon Ramsay is currently sitting on the Parliamentary Inquiry into the
CFAs notorious Fiskville
training ground.
Unlike his Liberal colleague
Brad Battin, who failed to attend the first two days of witnesses then quit, Mr Ramsay
has been attentive to some
terrible stories of lives lost,
families battling cancer, and
cattle and young children
with high levels of dangerous toxins including the
now banned PFOS.
As a former volunteer firefighter, Mr Ramsay would
understand the risks all
firefighters face. They dont
need added hidden dangers
in their training, like exposure to carcinogens. This
was kept secret for decades
by the CFA until someone
bravely spoke up the late
former CFA chief officer
Brian Potter.

So we were disappointed
to see Mr Ramsays running
commentary on the inquiry
and his unfair criticism of
professional firefighters. It
is extraordinary in our view
for a committee member to
use a submission to the inquiry to promote a petition
at fire brigades across Western Victoria.
The inquiry is due to give its
interim report shortly, and
its final report by the end of
the year. Yet a member of the
committee is already running a political campaign.
Among other errors, Mr
Ramsay falsely claims:
the UFU wants all firefighter training at Craigieburn rubbish! We want
CFA training throughout
the state, as at present, but
the sites must be cleared of
contaminated water and
other threats.
the UFU wants to take over
the CFA Board another
fantasy!
the UFU wants to kick volunteer firefighters off the
MFB Board there arent
any!
that CFA firefighters wore
their uniforms during the
last election campaign they werent. They were
wearing privately owned
firefighting gear. In contrast Mr Ramsay wore CFA

uniform to hand out howto-vote cards at the Ballarat


polling booth. Pot calling
the kettle black!
Some facts: The CFA has a
nine-member Board. Volunteers fill four of those positions, although some would
argue they have six representatives. Career firefighters have no representation.
In recent years the CFA
has exposed thousands of
firefighters to carcinogens
at Fiskville and to excessive
carbon monoxide levels at
the Hazelwood mine fire.
During the Grampians fire
last year, volunteer brigades
were using the banned PFOS
foam.
Thats why firefighters - all
firefighters - need a seat
on the Board. The life-anddeath decisions of the Board
affect their health and safety,
and often that of their family.
The UFU has asked for the
four firefighter positions to
be shared equally between
volunteer and career firefighters. (Volunteers make
up 97 per cent of CFA numbers, but career firefighters handle 80 per cent of
responses.)

and have found his life to
be inspiring. I receive updates from him on my Facebook page. Canon White
grew up in the suburbs of
south-eastLondon, with

Born 1964, Andrew White
became a doctor and ended
up running a cardiac arrest
team at St Thomas Hospital
in London. He said that one
day, in between cardiac arrests - theyre not planned
very well - I was doing my
praying outside in the hospital garden. I thanked God
for everything and said

In 1998, at the age of 33

years, Andrew was appointed acanonatCoventry


Cathedral. He was diagnosed withmultiple sclerosisabout six weeks later.He

to Iraq, where he became

Churches weigh in on climate change debate

By the time you read this


the pope will have had his
say on climate change which
will, no doubt, ruffle a few
climate deniers feathers;
more on that at a later date.
I am aware that of late some
church establishments have
not been shown in a good
light and for some leaders and members of these
churches this condemnation is long overdue. However, churches like other
human organisations are
a mix. This weeks opinion
piece is about some of the
good in the mix. This week
I include two letters recently
sent to the Prime Minister
and the Leader of the Opposition. These letters were
sent by prominent leaders
from diverse religious traditions in Australia and have
called on MPs for more ambitious post-2020 emissions
reduction targets, ahead of

separate debates on each


side of the political divide.

there is a moral imperative for considerably higher
targets.
The letters follow:
Dear Prime Minister
We write as religious leaders from diverse communities
concerned about the targets
Australia has accepted for the
reduction of carbon emissions.
In response to the issues paper
of the Prime Ministers Department, we would like to comment
on Australias formal post-2020
target for emissions reductions
to be put to the UNFCCC by
mid-year.
We are pleased to see the
Government
acknowledges

the importance of Australia


contributing to a strong and
effective global agreement in
Paris. However this needs to be
matched by robust policies.
Some of the reasons given in
the issues paper for considering
that Australia should not set
higher targets are reasons we
suggest should make our ambition higher. That coal and natural gas make up so much of our
exports, that 95% of our energy
consumption comes from fossil
fuel sources when the OECD
average is 81%, should spur us
on to more rapidly decarbonise
our economy.
On April 22, the Climate
Change Authority released its
report putting forward that a
reasonable pollution reduction
target for Australia should be
30% below 2000 levels by 2025.
This would be broadly comparable with levels of ambition of
other wealthy developed countries, given the aim of limiting

global warming to 2 degrees.


We believe there is a moral imperative to work towards this
target.
Indeed there are very good
reasons to aim for even higher
emissions reduction targets. We
propose 40% below 1990 levels
by 2025, and 80% below by
2030, and to increase our offer
to the UN Climate Fund. We
recognise that these are challenging targets that require a
significant restructure of the
Australian economy over a
relatively short timeframe, will
involve strong political debate
and require particular courage
given the strength of the mining
lobby in Australia. We want to
assure you of our support for
these policy positions.
Australia has the technological and economic capacity to
deliver on these policies. It is an
opportunity to play our part in
addressing the common environmental challenge humanity

faces. It would not only create


a safer, more stable climate for
Australia and other vulnerable countries, it would also
bring added economic benefits,
through the strengthening of
sustainable technology sectors
and the creation of new employment opportunities.
As representatives of some of
the worlds great faith traditions
we find compelling moral and
religious reasons from within
our very different traditions for
the policy actions we commend
to you and your government.
We urge you to support these
emissions reduction targets
so that Australia can begin to
show leadership in this important international and intergenerational issue.

Western Metro Region Cross Country
Twenty-six Bacchus Marsh athletes competed in the Western
Metro Region Cross Country Open Day at Brimbank Park
last Saturday. A cool overcast morning greeted the athletes.
The course was relatively flat for the majority of the race, with
only one incline approximately 300m from the start; creating
some very fast races. Bacchus Marsh claimed seven medals
for the day. Hayden Thompson (Under 16), Mikaela Gielis
(Under 16) and Dominic Miesen (Under 15) all won their age
groups, while brothers Leo Nixon (Under 8) and Isaac Nixon
(Under 10) placed second to take silver, as did Danielle Ide
(Under 9) after a very strong race. Evana Miesen finished in
third place in the Under 14s to win a bronze medal.
Next Saturday - Bacchus Marsh will be conducting their
home run at Lady Northcote Camp, Rowsley. First race will
start at 10am.

Ballan got off to a great start

well assisted by Kayleigh
Lord, Brylee Pratt and Ash
Mackay in the midcourt.

girls fought hard and were

The girls could not have
asked for a more perfect start
against Skipton. Once again,
the feeding of the ball into
the ring from Sian and Tah-

The girls started well this
week and were competitive
against Skipton for three
quarters. The girls had implemented their training tac-

tics and they worked hard


taking up space, stopping
drives and putting pressure
on centre passes. Shaedyn
Clifford worked tirelessly
all game against numerous wing attackers causing
plenty of turnovers. Melissa
Conroy and Kylie Fenwick
taking crucial intercepts,
however Ballan struggled
to bring the ball down. At
each break they were still in
the game, however they just
couldnt convert the goals
needed to take that extra
step. Skipton 38 defeated

A Grade
Again starting on the back
foot the A grade girls were
behind in the early minutes
of the game. For three quarters they matched Skipton,
however couldnt convert
in the goaling end. Emily
Boswell worked extremely
hard on a very tall goaler
and never gave up. Stacey
and Kara combined well,
driving the ball onto the
ring with ease, however just
couldnt impact the score.
Stacey and Peggy put the
pressure on the Skiptons
midcourt, taking up space
and cutting off the relentless

2015 Black Tie Gala Ball

The 2015 BMFNC GALA BALL will be held on Saturday 11th July
at Tabcorp Park Melton. This event is one of the Major Events that
the club has arranged for this year and will be a Black Tie Event
(strictly NO DENIM).
The cost of the tickets will be $125 per person and the doors open
at 6.30pm for a 7pm start.

Padrisimo was given a
charmed passage from the
pole trailing the pacemaker
Sheila Blige (gate four), before using the sprint lane to
gain the day by a neck over
the leader in a mile rate of
1-58.5. Illawong Lively finished third after racing without cover from gate three.
Gowan Brae led all of the
way from the pole to account
for Clancys Fobwatch (three
back the markers) which
flashed home out wide,
with Baccarat coming from
the tail of the field to finish
third. The winning margin

Melton trainer Doug Adams brought up two wins in

By the time the Seniors got onto the


ground the surface made for a real
slog. But the Blues adapted quickly
and after the first quarter took control
of the match. The Emus could only
manage to score one goal in the other
three quarters with Ballan having all
the answers in the middle. Up forward
Aaron Speak and Zac Peoples were
unchallenged bagging nine goals
between them. In the middle Marcus
Crook and Mark Williams dictated the
game. A very solid win but next weeks
match will be a real test against Waubra
on their home ground.

They relished the slippery conditions

best up forward. Whelan and Watts
collected nine goals between them. The
Blues will however need to be at their
best next week at Waubra . They sit
neck and neck on the league ladder.

bagged his first goal of the year. The
Blues are coming good at the right

time of the year and could sneak into


the eight with a few wins over the next
month.

The Under 15s are also starting to come
good at the right part of the season and
could sneak into the eight. The Blues

the muddy conditions and kicked
four goals for the day. Other notable
performances were from Corey Pascoe
and Lachlan Trickey but the team had
plenty of other contributors helping to
record the win.

The forward line saw most of the action

Amongst the Gordon mud the team
played a hard fought game despite being undermanned with only 16 players
