Subject: Grievance on seat allotment and depriving applicants from
exercising the option of choice of University in Common Law
Admission Test 2015.

We, the successful applicants of Common Law Admission Test 2015 (CLAT)
of State of Domicile as Madhya Pradesh, are a group of 15 students who have a
grievance on the allotment of University. Following few lines are submitted for your
kind consideration please:
1. Facts:
a. The result of CLAT 2015 was sent to the individual Log In Account on
15.09.2015 with an allotment of University in the first round of
counselling. Sir, all of us were allotted your esteemed University
i.e. National Law Institute and University Bhopal. Copy of
Computer screens image (i.e. screen shots) is enclosed herewith for
ready reference (Annexure 1).
b. As per the requirement of the counselling process, all of us deposited
Rs 50,000.00 and chose Locked / Upgrade option.
c. That Sir, on 17.06.2015, we were utterly surprised to see in our Log In
Account that the allotted University i.e. NLIU Bhopal is changed to
other University which is lower in All India Ranking without
consent. The revised Universities are Lucknow / Raipur etc.
d. All of us, deeply aggrieved by the high-handedness, approached the
CLAT Office over telephone / Email. Over telephone, we were advised to
ignore the changes in the individual Log In Account and that the
allotment of NLIU Bhopal will be restored back. Few hours later, through
e-mail on individual email account of all of us, CLAT Office replied that
there was an advertent error and that your locked choice had
been changed by us. Copy of the mail received is enclosed (Annexure
C).
e. We tried to collect further information on this advertent error on CLAT
website but there was no indication of any changes in the University
allotted to any candidate. This led us to doubt that something wrong has
been done to us.

f. Disgruntled and dissatisfied with the secretive dissemination of


information depriving us, we approached NLIU Bhopal to seek further
information. We were told that the CLAT is being conducted by RMLNLU
Lucknow and they do not have any information on this. NLIU Bhopal
directed us to contact CLAT Office Lucknow.
g. We personally met Shri Sanjay Diwakar Deputy Registrar at CLAT office
in RMLNLU Lucknow on 17.06.2015. The information received is thus:

The changes in the allotted Universities of candidates have


been done for NLIU Bhopal ONLY. For all other 15
Universities, the allotment has remained unchanged.
All the participating Universities submitted their procedure
and quotas to CLAT in the beginning itself and so did the
NLIU Bhopal also. The initial allotment of NLIU Bhopal to us
was done based on the procedure of application of State
Domicile quota submitted by them ONLY.
The allotment has been revised based on written
communication (submitted personally) by the NLIU Bhopal
as per which the procedure of application of State
Domicile quota has been changed from Vertical to
Horizontal.
It is also a fact that the NLIU Bhopal was taking State
Domicile candidates through Vertical application of
quota up to the last year i.e. this change has been made
this year and that too after declaration of results.
There is no way that the CLAT office at RMLNLU can help.
The grievance has to be considered and addressed by the
NLIU Bhopal which has changed the procedure after
declaration of the result and allotment of Universities in the
first round.

2. The grievance:
a. The procedure for application of reservation has been changed after
declaration of the results and presumably to benefit the candidates who
were not able to secure seat in NLIU Bhopal. That is to say that the 15
applicants have been removed from the list NLIU Bhopal and 15 other
candidates have been benefitted in place of us. After publication of
results, the authorities in NLIU Bhopal were in full knowledge of names of
these candidates who will get benefitted on account of change in
procedure.
There is strong case of malafide.
b. As per the prevalent reservation policy, a candidate entitled for
reservation is considered in unreserved category list if he/she secures

rank at par with unreserved category candidates. This policy has been
applied in all the allotments to all the Universities this year except NLIU
Bhopal. The change in policy by NLIU Bhopal is done ONLY for current
year i.e. till last year State Domicile category candidate competing at
par with unreserved candidates was not counted against State Domicile
quota.
There is strong case of malafide.
3. The redressal: There are two possible alternatives to redress the genuine
grievance of deprived applicants.
a. The application changed policy of domicile reservation which has come to
effect after the publication complete merit list is immediately reversed.
This will restore the initial allotment of University to us.
b. Alternatively, equal numbers of additional seats are created only for
current year on which all of us can be accommodated.
That Sir, we are extremely aggrieved in the above circumstances in which we
are forced to suffer mental agony, extreme injustice and unequal treatment due to
high-handedness and ill-treatment by NLIU Bhopal presumably to extend undue
benefit to their own candidates for gratitude or otherwise.
Apart from this, we, the candidates of MP state domicile have been forced to
not only suffer in terms of careers but also to spend extra amount of money to get
the education which was as a matter of right was possible at Bhopal itself.
We, the successful candidates and deprived by the partial treatment, request
your good self to intervene and direct the authorities concerned to take immediate
corrective action so that our admission to NLIU Bhopal is restored.
We also wish to submit, most humbly, that if constrained, we shall be forced to
seek the course of justice through legal action.
