Narrative report is written by student with their heart, mind and effort. Giving
thanks for the people who influenced their life; those who gave collaborative efforts
of ideas. Therefore it is impossible for any student to deserve full credit for any work
accomplished.The contributors of this work that gave motivation and different new
experiences help add to my growing ideas of students.
First, we wish to thank our OJT Supervisor Professor Tiffany Ruth R. Quinitip
who continues to place demand on our untapped potential and believed in our content
to the point that she believes that we can become successful in the path that we have
chosen. Giving support to the Bachelor of Public Administration and encouraging us
to study well and strive harder.
Second, to my family who provided and gave me the things I need in everyday
that the Lord has given, for making me what I am now, and where I was right now
and for loving and taking care of me and my siblings every step of the way.
Third I would like to thank the Civil Service Commission Regional Office 1
(CSC RO I) family for allowing us to take our On-The-Job Training in their office,
giving us support and motivation, and making us belief in our capabilities. Also to
may OJT adviser, Mrs. Fredygilda N. Pinlac, who guides us, instruct us, and gave us
the knowledge and experienced how it was like working in an office and giving us the
courage to work harder and achieved to be more productive in our field.
Lastly most especially to our Almighty God who was the provider of all
things, who guide us in every challenges that was heading our way, keeping us safe
and helping us to cope with every struggles we face. Giving us blessings and making
us feel that he was always there to love and protect us.

Chapter I
THE AGENCY
History
The civil service system in the Philippines was formally established under
Public Law No. 5 ("An Act for the Establishment and Maintenance of Our Efficient
and Honest Civil Service in the Philippine Island") in 1900 by the Second Philippine
Commission. A Civil Service Board was created composed of a Chairman, a Secretary
and a Chief Examiner. The Board administered civil service examinations and set
standards for appointment in government service. It was reorganized into a Bureau in
1905.
The 1935 Philippine Constitution firmly established the merit system as the
basis for employment in government. The following years also witnessed the
expansion of the Bureaus jurisdiction to include the three branches of government:
the national government, local government and government corporations.
In 1959, Republic Act 2260, otherwise known as the Civil Service Law, was
enacted. This was the first integral law on the Philippine bureaucracy, superseding the
scattered administrative orders relative to government personnel administration issued
since 1900. This Act converted the Bureau of Civil Service into the Civil Service
Commission with department status.
In 1975, Presidential Decree No. 807 (The Civil Service Decree of the
Philippines) redefined the role of the Commission as the central personnel agency of
government. Its present mandate is derived from Article IX-B of the 1987
Constitution which was given effect through Book V of Executive Order No. 292
(The 1987 Administrative Code). The Code essentially reiterates existing principles
and policies in the administration of the bureaucracy and recognizes, for the first time,

This division is very vital in the organization because it facilitate the smooth
functioning of the Office for Personnel Management and Development; it is also in
charge on the plan and prioritizes HRD activities. The office also establishes
linkages/partnership with HR organizations and other offices in the Commission,
institutionalize a centralized records on OPMD operations and strictly implement the
DTMS. It promotes the professional growth of OPMD employees to observe fairness
and impartiality, maintain discipline, motivate staff for productivity and give effective
feedback on their performance and ensure that each OPMD staff undertakes HRD
intervention per year. It also recommended a rationale measured for HRD
improvements.
In addition, it ensure prompt submission of reports to the Commission. The
division provides avenues for consultation regarding problems on office operations.
Take a lead role in implementing policies/programs/projects/activities other than those
already identified and pursued by the office and take risk in program implementation.
It managed also the smooth operation of the CSC Welfare Fund. The office of the
regional director takes a proactive role in recognizing and overcoming office
difficulties and problems and recommend to the Commission measures for HRD
improvement.
The division focuses on the prepared plans and annual budget of the Division
and ensures the implementation of planned activities to achieve the objectives of the
Commission in the area of Management Services. Provide management consultancy
service to Public Services upon request or in response to superior authority. It also
establish and disseminate policy guidelines for the establishment /determination of
performance indicators/performance measurement to ensure accountability and sound
performance management in the public services. Formulate and periodically review
performance monitoring framework for the various environments of the Public
Service. They also conduct research on legal issues brought before the Commission,

Chapter 2
SERVICES AND CLIENTELLE
The Civil Service Commission provides the following services, Processing Of
Examination Application (Career Service Examination Computer Assisted Test
Case-Cat. This may avail by the Filipino Citizen, at least 18 years old, and of good
moral character. Has no criminal record or has not been convicted by final judgment
of an offense or crime involving moral turpitude. Has not been dishonorably
discharged from military service or dismissed for cause from any civilian position in
the government and has not taken the same level of career service examination within
three (3) months from the last examination taken.
Also they provide the Grant of Eligibility Under Special Laws and CSC
Issuances. This may avail by Electronic Data Processing Specialist (EDPS) Eligibility
pursuant to CSC Resolution No. 90-083. Conferred on passers of the proficiency
test or training course conducted by the National Computer Institute (NCI)-National
Computer Center on the following computer courses: Systems Analysis and Design,
Computer Programming, Java, MS Access and Visual Basic.
In addition the Honor Graduate Eligibility pursuant to PD 907 (Graduates of
Foreign Schools) Granted to individuals who graduated from foreign schools with
summa cum laude, magna cum laude, or cum laude or an equivalent of any of these
honors in their Bachelors degree, regardless of the number of years of completion,
from colleges and universities of good standing from school year 1972-73 and
thereafter; and granted to individuals who graduated from foreign schools with
summa cum laude, magna cum laude, or cum laude or an equivalent of any of these
honors in their Masters and/or Doctorate degree, regardless of the number of years of
completion, from colleges and universities of good standing from school year 1986-87
and thereafter.
Furthermore,the Scientific and Technological Specialist (STS) Eligibility
pursuant to PD No. 997, conferred on S & T Specialist who has at least a Bachelors
degree in areas enumerated in Section 1 of the Rules and Regulations Implementing
the Provisions of PD 997 (Revised 2009) and who meets any of the following
additional requirements: At least three (3) years of continuous experience in research
and/or teaching in pertinent field which may include specialized training in research,
or teaching experience at the college level in ones major field or field of
specialization, or completionof a patented invention, or has earned a masters or
doctorate degree in any of the fields of study enumerated under Section 1 of the Rules
and Regulations Implementing the Provisions of PD 997 (Revised 2009) from a
school recognized by the Commission on Higher Education at the time of filing
application. Veteran Preference Rating (VPR) Eligibility pursuant to EO No.
132/790, Granted to World War II veteran, or his/her spouse, or any one of his/her
children.
They also provide the Issuance of Certificate of Eligibility (Career Service
Examination-Computer Assisted Test). This may avail by those who passed the CS
Professional and Subprofessional Examinations, and it will claim the Certificate for
the first time. They are also responsible for the Issuance of Certification of Eligibility
(Walk-In, For Lost Certificate). This may gained by those who lost their Certificate of
Eligibility (due to typhoon, flood, fire, theft, etc.). Those who are not in possession of
their Certificate of Eligibility (did not receive/claim their certificate, submitted COE
to the agency, etc.) and those who want to replace their Certificate of Eligibility
(old/torn/worn-out certificate, request for correction of personal information has been
duly granted by the Commission, etc.). Also they provide the Authentication of
Certificate of Eligibility (Walk-In). This may avail by those who have original
copy/ies of the certificate of eligibility or reports of rating in their possession and
want them authenticate.
They offer the Issuance of Certificate of No Pending Administrative Case.
This may gain by the government officials and employees and other authorized
individual/officer. they also provide the issuance of certified copies of documents
(appointments, service cards/records, CSC issuances and resolutions, SALN ), and gained by
the Head of the Agency, the Personnel Officer or the Administrative Officer of the
Agency to which the employee concerned belongs;Courts and administrative bodies
exercising quasi-judicial and/or investigative functions by means of the compulsory
process of subpoena ducestecum, in aid of the determination or resolution of pending
cases; and such other officials or entities duly authorized by competent authorities.
They also responsible for the Filing of Pleadings and availed by any person
may file an administrative complaint against any non-presidential appointee in the
government, and lastly they offer about Counseling/Response to Queries/Assistance
on Civil Service Matters (Walk-In) and this is availed by the general public.
CHAPTER III
Summary of daily activities
The first day of our on the job training was during April 8, 2015, it was
Wednesday, we arrived at the CSC lobby around 7:00 in the morning. We wait for the
HR Officer Ms. Rina Cabaero, while waiting for her we met different employees, we
greet each employee that will come in. After waiting for 20 minutes Ms. Rina, toured
us in the training building, I observed that it was properly arranged that it was really
intended for our orientation. Ms. Rina introduced herself to us; she is such a jolly and
kind person. She starts her discussion with stories about the CSC that BPA students
always have their On-The-Job Training there during every summer. She discussed us
about the flow of work in the CSC RO1. What kind of different persons we will meet
and we just tell them if we have any problem during our On-The-Job Training.
Also tells us about proper dress code. We should only wear presentable
clothes, like what should be wear inside the office. She discusses the policies in the
CSC the do's and don'ts inside an office. She told us just enjoy our stay in their office
and learn from this new experience. After her discussion, she left for their practice for
mini Olympics.
Ms. Veronica Denaen substitute for her, she introduced us to employees from
different divisions. She designates us in the division we are assigned to. Nancy
Taradel was assigned to PSED, Noreen Lorenzo and Hazel Joy Torres was in the
HRD, Paulo Dulay and Rizza Lumagas was assigned in the LSD, Miko Ruiz Ordoo
assigned in MSD, Paulo Pimentel and Jo Anne Collado was assigned to ESD, while
Mildred and I was assigned to Office of the Assistant Regional Director and Office of
the Regional Director, we are handled by the assistant of the director Ms.Fredygilda
N. Pinlac.
We have co-ojt from Cicosat. I asked her some things, like what are the things
they do in the ORD. On the second day I meet Ms.Fredigilda N. Pinlac, I introduced
myself and so does she. She first orients me about the function in the ORD. She
teaches me how to take phone calls, how to operate, receive, and send fax. She said
that all documents will go to the ORD first, that this is the place where internal and
external files go and stamped for proof of received but not all documents are stamped
received. External documents that came from CSC Field Offices have transmittal
letter; in here the employees who will received the documents will sign for proof that
they received it already. We also number memorandums and office orders. We also
record some documents in the logbook this also serves as a record on where office
does the files go. We also verify the documents that we sent in fax, if they already
receive it, or if the copy is clear, and who received it. We send fax to LGUs, Field
Offices of CSC RO 1, and different government agencies
April 13, 2015 we meet and greet Director Nelson G. Sarmiento, he is a good
person and a good leader to his employees. Every Monday we are having a flag
raising ceremony it was a new feeling because usually when we are having a flag
ceremony we are with our co-students but this time most of them are employees from
CSC, it was such a great privilege to be with them in this kind of event because it was
just once in a life time. Mr. Romulo Nabua the HRD Head, introduced us to CSC RO1
employees. We also have flag retreat during Fridays; we are singing Ang Bayan Kong
Mahal. When there is a meeting or gathering, I help buy foods in the market with their
laborer Ms. Leona and help her in serving the foods. April 14, 2015 all the CSC
Employees, except for Ms. Medard, Ms. Aiza, Sir Joseph and Sir Alfe, go to Talisay,
Batangas for their Mini, Olympics.
Director Nelson instruct us what to do before leaving, he said we must take
every calls and if it was urgent just contact Ms. Fredygilda. Ms. Medard also instructs
us that we must logbook every document needed to be recorded. We route document
while other employees are still there to receive the files. We also stamp received the
faxed documents that we received from other offices. We also received nomination
form and this was all forwarded to HRD this serves as reservation for the trainings
that are conducted by this division. We also go to LUFO to help the file and sort
alphabetically thee documents of different Government agencies, Me, Miko, Rizza,
and Paulo, we did this for how many minutes because it was too many. We also put
output tracking slip (OTS) in every documents that we route and received to know
where division it will be distributed, all documents are listed in the documents
logbook and received to track where division it will be distributed, all documents are
listed in the documents logbook ad have it signed by the receiver of documents.
April 21, 2015 Ms. Fredygilda teach me how to use the Data Tracking
Management System (DTMS), this is where documents are recorded and serves as a
tracking system in recording confidential files. We also transfer list of walk in clients
in the logbook to PAC-D list this serves as a records of persons coming in the office
and their purpose in the office. April 27, 2015 this is the time when Ms. Fredygilda
each briefly how to use the DTMS, so I understand it already, I was the one who
DTMS the documents for this day, this documents are, advisories, complaints,
comments, letter, memorandums, motions, COPI, and a lot of different kinds of
documents. We received fax usually from Central Office. When I have nothing to do I
go to different divisions to help on what they are doing. We also put various
documents that are addressed to different Field Offices in their individual pigeon
holes.
May 08, 2015 I make a power points presentation on MC No. 09 s. 2014. We
also xerox some files needed to be distribute in the pigeon whole. May 12, 2015, this
day I went with Ms. Leona in the market to buy us lunch for the office. When we got
back to the office, we again route incoming documents to different decisions, usually
it always have a transmittal, for them to sign in it. We also eat ice cream with the
employees of CSC RO1. When there is a meeting in the training room we help in
preparing and delivering foods inside, there are high profile employees of CSC RO1
like Regional Director, Assistant Regional Director, employees from Central Office,
the Field Office Directors and the Regional Office 1 Division's Heads.
May 14, 2015 the last official day, every day when we got in the office we
always clean after that we went to LSD, to photocopy some stock cards, when Ms.
Rosette came we had a picture taking with her. When the Director is out, we are not
that busy but if he is around we have a lot of things to do, because all documents need
his signature, opinion, or approval. So after that we route all documents again. We
also sort and file documents according to its date from past to present. We also
arranged the logbook because it was not proper already, I also help Mildred when I
have nothing to do, helping her to cut, to label, to photocopy and help for assistance.
During the last day of our OJT (May 15, 2015) we take pictures, we route
documents to different divisions like we usually do. This day was the office of the
Regional Directors general clean up; we help Ms. Fredygilda in cleaning because it
was our last day already. We take phone calls, received faxed documents, xerox
resolution and other memorandums. Ms. Fredygilda treat us pork chow pan with
siomai for our lunch. During our lunch break Mildred and I went to CSI to buy gift for
Ms. Fredygilda as our thanks giving. Have picture taking with Sir Vincent and my
classmates in the COMEX room. Today was also one of the most busiest day because
we DTMS for the last time documents we receive in that day and route it to
designated division because the OIC gave it to ORD late , before going home we gave
our gift to Ms. Fredygilda and say fair well to CSC Region I Office.
Learning Experience
In every organization there are different people that you will meet. This people have
different personalities. I learned how to deal with this people during our On-The-Job
Training, because we always go and call for different employees because they have
telephone call. I learned to remove shyness that I feel when talking to other people. I
learned how to be confident on dealing with different people. Im not font of talking
with people that i didn't know but with the help of this OJT, I learned that don't
estimate people on first time basis. If you will know them more and longer you will
know them better. Don't take all critics seriously because it will just lessen your
confidence. Just act and work professionally. Be friendly to all persons you meet and
treat them with respect and kindness, in this way they will treat you that way also.
This new experienced, I learned that working in government is hard and challenging;
because of this I already have an idea or background on the operations in an office.
This is the first time that I experienced how it feels like working. It was hard and
tiring but it was fun and you will learn a lot of things that will prepare you for your
future employment. Great power comes with great reasonability, so you have to do
things perfectly to avoid future complications that will affect the operations of the
office. Every single document is important and confidential; we should handle it with
care. We also have to know each employee, because we will call and meet them every
moment; always ask if there is something you didnt know for you not to commit
errors. Also make sure that all things you do is accurate and is done properly. Always
treat every client well so they will fell that they are important, and feel that they are
respected. I learned to talk and call in the telephone, know their name, office, the
employee they need and what is their concern. I learned how to use fax machine and
learn how to use xerox machine. The things I learned in school also help me in this
OJT. I apply the lessons I remembered during our stay in the CSC Region I. I also
learned how to scan and send e-mails in yahoo and g-mail. I learned how to use Data
Tracking Management System, it is for recording and tracking the documents. I
didnt know where do they got the number in every memorandums or office orders
but now I already know, it was numbered for their basis or record.
This OJT make me realized that in order for you to gain more, you have to work
harder. Strive to reach your goals. Aim high and live not for yourself but also for
others. For you to be a better person in the field that you have chosen, you must be
patient and give importance in every little thing you do. Also trust in your capabilities
and skills. If you commit mistake learn from it, don't do it again and do it much better
next time. Be open to new challenges that will come ahead and go through this with
absolute hard work and dignity. In order for all of this to happen, we must make
ourselves grow and show what we are capable of doing. Hard work and patience is a
virtue that will take you much closer to your dreams. Most especially in every task
you do know to put God always and have faith that you can do all things with the help
of God who strengthens us in every step of the way.
