Executive summary

Ensuring Education is a long term project designed to address the


underprivileged, needy and children at risk. It aims to give the poorest
communities and individuals access to educational opportunities. It creates
increased ability to fight for rural poverty as the education gives leverage to
understanding and skill building.

The rural poor have access to few development and support activities.
Development projects have less penetration in the Terai region, especially in
context of Mahendranagar VDC. This project aims to address the
educational situation of underprivileged, marginalized and children at risk.

Responsibility of timely reporting and accountability along with its


implementation will be responsibility of CSH –Nepal.
According to quarterly and annual plans, CSH – Nepal will be responsible
for monitoring the project.

After the implementation of the project following result will be achieved


• Increased level of basic education for underprivileged children.
• Increased school enrolment of school age children in targeted
communities.
• Help to achieve educational needs and safety to children at risk.
• Improved healthcare and nutrition facilities for benefited children.
• Awareness and implementation of child rights.
• Create awareness on drug abuse, health, nutrition and safety issues
relating to children.

1. Working Title
Ensuring Education: Providing Education for Underprivileged Children

2. Background Justification
UNDP Human Development Index in 2009 listed Nepal 144th country among 182
countries. Nepal spends only 3.5% of GDP to education, making it 133rd among 182
countries. Nearly four million children are out of school in Nepal. In data
representing whole country, we can see an average figure, but situation is worse in
rural areas. School dropout rate is higher and class repetition is common. The new
policy to promote children in yearly basis for class one, two, and up to three is good
statistically but it creates more problem for the weaker students from class four
onwards. Children friendly way of teaching learning in school is very rare.
The children of 6 to 15 years can be categorized into three groups
a. Never attended any school
b. School dropouts
c. School attendees

And among these groups we can identify those children, who want to attend school
but different circumstances forced them or will force them out of education.
Among those problems many socio economic problems can be identified. Mostly
abandoned children, children affected by conflict, children with disabilities, neglected
children, exploited and abused children, children from low income families and tribal
children are affected. Their social and economic condition focuses less on education
so they are out of the educational sphere; they need to be included into educational
scenario.

CSH – Nepal advocates equal opportunity for every child. The children of today are
future of tomorrow. If we can rescue the children from the darkness of illiteracy and
lack of opportunity we can end a circle of poverty and marginalization. This ensures a
better future and upliftment of not a single person but of a family.

3. Project Purpose
The overall purpose of this project is to ensure quality education for needy and
underprivileged children. It hopes to contribute in Millennium Development Goal, in
exact to Achieve universal primary education.

To achieve the objective of Primary education for needy and underprivileged, CSH –
Nepal through its project activities will contribute in.

1. Ensure education, basic health care and supplement in nutrition to needy,


marginalized and underprivileged and children at risk.
2. Advocate child rights and run an awareness campaign in rural areas and backward
communities.

3. To empower and aware children against drug abuse, exploitation and social evils.

The project will create significant impact by


a) Increasing the school enrolment rate and decreasing the dropout rate
among marginalized and underprivileged children.
b) Providing quality education to needy and children at risk.
c) Increase awareness on child rights, child abuse and their problems.

4. Strategy

“Ensuring Education” is holistic education development programme which aims to


achieve educational opportunities to marginalized, needy and children at risk
CSH - Nepal activities related to education are mostly long term perspectives. The
advocacy, activism and empowerment activities are short term proceedings that run
round the year. We mainly focus on providing quality education and bringing change
in overall children scenario.

To support the children we aim to build extensive friend circle and trap opportunities
to ensure their betterment.

CSH - Nepal plans to develop resource centre for children’s education and
empowerment, where available opportunities can be tracked and trapped for needy
children and maximum utilization.

CSH – Nepal aims to support the children in their local settings, near to culture and
social values, this keeps the possibility of children returning back to communities and
working for betterment, as they have a certain attachment to the locality.

5. Project Area

CSH – Nepal (Children Safety Home – Nepal), works in Sunsari District, one among
seventy- five district of Nepal. It covers 1257 sq. km with population of eight hundred
thousand. Main occupation of eighty percent of the population is subsistence farming.
Unemployment level is high and in southern part there are some industries which do
not cater the need of workforce.

To be more specific, we focus on the Village development committee (VDC) of


Mahendranagar. It is a village with population of twenty-five thousand. With adult
literacy rate nearly forty-five percent and per capita income is USD 300.

6. Beneficiaries
The beneficiaries are the children of households who have no stable source of
income, preferably of the excluded class. They have no property; they live on

outskirts of town on empty land, and social exclusion itself creates a chain where they
cannot support for education and innovation hence the cycle continues.

Abandoned and exploited children, children taking refuse with no means of support
for education are in dire need of addressing their right to education.

7. Institutional Framework
CSH – Nepal is a Nepali, non- governmental organization with a reputation within
Mahendranagar and surroundings. CSH – Nepal was established in 2008 and is
working in different projects focusing on child education and child rights. It has been
working as advocating organization in rural areas where the concept of child rights is
still strange. It is responsible for project management and implementation,
coordination, final policy decisions, annual programming, project monitoring, and
annual reports preparation.

A. Accountability and Reporting


Timely reporting and accountability are key issues for any organization to ensure the
project implementation. CSH –Nepal has developed an organizational excellence for
rigorous monthly and quarterly reporting along with expenditures.

The reports are processed against the target, objectives, management issues and
achievements with results from monitoring and evaluation.

All monthly income and expenditure are to be supported by receipts reviewed by


local implementation authority. These are then forwarded to the Board/ accountant to
be reviewed against agreed budget to be incorporated in quarterly financial reports.

CSH –Nepal is very sure about its programme objectives, a detailed monthly planner
is developed along with yearly planner.

B. Monitoring and Evaluation


The monitoring is carried out in three phases.
PHASE I
A Participatory Rural Appraisal (PRA) is carried out. It makes objective of the project
consistent to the real need of the community we are working for.

PHASE II
a) Here coordinator of the project is responsible for daily observation of
the project implementation. They will gather the feedback form
participants; this is reported in monthly routine to the Board/ Head of

Programme along with income and expenditure. The findings will be
incorporated as soon as possible.

b) Mid term evaluation is conducted every six months, monthly and


quarterly findings being incorporated are ensured, this will help the
project to be more innovative.

PHASE III
At the end of the project, or at the time decided, a final evaluation will be conducted.
The achievements, findings and learning will be shared with all involved partners and
will be made available for general public view.

A very transparent system will be practiced to make the community or general public
know about each and every detail on request.

8. Major outputs
The major output will be as follows
• One hundred underprivileged, needy and children at risk will get support
for quality education
• Increased awareness to education in targeted community
• Increased school enrolment and less dropout rate will be achieved
• Child rights will be applicable, and people will be aware of it
• Child friendly educational goals will be promoted in schools
• Anti drug abuse, health, nutrition, safety will be practiced concept among
targeted children.

9. Long term plans


As its long term plan, CSH – Nepal plans are as follows.
• Start a children safe hose. This provides temporary or long time shelter for
children in danger.
• Identify underprivileged children and help them for there education and
career prospective in their natural family setting.
• Establish itself as a research and resource centre for empowerment of
underprivileged and children in danger.
• Lobby with various governmental, non-governmental, local clubs and
international organization for improving the quality of the life of needy
children in Nepal.

Appendix 1 CSH – Nepal Prior Projects in Sunsari District

Sunil Nepali
PREVIOUS STATUS
He belongs to the downtrodden class, as his family is
considered as untouchable. Father left the family when he
was very small. Mother works for daily wage for any
available work. They don’t have a regular income source.

Although with good academic performance, he was in a


stage of drop out of school. CSH – Nepal assisted him.

ACHIEVED CHANGE
With CSH – Nepal support, now he attends school
regularly. He has all the required books, school dress and
accessories.
A regular health check up keeps him fit and now he is well
aware of sanitation.

Krishna Sada
PREVIOUS STATUS
He too belongs to class of untouchables (native of Terai).
His family as like all other in their community is poor and
landless. Father works for a very low wedge. Alcohol abuse
is one of the problems in their society. Female member have
no significant place in family matters.
He used to play along the roadside for the whole day.
ACHIEVED CHANGE
After CSH – Nepal Support, he is regular in his school. He
is demonstrating good academic performance.

Bimal Rai
PREVIOUS STATUS
Father abandoned his mother and migrated to India. Mother
works door to door for living. They have no regular income
source.
He had discontinued education for one year until CSH –
Nepal assisted him.
ACHIEVED CHANGE
Now he is showing good progress in his studies. He aims to
become a teacher in future.

Rojina Dahal
PREVIOUS STATUS
Her parents left her with grandparents and went in search of
job to India never to return back. Her family is very poor;
ageing grandparents cannot earn to provide her education
and a living.

ACHIEVED CHANGE
After CSH – Nepal support, she is able to continue with her
studies. She is very good in her academic achievements and
is showing considerable progress.

Ramina Tamang
PREVIOUS STATUS
Her mother died when she was an infant. Her father is a
daily wedge earner. They live in Koshi Tappu village,
which is village in fallow land situated in flooded bank of
Koshi River.
She used to graze cattle for whole day, school was a distant
dream.
ACHIEVED CHANGE
After CSH – Nepal Support, She is continuing her studies.

Yamuna Shrestha
PREVIOUS STATUS
Her family is landless. They live near small cannel side in a
public land. Father is agricultural labor, his work is mostly
seasonal. They don’t have permanent income source to
support her studies.

ACHIEVED CHANGE
She is very happy now as she can go to the school. She
enjoys her study and aims to be a nurse in future.
