Curriculum development

• Selection of content – must look for guidance on what they choose


• Broad goals of education – set general directions and emphases about what is taught.
General terms. Abstract.
• School level aims – specific- middle range, broader goals. Eg to develop critical thinking.
• Class level objective – describe learning outcomes at various levels of particular subjects.
Define what pupils should learn.

The process of selection:

Goals of education
• are set at national and provincial levels
• guide curricula decisions
• give general direction about school programmes
• give general direction about teaching content

School-level aims
• are set at school
• are set directions for curriculum planners and teachers
• provide criteria for content selection
• describe school aims and pupil behaviour

Class-level objectives
• describe learning outcomes for particular subjects/units
• reflect decisions about broader goals of education
• define what learners should learn

It is important not only to distinguish the three outcomes but to also provide examples of each of these
outcomes.

Curriculum organization

• Written in broad terms cater for the specific needs of the school.
• Teachers have to translate curriculum guidelines into teaching programmes.

Outcomes based programming

• Organizing teaching to achieve predetermined results.


• Based on:
• All individual learners must be allowed to learn to their full potential
• Success breeds success
• The learning environment is responsible for creating and controlling the conditions under which the
learners can succeed
• All stakeholder in the community share responsibility
