Plantation,Florida.

County,Florida,and wasatalltim esm aterialto theallegationsin thisCom plaint,
acting in hiscapacity asa Police Officerem ployed by the City ofHollywood,
Florida and wasacting undercolorofstatelaw .

1)Policeofficersandotherconnected politicalfigures,orthewealthy
2) Al1others,includingthehomeless,thepoor,theblack,andthose
withoutpowerwillbesubjecttoprosecution,eventhough theprosecution is
known to have been broughtupon false and altered evidence,and in that
event,thepoliceand the agenciesbringing such chargeson such corrupt
evidence w illbe protected by the secreting ofany exculpatory evidence.
STATEM ENT OF FACTS
1. TheCircuitCourtJudge,theH onorable Dale C.Cohen,in ruling on a
m otion beforehim on D ecem ber3rd, 2009,found,and itisso alleged herein,that
the Plaintiff,on January 27,2008w asputting up campaign postersforthe
presidentialcandidate,Rudolph W illiam LouisGiuliani,in the City ofHollywood,
Florida in the generalarea ofN orth State R oad 7 and Johnson Street,in Brow ard
County,State ofFlorida. A friend and co-worker,DennisShelter,wasalso setting
outcam paign material,and becam e lost,and when thisPlaintiffobserved m any
police carsand ilmum erablepoliceofficersin thearea where Shelterwasthought
to havebeen,Plaintiffbecam e worried and attem pted to inquire ofone ofthem any
policeoffcersasto hisco-w orker. Thepolice officerinitially spoken to w as
Joseph Siple,the Defendantherein.
2. The Courtfound thatthepoliceofficerstold thePlaintiffto getaw ay.
ThePlaintiffdid notinterferew ith theissuanceofa traffc citation,which
(accordingtothepolicetestimony)wasthereasonfora1lthepoliceactivity,there,
atthattime,having stopped a young black m an forfailureto carry hisregistration,
3. The Plaintiffw asnotcom m itting any crim e;he had notcom m itted
any crim e,and he wasnotaboutto com m itany crim e. Therew asabsolutely no
probable causeorreasonable suspicion thatthePlaintiffwasengaged in any
criminalactivity. TheCircuitCourtJudge found thatthePlaintiffhad done
nothing wrong,and thatthe seizure ofthePlaintiffviolated hisconstitutionalrights
againstunreasonable search and seizure and suppressed certain evidence planted
by D efendantSiple,as w illbe furtherexplained below .
4. Atthattim e and place,the Defendantpolice officers,brutally and
viciously and m ercilessly attacked thePlaintiffand busted Plaintiffshead open on

the concrete and delivered a volley ofkicks,Gsts and shoes to the face and body of
thePlaintiff,while grinding hisface into the ground and standing,forcefully,on
Plaintiffsankle and hisknee in an attemptto crippleorm aim the Plaintiff.

7. The D efendantpolice officers then setaboutto contrive police reports
and probable cause afdavits,upon which to falsely prosecutethePlaintiff. Each
such police officergave testim ony thatcontradicted the otherD efendants'
testim ony,w hich wasobserved by Judge Dale Cohen in hisOrdersuppressing the
planted and falseevidence: ttheofficerscontradicted each otheras faraswhatthe
otherwassaying,how loud he was * * * everything thepoliceofficerssaid wasin
totalcontradiction am ongstthem selves.''

policy ofrefusing to prosecute corruptpolice ofscers,as w illbe addressed m ore
fully below .
12. Finally,after m any m onths of secreting the identity ofthe eyew itness,CircuitCourtJudge Dale Cohen had had enough and directed the
DefendantPoliceO fticer,CHA N G,to appearbeforehim ,there,to deliverup the
exculpatory evidencetheretofore secreted and denied thedefense. However,
before the tim e forhis appearance,D efendantCH A N G delivered up the
inform ation as to the identity ofthe eye-W itness.

reports,andthattheyperjuredtheirtestimonyto falselyconvictthisPlaintiffandto
deny him m eaningfulaccessto the courts. DefendantSatzhasrefused to prosecute
corruptpolice officersforand during thepast30 years.Becauseofthatpolicy,
which hasencouraged and protected such corruptpracticesasin the instantcase,
corruption hasflourished in Brow ard County,Florida. The United States
DepartmentofJustice and the United StatesCom m ission on CivilRightshave
been asked by high ofscialsin Brow ard County to investigate the practice and
policy ofnon-prosecutionofcorruptpoliceofticers(andotherelite)inBroward
County,Florida.
