1.

ELECTRICAL INSTALLATIONS

Connection of structures to the outer low-voltage network is executed according to the


technical conditions of Electricity distribution company Cetinje;
Power supply of structures is done from outer new DTS 10/0, 4 kV, 1x630 kVA, "NEWWWTP" DTS has resolved by electrical design, volume 5.5.1 - Transformer station DTS
10/0, 4kV, 1x630kVA. Measuring of electrical energy consumption is at 10 kV side of the
multifunction electricity meter of active and reactive energy, maximum indicator and TF
receiver for registration of lower tariff;
Main distribution board of the technological equipment has been installed in the
commanding facility. All local distribution boards designed for the installations of general
lighting, sockets and heating consumers, ventilation and air conditioning of individual
buildings are supplied from the main distribution board.
Installation of main supply cables is done by electrical design book F2 - Electrical
equipment for the treatment process and SCADA;
From the local distribution boards to the consumers, cables of PP-Y and PP00 0.6 / 1 kV,
Cu, PVC / PVC type are being used. Laying of cables is visible on the wall, on the wall
beneath the mortar, in the concrete and at the penetration points in the pipes of
corresponding diameter.

System of electrical lighting


Lighting will be general and antipanic emergency lighting system,. It is anticipated
according to the necessary brightness and space purpose. Modern fluorescent linear and
compact tubes and metal halogen sources will be used as light sources.
In the corridors, halls and stairways, as well as at evacuation routes, above the exit doors
and places with larger number of people, installation of antipanic emergency lighting
system is projected with own Ni-Cd batteries provided for the autonomy of work for a period
of 1h.
Luminaires are resistant to high temperatures and made of hard combustible halogen-free
material.
Due to a possible ceiling finishing work, proper ceiling recessed and ceiling mounted
luminaires are foreseen.
Level and quality of illumination is determined by the recommendations of IEC.
Lighting control system:
Local - switches.
System of plugs and cables of consumers for heating, ventilation and air conditioning
Setting the required number of single-phase and three phase sockets is foreseen for the
consumers as well as the necessary number of general-purpose sockets.
Outer lighting is foreseen according to user needs and technology requirements with HQL
metal-halide light sources.
Power supply and control of outer lighting is done from the guard house - manually and
automaticaly (selection is done in a commanding building). The level of brightness is in
accordance with the recommendations of IEC.
Grounding and lightning protection system
Classic lightning installation is foreseen, configuration according to the given basis and
defined security zone. Ground electrode is foreseen as a ring foundation grounding. To
foresee strips placed in the foundation, during concreting, in the lower layer below the
hydroinsulation, with periodic welding for reinforcement and making of tapped and earth
connection.
Installation of heating and air-conditioning consumers
Socket outlets for connection of electrical heating devices and split system are foreseen.
Protections
Protection against direct voltage is foreseen by proper selection and installation of
equipment, which proper handling prevents the touch of parts under voltage .
Protection against indirect voltage is foreseen with automatic swithing off of power
supply in the TN-C-S system.
Main potential equalization is foreseen by connection of all metal parts of the nonelectrical installation on the busbar Cu 30x5mm, in a separate cabinet with a cover. Busbar
is connected to the foundation grounding of the structure with FeZn tape 25x4mm. All
outlets should be visibly and permanently marked, according to the installation and
connected equipment.

Interior lightning protection system is, due to the very significant measurement and
regulation equipment, upgraded with overvoltage protection. Appropriate surge outlets are
provided in the main distribution box of technological equipment. Class of surge outlets in
the building is B.
Additional potential equalizations are foreseen in all technical facilities by connecting all
metal parts to the grounding hot dip galvanized tape FeZn 25x4mm on room wall, which is
using the shortest way connected to the foundation grounding.
Special potential equalizations are provided in sanitary facilities, by connecting all metal
parts on the busbar in the potential equalization box, with bonding conductor P/F
4mm. Busbar in the box is connected to the PE busbar in the supply board with bonding
conductor P/F 6mm .
Foundation grounding is provided by laying hot dip galvanized tape FeZn 25x4mm in the
lower zone of the ground, under a layer of insulation. From foundation grounding, outlets for
connecting lightning protection outlet lines, main and additional potential equalizations,
metal door frames, gutter verticals etc. are foreseen.
External lightning protection system is foreseen with standard hot dip galvanized stripe
arrester FeZn 25x4mm and the required number of outlets, set at the facade of the building,
up to foundation grounding. At each outlet line, measuring - disconnecting joint s foreseen,
on the wall at h = 1.6 m from the ground level. Type and place of arrester installation is in
the calculated level of protection.

2. TECHNICAL CALCULATIONS
2.1. CALCULATION OF CABLE CAPACITY

Dimensioning of supply lines is based on:


1. permitted thermal stress
2. permitted percentage voltage drop
Selected conductor section must meet both criteria, and here we will check the criterion
no. 1.

c) Based on such calculated current, for which the circuit is designed, selection of
protection device and conductor section is done according to the JUS N.B2.743 and JUS
N.B2.752.
For the calculated current I (A), selection of device is done, which protects the cable
against overload, first higher rated current In (for engines with high starting currents,
selection is made according to manufacturer).
Operating features of the device that protects the cable against overload, must fulfill two
conditions:

Thus defined overload protection does not provide complete protection in certain cases,
such as exceeding current of prolonged duration, which is less than I2. During designing it
was assured that circuits had not been exposed to prolonged low overloads.

2.3. INDIRECT CONTACT PROTECTION - SYSTEM TN-C/S

Indirect contact protection by JUS N.B2.741 is effective if the protective device


characteristics and the circuit impedance are such that in case of negligible impedance
fault between phase and protective conductor or insulated conductive part, anywhere in
the installation, automatic power off happens in the specified time. This requirement is
satisfied if the following condition is fulfilled:

2.4. DETERMINATION OF LIGHTNING PROTECTION LEVEL

The goal of determination of protection is to decrease level of damage risk below


maximum tolerable due to direct lightning into the protected object. Determining the
appropriate level of protection for lightning protection installation can be provided based
on the frequency of direct lightning strikes into the object Nd and the adopted frequency of
lightning strike Nc. If the Nd Nc lightning protection system is not required. If Nd Nc
computational efficiency of lightning protection system is Er = 1-Nc/Nd, lightning protection
system is required, and protection level is determined by the table:

Determination of the adopted value of lightning strike Nc.

Value of Nc is estimated based on the analysis of the damage risk, considering


factors related to the structure such as type of the structure, structure content, structure
purpose, consequences of lightning strike to the structure.

area of ground that has the same frequency of direct lightning strikes as structure. It is
calculated from the geometric image constructions and depends on the position of the
structure and terrain configuration. Since the observed object is located on the flat ground,
equivalent surface is calculated from the formula:

Minimum grounding lengths of lightning protection system are given in figure 2 of JUS IEC
1024-1 standard.

2.6. CALCULATION OF FOUNDATION GROUNDING RESISTANCE


FeZn tape of 25x4 mm was placed in the bottom layer of concrete during foundation
concreting at 5 cm from the bottom surface of the foundation.
Specific resistance of concrete MB300 is 3500 /m and the total resistance of concrete
bed is

4. GENERAL TECHNICAL REQUIREMENTS

4.1. GENERAL
These technical requirements are an integral part of the study and they are
obligatory for the Contractor and Investor.
Investor is obliged to delegate execution of work to the authorized corporate
organization, for the Supervision of the works to determine a person who has
authority for Supervision.
Electrical installation should be done according to the attached plans, technical
description and BoQ.
Before commencement of the work, Contractor is required to check project at site
and to make necessary corrections occured for any reason, in cooperation with
Supervisory authority. He is also obliged to point out the necessary amendments
and possible rational solutions to the Investor.
For the all possible changes to the project and variations of any kind, both in terms
of technical solution and in terms of material selection, the consent of the Investor
must be obtained ie. of his professional Supervisory authority. In case of not doing
this, the Contractor shall be responsible for all modifications and works performed
based on them.
Contractor shall keep a diary of works on this project. Unforeseen works or increase
foreseen quantity and material consumption, as well as changes of works must be
previously approved by the Investor or his Supervisory authority, and the Contractor
is required to register them in the diary, which is further verified by the Supervisory
authority or Investor.
During the works, it should take care not to damage already constructed objects and
installations. In addition, reinforced concrete and steel structures can be grinded and
chase cut only with the written consent of the building Supervisory authority.
Contractors (if more than one) are required to carry out the works in compliance with
time, space and technics.
Before commencement of the work, Contractor must be warned on the placement,
of el. distribution box and boards and the main supply cables.
All foreseen works must be performed by skilled personnel, taking into account the
quality of work.
Installations must be performed according to the text and graphic part of the project
and the applicable regulations for this type of installation. All material to be installed
must comply with the standards and be of premium quality. Material which does not
meet this requirement cant be installed.

Contractor will register in documents all changes made during the work
performance, and he is obliged to hand over one copy of the Investor.
During the works, the Contractor shall take into account all requirements of hygienetechnical protection regulations.
After completion of the work, Contractor will review the safety of all installations and
facilities. In case of some deficiencies, they must be removed before submission to
the Investor for handling.
For the correctness of the work performed, Contractor gives warranty under the
terms of the Agreement, from the date of certificate of acceptance. Any defect that
occurs during the operation, and caused by using poor quality materials or unsolid
workmanship, Contractor shall remove without any right to compensation.
Contact voltage protection is performed by a special conductor (yellow-green). Metal
parts of installation elements, as well as all metal construction of the building, which
normally are not, but in case of insulation break can be under voltage, connect with
a protective line.
Functioning of protection against contact voltage must be checked before using the
installation.
On all distribution boxes must be warning plates, schemes (inside), marks of
el. circles, switch positions, etc.
Inspect the coupling of metal structures and perform bypass at places of bad joint
within lightning protection system.
After finalisation, it is necessary to make measurement of the ground resistance and
issue certificate of completed measurement.
Commissioning installations and facilities into continuous operation can be executed
only upon the completion of inspection and license to use.

4.2. HIGH VOLTAGE CURRENT


These technical requirements are addition and an integral part of the installation of
high voltage current, and as such are required for Contractor. Everything that
eventually has not been provided by description and by the project itself, but is
necessary for the correctness of installations, the Contractor is required to perform
on time and notify the Supervisory authority of the Investor.
Installation must be performed in all according to the drawings, BoQ and JUS
regulations applicable to this type of installation.
Deviations from the project during the works, is not permitted without the consent of
the Designer or Supervisory authority.

PP conductors must be laid in the wall, beneath the mortar in a straight line only,
and only horizontally and vertically, while diagonally laying is not allowed. In case of
horizontal laying of PP conductor, make sure that the two conductors are located at
least 10 mm between each other, and at least 30 cm from the ceiling. In case of
vertical laying, make sure that the conductor is located from the wall opening
wallcorners at least 15 cm.
Protective layer of mortar over the PP conductor must not be less than 6 mm.
Connecting of conductors shall be permitted only in distribution cabinets, distribution
boxes and devices, using the VS and KV clips.
Distribution box, microswitch box or plug box are laid directly into the mortared wall,
and fixed with a plaster.
Outlets for lighting points on the wall and ceiling must be done only by using boxes
and cable glands.
During parallel laying of telephone lines with power lines, ensure that space
between them is not less than 20 cm.
The distance between the telephone and signal cables must not be less than 10
cm. Crossing the phone lines and signaling systems with installation of high voltage
current lines should be avoided. At the crossing points, signal lines - cables
perpendiculary schould be placed in plastic pipes, and power lines in metal pipes.
Installation of light switches set to the open side of the door, and at a height of 1.5
m, and schuko socket boxes at 0.8 m above the floor. Distribution boards place at a
height of 1.5 m.
After completion of lightning protection system, make connection of grounding GRO
conductors to the common grounding electrode.

4.3. GROUNDING
Galvanized steel strip 25 x 4mm will be used for ground as a material.
Busbar for potential equalization, lightning outlets, etc. are connected to the ground
electrode.
When preparing the ground electrode, it is necessary to provide professional work
and collaboration with the construction contractor.
All outlets from the ground (for SIP, lightning leads, lift and telecommunication box
guides) shall be of galvanized steel strip 25 x 4 mm. Interconnection of strips in the
ground and for outlets to perform by welding or by crossing coupling JUS N B4 936.
Contractor is required to register construction of the ground basis in a diary and
construction book with certification of the Supervisory authority of the Investor.
Upon the completion of works, the Contractor will provide a certificate of inspection
and measurement of transient grounding resistance.

4.4. LIGHTNING PROTECTION SYSTEM


When developing a lightning protection installation, Contractor is obliged to comply
with technical regulations on lightning rod.
Installation of lightning rod will be done with galvanized steel strip 25x4mm .
Lines (of strips) must be placed over the appropriate supports at the proper
distance.
All metal masses on the roof (chimneys, climbing irons, gutters, antennas, cover
metal sheets, etc..) should be connected to the lightning protection installation, using
appointed materials.
Lines in lightning installation must be derived from the as possible long pieces, the
number of extensions must be minimized.
While laying outlets in the facade beneath panels or mortar, lead should be
previously protected from corrosion using coating based on bitumen.
Joining of galvanized steel strips should be done with crossing couplings, and with
appropriate couplings when connecting to the metal mass.
Tested joints of lightning rod should be set at a height of 1.6 m from the ground level
into the facade wall.

FINAL WORKS AND HANDING OVER


INSTALLATION TO THE INVESTOR

After completion of the works on the previously


mentioned installations, contractor is obligated to do:
- patching of walls at installation points
- removing of any technical aesthetic errors of
executed installations in the fracility
- cleaning of premises and removal of construction
waste.
Upon inspection of done works, to make all
necessary regulated foreseen tests, such as:
- Measurement of cable insulation resistance,
electrical equipment and devices of individual and
entirely finished installation
- testing the functionality of devices and equipment
as well as the functionality of the entire installation,
- testing the protection against contact voltage in the
installation,
- measuring the voltage drop at the consumers
connection
- measurement of transient resistance grounding,
etc.
After measurements, the Contractor will make the
protocol and provide Investor with all necessary
certificates with verification of obtained values.
For all executed works and incorporated material
procured by the Contractor, he is obliged to give a
written guarantee in accordance with valid
regulations and existing contractual obligations.
Issuing all necessary instructions for the subsequent
maintenance is also the obligation of the Contractor.

7.2

Develop as-built design based on the certified survey


done during the construction of the installation. Study
must include all the changes that have occurred
during the works and must be certified by an official
stamp of the organization which made required
