ANALYSIS OF PERSONAL INJURY ACCIDENTS ON


LENGTHS OF ROAD IN LEEDS DISTRICT 2009 - 2013

Methodology and Recommendations

1.0

Introduction

1.1

This report has been undertaken with the specific objective of identifying those
lengths of road within the Leeds Metropolitan District which have an accident
rate at or above that expected when compared to the National rates for similar
classes of road. It has been prepared as the result of a systematic analysis of
the personal injury accidents which occurred on lengths of road within the
Leeds Metropolitan District during the five year period 2009 - 2013. The report
gives recommendations regarding those lengths where remedial treatment is
likely to result in a cost-effective casualty reduction scheme. It therefore
represents a companion edition to the Sites for Concern report, which identifies
junctions with significant levels of accidents and it is anticipated that it will
provide valuable information to all those agencies involved in casualty
reduction.

1.2

In particular the information in this report will be used to identify casualty groups
that figure most prominently in Leeds City Councils casualty reduction targets,
e.g. high severity accidents and those involving pedestrians.

1.3

The recommendations made in this report are co-ordinated with the work being
done on both road safety cameras and traffic calming.

2.0

Background

2.1

The identification and ranking of lengths of road with accident problems is a far
more complex process than that required to identify clusters at individual sites.
One common way of producing an initial list is the sub-division of all roads
within an area into equal lengths, usually 1 km. These can then be ranked in
gross order of accidents, or accidents per 100 million vehicle kilometres, to
obtain a sub-set which may be worthy of further study. This technique,
however, takes no account of the local characteristics of the road and in many
cases reduces the list to merely a function of how many junctions or site
specific accident clusters there are within any specified length.

2.2

The methodology chosen to identify lengths needs to take into account some of
the local characteristics of the roads and hence will not necessarily compare
roads of equal length. The listings also need to take account of different levels
of usage and differentiate between lengths in rural situations and those in urban
areas.

2.3

In this context, roads with a speed limit of 30 or 40 mph are classed as urban,
whilst those with a limit of above 40 mph are considered to be rural.

3.0

Methodology

3.1

In order to confirm the accuracy of the information supplied by West Yorkshire


Police regarding the locations of personal injury accidents occurring in the
Leeds District, a computer based mapping system is maintained. This provides
an immediate visual record of the exact location of all reported injury accidents

3.2

Using this computerised plot, an inspection was carried out for the whole district
and those lengths of road which appeared to have a significant number of
accidents were noted.

3.3

Previous experience has shown that this approach tends to place undue
emphasis on lengths in urban areas, so in order to ensure that rural roads were
fully represented, a separate exercise was carried out in order to identify all
potential lengths outside the urban area.

3.4

Also included at this stage were any lengths which had been previously
recorded for other reasons, e.g. past accident problem, recent change in
usage, scheme monitoring, etc.

3.5

An examination was then carried out to ensure that in the local context a
"sensible" length had been selected. This means ensuring that, in general
terms, conditions along the whole length are consistent and that the end points
are selected on some readily identified features, e.g. the terminal points of
speed restrictions, not simply where the majority of accidents were recorded.

3.6

Further restrictions have also been placed upon the choice of lengths to ensure
that the lengths finally selected on the grounds of a high accident rate actually
do have the accidents spread along the length. These restrictions are that:a) No length is selected which has had less than 10 injury accidents in
the past 5 years
b) No length is selected which has more than 60% of its accidents at one
or two specific junctions on its length.

3.7

Once the lengths had been identified, the actual length (in kms) and the annual
average daily traffic flows (AADT) were obtained. From this information the
accident rate per million vehicle kilometres (MVK) was then calculated.

3.8

The accident rate of each length was compared with average value quoted in
Road Casualties Great Britain 2013 for that class of road. The lengths were
then ranked with respect to the degree by which each exceeded its own
expected value.

3.9

In addition, attention was paid to the percentage levels of certain parameters


within the accident details (e.g. severity ratio, pedestrian involvement and
darkness accidents), these were then compared with the district and county
averages.

3.10

The location of each accident was then plotted and stick diagrams produced to
assist with the analysis.

4.0

Results

4.1

A full list of all those lengths meeting the criteria identified in Section 3 is given
in Table 1. The lengths are ranked in order of the percentage by which they
exceed the average accident rate for a road of that class.

4.2

Table 2 shows where work has been carried out recently, is programmed, or
where action is recommended.

4.3

For each identified length, a detailed synopsis of the accident history is


presented, together with any comments.

4.4

A total of 66 lengths of road meet the specified criteria.

4.5

Twenty five lengths have been identified where the accident rate is more than
three times that expected. This is a slight increase since last year and is
attributable again to the expected levels for all classes of road, nationally, being
reduced. Since 2009, remedial treatment has been carried out on fourteen of
these lengths, and works are currently programmed on seven of them.

5.0

Motorways and A1

5.1

For comparison purposes the accident rates have been calculated for the total
lengths of the M1, M62, M621 and A1 which lie within Leeds District, but are
the direct responsibility of the Highways Agency.

5.2

In terms of accidents per 100 million vehicle kilometres, the rates over the 5
year period 2008 - 2012 are:M1

The National average accident rate for Motorways is 7 accs/100MVK*, with no


distinction being made between differing speed limits. The M621 now acts as
the motorway link to the city centre from the south east, as well as the south
west, following the opening of the M1/A1 link. The M1 has similarly been
extended, and now links with the A1(M) at Hook Moor. Further analysis will be
required before a true picture of accident levels can be determined.

6.0

Conclusions

6.1

Remedial treatment has been carried out on 33 of the lengths listed in Table 2,
and the situation is now being monitored for the purpose of assessing the
benefits.

6.2

Remedial action is currently programmed on 18 lengths.

6.3

Common factors have been identified on 10


recommendations for remedial treatment to be made.

Repeating a long standing pattern, 25 of the accidents involved vehicles emerging from minor roads
into the path of main road traffic. These commonly involved either the view of the emerging driver
being obscured by parked vehicles or a complete lack of observation of the give way control. There
were also 22 cases of pedestrian injury, with 7 of the casualties being children of school age. The
remaining accidents included an assortment of nose to tail collisions, turning conflicts, falling PSV
passengers and other largely vehicular collisions. Whilst the accidents are distributed throughout the
length, most occurred in the central and southern sections.

Recommendations
A comprehensive scheme, which will introduce a central reserve, junction closures, formal and
informal crossings and the signalisation of the Bayswater Road junction, is currently being developed.
The scheme will hopefully commence in the current financial year.

Recommendations
This length of road has been subject to a traffic calming scheme, prior to the current study period. It
would appear that the high number of accidents that occurred on this length of road in 2011 was a
statistical anomaly and that the yearly totals have returned to low level experienced prior to this. In
light of this, and that the accidents are formed from such a variety of types, all that is recommended is
that this length continue to be annually reviewed.

Eighteen of the accidents involved pedestrian injury, with 3 of this number being Serious. Six of the
casualties were children and 5 were masked to the vehicles which hit them. Seven of the pedestrian
accidents were distributed along a stretch towards the southern extent of the length, between the
junction with Strathmore Drive/Ashley Road and the length's south eastern termination point. The
remaining accident types registered much lower totals. There were 8 cases of vehicles emerging from
minor roads into the path of main road traffic and 5 nose to tail collisions. The remaining accidents
were largely disparate types.

Recommendations
Various measures have been proposed which will address issues on both this length and the
neighbouring Harehills Road. These include waiting restrictions to formalise parking and reduce the
impact of obstructive parking. Two humped zebra crossings are to be introduced and 2 side road
closures will be undertaken, also to assist pedestrians. It is hoped to complete the scheme in the
current financial year.

Eight accidents involved failure to give way by vehicles entering the main road. Six of these were
recorded at the junction with Whitehouse Lane, which is also monitored as a Site for Concern. In at
least 5 of these accidents, the offending driver was turning right as they emerged. Two failure to give
way types also occurred at the hotel entrance immediately to the south of the A63 roundabout. There
were also 4 loss of control events and 3 nose to tail collisions. The remaining 3 accidents were
disparate types.

Recommendations
Following an in-depth study, undertaken in 2010, a general improvement scheme at the Whitehouse
Lane junction, aimed at improving conspicuity was completed in early 2013. Whilst further works,
including the removal of all vegetation are planned here, other improvements will also be undertaken at
the approach to Swillington, where buffer speed limits and an enhanced gateway feature will be
introduced. These works are scheduled for completion by April 2015.

Accidents involving nose to tail collisions with 6 occurrences now form the largest single grouping.
There were also 5 cases each of vehicles emerging into the path of main road traffic and right turn
conflicts, with 4 of the latter being recorded at the junction with Woodsley Road. Four accidents
involved pedestrian injury. The remaining accidents were an assortment of many types, including Uturn collisions, injury to PSV passengers and collisions which occurred as vehicles set off from parked
locations. All of these recorded low totals. Three of the 4 Serious accidents involved pedal cycles.

Recommendations
Enforcement cameras, to deter misuse of the bus lane on this length, were installed in October 2011.
Fixed safety cameras were also introduced at this time. Whilst the accident total for 2012 is
particularly disappointing, it is speculated that this may have been due to works being carried out on
the parallel section of Kirkstall Road. The other annual totals are generally low and close monitoring of
the situation will be maintained.

Shepherds Lane junction, one-way working streets at key locations to facilitate traffic signals,
improvements to and the provision of additional pedestrian crossing facilities, formalised traffic lanes,
and a review of the parking restrictions along this section of Roundhay Road. The effects of these
measures will be monitored.

Reflecting the proximity to Leeds University and the associated pedestrian activity, particularly during
the evening period, 21 of the accidents involved pedestrians, all but 4 of whom were aged between 17
and 25. The most common causation factor within the pedestrian accidents was alcohol impairment.
The vehicular conflicts were comprised of 5 failure to give way events, 4 nose to tail collisions, and 3
cases each of left turn conflicts (all of which involved pedal cycles,) and accidents involving the doors
of stationary vehicles being opened into the path of passing cyclists. There were also 3 accidents in
which a PSV passenger was injured after falling. There is here, and elsewhere on other stretches of
the A660, recurring high levels of pedal cycle involvement in accidents.

Recommendations
This length will be affected in future years by the development of the NGT scheme. This will see the
shifting of much vehicular traffic on the length's southern extent onto Blenheim Walk. As this occurs,
the length will be re-defined. In the short term, a scheme is due for completion by April 2015, which
will highlight cycle lanes across the mouths of side roads, with red surfacing.

Recommendations
In July 2012 a new zebra crossing was introduced at the junction with North Road. This scheme also
introduced amendments to waiting and parking arrangements. These supplemented a previous
scheme, which involved the relocation of bus stops, the provision of extra guardrail and improvements
to the street furniture, which was installed in early 2010. A traffic scheme featuring appropriate
measures to maintain low speeds was due for implementation in 2014, but has been delayed due to
railway engineering works in the vicinity. It is now hoped to introduce this scheme in the next financial
year.

grouping includes several events in which the casualty was recorded as having misused one or other
of the crossing facilities. There were also 12 cases of vehicles emerging into the path of main road
traffic, and 11 turning conflicts of various kinds. Other than 4 instances of nose to tail collisions, the
remaining, mainly vehicular conflicts, all recorded low totals. Clusters of 12 and 10 accidents
respectively were located at the junctions with Harehills Avenue and Savile Drive / Louis Street
respectively. At the latter, queuing traffic was a factor in several accidents.

Recommendations
Recent improvements along this length include pedestrian crossings, installed in June/July 2010 in the
vicinity of Chapel Allerton Hospital, Newton Parade, Francis Street and Grange Terrace and a
comprehensive general improvement scheme, which was completed in March 2011. However, none
of these appear to have made a serious impact on overall accident levels and further study is
indicated, particularly with regard to pedestrian casualties.

were also introduced. A scheme to provide two zebra crossings, one in the vicinity of the junction with
Radcliffe Lane and one at the junction with Raven's Mount, was completed in March 2011. It is
recommended that the long term effects of these zebra crossings continue be monitored.

radius of the junction with Ashville Road to improve sightlines for emerging drivers. Further monitoring
will be maintained.

passengers. Most of the accidents were located at one or other of the length's crossroad
intersections, but with none displaying strong concentrations.

Recommendations
During recent years, various works have been undertaken on this length, including resurfacing and
signing in 2009 and the introduction of a zebra crossing at the length's southern extent in early 2013.
Given that there has been no significant impact on the accident rate, consideration will be given to
prioritising this length when future 20 mph zones associated with schools are being considered and
replacing the mini roundabouts with plateaux, which should prove more beneficial at reducing vehicular
speed. This work should be completed in the 2016/17 financial year.

A mixed pattern of accidents remains with 3 loss of control events forming the largest single grouping.
There were also 2 cases each of right turn conflicts, pedestrian injury and collisions between moving

distributed throughout the length, with no sign of site specific clustering.

Recommendations
In spring 2010, a series of speed cushions, were renewed along this length, with a speed table to the
north of Rookwood Avenue being simultaneously removed. A scheme to replace the priority system of
working under the railway bridge towards the length's southern extent with signal control was switched
on in early May 2014 and a full maintenance scheme, enhancing the carriageway and traffic calming
features was completed in late 2014. All of these measures will continue to be closely monitored.

Recommendations

providing additional traffic calming measures along this length of road is currently being investigated,
as part of adjacent development proposals.

very few recorded on the central section between Torre Road and Stanley Road.

Recommendations
A scheme which introduced traffic calming measures, including chicanes, central hatching and
improved road markings, between Torre Road and Stanley Road was introduced prior to the current
study period. A further scheme which introduced a new Zebra crossing at the junction with Torre Road
and provided improvements to the existing facility at Accommodation Road was completed in March
2013. It is recommended that these measures be monitored.

Eleven accidents involved nose to tail collisions, with most of these associated with some form of
queuing traffic. There were also 10 cases of vehicles turning either left or right into side roads, across
the path, in each case, of a pedal cyclist. In several of these events, the cyclist was in a cycle lane,
masked to the vehicle which turned into them. There were 6 red light violations and 5 instances of
pedestrian injury. Other than 3 failure to give way events, the remaining accidents were comprised of
various types, all of which registered low annual totals. The only notable accident cluster were the 9
recorded at the junction with Cardigan Fields Road.

Recommendations
Despite a disappointing 2013 accident total, single figure annual totals now feature regularly and this
ties in with the introduction of safety cameras on this length prior to the current study period. A
scheme is proposed to provide cycle symbols in the existing cycle lanes and also enhance the
provision of the same across the mouths of minor side roads with red surfacing.

Five accidents involved falling PSV passengers, with the majority of the casualties being elderly. The

pedestrian casualties. Eight of the accidents are concentrated into a stretch of the length towards its
south western extent, between Market Place and Manor Holme Street.

Recommendations
Following an in depth study of the accidents on this length, undertaken in February 2010,
recommendations for further pedestrian measures were made. Since this time, various works have
been completed on the length, including major alterations to Church Lane as part of the redevelopment
of the Market Street bus station in late 2010 and minor measures for pedestrians and further lining
works in 2012 and 2013. These have all helped to reduce the annual average accident rate from 6.2
per year in the previous five year period, to the current figure of 2.4 per year. No further action is
indicated other than routine monitoring.

Eighteen of the accidents were right turn conflicts, all of which involved pedal cyclists. In the majority
of these accidents the cyclist was in the cycle lane, passing slow moving or stationary traffic, when a
vehicle turned right through a gap in this traffic and collided with them. In several instances, the
turning vehicle was "flashed" to proceed by the driver of the vehicle in the queue. There were also 8
cases of vehicles turning left into side roads, across the path of pedal cyclists. Six of the accidents
involved vehicles emerging from minor roads into the path of main road traffic, 5 of which involved
pedal cycles. The remaining accidents were comprised of almost entirely disparate types.

Recommendations
This length will be substantially affected in future years by the development of the NGT scheme. It is
anticipated that the pedal cycle provision within these works will improve conditions for that class of
road user. In the shorter term, a scheme is to be introduced which will highlight, by means of red
surfacing, the existing cycle provision across the mouths of minor side roads.

Accidents involving some form of loss of control, with 22 instances now form the largest single
grouping. A variety of causation factors including weather, surface conditions, and most commonly,
inappropriate speed, were all cited. Sixteen accidents involved nose to tail collisions, with many of
these also featuring excessive speed and/or sudden braking. The remaining accidents were formed of
many different types, including sideswipe collisions or lane changing events, most of which were as a
result of poor driver decision making. The accidents are distributed along the length, but most were
located at either a bend, or at the access/exit of one or other of the numerous slip roads.

Recommendations
A three-phase scheme to place highway furniture behind new or refurbished ARMCO barrier is due to
completed in late 2014. At the time of writing [July] 5 further accidents have been recorded in 2014
and upon completion, close monitoring of the scheme's progress will be maintained.

Eight of the accidents were loss of control events, with icy conditions, excessive speed and alcohol
impairment all cited as contributory factors. Also cited as contributory, was the presence of oncoming
vehicles; these being mentioned as well in the remaining 4, otherwise disparate accidents. The
percentages of accidents that involved dark conditions are higher than any other length featured in this
report. The percentage involving skidding and occurring on a wet road surface are also very high.

Recommendations
Whilst annual totals are not high, a scheme designed to highlight the road's centre line with reflective
road studs and provide enhanced advance warning signing, which was completed in September 2010,
has not reduced the high percentage of darkness accidents and a further scheme is being designed
which will introduce a reduction in the existing speed limit. "Unsuitable for HGVs" signs have also
been introduced in 2014.

Recommendations
An extensive traffic calming scheme, which introduced central islands and a consistent "No waiting at
any time" order at junctions, in order to improve visibility between main and side road drivers and
provide a clearer view of crossing pedestrians, was completed in September 2008 and a zebra
crossing was introduced at the junction with Norton Road in 2012. In light of the low number of
accidents per annum in the most recent years all that is currently recommended is that this length of
road continue to be annually reviewed.

However the incidence of accidents involving illegal turning manoeuvres remains high and action to
address this issue should be investigated.

Sixteen accidents involved nose to tail collisions, with most of these being associated with queuing
traffic or turning manoeuvres. There were also 11 loss of control events, many of which occurred at
one or other of the various bends along the length. Seven of the accidents involved vehicles emerging
into the path of main road traffic, from side roads or private accesses and there were 2 cases each of
right turn conflicts, vehicles attempting to perform U turn manoeuvres and pedestrian injury. The latter
grouping included the 2012 fatality. The remaining 10 accidents were comprised of various types,
none of which registered other than single instances.

Recommendations
In October 2012 improved carriageway markings were provided at the Red Bus Caf lay by to give
better definition of the edge of carriageway. In recent months, as part of a housing development
towards the length's southern extent, a new signalised junction has been introduced, with enhanced
pedestrian, bus infrastructure and lighting facilities. A scheme to reduce the incidence of high severity
accidents on the eastern half of the length is currently being prepared. All these works will be the
subject of continued monitoring.

The overall total for 2013 is disappointing. However, substantial inroads have been made into the
previously high rates of pedestrian injury. The length has been subject to traffic calming initiatives at
various times in the recent past, including the provision of zebra crossings at the East / West Grange
Drive junction in late 2009 and similar facilities at the junction with Windmill Road in 2010. In
November 2012 a staggered, light controlled crossing facility was introduced, immediately to the south
of the junction with Aberfield Gate, further improving conditions for pedestrians. Monitoring of all these
improvements will be maintained.

pedal cycles, which they failed to hear approaching. There were also 3 cases each of accidents
involving some kind of turning conflict and failure to give way events. The remaining 7 accidents were
all entirely disparate events.

Recommendations
The previously very high accident levels of a decade ago, when annual totals in double figures were
commonplace, have been hugely reduced. This is due largely to the effect of safety cameras,
introduced immediately prior to the current study period. The overall accident rate continues to
progress towards the expected, this location continues to descend in the rankings, and further
monitoring only is currently recommended.

Recommendations
Works in November 2011, involving the introduction of a pedestrian crossing in the vicinity of Spenslea
Grove and footway extensions were provided, which narrowed the westbound carriageway between
Askey Crescent and Harrop Terrace. This has improved conditions for pedestrians and, as the largest
accident grouping is recording average annual totals of only 1 event per year, continued monitoring is
all that is currently recommended.

other than single occurrences. Both of the Fatal occurrences were pedestrians and both occurred at
the junction with Coal Road and involved conflict with a free flowing lane of traffic whilst another was
held on a red signal. The only notable accident clusters occurred at the junctions with Ramshead
Approach and Coal Road. There were 6 and 5 accidents respectively at these locations, each grouping
containing 3 nose to tail collisions.

Recommendations
Consideration is being given to the introduction of pedestrian facilities at the Coal Road signals.

junction with Nursery Lane became subject to one way working, into Harrogate Road. It is anticipated
that the good progress of these schemes will continue and further monitoring of the situation only is
recommended.
