Dear Assistant Secretary Clark:

I am writing to request participation in the Delegation of Authority Program Pursuant to 287 (g) of
the Immigration and Naturalization Act. Given our past relationship with ICE. this partnership will
enable us to better serve and meet the needs of the residents of Florence and Pinal County Arizona.

State Route 79, which runs through Pinal County and the Town of Florence, is a highly used
alternate route for UDA's from southern Arizona traveling north. The Florence Police Department is
seeing a steady increase in the number of contacts with UDA '5 . Our officers detain these individuals
to be turned over to ICE. A very large number of these UDA's are used in the construction field by
area developments.

This program will all ow us to enter into a Memorandum of Understanding that will enable us to
participate with ICE in identifying criminal illegal aliens who pose a risk to the citizens of Florence,
Arizona. Additionally the training of our officers will help us better comply with the newly passed
legislation (proposition (00) regarding criminal illegal aliens. I look forward to your speedy
endorsement of this request and moving forward with this program for the benefit of all. I can be

Thank you for your interest in the 287(g) Delegation of Authority program. This letter is to
notify you that the Office of the Assistant Secretary for U.S . Immigration and Customs
Enforeement (ICE) has received your request for 287(g) Delegation of Authority training for
the Florence Police Department.

On June 4, 2oo7, !be Program Manager for 287(g) Delegation of Authority at ICE
Headquarters forwarded your request for participation in the 287(g) program to the Special
Agent in Charge (SAC), and the Field Operations Director (FOD) for the Phoenix area of
responsibility (AOR). The SAC and FOD, along with a member of your staff will need to
conduct a feasibility assessment study. After completion, the assessment will be reviewed at
ICE Headquarters and a detennioation will be made to either accept or deny your request to
participate in the program.

287(g) program, your local ICE point of contact is Deputy Special Agent in Charge (DSAC)
