REPUBLIC OF IRAQ
ANALYTIC FINDINGS:It is highly probable that Iraq will not be established as a fully functioning, independent, cohesive, self determinate, and
sovereign state by 2013. Iraq is a menagerie of vying sociopolitical and religious factions in the process of solidifying into legitimate and
functioning political bodies. Heavy investment towards the success of Iraq as a Producing Nation by international developers and contractors has
ensured a measure of growth since 2003. The presence of coalition forces ensures a fragile semblance of stability and it is possible that a small
United States Forces (USF) presence will remain incountry to augment the Office of Security Cooperation (OSC) and to support the ongoing Department
of State (DOS) diplomatic mission.

Iraq is currently a federal constitutional


republic. Its constitution was ratified on
25October2005. It has been outlined in the
Iraqi constitution that Iraq be divided into
18 federal governances which will be
responsible for regional affairs while the
Baghdad central government will operate
international affairs.Iraq was unified by the
British as a nation state following World War
I and the collapse of the Ottoman Empire.It
has been a sovereign state since 1932, and a
republic following a 1958 coup dtat which
displaced King Faisal II. Under the Sunni
Baathist regime of Saddam Hussein Iraq
enjoyed relative political stability. Eight
years after the 2003 coalition invasion Iraq
is now controlled politically by a Shiite
Islamic majority government. Parliamentary
elections were held on 07March10. The three
main political parties are al-Iraqiyya, the
State of Law Coalition, and the National Iraqi
Alliance. Iraq's constitution provides for a
tripartite presidency consisting of a
President of The Republic and two deputy
presidents whose decisions must be unanimous.
Kurdish politician Jalal Talabani was elected
republic president on 06April05 by the Iraqi
National Assembly. Vice presidents are Sunni
Tarik Al-Hashimi and Shia Adil Abdul
al-Mahdi. The prime minister is Nouri Kamil
Mohammed Hasan Al-Maliki.

Although significant attention has been given to a


threat from Iran, Iraq views Iranian influence as
tenable and manageable, as they are less involved
with organizing and supporting terrorist action than
interfacing with select political contacts within
Iraq. It is GOI opinion that nationalistic Iraqi
opposition to Shiite Iranian influence is seen as
likely provided there are no external foreign
triggers for sectarian conflagration. Irans
influence is further stymied by its current
atmosphere of internal tension.

Iraq(III) have largely been
operationally neutralized throughout
the country due to concussive and
decisive military operations
spearheaded by US combatant forces.
With the withdrawal of US forces from
a great portion Iraq, Al-Qaeda in
Iraq(AQI) may have lost some
legitimation operating in country,
and although periodic high profile
attacks are still being carried out
on an intermittent basis, the group
may now be considering greater
emphasis on execution and support of
external operations.
