Who is he then and how do you go
about getting rid of Simmonds?
Adam Simmonds is the Police and Crime
Commissioner for Northamptonshire
Constabulary. He was elected on 15
November 2012 and at the age of 35 was
the youngest elected to the post. The
Police and Crime Commissioners were
introduced to do away with local Police
authorities. A Police Commissioner would
control and set budgets, appoint Chief
Constables who would answer to them and
to set policy priorities for the police forces.
Wait a moment, I dont know anything
about Simmonds so why do I want to get
rid of him? Read on and you will know a
lot more about Simmonds. The more
people you share this document to and
make people aware the better.

How much of my hard earned money is he spending?

Response to a Freedom of Information request showed that initially Simmonds had 12
staff in his office at an annual cost of 729,000. A year after his election, his office cost
an annual 1m for 17 staff.
By 31 March 2014 his office cost 1.4m with 34 staff. This is at the time when public
services are being cut. The costs appear to be increasing and he has appointed 4
interim Assistant Commissioners, two of them political allies and each with a salary of
65,000. Two of them have been axed (Nov14) but the question begs is why he needs
such a big team.

but as you can see from the link, it has been removed by Simmonds office. Hardly
showing any transparency. The chart used to show the full staffing structure, every
single individual was listed. It was published in an edition of the Chronicle & Echo.
Former PCC candidate Jim MacArthur said I would knock off at least 25,000 from
these salaries and make them between 30,000 and 40,000 and my feeling is these
people appointed to not have the experience necessary.
His office now costs millions of a year to run. His office has just cut a Neighbourhood
Watch grant of 2500 (May 15), even though the groups chairman pays 3000 from
his own pocket to keep it going and runs the scheme from his own home. The cut
came despite the countys policing plan saying We will further develop
Neighbourhood Watch.
When Simmonds announced a 7p per week increase in 2014 he stated People want
to see more efficiency and less waste. However what we have got is a Commissioner
who is costing us a lot more than the former police authority.

How much did the former police authority spend before Simmonds took over?
The former police authority spent 694,599.

Is he being investigated by the Independent Police Complaints Commission?

Yes. The IPCC is investigating allegations that Simmonds breached the Data Protection
Act by disclosing information related to a criminal investigation to third parties and
committed and offence of misconduct in public office. Simmonds has described the
IPCC as being dysfunctional.

How much has he borrowed?

He was borrowed 4.3m from the Public works loan. These repayments will not be
repaid until 2025, 2027 and 2058.

Has he employed friends onto his staff?

Simmonds hired four friends onto his staff without advertising the posts or holding any
interviews. A member of the public challenged Simmonds regarding this but no
satisfactory answer was given (source: BBC news 13/12/12). It was also reported that
Simmonds had appointed Political activists with no Police experience as deputies
(source: BBC news 19/03/13).

What is ploddledgook?
In May 2015, Simmonds did post a vacancy for a new Chief Constable. The advert was
26 pages and has been described as ploddledegook by the Plain English Campaign.

Why was he elected if he was that bad?

Unfortunately the election only had a total turnout of 20%, with 5.86% of the
electorate for Simmonds.

Was he resident in Northamptonshire at the time of election?

It would appear that he has always lived in Leicestershire. A search on the Electoral roll
has him living in Leicester and a search on Land Registry has him buying his property in
2004. There is no other record of the property being sold, so can assume that he still
owns the property in Leicester.
During the short time of the election he registered a flat in Rothwell too. The electoral
commission state that you can register two addresses but you must live at them.

Did Simmonds swear an oath of Independence?

Yes, he said As Police and Crime Commissioner, I will not be politicising the police. I
have already sworn an oath of independence.

Is Simmonds Independent even though he swore an oath of Independence?

He said upon being elected I do not want issues to become party political. However
this is not the case.

Did Simmonds authorise all of the Police and Crime Commissioners staff an
extra 5 days paid holiday over the Christmas Period in 2013?
Yes, the source has made aware the Police staff union UNISON over this allegation and
have challenged the PCC regarding the matter.

Does he like criticism?

No, he offered to debate with his critics but pulled out. He instead posted a video on
the Chronicle & Echo, in which he inferred he had better things to do with his time
and that they dont exist in the real world.
When Simmonds was interviewed by The Jesus Army he said My door is always
open!. It would seem that his door is only open when it suits?

Does Simmonds use your money to pay for jobs for the boys and girls?
Yes. According to various sources. The term for this is cronyism.

Does he want to recruit 900 special constables?

Yes. According to the Northants branch of the Police Federation the infrastructure
does not exist to support this.

Does Simmonds promote faith and community led crime reduction?

Yes. Simmonds setup the Office of Faith Based and Community Initiatives (OFBCI). It
has invested in 17 initiatives.

Is one of the initiatives funded by Simmonds a Genesis coffee lounge with the
Church of the King in Kettering?
Yes, this scheme by churches in Kettering offer night clubbers and pub goers and
anyone who is out late on a Saturday evening an alternative venue. It serves premium
coffees, teas, snacks and mocktails! So he funds a scheme like this and cuts
Neighbourhood Watch!

Does Simmonds initiatives give more money to Christian groups than other
faith groups?
Yes, figures show 71,000 has been given out by Simmonds OFBCI since launch in Jan
2014, with about 61,000 going to Christian groups.
The director of OFBCI state that is had been hard to attract other faiths! The director
said But we can not just throw money about in a scattergun way.
Simmonds has also been criticised by the National Secular Society for awarding tens of
thousands of pounds to Christian groups.

Is Simmonds an Evangelical and associated with the Trinity Life Church in

Leicester?
Yes. It has also been described as a cultish assemblies of god Pentecostal Church.

So he has invested in 17 initiatives whilst cutting a grant of 2500 for

Neighbourhood Watch?
Yes.

So are these initiatives working and crime has gone down?

They do not appear to be working as crime has gone up. The most recent 2014/15
annual recorded crime statistics for Northants state that crime has gone up 12%.
Rapes went up from 274 to 427. In total violence offences equate to 79% (3,908) of
the total increases in crime in Northants in the last 12 months. On the Police site here

very good job of it are you Adam?

Did he send a memo to staff saying that there is no more money?

Yes, he sent a memo to Northants Police staff stating
We must recognise that there is no more money. So I cannot guarantee jobs.

Does he want to sell Police Headquarters at Wootton Hall?

When Simmonds came to office he told the press that he was determined to sell most
of Northamptons Police headquarters at Wootton Park. Was there a public
consultation prior to this announcement? The Police federation says the HQ move is
unnecessary. A call for a public inquiry into Simmonds and his involvement with the
Wootton Park School has been submitted to the home affairs select committee.
A trust has been set up to oversee the project of building a free school on the site.
Trustees include Brian Binley MP and education chief of Northants County Council
Andrew Sortwell. Apparently Simmonds and Sortwell have worked together at
Northants County Council and have classed each other as acquaintances on the
LinkedIn business network.

Did he say that feckless families should be put through two years of hell?
Yes. Feckless families should be put through two years of hell in boot camps to turn
their lives around.

Does the Shadow Home Secretary want to scrap the post of Police
Commissioner?
Yes, the Labour Party have pledged to scrap the post of PCC and on a trip to
Northampton said The sooner this post goes the better.

Did he keep to his election statements?

How do you go about getting rid of Simmonds?

Perhaps the best way would be a vote of no confidence. This has been done on a small
scale before, however not many people of Northamptonshire are aware of whom
Simmonds is. The election turnout was very low.
Remember the more people you share this document to and make people aware of
Simmonds the better. Let your voice be heard. Simmonds is a man who I think you
would agree by now, has put his ego and media profile ahead of the people of
Northamptonshire.

Do Police and Crime Commissioners benefit yourself

or the police or are they a waste of your money?
Is the current system to hold Commissioners
to account fit for purpose and open to abuse?
Since entering office Simmonds has been accused of cronyism,
employing friends and his election agent. He has used tax payers
money to create one of the biggest OPCC administrations in the
Country, many of whom engaged in media work. Has authorised
his own staff extra paid holiday over the Christmas period, has
engaged in Politicking alongside fellow conservatives, by his own
account on his Adams Office website created the Northampton
Free School Trust, has used tax payers money to help create and
develop Wootton Park School.
The BBC accused Simmonds of trying to spin news stories
in his favour via his vast media team, more recently
that he has excluded non-Christian groups
from funding for community projects.
Simmonds has also been accused of attempting a hostile
takeover of Northants Fire and Rescue Services.
Simmonds has enjoyed trips at your expense
to places such as Stockholm and Canada.
Simmonds has been accused of destroying Police officer morale
and of plunging Police/PCC relations to the lowest depths.
