PREFACE
Consideration of socio-economic factors is essential for fully understanding most
resource management issues and for making sound resource management decisions.

The Iloilo Provincial Profile 2013 like previous publications and profiles
published by this office, takes into consideration the above mentioned
statement in the production of this latest edition. It contains updated data
and information gathered from various sources including different line
agencies and private organizations. The information offers policy-makers,
researchers, students, entrepreneurs, and potential investors a first hand
look at what the province can offer and a ready reference on the current
socio-economic situation and investment opportunities in the province of
Iloilo.
This publication also includes tables, maps, and charts of basic socioeconomic indicators that are based on the latest available records as reported
by concerned agencies. It also includes data taken from different official
publications and reference materials of DTI, DOT, NSCB, NSO, Iloilo
Provincial Offices and other Regional Offices of the National Government
Agencies and as well as those coming from the private sectors.

Message of the Governor

aving been given a fresh mandate by the

people of the Province of Iloilo to serve
for another three years, I am all the
more challenged to sustain the reforms
and gains achieved under my administration.
I am proud to say that we have
institutionalized good governance and transparency in
the Iloilo Provincial Government. We intend to sustain
what we have started and I usher all the provincial
government employees and my fellow public servants to
join me in this cause.
Indeed, there are still a lot of things to do in
order to attain real socio-economic development for our
province and I need your help and cooperation in
making all our dreams for our people and province a
reality.

The facts and figures presented in this 2013 Provincial Profile gives us a clear picture of the socioeconomic situation of our province. This may be used as our guide in implementing programs and projects
for our people. Further, this document could be of great help to development planners, policy makers,
researchers, private sectors as well as potential investors.
Let us join hands and work together to achieve our ultimate goal a progressive province of Iloilo.

GOV. ARTHUR D. DEFENSOR, SR.

Message of the Vice Governor

am greatly honoured by this opportunityto work as partner of the

Governor and Board Members in bringing about societal change

through good governance and relevant legislative agenda.

The province is geared toward the realization of its goals and is

in a position to advance its economic status through its varied resources
such as agri-aqua culture, social services, tourism, commerce, trade and
industry. I am certain that the province has the capacity and potential to
advance our economic status. And by improving and taking advantage of
these potentials, we will gain stability in our socio-economic conditions.
However, before the year 2013 ends we faced another very
challenging catastrophe wherein the province was made known worldwide
through the onslaught of Super Typhoon Yolanda. Nothing could have
really prepared us for the dreadful force that was brought about by the
strongest typhoon recorded in history. The extent of the damage left by
Typhoon Yolanda in terms of life, property and livelihood is severe and
heartbreaking especially in the northern part of Iloilo.
This gruesome effect of the typhoon must not be perceived as an
impediment but shall serve as a motivation for all of us to work in unison
and once again recover the sustainability of our progression in terms of
socio-economic development. As we sympathize with all the victims of the typhoon, we join the continuing calls for solidarity at this very
tough time for our province.
Let us be persistent in the pursuit of positive change on our goal to once again move towards progress and development. Let
not any adversities get in the way and hinder our will to rise again after the tragedy. Through the strong leadership of
Governor
Arthur D. Defensor, Sr. and with the cooperation of all provincial government officials, I believe that we can reclaim the stability that we
established over the past year and open new doors for potential investors.
Our equalizing task requires us to work in order for Iloilo to continue to grow into a province where its people feel valued,
where their voices are recognized and welcomed, where the populace is assisted and provided for, and where the children of tomorrow will
have a sense of security for a brighter future.
Let us work conscientiously to put together a positive and proactive team in reaching our unified goal for a better province,
prioritizing the interest of the people above all.

Message of the PPDC

he year 2013 brings lot of opportunities and challenges for the

Province of Iloilo. Opportunities in the sense that Iloilo has
started its momentum towards economic growth and development.

As one traverses to Iloilo, both city and province,

physical development is seen and felt. In the city, roads are being
improved and widened. New hotels, condominiums and housing subdivisions are
built. Government structures and facilities such port terminals, hall of justice,
capitol building are built and rehabilitated. One would complain about the
increasing traffic congestion because of the increasing vehicles plying the city
route, a clear sign of the increasing capacity of the residents to acquire private
vehicles due to an equally increasing purchasing power of the Ilonggos.
Iloilo Citys landscape has been transformed into a sleepy urban area
into a thriving metropolis.

If one has to look to the Province, there are new circumferential roads
that traverse at the periphery to make travel easy and convenient. Road
expansions along the southern, central and northern routes of the Province.
Bridges are being improved or rehabilitated. New buildings and business
establishments have been newly completed and many are under construction.
New housing subdivisions are being developed. Traffic along the provincial routes has increased, an obvious indication that economic
activity has also equally increased.
In the context of development, Iloilo City acts as service provider and Iloilo Province as food producer and human resource
provider.
Within the backdrop of Iloilos development, is the reference material, the Socio-Economic Profile or the SEF that has been
researched, collated, consolidated and printed annually by the Provincial Planning and Development Office. This SEF is provided for free to
investors, government agencies, business and private sector, non-governmental organizations and researchers who are interested to know,
learn and invest in Iloilo.
We hope that this publication, the Socio-Economic Profile of the Province of Iloilo for calendar year 2013, serves its purpose.

F. WATER SOURCES (as of 2012)

About 174 rivers and creeks traverse the entire province and these are identified as possible
sources of irrigation water. The Jalaur river basin records the highest annual flow and is considered
as the major source of irrigation water. The province has potential underground water supply, which
is mostly tapped for domestic use.

Iloilo, A beautiful province resplendent with natural wonders, rich history, and warm, engaging
people. Iloilo, they say is the heart of the Philippines. It is a small province with a big package. It
prides itself as the center of education, trade, commerce and tourism in the region. It lies in the midst
of both; air and sea traffic. From Manila, three major airlines have daily round trip flights that take
about an hour, by boat, two shipping lines have regular trips taking about 20 hours, 12 times weekly.
A relatively short trip and you are magically transported to a totally different environment. If ever, a
place could truly be called a melting pot of people and cultures, Iloilo is it.

PROVINCE OF ILOILO

Annual Provincial Profile

2013

Iloilo is a junction over which Malay, Spanish, Chinese, American cultures met in the course
of centuries. It has a colorful history that stretches back to a rich pre-colonial culture and the arrival
of the first settlers, the Malayans sometime in May 1212. Sailing across the seas from Borneo and
landing at the mouth of Siwaragan River at the southern tip of Iloilo in the town of San Joaquin. Its
modern history began in 1566 when the Spaniards under Legaspi, established their first settlement in
Oton. Christian doctrine was propagated, with the church as their house of worship and where
people acquired their first education.
Today, over 1.7 million people with distinctive cultural heritage live and work in Iloilo.
Everywhere you go, you will see many breathtaking discoveries where one is pleasantly surprised.
Images of Iloilo in the eighteenth century show manorial old houses, in their ornate facades
combined with Classical Western influences and folk art motifs. Relics and mementos of the past
abound. Mute yet eloquent, reminding everyone of Iloilos colorful past bequeathed to the present.
Wonderfully atmospheric old architecture blends harmoniously with its cosmopolitan landscape.
Peaceful climate, dynamism of the local economy, a better quality of life, rich pool of skilled
workforce, and excellent accessibility and linkages are factors that help maintained its competitive
position among other regions in attracting private investments and penetrating new markets for its
products.
Iloilo is a place of perfect balance. It is fast-paced yet relaxed. The luxuries of cosmopolitan
living in Iloilo City, the provinces capital, complement the breathtaking beauty of the great
outdoors.
Iloilo truly offers more than the usual, Culture and Arts, Destinations, World-class festivals,
Cuisine, People. Wherever you go, whatever you do, you will always enjoy the warmest and
friendliest welcome in Iloilo.
