Subject:

Waste Management Meeting with Chatsworth

Recommendation:
That the memo of Daniel Best, Chief Administrative Officer dated May 4,
2015 regarding the meeting with the Township of Chatsworth regarding
waste management be received;
Purpose:
The purpose of this report is to update Council on discussions between the
Municipality of Grey Highlands and Township of Chatsworth regarding waste
management strategies and collaboration.
Background and Discussion
On April 14, 2014 Council representation (Mayor McQueen, Deputy-Mayor
Halliday and Councillor Harris as Department Liaison) and staff met with
elected officials and staff from Chatsworth regarding waste management.
Status of the Waste Disposal Sites:
Chatsworths Sullivan Waste Disposal Site has an approximate site life of 35
years remaining. The hours of this site can be reduced and it will still
remain efficient.
Grey Highlands Artemesia Waste Disposal Site has an estimated site life of
13 years. Pending MOE approval the site will receive an additional 25 years.
Osprey Waste Disposal Site (Deactivated) has an estimated site life of 15
years. The Holland Markdale Waste Disposal Site has an estimated 67 years
site life remaining based on the average fill rate of the past 5 years.

The Chatsworth-Grey Highlands partnership has been in existence since


2007 with Grey Highlands responsible for the administration and operation
of the site. The Township of Chatsworth pays for its share of use based on
its contributions to the landfill. This percentage has varied from 28% - 70%
in recent years.
Curbside Waste:
Curbside waste from Osprey has been landfilled in the Holland Markdale site
since late 2014 for operational reasons.
Both Chatsworth and Grey Highlands expressed an interest in the possibility
of a joint RFP for collections to achieve efficiencies. Both municipalities
collections contracts end June 30th 2015, Grey Highlands will have a 1 year
extension and Chatsworth has indicated it will explore the option to also
have a one year extension so that both contracts will end June 30th 2016.
Chatsworth has been discussing changing recycling to weekly and waste
collection to bi-weekly frequency. Chatsworth has recently increased its bag
tag from $2 to $2.50. This has not resulted in increased dumping and staff
has not received complaints, the revenue impact was minimal.
Joint P&E program
Initial discussion regarding joint programming and education was explored
at a high level. It is an area where there has to be an increased level of
awareness and that the opportunity to collaborate makes sense.
Organics Collection & On-site composting
The approximate composting costs from CIF were outlined as follows:

Wind row leaf composting $20/t

Grinding yard waste & brush + $45/t comes to $65-$80/t with admin,
capital etc.

Source Separated Organics (SSO) kitchen waste can range from $150
- $300/t for enclosed aerobic or anaerobic digester operations.

Consolidating waste at one landfill will increase efficiencies by using


less cover materials.

Additional efficiencies can be explored such as shredders, compaction


bins at depot sites before final disposal / landfilling

Biodigester more information required. Currently the biodigester


cannot process waste in bags, the feed auger becomes clogged

Incineration The Durham York facility cost was an estimated $280


million and can process 140,000 tonnes annually.

Diversion Programs:
Discussion regarding additional diversion programs occurred. Further
examination will be required that would include engagement and priority
setting as these programs do have financial implications.
Exporting waste:
Examination of waste exporting was explored. In order to look at this
further, perhaps discussions with other local municipalities would be
required.
Items for Consideration:

Timelines for RFP (1 year) and P&E (12-18 months) based on Grey
Highlands and Chatsworth lining up contracts for possible joint RFP

A taskforce could be established composed of 1 Councillor & 2 staff


from each municipality to establish a collaborative approach on issues
identified and improve communication processes.
At this time, the Municipality will await the response from Township of
Chatsworth Council regarding next steps and if they will extend their
contract.

There are no financial implications as a result of the recommendations
outlined in this report.
