1.0
PURPOSE
The purpose of this document is to define the Skikda New LNG Train Project
responsibilities for the coordination of all parties involved in the inspection and test
activities, at fabrication shops and jobsite that are subject to the approval and
acceptance of the Algerian Regulatory Authority (ARA), through agencies Direction du
Patrimoine Energie et des Mines (DPEM), and National Office of Legal Metrology
(ONML).
2.0
GENERAL
The requirements of this procedure apply to the equipment, devices and material that
are subject to ARA control. These requirements do not have any effect on the
inspections required by Purchaser and any waiver by ARA is not to be construed as a
waiver of any other requirements for inspection by Purchaser or any other obligation of
the Supplier noted elsewhere in the Purchase Order.
Supplier and Suppliers sub-suppliers will be subject to inspection of all materials and
equipment being manufactured or supplied.
The Supplier shall pass on the
requirements of these DPEM inspections to all of the Suppliers contracts (purchase
orders) to its sub-suppliers. These inspections are in addition to any other inspection
or testing requirements noted elsewhere.
The Supplier will undertake to facilitate all inspections made by ARA, Client personnel,
or other third parties related to ARA or Owner, under authority of ARA, on the premises.
The Supplier further undertakes to facilitate ARAs attendance at all inspection or
acceptance tests planned or required by contract to be conducted by the Supplier or
Sub-supplier.

A Preliminary and a Final Dossier are required for all the equipment and material falling
within DPEMs scope.
For off-the-shelf, (stock) items of piping materials safety systems components,
electrical power cables or other electrical items (5.5 Kv and higher) that fall under the
DPEM criteria, the supplier shall submit a Technical File
The contents of the dossiers above are detailed in Sections 7.4, 7.5 and 7.7 of this
procedure.
All documents must be provided In French & English and in quantities shown in Section
10, and as summarized in Attachment 3.
4.0
DEFINITIONS
The definitions below refer to terms used in this procedure and are used for
convenience of reference in this procedure only. Contractual terms shall be as defined
in the Project Terms and Conditions of Purchase.
Preliminary & Final Dossier: A compilation of mandatory documents which provides a
record of quality checks performed by the Supplier throughout the design and
manufacture of the item. The Dossiers require Algerian Regulatory Authority
approval.
Direction du Patrimoine Energie et Mines (DPEM): An Algerian Regulatory Authority
Agency responsible for compliance with applicable decrees and regulatory technical
controls, and for performing independent Inspection and Witness of Equipment Test
at fabrication locations and Algerian construction Sites.
National Office of Legal Metrology (ONML): An Algerian Regulatory Authority Agency
responsible for compliance with applicable decrees and regulatory technical controls,
and for performing independent Inspection and Witness Testing of Fiscal Metering
Package at Suppliers location and Algerian construction Sites.
Quality Control Plan (Inspection & Test Plan): Purchase Order specific document that
clearly identifies in chronological and sequential order all manufacturing Inspection &
Testing requirements performed by the Supplier / Sub-supplier with facility for all
parties to indicate proposed Quality Control activities. The Quality Control Plan
identifies the witness and hold points for the Supplier, Purchaser, Owner and ARA.
Owner and ARA witness and hold points will be provided by Purchaser
Supplier Document Requirements (SDR): A listing of documents required to be
submitted to Purchaser including document submittal codes and target dates for
submittal.
Inspection and Test Plan (ITP): A Purchasers quality control form contained in
requisitions.

Originals: The supplier document that contains wet stamp, signatories and endorsed
original from which copies are made. The originals of the Dossiers shall be delivered
to the Purchaser.
5.0
RESPONSIBILITIES
5.1
Purchaser
The Purchaser (KBR) is responsible for the following:
Facilitating the service agreement between Purchaser and the relevant ARA.
Advising the Supplier of relevant ARA involvement by including this procedure in the inquiry
(request for quotation) documents.
Ensuring Purchaser Inspector performs a review of Preliminary & Final Dossier at Supplier
location prior to submittal to Purchasers home office for processing and forwarding to
ARA.
Controlling and expediting the submission and distribution of the Suppliers Preliminary and Final
Dossier to the relevant ARA and Owner.
Ensuring the Purchasers inspector performs the required activities prior to the ARA Inspection.
Issuing all inspection and test notifications to relevant ARA per Section 11.0, and confirmation of
ARA inspection activities to the Supplier.
5.2
Supplier
The Supplier is responsible for the following:
5.2.1
Identifying, in the Bid, all items, components and/or appurtenances in the scope of
supply that meet the criteria of paragraph 6.0 and, hence, are subject to ARA
involvement. This is particularly important for equipment such as compressors, control
valve actuators, hydraulic power supplies and the like that contain piping,
accumulators, filters and other components and appurtenances that are dependant on
the Suppliers design.

Submitting to Purchaser an overall schedule, including tests, within the time shown
after receipt of Purchase Order in the Purchasers SDR included in the Purchase Order.

Issuing to the Purchaser all inspection notifications for DPEM / ONML activities as
indicated in the agreed Quality Control Plan. Notifications shall be made at least 45
days in advance the tests in accordance with the production and testing schedule.
(See Section 11.0)
5.2.7
Ensuring the applicable documentation is prepared and available for DPEM inspectors
review prior to test, per Section 8.1.
5.2.8
Submitting Final Dossier to Purchaser within thirty (30) calendar days after successful
completion of scheduled works and prior to shipment.
5.2.9
Ensuring a French and English copy of each approved Preliminary Dossier is retained
for DPEM Inspectors review per paragraph 8.1.
5.3
DPEM / ONML
The DPEM/ONML is responsible for the following:

Approving the Preliminary and Final Dossier of designated equipment and materials as
indicated in the Convention (Contract).
5.3.2
Reviewing and approving Preliminary Dossier and issuing approval consent within forty
five (45) calendar days of submission.
5.3.3
5.3.4
ONML is responsible for the Independent Inspection and Witness calibration of Fiscal
Metering packages.
5.3.5
Endorsing all relevant Final Dossier documents at Suppliers facility (Documents 19, 20
& 22) during their visit.

6.0
6.1
General:
If a device (pressure container) or material is within the DPEM scope as defined below,
the supplier is notified by the inclusion of this procedure in the procurement package.
Members of DPEM will conduct an inspection or witness testing. If DPEM does not
attend, they may request the Purchaser to assign a third party to inspect or witness on
their behalf.

The characteristic number; i.e. the product of the design pressure expressed in
BarG, multiplied by the capacity expressed in Liters, exceeds the number 80.
6.2.3
Storage Tanks
The hydrocarbon, hazardous product and fire water storage tanks are within the scope
of DPEM.
The water storage tanks (other than fire water) are not subject to DPEM inspection

Tanks operating at atmospheric pressure, with direct access to the atmosphere, are
generally excluded from the scope of DPEM. Supplier is required to notify and obtain
the advice of the Purchaser for any tank designed to contain hazardous liquids which
could, under maximum overfill conditions, be subject to a hydrostatic pressure such that
the stress in any member is equal to, or exceeds, five eighths (5/8) of the elastic limit of
the material being used.

Turbines
DPEM does not witness the testing of the turbines but will witness its components that
are under DPEM jurisdiction (e.g. lube oil systems/piping systems).

Appurtenances
Supplier is reminded that electrical ancillaries, instruments, filters and interconnecting
pipe work will be subject to DPEM scrutiny if they exceed the characteristics defined in
the relevant paragraphs of this procedure.

Five eights (5/8) of the yield stress (0.2% permanent elongation) of the metal at maximum
operating temperature.
If the operating conditions are likely to cause creep of the metal, the work rate must also be
limited according to the specified temperature and service life.
6.2.9

Engines are not normally subject to DPEM scrutiny unless they drive, either directly
or indirectly, fire pumps or other essential or emergency service. In these cases
Preliminary and Final Dossiers shall be submitted.

DPEM retains an interest in emergency power supplies and other safety related
aspects such as grounding arrangements, lightning protection, interlocks etc. Details of
emergency switchboards and safety related aspects may be required.
DPEM shall attend final acceptance tests of electrical appliance to confirm compliance
with IEEE, IEC and NEMA regulations
6.2.12
Instruments
With the exception of Pressure Safety valves, instruments and instrument material are
not normally subject to DPEM inspection.
A second Algerian Authority ONML (National Office of Legal Measurement) will be
concerned only with legal measuring components or systems, such as Fiscal Metering
devices.
A.
Pressure Safety Valves are within the scope of DPEM. These valves need to be
checked for opening and closing pressures and tightness. Their primary concerns will
be the disposition of PSVs within a system, the witnessing of off-line tests and correct
installation. Design appraisal and witnessing of tests of individual PSVs in the factory
will, if at all, be limited to large, novel or particularly critical applications. Supplier shall
notify Purchaser of any non -standard items and obtain advice. The valve body shall
be classified by the criteria shown for piping materials.
Control valves that will contain potentially hazardous gasses or liquids under pressure
may also be within the scope of DPEM, in which case the above requirements for
design appraisal and testing shall apply.
DPEM shall attend hydrostatic testing of Pressure Safety Valves and Control Valves.
(Functional Test, Pressure Setting, Leak Test).

as stated in the Purchase Order or Subcontract and its attachments.
D. Certifications
Suitable internationally recognized Hazardous Area Certification shall be submitted to
PURCHASER for all explosion proof electrical instruments intended to be located in
hazardous areas.
6.2.13
The Characteristic Number, i.e., the product of the design pressure expressed
BarG, multiplied by the internal diameter expressed in mm, exceeds the number
1500.

6.2.14
Valves
Valves, other than control valves and PSVs, made in accordance with internationally
recognized Codes and Standards are considered by DPEM as pipe fittings.
For non-standard valves, the criteria laid down for Pressure Vessels in Section 6.2.2 will
apply.
DPEM shall attend hydrostatic testing of valves within its scope (body hydro and leak
test).
6.2.15
Process Pipe & Pipe Fittings (Supplier shop fabrication and field fabrication)
Pipe and pipe fittings for use in services other than steam and water are within the
DPEM inspection scope if the following three (3) conditions are simultaneously met:

Characteristic Number > 1500 (the product of the design pressure expressed in
BarG multiplied by the internal diameter expressed in mm, exceeds the number
1500)
Explosive, flammable, corrosive or toxic gases or liquids
C. Requirements for Steam and Super-heated water pipes are not applicable to the
Skikda New LNG Train Project due to the diameter of the pipe.
NOTE: Cold water pipes are not within the DPEM inspection scope.
6.2.16
Piping Specialties
Piping specialties are considered by DPEM as pressure retaining items. The criteria
laid down for pressure vessels in paragraph 6.2.2 of this procedure apply.
6.2.17
A.
Fire fighting systems are within the scope of DPEM. DPEM will appraise firewater
distribution, drawings, firewater demand calculations, the positions of hydrants,
monitors, hose-reels etc.
Fire extinguishers and other mobile or portable fire fighting devices shall also be
examined for suitability of design and construction as well as their disposition on site.
DPEM shall attend hydrostatic testing and functional testing for all fire fighting
equipment.
B.
Bottles of Carbon Dioxide, Nitrogen and other gasses are within the DPEM scope if the
following two conditions are simultaneously met:

NOTE: CO2 and N2 gas bottles are typically supplied to the Supplier direct from their
Sub-supplier, under the Suppliers responsibility, in accordance with the specification
provided. Supplier shall submit Preliminary and Final Dossiers in accordance with this
procedure. When the DPEM Engineer visits site and reviews the dossiers, they will
stamp the bottles alongside the supplied serial number, manufacturer name and date of
manufacture. These stamps are required to enable refilling of the bottles in Algeria.
C. Fire Extinguishers (with parts having a capacity greater that five (5) liters) are within the
DPEM scope if the following two (2) conditions are simultaneously met: (Ref Decree 90245, Article 2, item 5)
The product of the design pressure expressed in BarG, multiplied by the capacity
expressed in Liters, exceeds the number 80, or if the capacity is greater that one (1)
liter, the product is ten (10)
D. Fire & Gas Detection Equipment (in Plant Safety Dossier) gas, flame, smoke, cold
and heat detectors and alarms shall be subject to DPEM approval. Location
drawings and details of each detector type deployed shall be submitted.
The fire and gas system logic, panels, and data transmission is subject to DPEM
review.
6.2.18
DPEM shall attend functional tests of Fire and Gas Detection systems.

Flowline pipelines that connect either the wellhead to the center for hydrocarbon
gas processing or separation and processing centers to the re-injection facilities, or
the separation centers to the flow main centers (C.P.C).

For package units, skids and systems, the Supplier is to review the individual
components to see if they fall under DPEM regulations, if so, each individual item
requires a Dossier.
The Supplier shall supply KBR with a detailed list of each individual component and
their characteristics that relate to DPEM criteria for that type of equipment (ex.: design
temperature and pressure, flow rate, volume and size).
7.0
DOCUMENTATION SUBMITTALS
This Section details documents to be prepared and submitted by suppliers,
subcontractors and/or the contractor, and the general sequence of submittal. (See also
paragraph 10.0 and Attachment 5)

Preliminary Dossier
Supplier shall prepare Preliminary Dossier in accordance with this document and
submit to Purchaser. The Purchaser will check the Dossier and submit to DPEM for
approval.
Preliminary Dossier for items relevant to DPEM involvement is to be submitted to the
Purchaser preferably 6 weeks after purchase order / sub-order placement but no less
than 50 calendar days prior to commencement of fabrication of the relevant item.
Purchaser shall submit the Preliminary Dossier to the DPEM for approval on the
Suppliers behalf. Purchaser shall also expedite the required approval and inform the
Supplier when this has been obtained.
The Preliminary Dossier shall be composed of the documents mentioned below.
The Preliminary Dossiers shall be separate to the Final Dossier and shall be complete
with a cover sheet (per Attachment 1) and an index with clearly indicated section
dividers containing the relevant document number, indicating selected contents.

The above Dossier, once completed per sample Attachment 1, shall be sent in
accordance with Purchase Order SDR to Purchasers Document Control Center, who
shall submit them to the relevant parties.
The Supplier shall not proceed with fabrication activities before obtaining DPEM
approval. Time frame for approval, including transmission period is 7 weeks after
receipt of the Preliminary Dossier by the Purchaser who checks it and sends it to
DPEM. After this period the Purchaser shall authorize the Supplier to commence
fabrication in the absence of a DPEM reply.

For equipment description (Section 4) for reactors, columns, heat exchangers, air

the DPEM model (Attachment 1, Document 4) shall be used.

Preliminary Dossier at the Supplier / Sub-supplier location to ensure correct
compilation prior to submittal to the Purchaser.
12. If changes to the work are made after approval of the Preliminary Dossier, for
example, item tagging, or instrument manufacturer or model number, a revised
dossier must be submitted in the same manner as the original.
13. The requirements for endorsement and stamping by the Chamber of Commerce,
Department of State or other such entity prior to stamping by the Algerian
Consulate vary from country to country. PURCHASER advises the Supplier to
verify the requirements in their country as soon as possible. In some areas the
Supplier may find a document authentication service provider to obtain the
endorsements and stamps.
7.5
Final Dossier
The Supplier shall prepare a Final Dossier in accordance with this procedure as per
Attachment 2. The Final Dossier is separate from the Preliminary Dossier and shall be
completed with a cover sheet (Attachment 2) and an index, with clearly indicated
section dividers containing the relevant document number, indicating section contents.
The Final Dossier for relevant items of DPEM involvement is to be submitted to the
Purchaser within 30 calendar days after successful completion of scheduled works and
prior to shipment.

The Purchasers assigned inspector will review the Final Dossier at the Suppliers
location on successful completion of scheduled DPEM test activities to ensure correct
compilation prior to submittal to Purchaser.
Provide a Table of Contents (if more than one volume, each volume shall have Table of

Model 21, (Att 2, Doc 20) Note: only the French version is required to be
affixed to the pressure vessel.
Section 21 Test Certificate (Att 2, Doc 21) (2 originals in English and 1 French)
signed by attending DPEM or his delegated representative, Purchasers &
Suppliers Inspectors. For electrical equipment, identify the tests that were
conducted. (See paragraph 8.2.6) This form is Not Applicable if the only test
required for the equipment is a hydrostatic test which is evidenced by
Attachment 2 Document 19. (See paragraph 9.0)
Section 22 Copy of DPEM Pro Forma nameplate (French) for Heat Exchanger
equipment DPEM Model (Att 2, Doc 22) Note: only the French version is
required to be affixed to the heat exchanger.

To facilitate approval, the Supplier shall prepare a Technical File containing the
documents listed below as appropriate, and send them to the Purchaser. All
documents must be provided in French & English.
Section A A letter of request for approval of the Technical File (Attachment 1
Document 1). Supplier to complete and insert (2 originals in English &
French).
Section B Certification by the Chamber of Commerce of the Fabricators or Stockists
Signatures and Algerian Consulate Stamp (Att 1, Doc 2) (2 originals in
English & French). Requires endorsement and stamping by Chamber of
Commerce or State Dept. & Algerian Consulate. This document is the
Suppliers responsibility for completion including the signature of the local
Chamber of Commerce and the stamp of the nearest Algerian Consulate to
the place of fabrication.
Section C Certificate of Conformity and of Internal and External Inspections (Att 1,
Doc 3) (2 originals in English and French). It requires endorsement and
stamping by Chamber of Commerce & Algerian Consulate. This document

All Hydrostatic Tests Pressures to be a minimum of one and a half (1.5X) times
the Design Pressure.

8.1.2
For all inspections, Supplier shall make available for Purchasers & DPEM inspection,
the complete inspection, test records and certificates, whether witness or nonwitnessed.
8.1.3
The Supplier shall also have available a copy of each approved Preliminary Dossier (for
the DPEM Inspector).
8.1.4
If the results of the test are satisfactory, DPEM Inspector (or his delegate) witnessing
the testing shall sign the test certificates (Document 18, 19 and/or 21), jointly with
representatives of Purchaser and the Supplier. The DPEM Inspector shall then stamp
the inspected equipment.
8.1.5
In the event or non-reply or non-arrival of DPEM Inspector to the location of tests, these
shall be carried out as scheduled in the presence of Purchaser and the agreed
assigned Suppliers Third Party Inspectors. The test results shall be submitted to
Purchaser then forwarded to DPEM for review and approval.
8.2

Supplier shall affix the Standard Code Stamped Nameplate for ASME or TEMA code
(as required). Additionally, Supplier is to affix a DPEM model Nameplate, in French, in
accordance with Attachment 2 Document 20 or 22 on all pressure-containing
equipment in accordance with the Purchase Order, and as follows:

Character and stamping to be preferably 6mm high but not less than 4mm high
with a depth of 0.5mm.
The DPEM Nameplate (French) is to be stamped by the DPEM, for equipment that
has been witnessed by DPEM.
Electrical equipment > 5.5 kV that has been involved with the DPEM does not
require the French nameplates.
10.1
Quantities
Documents identified for submittal to the Algerian Regulatory Authorities shall be

Format
The Preliminary Dossier, Final Dossier, Technical File and Safety Dossier are all
separate and shall be in hard cover 3 or 4 ring binders.
Provide a general Table of Contents. If more than one (1) volume, each volume shall
have a Table of Contents.
These Dossiers shall have section dividers and numbered accordingly. Each section
shall have a title page. If a section is not relevant to a particular item of material or
equipment, the divider shall be included and the title page shall be annotated Not
Applicable.

The Purchasers ARA Liaison coordinator, on receipt of the notifications from the
Supplier, will forward to the relevant ARA the request for Inspection per Attachment 4.
The relevant ARA will confirm their intention on the indicated inspection at least
fourteen (14) calendar days prior to the defined inspection date, Purchasers ARA
Liaison coordinator will relay it to the Supplier at least seven (7) days prior to Defined
Inspection date with a copy to Purchasers Project Quality Control Manager.
In the event of a non attendance reply from the ARA, the Purchasers ARA Liaison
coordinator may instruct the Supplier to assign a third party inspector to perform
activities on behalf of ARA on the schedule date.
The PURCHASER assigned third party inspector will not stamp nameplate on behalf of
the ARA.

Supplier will submit Preliminary Dossiers per paragraph 10.1.1 or 10.1.2 to the
Purchaser Document Control Center at least fifty (50) calendar days before
commencement of fabrication.
The Purchaser will transmit one French or one (1) bilingual original to DPEM for
approval at least forty five days before commencement of fabrication.
The Purchaser will retain one English or one (1) bilingual original and 2 French copies
for records, the Client will receive 1 English and 1 French or 2 bilingual copies via the
Purchaser.
DPEM will fax approval of the Preliminary Dossier to the Purchaser.
Purchaser will provide an electronic copy of the DPEM approval to the Supplier.
