PROJECT

DETAILS

Route 202
Sewer Expansion

Potential Future Phases:

Phase 2 - High School area (if approved)

PHASE I - FINNS HILL

TO TOWN CENTER
May 2015

Phase 3 - East State Street / School

Street area (if approved)

Eliminates contamination of
public water supply wells!

2.5 miles of sewers between

Finns Hill and the Town Center area.

Future opportunity to connect

the school site and School Street area.

Streets planned to be sewered:

West State Street (7,220 feet, portion)
Kellog Street*
Leo Drive*
Smith Drive*
Ken Lane (635 feet)
Crescent Street (1,210 feet, portion)
Common Street (600 feet)
West Street (3,445 feet, portion)
*Disconnect leach eld; connect to
proposed Crescent Street sewer

Bacteria detection has occured in

ve of the seven public water supplies

in the last 10 years
- affects quality of drinking water
and can cause health related

issues.

The source of this continuous

problem is the proximity of septic
systems and leach (drain) elds
to the public water supply wells.

For residents or small businesses,

many septic systems will be difcult
and/or costly to repair or replace $20-35,000

PHASE I
TOWN CENTER AREA
PROJECT BENEFITS

Eliminates public health issues in

the Town Center area NOW
Allows for future expansion
Substantially eliminates aging or
marginal septic systems
Stops pollution of local groundwater
Reduces potential impacts to
sensitive resources
Maintains priority habitats for rare
species
Protects public health resources
from contamination
Keeps drinking water supply wells
clean

HOW WILL THIS

PROJECT
AFFECT THE TOWN?

The project is also forward-looking:

- sized to allow for future
expansion
- much larger area than just the
Town Center
Provides means to cost effectively
address septic problems outside the
service area
Economical alternative to the need
for a solution at the school site
Protects the value of homes
Reduces annual costs to
operate and maintain High School
wastewater system

Why Now?

FINANCIALS

This problem has been ongoing and will only get worse!
The town applied for State Revolving Funds (SRF) to help fund this project
Selected by the State for 2015 construction funding.
Programs are updated annually - If the project is not funded
by June 30th we will lose state funds this year.
This project is sequential. Phase 1 must be completed prior to any other
projects, like the school site.
This project is also eligible for federal grants and loan funds, which are
subject to availability.
Takes advantage of some of the lowest borrowing rates in history.

FUNDING OPTIONS

A committee reviewed all funding options and determined that the best alternative
is to have homeowners pay their share and also have the town tax base pay for the
common costs of the project as the sewer system provides a community benet.

FINANCIAL IMPACT

The project is proposed to be funded partially by both the lot owners in the area of the
sewer system and by the town tax base.

Estimated Project Cost: $8,468,000

- Approx 10% federal grant
- 88% state & federal low interest loans
- 2% town borrowing
Estimated cost outside of sewer area
Estimated cost inside sewer area
- $18,0991 lump sum betterment2 fee per EDU3
- Or $1,452 annual payment per EDU at 5% over 20 years4
- Plus estimated tax increase above
Does not include the cost of connecting to proposed sewer
Betterment: a special property tax that is levied when property within a project area receives a special benet or advantage
3
EDU = Equivalent Dwelling Unit - roughly equal to a single family home
4
Flexible terms up to 20 years
