15 INITIAL INCIDENT DESCRIPTION / NARRATIVE:

[On 05-01-2015 at approximately 1800 hours I was working uniform bicycle patrol
as 2E84 with my partner Officer Myers #7601. We were detailed to the May Day
anti-capitalist protest at
(17
Broadway). Bicycle
Officers were instructed to deploy in protective gear because of the likelihood

of violence from protesters towards Police. During the protest, protesters took
to the street and participated in an unpermitted march around Capitol Hill.
While escorting protesters around Capitol Hill, I heard Officers advise
protesters were throwing rocks and bottles at them, attempting to block
Officers paths with various objects such as road signs, trash cans, and road
barricades. I also observed many of them wearing mask in an attempt to conceal
their identity, carrying heavily weighted backpacks, and yelling anti-police
chants.
While the march was traveling southbound on Broadway approaching E Howell St,
Officers called for more backup. Once we arrived on scene, Officers advised
there was an Officer that had been injured and was going to need immediate
medical aid. Officers set up a bicycle fence line so they could create space
between the injured Officer and the violent protesters. Officer Myers and I
participated in the bicycle fence line and ordered protesters to move back.
While on the bicycle fence line, I could see protesters throwing objects at
Officers. Blast balls were deployed by various Officers to create distance
between protesters and Police to minimize the risk of injury to Officers.
After the blast balls had exploded, I observed one of the protesters pick up a
rubber piece of the blast ball and throw it towards Officers ultimately hitting
Officer Myers. Once there was a safe distance between Officers and protesters,
I asked Officer Myers if he had been hit with a blast ball remnant. Officer
Myers said he was unsure if he was hit with the remnant, but he was struck by
cement rock on his chest, which was thrown by one of the protesters. Officer
Myers showed me the piece of rock he was struck by and I would estimate it to
be a 2 inch by 2 inch piece. Officer Myers did not sustain any injury from the
rock because of the protective equipment he was wearing during the protest.
Officer Myers did not see who threw the rock at him, he only knew it was thrown
from the north of his location.
Officer Myers later took pictures of the rock and uploaded them to DEMS.
Officer Myers packaged the rock so it could be submitted into evidence.

Sgt. Dyment. We were assigned to the May Day anti-capitalist march that formed
up and started at the
located at Broadway Ave E and E
Pine St. This march is historically an extremely violent march where they
protest against the police, assault police, and cause major property damage.
They dress in all black, mask up and hide their faces, and carry riot batons,
other weapons and explosives.
This unpermitted march/protest was starting the same way with protestors
gathering at the
, dressed in black with their faces covered for
anonymity, carrying large wooden riot batons with small black flags on them.
They also had wrenches, machetes, sling shots, rocks, explosives, and bottles
that they carried and either used or attempted to use against the police. The
gathering happened at approximately 1800 hours.
The protesters marched in the streets, disobeying all traffic and pedestrian
signals. They chanted and yelled, primarily about their hatred for the police.
After a while of marching the group of protestors became violent. It required
the police to use blast balls and OC "pepper" spray to move the crowd away from
the officers.
The crowd was moving SB on Broadway Ave E. Sgt. Dyment ordered our squad to
form a line with our bicycles on Broadway Ave E, South of E Howell St. We rode
in a double column to a pre-designated area. We all yelled "Move Back"
numerous times to everyone around us and in front of us.
Officer A. Bass #7588 was riding in the double column. He yelled "Move Back"
numerous times as he rode SB on Broadway Ave E. A male, later identified as
91), turned toward Officer Bass and intentionally
blocked his path. He then moved toward Officer Bass who was riding that
direction, attempting to carry out an order given by Sgt. Dyment to create a
line.
ran into Officer Bass, causing Officer Bass to be thrown down to
the ground with his bicycle. Officer Bass and other officers were able to
contact and gain control of
and place him under arrest without incident.
Officer Bass complained of injury to his right wrist. He was unable to ride
his bicycle or perform his duties as an officer. He said it hurt to move it.
He stated he gave
loud commands to move back and that
appeared to
intentionally ignore those commands.
was placed into a waiting prisoner transport van and transported back to
the West Precinct.
Officer Bass was taken to the hospital to be seen for his wrist injury.
was booked into KCJ for Felony Assault on an Officer RCW: 9A.36.031 and
