Daniel,
When I was a little boy (I am now a senior citizen) living in Rotterdam, the Netherlands,
we had a Metro that would travel about every 10 minutes. We then also had trams that were
normally always on time. Part of the Metro was built on a viaduct or overhead rail loop.
Just consider a rail loop going down the middle of Queen Street where the centre is already used
for parking, and so a few pillars wouldnt alter that much but would certainly be a lot cheaper
then tunnelling underground. Actually some other streets could be used likewise to have a Metro
going overhead rather than underneath of the ground. If Rotterdam can achieve this more than 50
years ago one has to ask why is Victoria so long behind the times?
If you expect senior citizens to travel by public transport then surely you need to make the
system suitable for them. I recall I had 2 concession Myki cards, being one for myself and one
for my wife, and they were somehow deactivated even so our moneys is still on it. I purchased
another card at 7-112 store but didnt get a concession card. So now I have 3 useless cards. And
you expect us to rely upon public transport when you cannot even get it right to ensure our Myki
cards are reinstated?
That brings me to another point. Can you finally organise that not every Jan, Dick and harry is
using speed signage to slow down traffic to 40 kilometres an hour and that every sign used must
be with a VicRoad issued number. Here I am quite relax driving within the 40 kilometre
indicated speed zone, while other drivers are passing by. Driving for kilometres I never found
any end speed limit sign nor saw any roadworks in progress. It seems someone had put up the
signage some time ago and just forgot to remove it. That is why likely other road users, aware of
the sign being left behind, ignored it. The danger is that if there had been any work commenced
then drivers would be endangering others. We had in Bell Street, Coburg, about 2 years ago
traffic banked up for kilometres, this because at peak hour part of the road was closed off for
pouring a concrete drive way. Well, the property is now overgrown with weed, as it is still
vacant. Now ask yourself how absurd this was to block peak hour traffic to create a driveway for
a property still vacant today?
Also drive around and you find those removing trees or removalist transporting furniture, etc, all
parked half way onto the road with speed signs limiting the speed to 40 kilometres an hour. A
major road is partly blocked off because some people are working on a nature strip in a side
street. And on and on it goes. As such, anyone who wants to park illegal just put out some
markers and a speed reduction sign and well who gives a darn about peak hour traffic banked up
in the process! This egoistic unreasonable blocking of traffic should stop.
In my view anyone desiring to block a road should first obtain permission from VicRoads and set
out the signage intended to be used and for what purpose, etc.

Again, I am a senior citizen and merely voice my observations as to how much is unduly
obstructed by egoistic ignorant people.
If then they leave a sign behind causing undue obstruction then using the sign number (issued by
VicRoad) can ensure they (who left it behind) can be fined.
And, when will the government become safety conscious and deal with having roads ith GPS
speed limits? This means that when a person applies for a road reduction sign to be authorised at
a certain road VicRoads can then upload this on it signalling and other GPS system so motorist
can see on their dashboard mounted GPS system the applicable speed limit.
I do not keep a track of when there is a school while perverts may do so, and I view it is absurd
to have signs ab out speed limits during school times, when you do not even know when a school
is on or not. I like the lighted 40 kilometre signage because it stands out when it is applicable.
Regretfully due to the maze of signage on buildings, etc. most speed signs are difficult to be
seen, at times hidden by new tree growth, and so a driver losses concentration to observe other
road users when trying to find the ever changing speed signs. Clearly the Government
contributes to endangering the lifes of other road users by the difficulty to be aware of the
relevant speed signs in an easy manner.
And this is also with the mainly yellow trailers standing everywhere flashing road warning but
often, far too often, advertisements of merchants. In my view any trailer with a VicRoad message
should have mounted on it a VicRoad sign so a driver can recognise instantly it is a VicRoad
notification. I noticed what at Northland, as an example, within about 50 metres there were 4
yellow trailers with advertising. How on earth can a drive be expected to know which if any if
the electric signs are VicRoad or just advertising? It in my view is a danger to road users to have
such signs all around the roads. In my view any such trailers should be approved for usage by
VicRoads so it can also determine if signage of a merchant may obscure or prevent a road user to
be aware of VicRoad notifications. People cannot just stop in the middle of the road to try to
analyse 3 or 4 signs which one if any is from VicRoads. Perhaps the yellow colour for trailers
should be limited to VicRoad usage of signage only? Then again when driving on the freeway
seeing 4 or 5 trailers and each in the dark but one working. Meaning those not working had flat
batteries. Why is no one checking them as if taxpayers are paying for the hiring cost then surely
they should be working? After all why would VicRoad have those trailers at cost (of taxpayers) if
the message is not important to be seen? In the overall with ordinary advertising signs the
addition of electronic trailer signage makes it extremely difficult, when driving to notice speed
signs. This needs to be addressed so the amount of signage is kept within a reasonable number as
to avoid speed signs not to be lost in the process.
I recommend you look at the Dutch Metro system in Rotterdam, such as at Zuidplein, and you
may find it is an interchange hub worthy of having. Public transport is only useful if it serves the
purposes of those needing to use it. Using overhead Metro rail line may be less obstructive for
traffic, and cheaper, and in the overall better for the public.
