Management of Fresh Water Resources

Krishnkant Shukla, Senior Technician Member

In this paper, the author highlighted the integrated approach for management of fresh water resources, river
basins, water-saving devices and rainwater harvesting, and also the efficient water use techniques in
agricultural field.
INTRODUCTION
The management of fresh water resources can broadly be
categorized as follows:
Integrated approaches to management of river basins.
Water saving techniques and rainwater harvesting.
Efficient water use techniques in agricultural field.
RAINWATER HARVESTING
Rainwater harvesting is the accumulation and deposition
of rainwater for reuse before it reaches the aquifer. The
various uses include water for garden, water for livestock,
water for irrigation, etc. In many places, the water bodies
are collected and then redirected to a deep pit with
percolation. The harvested water can then be used as
drinking water as well as for storage and other purposes
like irrigation.
BENEFITS OF RAINWATER HARVESTING
Rainwater harvesting provides an independent water supply,
and during regional water restrictions and in developed
countries, it is often used to supplement the main supply. It
provides water when there is a drought, prevents flooding
of low-lying areas, replenishes the ground-water table, and
enables dug wells and bore wells to yield in a sustained
manner. It also helps in the availability of clean water by
reducing the salinity and the presence of iron salts. The
numerous uses of rainwater are given hereunder:

Used as a natural resource and reduces flooding, storm

water runoff, erosion, and contamination of surface water
with pesticides, sediment, metals, and fertilizers.
Used as a source of water for landscape irrigation with
no chemicals, such as, fluoride and chlorine and no
dissolved salts and minerals from the soil.
It acts as a simple one to install and operate and also
reduces the water bill.
It promotes both water and energy conservation.
No filtration system needed for landscape irrigation.
Saving can be made to the tune of 44 000 kl by reducing
intake river water.
Saturate the drying aquifers of TML and surrounding
areas.
Rainwater received at the catchment areas in upper and
lower portions are shown in FIGURE 1 and FIGURE 2,
respectively indicating the water reached at ground level
through available holes.
QUALITY
The concentration of contaminants is reduced significantly
by diverting the initial flow of runoff water to waste. Improved
water quality can also be obtained by using a floating drawoff mechanism (rather than from the base of the tank) and

by using a series of tanks. The stored rainwater may need

to be analyzed properly before use in a way appropriate to
its safety.

This paper was presented and discussed at the Technical/Seminar

Session held concurrently with the Twenty-first IEI Convocation
and Technicians'/Students' Convention at Thiruvananthapuram on
October 19, 2013.

The quality of collected rainwater is generally better than

that of surface water. Contamination is always possible by
airborne dust and mists, bird excreta and other debris. Some

treatments are, thereafter, necessary, depending on the

usage of this kind of water.
RAINWATER HARVESTING BY GROWING FRESH
WATER FLOODED FORESTS
Rain water harvesting is possible by growing fresh water

flooded forests without loosing the income from the used /

submerged land. The main purpose of the rain water
harvesting is to utilize the locally available rain water to
meet water requirements throughout the year without
investing huge capital. This can facilitate the availability of
uncontaminated water for various usage including domestic,
industrial and irrigation purposes.

Report on Twenty-first IEI Convocation and Technicians/Students Convention

Organized by the Kerala State Centre of IEI, the Twentyfirst IEI Convocation and Technicians/Students Convention
was held at Thiruvananthapuram during October 19-20,
2013. The central theme of the seminar, which was held
concurrently with the apex function of Technicians/Senior
Technicians /Students Convention was Emerging and
Sustainable Technologies for Continued Growth. The
theme was contemporary and apt too. Altogether 1911
(Summer 2012: 883 and Winter 2012: 1028) candidates,
who passed Sections A & B examinations in ten engineering
disciplines during the year 2012 and 18 (Summer 2012: 12
and Winter 2012: 06) students of Postgraduate Diploma
Examination in the same year were given the certificates
in person as well as in absentia. A large number of
Technician/Senior Technician members, students of
engineering colleges/polytechnics students chapters
attended this mega event. The apex function was presided
over by Mr Ashok Kumar Basa, President-elect of IEI.
Mr Sisir Kumar Banerjee, Vice-President of IEI and Prof
(Dr) K Venkatasubbaiah, Chairman of All-India Technicians
Committee graced the occasion by their presence, besides
council members and a large number of corporate members
representing various parts of the country.
The Convocation was started with a ritual invocation
followed by the Welcome Address delivered by Prof
S Radhakrishnan, Chairman, Organising Committee of this
apex event.

Dignitaries standing on the dais at the time of invocation

In his address, Prof Radhakrishnan reminded the graduates

that they were lucky enough in getting two luminaries as
Chief Guest and Guest-of-Honour of this event of IEI. Mr
Ashok Kumar Basa, Present-elect, then delivered his
Presidential Address.
The Convocation was held at the auditorium of
Visvesvaraya Bhavan, Thiruvananthapuram where Dr Raju
Narayanaswamy, Secretary to Government of Kerala,
Department of General Administration (Sainik Welfare) was
the Chief Guest at the Inaugural Function on October 20,
2013. Addressing the gathering, Dr Swamy expressed his
hearty thanks to organizers for extending him a wonderful
opportunity to interact with the budding engineers, who
would be the leaders of this nation in future days. He
underscored the need to uphold truth and humanism in the

engineering profession. The education received from the

portals of this august institution will be absolutely
meaningless, if the education does not stand for humanism,
for tolerance, for adventure of ideas and also for search for
truth, opined Dr Narayanaswamy. Quoting Swami
Vivekananda, Tagore, and many other great souls of this
country, the address was an eye-opener for the budding
engineers. You are standing at such a moment, at the cross
roads of your own career and it is up to you to take a solemn
oath to ensure that the tryst with destiny does not turn into
a tryst with destitution. Let not the locusts of despair destroy
the harvest of Indias freedom. Let us do our little bit to
ensure that the dream of the Father of the Nation- to wipe
every tear out of every eye- is realized at least to a certain
extent. I am afraid that education is such an awakening,
an awakening to the problems of the common man on the
street, an awakening to the realization that you can do your
little bit to the service of humanity, to the service of the
community of which you are a
part. For what sunshine is to
flowers, education is to
humanity. Strewn along the
pathway of life, the good that
it does is inconceivable,
opined Dr Narayanaswamy.
Let me, therefore, appeal to
you in my own humble way to
be not only good engineers,
but also good citizens who will
make your mother land proud.
Dr Raju Narayanaswamy
delivering his address

The Chief Guest then presented the Institution Trophies to

the Jamshedpur Technicians Chapter (in absentia),
Durgapur Technicians Chapter (in absentia), and Nashik

promoting the advancement of engineering education and
research in the country. Finally, six prizes, which were
adjudged by the panel of Judges on the first day for
presenting their papers in the Technicians/Students
Convention were also given away by Dr Narayanaswamy.
Mr Ashok Kumar Basa, President-elect of IEI, addressed
the gathering after exhorted the newly admitted graduates.
The Institution of Engineers is the only multidisciplinary
professional engineering body in the country embracing 15
engineering disciplines and various Fora. At present,
i t imparts engineering
education through selfstudy in ten engineering
disciplines. There are a
large number of students
who are unable to pursue
full time course due to their
employment but are
enterprising enough to
achieve their career
Mr Ashok Kumar Basa delivering objectives through selfhis address
study and appear in the

engineering. The Institution has been providing the unique

opportunity to them for learning and qualifying the courses,
Mr Basa said. Dwelling on the theme of the seminar, Mr
Basa observed that current models for implementing
technological innovation to support economic and social
progress were falling short of the challenges presented by
an increasingly complex and resource-constrained world.
He then opined that engineers should have greater role to
play on resource-efficiency in public debate regarding
rebound effects or other negative side effects. Finally, he
made a fervent plea to all engineers present on the occasion
to rededicate themselves for the cause of advancement of
engineering profession in general and imbibe ethical
standard in their functioning so as to provide a strong
foundation of the progress of engineering to build our
advancement in future days in particular.
Mr M Chandra Dathan, Director, Liquid Propulsion System
C e n t r e , I n d i a n Sp a c e R e s e a r c h Organisation,
Thiruvananthapuram was the Guest-of-Honour on this
occasion. While delivering his thought-provoking
Convocation Address, Mr Chandra
Dathan congratulated the
Institution for providing an
alternative but very less expensive
mode of technical education to
weaker sections of the society, who
were otherwise not getting the
opportunity to the formal education
system. He appealed to all passout
students to love their work and
Mr M Chandra Dathan
work should be by their choice and
delivering his address
not by compulsion. We lack in hard
work. We have high potential, good intelligence, skill and
blessed with natural resources. Inspite of this, our growth
is not at par with any other developed countries, observed
by Mr Chandra Dathan. He opined that every individual
should have an ethics and value of life. Community should
have also value of life. He then appealed to all that the
natural resources blessed to us be made sustainable and
any new design in engineering or any product adding
comfort level to our life should not harm the existing ecology
or system and also vigorous attempt be made so that under
any circumstance we should not pollute the environment.
New systems which are being developed should be based
on the availability of existing resources, he opined.
