manufacturers/suppliers for the purchase of Off-Line Training Software/Simulator for Turning &
Milling as given below:

A set of tender documents containing detailed specifications including terms and conditions
for the purchase of Off-Line Training Software/Simulator for Turning & Milling -22 Seats is attached
herewith as Annexure-I.
You are requested to fill up the tender document strictly as per the enclosed format. The
specifications of the item offered by you must be indicated against our required specifications.
Last date for receipt of tenders duly complete in all respects is 23rd December, 2014 before
11.00 A.M. The technical bids shall be opened on the same date at 2.00 P.M. in the presence of the
tenderers or their authorised representatives.

TECHNICAL SPECIFICATIONS-TRAINING MODULE FOR CNC MACHINING
Programming and Training Software-Class Room Version up to (1 Teacher + 10 Students
for Turning & 1 Teacher + 10 Students for Milling):
The training module would be complete software training solution for CNC Machining. The
program has to be prepared, tested and simulated in the same way as working on the control
itself. The same function and handling as on the machine control ensure that a CNC program
generated with this software has to run on the machine. Therefore this software has to be the
ideal completion for further education and training and on an economical machine use.
The software would be a multimedia training program that teaches all the basics of modern
CNC technology and would have a teaching format that can make complex concepts easy to
grasp and learn. It should have interactive dialog feature that allows trainees to progress at their
own pace. Views should be displayed using attractive 2-D graphics and 3-D graphics for tools,
workpiece and clamping device, animations and videos, taking the work out of learning and
making lessons memorable. The software design should be such that the course can be taken
either on a PC or via an internet.
The training module software must be a multimedia training software. Through working on a
specific project with a practical aim, the user must receive realistic, step-by-step training on
programming CNC machines effectively. It could be supported with live examples/projects.
The software would allow the user to complete training at all the essential workstations and
produce all the required work pieces, from work piece diagrams and programming sentences to
manufacturing parts.
Most importantly it must be suitable for CNC milling and turning machines with Fanuc Oi/
Siemens 810D/ Heidenhain TNC 426 controller types and / or above these versions. The
software must be able to run independently, especially on PCs without machines.
Simulation Software:
The software would be an optional part of the training module educational concept on basic of
PC, with the aim of learning the operation and programming of a certain CNC-machine
control. With this additional software in the training module there must be a possibility to
install more control surfaces on one PC.

-2Console (Hardware):
The system must have a digitizer or the control keyboard (accessory with interchangeable key
modules for the respective control type) that could make the operation easier and brings a
higher didactic value by its similarly to the original control. The external training console
designed for milling and turning machines, including base unit and changeable keypad, may
have a USB interface.
The use of a control keyboard enables maximum conformity with practical situations. The
control key board must be compatible with the supplied Training Module and Software. Details
on any kind of hardware lock must be furnished separately. The replacement cost, if any, must
be quoted in the commercial bid.
The distributor is free to suggest their alternative solution provided the ultimate aim of
complete training solution is not compromised.
Didactic Software:
The interactive didactic software would be user-friendly, efficient and must extremely secure
all-round solution for computerized teaching at any level. The educational software may be
able to
- Broadcast and share any screen to the whole classroom
- Allow or deny the use of appointed applications
- Lock workstations
- Prepare for class, teach your students, evaluate their work and control their usage in
one simple solution
- Works well in an interactive whiteboard environment
PC Compatibility: OS-Windows 2000, Windows XP Professional, Windows 7; CD ROM
drive; TCP/IP network
Additional Information:
The distributor must be a reliable and a professional partner for all subjects concerning the
proficient CNC training tailored trainings for the perfect programming and operation of the
machines.
Furthermore the distributor:
- Has to be located in India
- Offers a local (in India) service
- Offers a local (in India) spare parts logistics
- Should have at least three existing users of the same training system in India.
TERMS & CONDITIONS:
01. The Technical & Commercial tender/quotation should be submitted separately in triplicate.
02. The rates quoted should be on F.O.R. destination basis.
03. The tender/quotation should remain valid for 90 days from the date of opening of the tender.
04. The tender/quotation should be made in lumpsum price separately for any/each item.
05. In case available on DGS&D rate contract, please attach valid Registration Certificate.

-306. 90% Payment shall be made after delivery and installation, commissioning, successful trial,
functioning & training of the offered item at CIHT, Jalandhar and remaining 10% in one
month subject to final acceptance of stores. The party will have to deposit a Performance
Bank Guarantee equal to the 5% amount which will remain valid till Warrantee period.
07. (a) The tender/quotation must accompany demand draft/pay order amounting Rs.60,000/(Rupees Sixty Thousand only) in the name of the Principal Director, Central Institute of Hand
Tools payable at Jalandhar towards lumpsum amount of Earnest Money (Refundable). The
Earnest Money must be attached with the Technical Bid. The same will be forfeited, if
the execution of the order is not made in time. The offers without Earnest Money Deposit
will be considered as unresponsive and will be rejected.
(b) Parties registered with DGS&D or NSIC under Government Store purchase programme
are exempted from the payment of Earnest Money. A photocopy of the valid Registration
Certificate must be attached with the Technical Bid.
08. The Principal Director, Central Institute of Hand Tools, Jalandhar does not undertake any
responsibility for non receipt/loss in transit or late receipt of tenders and also reserves the
right to reject any or all the tenders either in part or full without assigning any reason thereof.
09. The tender/quotation should be duly sealed and addressed to The Principal Director, Central
Institute of Hand Tools, G.T. Road, Bye Pass, Opp. Shaheed Bhagat Singh Colony, Jalandhar
City as TENDER/QUOTATION FOR THE PURCHASE OF OFF-LINE TRAINING
SOFTWARE FOR TURNING & MILLING-22 SEATS and should reach this office
latest by 23rd December, 2014 before 11.00 A.M. The Technical bids shall be opened on
the same date at 2.00 p.m. in the presence of the tenderers or their authorised representatives.
10. The Purchase Committee has the right not to accept the lowest rates quoted by the suppliers/
manufacturers without assigning any reason.
11. Non fulfilling of any of the conditions, the tenders/quotations are liable to be rejected.
12. The decision of the Purchase Committee shall be final and binding on all the parties.
13. Conditional, late, incomplete and telegraphic tenders or tenders without earnest money shall
not be accepted.
14. The tender documents can also be downloaded from Website: eprocure.gov.in and the party
will have to pay Rs.500/- by means of demand draft at the time of submission of tender.
15. The manufacturers/suppliers should clearly mention about the following points:
