No hurry, Im thinking long term.

Once we run the routes for a year, I want the drivers tell me where we can automate.

I didnt want to turn Oakland upside down on July 1. It turns upside down all by itself and I dont
want to help it !

Actually, if we had that information. We want to reroute some time in the long time future.. and
wed do our best to route around street sweeping..

We learned in the Oro Loma Sanitary district when we tried it.. its very difficult, and not perfect, but
we can match it up to our best ability..

Can you get us the information on street sweeping days, and well compare.

Its generally an effort, but in 2009 I had 45000 day changes.. which might have skewed our mapping
with/against the street sweeping days.

I only asked because normally, collection providers try to route collection so that it doesnt happen
on the street sweeping day or vice versa and just wondered whether that was a standard practice.

I am not certain, but the parked cars along the same side of the street as our carts implies to me
that they are not on the same day. I will mention to our operations team the need for drivers to be
mindful of keeping carts out of the road on street sweeping days. We do NOT want to prevent street
sweeping from doing their job.

Hi Wanda,
I spoke with Jeff about this customer. He had a lengthy phone call with Mr. Patton a few months
back about cart placement. From Jeffs perspective, Mr. Patton will always believe there is a

problem with WM and our service no matter what we do.

Our drivers are all trained to return carts to where the customer placed them. The photos attached
by Mr. Patten shows orderly carts, with closed lids, placed close together against the curb. I would
agree that carts on against the curb get in the way of street sweeping, but the cars parked down the
street imply to me that it is not a street sweeping day.

We will continue to work with our drivers to insure carts are placed where they were found after
service, but I am not optimistic we can satisfy Mr. Patton. Based on Jeffs previous communication
with this customer, I also dont believe a call from WM will make him feel any differently about the
issue.

Best,
Rebecca

Coming your way Ill have the SR entered shortly. A small handful of folks are looking very closely

at your performance. The sentiment is that if they pay more they should get better service. Whether
or not requests or complaints are always reasonable, we have to get drivers and staff to do their
best to adhere to established standards. Simple things like returning carts to the curb can make all
the difference in the world to our residents and will keep us from tying up staff time dealing with it.

Below is a list of addresses, dates and even the truck number and description of the driver who is
responsible for a good bit of this complaint. I will need a formal response of something substantial
to tell the PW Director, the City Council and the Mayor who are watching these issues as they come
up very closely and expecting a favorable answer.

Thanks.

Ms. Redic, Ms. Levin;

I am very troubled to see the same problems with Waste Management recurring. Their
practice of leaving Waste Management cans in the public street after pickup just doesnt
seem to pass into history.

On April 3, 2015 and again on April 18, 2015, the Waste Management driver emptied the
cans and did not put them back when he found them. Today, I personally witnessed this
practice at 2207 E. 33rd Street. The truck number he was driving today,April 18, 2015, was
520073.

The driverwas a short, Latinomale in his late 40s with black hair. I did not take his picture
today for fear of some sort of retaliation. As a matter of fact, this is the SAME driver that I
previously reported last year doe doing the exact, same thing.

It is a testament to the inefficient, negligent, and disinterested management that their driver
can violate the terms and conditions of theWM contract with the City of Oakland with
impunity.

The photos above are all from today, April 18, 2015.

Please advise.

Mayor-elect Ms. Libby Schaaf, Mr. Noel Gallo, and Ms. Brooke Levin;

My neighbors and I live in District 5.

On the first and third Fridays of the month, we are scheduled forstreet sweeping and our
Waste Management pick up is also on Fridays. The WM drives are habitually leaving the
garbage, recycling, and yard waste bins in the street after pick up. This blocks access for the
City of Oakland street sweeper. I have reported this to WM five (5) times in the past year
and one-half. They only make worthless promises and never implement a solution.

We are PAYING FOR STREET SWEEPING, but are not getting our neighborhood properly
cleaned.I am requesting that both of you directly contact Waste Management and make it
clear that their practice of blocking street cleaning needs to stop.

Today, I went around to multiple households and removed the cans from the street and
placed them on the sidewalk before the street sweeper arrived. I am disabled.

The photos are from November 7th and November 21st our two street sweeping days this
month. Also pictured is the WM recycle truck on November 21, 2014.
