because the fourth criteria is hard to monitored, so BMKG
supress tsunami warning (current passing sms) only based on
that 3 criteria.
consequently , there is an occurrence whereby messages
tsunami potential has been issued, but it turns out not formed
tsunami.
so, this tsunami potential warning only be issued after the
earthquake happened
