Job chart to the various Government officials in purchasing of
paddy from the Farmers for the Minimum Support Price.
Pursuant to the orders issued by the Government in G.O.Ms.No.23,

consumer Affairs Food and civil supplies (cs-I) Department,


Dt.25.tt.20L4 and other Government Orders the following instructions
are prepared for the guidance of various Government officials to perform
their rolls effectively.

The paddy purchase operations pertaining to Rabi season under


KMS 20L4-L5 are to be commenced from this month i.e., April 2015.
The specifications of the Government in respect of Paddy purchase
Operations are reiterated in brief are as follows

farmers will be done through online only.

Functions of the Officials:

Joint Director, Aqriculture:

To estimate the crop yield to be arrived from the farmers.

To identify the locations for arrangement of Paddy Purchase Centers


(PPCs) as per arrivals of the paddy with reference to paddy crop
sown by the farmers.

To create awareness about Quality among farmer's and through


farmers' clubs regarding MSP rates contemplated by the
Government to get remunerative prices by the farmers and to
mobilize them due to sell their paddy at PPCs.

To entrust the quality supervision of paddy procured at PPCs to the


AOs/AEOs in their jurisdiction, in order to avoid quality complaints
from the Rice Millers.

To Provide Computers, Printers, UPS & Internet Connection at each


RMG operated Paddy Purchase Centers for Online Procurement.

Project Director, DRDA:

To identify eminent and experienced V.OS/IKP groups centre-wise


along with sub-committee members as per locations identified by
the District Administration and keep ready them in all aspects for
procuring the paddy from the farmers.

To impart relevant training to the IKP groups with the CRPs of other
district s who have enough knowledge in procurement of paddy
(Nalgonda/Warangal etc., districts)

District Manaoer, APSCSCL:

. To procure and supply Banners indicating the KMS 2014-15


purchases and FAQ Quality Parameters to all the PPCS.

required stationery and printed books/formats for

facilitating the same to IKP groups/PAcs well in advance.

To arrange required number of gunnies at PPCS well in advance and


to supply the same until completion of procurement.

Appointment of Gunny Transport Contractor for transportation of


gunnies from storage points to PPCS from time to time.

Appointment of Paddy Transport Contractor for transportation of


paddy from PPCS to designated Rice Mill.

To monitor onllne payments to farmers to the extent of paddy


purchased by the IKP g roups/PAcs/Others.

To collect the MoUs from the IKP groups/PACS and designated rice
millers well in advance as per the terms and conditions
contemplated by the Commissioner of C.S., and VC & N4D.,
APSCSC., Hyd.

The APSCSCL., shall nominate as State procurement agency and it


shall act as facilitator among all departments and co-ordinates and
monitors this item of work in all aspects with all departmental
officials and non-officials like IKP qrouos.

District Supplv Officer:

To appoint the staff at PPCS and flnalize the PPC locations in


consultation wlth the JD-Agriculture / PD-DRDA / DCO / DM,
APSCSCL/RDOS/AD Marketing etc., communicate the same to all
the departments duly obtaining the relevant orders of the District
collector in this regard. He assigns the specific duties to the
various departmental officials who take part in procurement of
paddy for smooth completion of procurement.

Qbtain the bank guarantees and agreement from the Rice Millers
well in advance before allotting the PPCS to each Rice Mill.

. To identlfy the rice mills and to tag on to each PPC for


transportation procured paddy from PPCS to rice mills for
underta king custom milling.

To prepare the action plan on daily basis to transport the paddy


from PPCS to designated rice mills in co-ordination with Paddy
transport Contractor and IKP groups/PAcs, division wise to the AG
POs/GPAs concerned.

To gear up the procurement staff to assist the agencies and other


officers and to put them as Joint Custodians for the stocks moved
to the designated rice mills duly obtaining the appropriated orders
from the lC & EOED., for smooth completion of procurement

To prepare the action plan to complete the CMR deliveries from the
designated rice mills to FCI., as per rules to the extent of paddy
transported to the designated rice mills.

Revenue Divisional Officers/Tahsildars:

To regulate the paddy arrivals at PPC centers in order to avoid the


over crowd at PPC centers through their field functionaries like
RIs/VROs.

. To arrange wide publicity among farmers through

posters/pamphlets supplied by the Marketing department and by


use of beat-of-tom-tom in respect of all villages where the paddy
crop grown by the farmers.

To assist in procuring the additional space from the private godown


owners etc., if necessary.

To supervise locally and to resolve all kind of problems arose at


PPCs

during procurement operations.

. To mobilize the local political leaders to take part in


procurement for smooth functioning of PPCs to
maximum benefit by the farmers through Government.

Area Ma,naqer, FCI:

o To prepare the action plan to accept the CMR deliveries from the
rice millers simultaneously on par with the Mill-levy rice delivered
by the rice millers strictly in accordance with the rules contemplated
by the State Government.

To arrange adequate space at FCI godowns to accept the

CMR

deliveries from the rice millers as per Action Plan.
