Law director resigns; mayor to offer position to Knueve

DELPHOS Delphos will
have a new law director and another open spot on council.
City Law Director Clayton
Osting announced his resignation
on Tuesday, citing health problems.
I am on a 90-day medical
leave and Im not recovering as
fast as I thought I would, Osting
said. The city needs someone
able to be there. There are things
that need done and Im unable to
to do that at this time, so Im step-

Mayor Michael Gallmeier
announced Ostings resignation
on Wednesday afternoon as well
as that of 1st-Ward Councilman
Andy Knueve.
Gallmeier said he was going to
offer the city law director position
to Knueve today.
Once I received Claytons resignation, I talked to Andy and he
said he would be willing to take
the position if needed. Im going
to ask him to do that Thursday,
Gallmeier said Wednesday evening.
Osting has offered assistance
to Knueve should he accept the

position.
I will help Andy as much I
can, Osting said. He will be a
good fit and keep some continuity
for the city, which is good.
Knueves position on council
will be filled by the Allen County
Republican Party in accordance
with Ohio Revised Code R.C.
731.43. The Allen County GOP
will need to appoint Knueves
replacement no sooner than four
days and no longer than 45 days
after his last day, which was
Tuesday. After the 45 days, if no
one is appointed, council can then
appoint someone.

DELPHOS Students take tests
all the time and the usual reward
is the score they receive. More
than 60 students at Jefferson High
School took a test and received
a passing grade as well as nearly
$6,000 to spend for their school.
The students took part in the
Google-sponsored Made With

Code program and took a 15-hour


Khan Academys class Intro to Java
script. Google offered $100 for
each student that completed the 35
challenges in the course.
The students worked on it in
and outside of school, Jefferson
High School teacher Missy
McClurg said. I found the program at the E-Tech Conference
I attended several months ago. I
asked other teachers to join me and
I had a great response. The kids

really did the work.

the endeavor and the money was
spread out for their various projects, including decorations and
other items for prom and equipment to start a Wildcat weekly
news broadcast program, including
a camera, video editing software

through Donors Choice to start
a school spirit store at the high
school and was awarded $2,000 to
purchase a cash register, bar code
reader, software, a laptop and other
equipment to start the store. The
transitions and personal finance
classes will operate the store.

Ohio House passes revised 2-year, $71.5 billion state budget

COLUMBUS The Ohio House passed a
two-year, $71.5 billion budget Wednesday that
overhauls many of the governors tax policies,
adds more money for schools and revises some
of his health care policies.
The sweeping spending blueprint, which
funds state operations for the two years beginning July 1, was approved on a 63-36 vote. The
massive measure now goes to the Senate for
consideration.
The legislation contains a smaller state
income tax cut than what Republican Gov. John
Kasich had pitched in his spending blueprint,
while leaving untouched the continuance of his
Medicaid expansion.
Majority Republicans in the House removed
major elements of Kasichs tax proposal from
the spending bill, including increases on certain business and sales taxes, along with higher
taxes on cigarettes and oil and gas drilling, that
were intended to fund an income tax reduction.
Representatives want to create a commission to
study such potential tax changes.
Kasich had wanted to use part of the money
from the tax increases to cut the state incometax rate by 23 percent over the next two years,
to a top rate of 4.1 percent by 2017.
The House plan proposes a 6.3 percent
income tax cut beginning in tax year 2015.
That would lower the top rate to just below 5
percent. It also would make permanent a small
business tax reduction passed last year.

House Finance Chairman Ryan Smith, a


Bidwell Republican, said the bill leaves more
money in the pockets of Ohioans while promoting business growth. Its going to take Ohio to
a better place.
Rep. Denise Driehaus of Cincinnati disagreed, contending the spending plan is out of
line with residents priorities.
We made some progress, but there remains
so many missed opportunities in this budget and issues that went unaddressed, said
Driehaus, the top Democrat on the House
Finance Committee.
Republicans tabled Democratic amendments
to target the income tax cuts to those in the middle class, give Ohio companies the first crack
at state contracts and boost money for local
governments.
The vote for the budgets passage was mostly along party lines. But three Cleveland-area
Democrats supported the measure, while five
Republicans opposed it.
Through a spokesman, the governor questioned the House approach while expressing
confidence legislative leaders would come
together on a plan to strengthen Ohio.
Restrained, responsible budgeting has
helped get Ohio back on track, which is why the
governor is so troubled by the House budget,
spokesman Rob Nichols said in an email. Their
spending increases and rosy budget projections
threaten the progress Ohio has made in the past
four years and the rejection of tax reform is a
missed opportunity that, if allowed to remain,
would erode our improving economic climate.

The increases in Kasichs sweeping tax


package drew widespread opposition from business groups and state representatives, though
the Ohio Chamber of Commerce and Ohio
Manufacturers Association have signaled support for the changes the House made.
The House also revisited Kasichs education
formula and added about $270 million to the
governors proposed school foundation funding. The governors proposal gave less money
to more than half of public school districts due
to changes intended to better reflect a districts
capacity to raise revenue.
While the House plan did not alter the governors expansion of Medicaid, Republicans
added provisions to strip the ability of Ohios
Medicaid director to determine eligibility for
the program in the future and require the state
to seek federal approval to allow for health
savings accounts.
Several GOP lawmakers expressed concerns
about the budgets inclusion of funding for the
expanded Medicaid program.
Just the taste of that, just the odor of
that gave me a real problem in considering
a yes vote, said Rep. Ron Young, a Leroy
Republican. Still, he said he believed the
bill would improve the state as a whole and
praised the removal of what he described as
growth-killing tax increases contained in
Kasichs proposal.
State Rep. Nickie Antonio, a Lakewood
Democrat, urged fellow legislators to let the
Medicaid expansion stand as it is currently and
not create barriers to health care.

man charged with the theft of
a large amount of bulk hose
from Eaton Aeroquip in 2007
and 2008 entered a guilty
plea Wednesday in Van Wert
County Court of Common
Pleas to fifth-degree felony theft. Paul Grandsko, 39,
had originally charged with
third-degree felony aggravated theft, but the charge was
reduced in exchange for the
guilty plea. Other terms of the
plea agreement were not disclosed during the hearing, but
Judge Kevin Taylor reminded
Grandsko that his plea agreement would require him to
repay more than $36,000.

DELPHOS Alfreda E.
(Fritz) Wieging, 80, of Delphos
passed away on Wednesday at
St. Ritas Medical Center in
Lima.
She was born Oct. 10, 1934
in Delphos to Raymond and
Florence (Geise) Lindeman,
who preceded her in death.
She was united in marriage
to William J. Bill Wieging
on June 16, 1956, who preceded her in death on April 17,
2009.
She is survived by three
sons, Rick (Sue) Wieging of Madison, Indiana, Bob (Lorraine)
Wieging of Elida and John (Jill) Wieging of Cincinnati; four
daughters, Joan Wieging of Zachary, Lousiana, Terry (Dean)
DeMarco of Elyria, Carolyn (Joe Adamo) Wieging of Delphos
and Judy (Randy Hines) Wieging of Delphos; nine grandchildren; two great-grandchildren; a brother, Norbert Lindeman
of Delphos; two sisters, Ruth (Joe) Ottenweller of Hoagland,
Indiana, and Helen Remlinger of Delphos; and a brother-inlaw, Carl Wieging.
She was also preceded in death by a sisters-in-law, Pat
Lindeman and Ruth (Mel) Wrasman; and brother-in-law, Bill
Remlinger.
Alfreda was a nurse for the Delphos Memorial Home for
over 20 years. She was a member of St. John the Evangelist
Catholic Church and Eagles Lodge 471. She was a 1952 graduate of St. Johns High School and a graduate of St. Ritas
School of Nursing. She was an avid reader and enjoyed doing
crossword puzzles, playing cards and jigsaw puzzles but most
of all she enjoyed spending time with her family and friends,
especially at Lake Wilson in Michigan.
Mass of Christian Burial will begin at 9 a.m. on Saturday
at St. John the Evangelist Catholic Church, the Rev. Dennis
Walsh officiating. Burial will be at a later date in Resurrection
Cemetery.
Friends and family may call from 2-8 p.m. on Friday at
Harter and Schier Funeral Home, where there will be a parish
wake to begin at 8 p.m.
Memorial contributions may be made to St. Johns Parish
Foundation or St. Ritas Hospice.

Rekart passed away at 9 a.m.
Tuesday at his residence in
Delphos.
He was born on June 26,
1922, to Joseph and Ellen
(Wannemacher) Rekart. Both
preceded him in death. On Oct.
26, 1946, he was united in marriage to Mary Lou Best, who
preceded him in death on Nov.
21, 2002.
Mr. Rekart was a member of
St. John the Evangelist Catholic
Church. He was a member of
the Delphos Eagles Arie 471,
a lifetime member of VFW
Post 3035,and life member of
American Legion Post 268. He
was a charter member of the
Delphos Country Club. Bill
was a man who truly enjoyed
sharing his life experiences thru
his stories with his family and
friends. He enjoyed golfing,
playing poker and was an avid
Chicago Cub, Notre Dame and
Blue Jay fan.
Bill served in the United
States Air Force during World
War II and received a Purple
Heart, several Air Medals and
Battle Star Awards as a radio
operator/gunner aboard a B-24
bomber, called the Happy
Hangover. He participated in
the D-Day invasion. He was
shot down over Berlin on June
21, 1944, where he was a POW
for 11 months. On Feb. 2, 1945,
with Russian troops closing in,
the Germans were forced to
move over 10,000 P.O.W.s in
what became known as the
86-day-long Black March.
On May 2, 1945, British troops
liberated the prisoners and the
war was soon ended.
Bill retired in 1990 after
42 years of service at National
Manufacturing Company as a
sales representative.
Survivors include five
sons, Dr. Michael L. Rekart of
Vancouver, British Columbia,
Patrick W. Rekart of Bangkok,
Thailand, Richard T. Rekart of

Houston, Texas, and Thomas


K. (Jennifer) Rekart and
Paul E. Rekart of Delphos; a
daughter, Mary F. LeValley of
Delphos; nine grandchildren,
Emma Rekart, Edward Rekart,
Emily (Steve) Roessner, James
Rekart, Gina (Mike) Knott and
Kelsey (Cory Schnipke) Rekart
and Chase, Ian and Quinn

SPENCERVILLE Ted M. Hirn, 58, of Spencerville, died
suddenly Tuesday afternoon at his residence.
He was born Oct. 5, 1956, in Lima to Clarence Robert Bob
and Mary Ellen (Vielkind) Hirn Sr., who preceded him in death.
On June 3, 1995, he married his best friend and true love
LaDonna J. Donna Rice, who survives in Spencerville, along
with four children, Michael P. (Stephanie) Hirn and Brandon J.
Hirn of Lima, Shannon Groh of Elida and Amanda (Allen) Long
of Wapakoneta; six grandchildren, Christopher Groh, Sean and
Ryan Cook, Wallace Long, Bella Groh and Audrey Long; and
six siblings, Clarence Robert Bob (Marie) Hirn Jr. of Delphos,
Joseph E. (Toyoko) Hirn of Cincinnati, Thomas F. (Betty) Hirn
St. of Lima, Gerald J. Jerry (Carol) Hirn of Ohio City, James
T. (Sandy) Hirn Sr. of Spencerville and Maureen A. (Greg)
Wells of Spencerville.
He was preceded in death by three siblings, infant Charles
Horn, Rosemary Wells and Michael Hirn.
Funeral services will begin at 2 p.m. Friday at Thomas E.
Bayliff Funeral Home, Spencerville, Pastor Tom Shobe officiating. Burial will be in Spencerville Cemetery.
Friends may call from 4-8 p.m. today at the funeral home,
where a Firemans Memorial Service will be held at 7:45 p.m.;
and after noon on Friday.

Elida FFA Greenhand Quiz Team placed fourth out of 122 schools in the State FFA Career Development Event. The contest is an online quiz that test students knowledge

Association (OEFFA) will host a 60-minute
webinar, Pain Management on Organic Dairy
Farms at 1 p.m. May 5.
During this webinar, participants will learn:
How to recognize signs of pain in animals;
The impact of pain on animal well-being and production;
Pain management approaches within the
guidelines of the National Organic Program;
and
Case study examples of farm pain management.

3 tablespoons Worcestershire sauce
2 tablespoons tomato paste
1 tablespoon yellow mustard
1 teaspoon garlic powder
Kosher salt
2 teaspoons liquid smoke
Heat the vegetable oil in a medium pot over medium heat. Add the onion and garlic and cook until
the onion is golden, 6 to 7 minutes. Add the tomato
sauce, 1 cup water, the vinegar, ketchup, brown sugar,
molasses, Worcestershire sauce, tomato paste, mustard, garlic powder and 1 teaspoon salt. Bring to a
boil, then reduce the heat to medium low and simmer
until the onion is tender, about 15 minutes. Stir in the
liquid smoke. Strain the sauce, pressing on the solids
to extract any liquid. Makes about 1 quart.

Pull-Apart Bacon Bread


12 bacon strips, diced
1 loaf (1 pound) frozen bread dough, thawed
2 tablespoons olive oil, divided
1 cup (4 ounces) shredded mozzarella cheese
1 envelope ranch salad dressing mix
In a skillet, cook bacon over medium heat for 5
minutes or until partially cooked; drain on paper towels. Roll out dough to 1/2-inch thickness; brush with
1 tablespoon of oil. Cut into 1-inch pieces; place in a
large bowl. Add the bacon, cheese, salad dressing mix
and remaining oil; toss to coat.
Arrange pieces in a 9x5-inch oval on a greased
baking sheet, layering as needed. Cover and let rise in
a warm place for 30 minutes or until doubled.
Bake at 350 degrees for 15 minutes. Cover with
foil; bake 5 to 10 minutes longer or until golden. Yield:
1 loaf.

I have never been to Wrigley Field, though it would be
nice if I could ever get there.
Just like I would like the chance to get to Fenway Park
but likely never will.
As you might have guessed from some of my writing
in Metcalfes Musings I still find it a catchy and quite
appropriate title because one never knows what will strike
my fancy and result in a mention, not even I sometimes! I
have an affinity for the traditional.
What I mean is I like the environment, the feel, the
aura if you will, of old-timey stadiums like Fenway and
Wrigley Field.
They are many times referred to as cozy, as almost warm;
nice places to watch a game.
Maybe some of the new fields of play especially like
a Camden Yards can also be described that way and they
are somewhat traditional but to me, the elder statesmen
of Major League Baseball ballparks are still ahead of the
game.
Maybe it is nostalgic: they remind me and Im sure
many of the teams fans of simpler times, when things
werent so complicated.
Case in point: I remember when home runs, runs batted
in, batting average and earned run average were what every
young fan of the game knew from a players bubble-gum
card.
Now its WHIP, BABIP and other anagrams of the minutest details that only Harvard and MIT mathematicians and
baseball junkies that live, breathe, eat and drink it (we only
used to play and listen to it) could love and know.

Blue Jays fall in wind and rain at Bath

BATH TOWNSHIP Mother Nature


has been like a 10th man on the field to
battle this spring for area baseball teams.
Rain, wind and extreme cold conditions made it feel more like football
weather than baseball as St. Johns fell to
Bath 6-4 Wednesday night.
The Jays offense was hot right
off the bat as leadoff hitter Austin
Heiing roped a single to center but
was cut down attempting to steal
second. Buddy Jackson continued
his torrid streak at the plate with a
2-out double, only to be stranded in
scoring position.
Bath led off with a home run by
Dillon Burkholder over the left-field
fence for a quick 1-0 lead off Blue Jay
starter Troy Elwer. The freshman pitcher
was making his first career varsity start
for the Jays and nerves may have been
a factor in surrendering the dinger as he
retired the next three Wildcats in order.
St. Johns was retired in order by
Wildcat starter Chase Clark in the second
inning as the Jays bats were cooled off.
Elwer surrendered a leadoff single to
Andrew Renner in the bottom of the
inning but again regained his composure
by getting the next three Bath batters out
on pop outs.
Leadoff hitters continued to have
success on the chilly evening as Aaron
Reindel started the Blue Jay third with
drive to the left-field fence for a 2-base
knock. It started to sound like a broken
record but a leadoff hit was wasted as
the next trio of batters were sent back

to the dugout to numb the offense as the


Jays stranded another runner in scoring
position.
Bath hit three doubles in their next
at-bat to score three runs, opening up a
4-0 lead.
The first three batters for St. Johns in
the fourth inning got aboard as Eric Vogt
singled, Jesse Ditto doubled and Jacob
Youngpeter walked. The Jays were unable
to score as Clark maintained his
shutout, getting a fly out and a
ground out.
The Wildcats pushed across
two more runs with two outs in
the home half of the inning with
a pair of hits to extend their lead
to half a dozen.
As the Jays did the night
before against Minster, they
began to mount a comeback
against a sizeable lead when Heiing
reached with a single and Seth Linder
walked. St. Johns loaded the bases for the
second straight inning on a Jackson walk
with no outs. Unlike the previous inning,
St. Johns broke up the shutout when Vogt
grounded out to third to score Heiing.
Youngpeter drove in the second run with
a 2-out single, reducing the deficit to 6-2.
Elwer continued to be as cool as a cold
bath in his first start, sending the Wildcat
batters down easily 1-2-3 to allow the
Jays offense to turn into the comeback
kids for the second straight contest.
The Blue Jays loaded the bases for
the third time in the seventh inning with
walks by Vogt and Ditto along with a
Jackson single to chase Clark from the
mound. Cam Clark came on in relief
and hit Youngpeter with a pitch to score
Jackson as the Jays trailed 6-3 with no

outs. Clark got a big strikeout but walked


Josh Warnecke to force Vogt in, cutting
the Wildcat lead down to a pair of runs.
The Wildcat reliever earned the save with
his second strikeout and a ground out to
freeze the rally by St. Johns.
Dillon Burkholder led the Wildcats
with a pair of hits and scored three runs.
Chase Clark pitched 6-plus innings to earn
the win for Bath (6-7, 1-4 WBL).
Heiing had three hits for St. Johns
as the team reached double digits in hit
totals for the second straight night with
11. Jackson, Vogt and Reindel each added
two hits. Jacob Younpeter knocked in two
runs for the Jays.
Elwer pitched 5 1/3 strong innings
before tiring in the sixth inning. Slate
was effective again in relief, retiring both
batters he faced.
With the loss, St. Johns falls back
to the .500 mark with a 6-6 record.
Their next game will be on the road at
Spencerville Friday afternoon (first pitch
5 p.m.) in a game postponed from April 7.

Judge OKs 65-year deal over


NFL concussions; could cost $1B

PHILADELPHIA A federal judge has approved a settlement
agreement that is expected to cost the NFL $1 billion over 65 years
to resolve thousands of concussion lawsuits.
NFL actuaries project about 6,000 of the leagues nearly 20,000
retired players could someday develop Alzheimers disease or
moderate dementia over the life of the deal approved Wednesday
by a federal judge in Philadelphia. The average individual award
would be about $190,000.
Awards could reach $1 million to $5 million for those diagnosed in their 30s and 40s with Parkinsons disease or Lou
Gehrigs disease, or for deaths involving chronic brain trauma.
The benefits process could start this summer but any appeal
would delay all payments indefinitely.
What matters now is time and many retired players do not
have much left, said plaintiff Kevin Turner, a former New
England Patriots and Philadelphia Eagles running back who has
Lou Gehrigs disease.
The league has been dogged for years by complaints that it long
hid the risks of repeated concussions to return players to the field.
Senior U.S. District Judge Anita B. Brody approved the settlement after twice sending it back to lawyers over concerns the fund
might run out. The negotiators did not increase the original $765
million plan but agreed to remove that number as the cap.
The settlement approval, a week before the NFL draft, ends a
nearly 4-year legal fight. Critics contend the NFL is getting off
lightly given annual revenues of about $10 billion.
But a trial could have delayed the financial awards and medical
testing for years, plaintiffs lawyers Christopher Seeger and Sol
Weiss said.
With over 99 percent participation, it is clear the retired player
community overwhelmingly supports this agreement, the lawyers
said in a conference call.
The deal means the NFL may never have to disclose what
it knew when about the risks and treatment of concussions.
However, the NFL has acknowledged the concussion epidemic
publicly, changing protocols for evaluating injured players during
games and launching an advertising and social media campaign to
promote safe play at all levels of football.

NFL suspends Hardy for 10 games

NEW YORK The NFL suspended


defensive end Greg Hardy for 10 games
without pay Wednesday for conduct detrimental to the league after concluding there
was credible evidence he roughed up his
former girlfriend nearly a year ago when
he was a member of the Carolina Panthers.
Hardy, who joined the Dallas Cowboys
as a free agent on a 1-year, incentive-laden
deal, was notified Wednesday of the decision in a letter from Commissioner Roger
Goodell. Hardy plans to appeal.
Goodell cited sufficient credible evidence that Hardy engaged in conduct that
violated NFL policies in multiple respects
and with aggravating circumstances. His
assault case had been dismissed in a North
Carolina court because his accuser refused
to cooperate with prosecutors but an NFL
investigation concluded that Hardy used
physical force against Nicole Holder in at
least four instances.
The net effect of these acts was that
Ms. Holder was severely traumatized and
sustained a range of injuries, including
bruises and scratches on her neck, shoulders, upper chest, back, arms and feet,
Goodell wrote. The use of physical force
under the circumstances present here,
against a woman substantially smaller
than you and in the presence of powerful,
military-style assault weapons, constitutes
a significant act of violence in violation of
the personal conduct policy.
The 26-year-old Hardy was on the
commissioners Exempt List last season
and did not play for Carolina, although he
was paid his $13.1 million salary. He was
suspended under a policy that was revised
after the league was widely criticized for
its handling of a domestic violence case
involving former Baltimore running back
Ray Rice.
This suspension is something that
we anticipated prior to Gregs signing
and we respect the commissioners ruling, Cowboys owner Jerry Jones said
Wednesday in a statement. Our organi-

work closely with Greg and with the
league to ensure a positive outcome.
After what the NFL called an extensive
2-month investigation led by Lisa Friel,
who recently was hired by the league to
oversee such probes, it was determined
that Hardy would be suspended under
any version of the personal conduct policy
or its predecessors.
The NFL also concluded that Hardy
failed to provide complete and accurate
information to investigators and members
of the league staff.
The league said Friels investigation
involved interviews with witnesses and
experts; a review of hundreds of pages
of court records, documents and exhibits, photographs, police reports, medical
records; and reports and opinions of medical experts retained by Hardys attorneys
and by the NFL office.
Hardy and his legal counsel, along with
representatives of the players union, met
with NFL staff and investigators on March
4. Hardy and his attorneys also met on
March 10 with independent investigators,
when, the league said, he had the opportunity to discuss and respond to questions
about the events.
Holder was not interviewed by the
league.
Goodell also directed Hardy to have a
clinical evaluation conducted and, should
counseling or treatment be recommended,
Hardy will be expected to comply.
Hardys suspension will begin on Sept.

games, the offseason workout program,
organized team activities, minicamps and

In Libyas anarchy, migrant


smuggling a booming trade
CAIRO (AP) Libyas chaos has
turned it into a lucrative magnet attracting migrants desperate to make the dangerous sea voyage to Europe. With no
central authority to stop it, business is
booming, with smugglers charging ever
more as demand goes up, then using the
profits to buy larger boats and heavier
weapons to ensure no one dare touch
them.
Its a vicious cycle that only translates into more tragedies at sea.
With each rickety boat that sets off
from Libyas coast, traffickers rake in
hundreds of thousands of dollars. So
assured are they of their impunity that
they operate openly. Many even use
Facebook to advertise their services to
migrants desperate to flee war, repression and poverty in the Middle East and
Africa.
And they are armed to the teeth, often
working with powerful militias in Libya
that control territory and hold political
power.
One coast guard officer in Sabratha, a
Libyan coastal city that is a main launch

point for smugglers boats headed to


Europe, said his small force can do little
to stop them. Recently, he heard about a
vessel about to leave but refused to send
his men to halt it.
This would be suicidal, he told The
Associated Press, speaking on condition
of anonymity for fear of retaliation from
the powerful traffickers.
When you see smugglers with
anti-aircraft guns mounted on pickup
trucks on the beach, and you have an
automatic rifle, what are you going to
do?
If any one factor explains the dramatic jump in illegal crossings into Europe,
its Libyas turmoil since the 2011
civil war that ousted longtime dictator
Moammar Gadhafi. As the boat traffic
increases, so do the horrific disasters.
Over the weekend, a ship packed with
migrants capsized off Libya, leaving at
least 800 dead, the deadliest shipwreck
ever in the Mediterranean. At least 1,300
people have died in the past three weeks
alone, putting 2015 on track to be the
deadliest year ever.

During his rule, Gadhafi struck deals


with Europe to police the traffic, helping
to keep the numbers down. In 2010,
some 4,500 migrants made the perilous crossing from North Africa to
Italy, the vast majority departing from
Libya, according to the EU border agency Frontex.
In 2014, that number spiraled to more
than 170,000.
By comparison, just under 51,000
took the second-most-popular smuggler route into Europe in 2014
from Turkey into Greece and the
Balkans. That was about the same as
in 2008.
European authorities have been
scrambling to find ways to deal with the
crisis. One proposal is to fund camps
in countries bordering Libya to house
migrants before they reach its coast.
Italian Defense Minister Roberta Pinotti
said Wednesday there are contingency
plans for military intervention against
smugglers in Libya and that Italy is
willing to lead an operation if it gets
U.N. backing.

Sea lion pup gets ride back to sea


FORT BRAGG, Calif. (AP) A healthy sea lion pup that
was returned to the sea by deputies after waddling a quarter-mile
onshore seemed to be staying in the waves on Wednesday at
least for now, officers said.
Theres no reports of him running down the street or anything, Mendocino County sheriffs Capt. Greg Van Patten said.
Deputies patrolling Highway 1, just south of Fort Bragg, spotted an animal moving slowly in dark, dense fog on Sunday. They
discovered it was a sea lion pup, measuring 2 1/2 feet long and
weighing about 20 pounds with a tag attached to its front flipper.
The animal believed to have met humans previously
through a stay in a marine-animal rehabilitation project
seemed happy to have come across the deputies.
He kept coming up to them, like a pet dog, rubbing against
their legs, Van Patten said.
Officials contacted the Marine Mammal Center in the San
Francisco Bay Area, and officials there identified the pup from
its orange tag as having been released from a marine mammal

rehabilitation center in Southern California.


On Sunday, it climbed into the back of the patrol car, and
deputies took some pictures with their new friend, including one
of the sea lion wearing a seat belt, before driving it back to the
ocean. Center spokeswoman Laura Sherr said its likely the pup
previously had been emaciated, rehabilitated and released.
She warned that the public should never touch or try to rescue
a stranded sea lion. The animals can be aggressive and if threatened will bite, she said.
A record number of stranded sea lions and seals have been
rescued along the Northern and Central California coast this year.
Scientists say warmer coastal waters are forcing nursing mothers
in the Channel Islands or Mexico to head out farther for food,
leaving behind their young for too long.
The animals included many emaciated and dehydrated pups
along with a young sea lion that was spotted in March hopping
through an almond orchard a mile from the San Joaquin River in
Central California.
