PROBLEM SOLVING STRATEGIES


1.

Assaults
a. Use proactive high visibility patrolling and investigative info for arrest and identification
purposes. (ACT, SWAT East Bike Patrol, MCTF)
b. Use various media conduits to inform the community on recent or lingering crime trends and
best practices for self and property.
c. Ensure that all officers are conducting thorough investigations to assist in developing M.O.
information on known and unknown suspects which will also enhance the chances of a
successful prosecution.

2.

Car Prowl
a. Ensure that officers are trained and are processing crime scenes to the best of their abilities
via use of evidence kit equipment and evidence technician skills.
b. Maintain and enhance the communication between our Auto Theft Detectives, officers and our
community.
c. Ensure our CAU Detectives are coordinating, communicating and collaborating with Patrol
officers and community.
d. Use local and Department media to keep community informed.
e. Ensure stakeholders such as our KC Prosecutors are kept abreast of our repeat offenders.

f. Use Precinct/Department and state DOC resources to identify and apprehend known
criminals.
g. Provide Best practices for vehicle/home owners. (CPTED)

3.

Trespass
a. Ensure proper enforcement of enforceable areas.
b. Conduct CPTED information to residences and businesses that would like to know more
about or sign up their areas of interest for the trespass program.
c. Confer with other City departments regarding the enhancement of the Sit & Lay areas of the
East Precinct.

4.

Public Intoxication
a. Ensure SPD, 911 resources exercise best practices in dealing with transient and public
intoxication issues to include the smoking of marijuana in public.

Obtain information from the King County Health Department regarding the health ordinances
that can be enforced.
Ensure clear collaboration/communication with service providers that are operating in our
areas of concern.
Ensure that there is an ongoing dialogue between our East Precinct community, CPT and 911
officers and our city leaders. (Find-it-fix-it-walks)

5.

Mental Complaints
a. Ensure that all East precinct officers have been trained in CRT and exercise best practices as
it relates to de-escalation and the community caretaking issues.
b. Maintain partnership and relationships with the King County Mental Health Professionals.
c. Ensure that officers are communicating with the community and one anther regarding our
known frequent flyers.
d. Maintain the relationships with our SPD CRT unit.

6.

Narcotics
a. Conduct proactive High visibility patrolling in known narcotics hot spots.
b. Coordinate with Narcotics and other SPD Detectives in an effort to detect and apprehend
known offenders/users and dealers.
c. Work Closely with DMI and other alternative programs with efforts towards
rehabilitation/recovery.
