Cast of Characters puts on a show

Opening weekend for
Clearwater Dinner Theatre
couldnt have been better.
Capacity crowds filled
the Clearwater American
Legion Hall last Friday and
Saturday night to have a
great meal, mingle and
watch the latest presentation by the Clearwater Cast
of Characters - Loving
Lives.
The comedy was about a
1948 radio soap opera in a
run-down studio and the
colorful actors and actresses that bring it to life.
It follows the directing
woes of Mac, the director
of the broadcast and his
indiscretions with the
picky actors and their
small woes, from Bibsy
Sullivan, a dancer, constantly begging for a job, to
the producers niece,
Abigail Shipley, who
attempts to conceal her
true identity, to the tragic
on-again
off-again
romance of Jack Hopper
and Rosie Pearl.
From the first lines of
the play, the room was
filled with laughter as the
actors brought their characters to life.
I couldnt have asked
anything more from our

actors. The audience loved

it and everything went
well, said Director Kent
Asheim. It was a great
show. People were laughing and thats what its all
about.
Asheim says he found
the play about a year ago
and it caught his attention.
And he liked the idea of a
radio show set.
I wanted to come up
with something that was
really different than what
the Clearwater folks had
seen before, he said. We
dont have a couch on
stage or a living room set.
Weve got something totally different and thats why
I wanted to go with it.
After seeing the stage
before the play started,
some audience members
may have thought the production crew didnt have
time to finish the set.
But that was the point of
the play - a radio show
based in an old rundown
warehouse/theatre. And
that was emphasized
throughout the play with
technical difficulties with
lighting and sound that
plagued the broadcast.

a new twist - something
that Clearwater Dinner

before - music.
As a prelude to the actual play, the audience was
treated to a few musical
numbers
by
the
Nightingales
featuring
Suesan Betzler and Angie
Hoeft.
Asheim said he got the
idea because of the type of
play they were doing. The
music could serve as a
radio broadcast before the
actual soap opera began.
We were doing a radio
show, so why not start a little before and entertain
people while theyre still
dining, he said.
Hoeft said she had been
contacted by Cheryl
Johnson, a member of the
Cast of Character in previous plays, about being part
of the musical prelude.
Then Kent called and
ran it by me and it sounded
like it would be a lot of
fun, said Hoeft. And I
had a little bit of material I
could throw in to the
scripting.
Hoeft and Betzler have
musical background Hoeft
has sung and played guitar
with bar bands and dance
bands.
Betzler grew up in a
household where someone
was always singing and
playing music.
The two had never performed together before.
But they were familiar
with each others talent.
She beat me at a
karaoke contest here at the
Legion, said
Betzler.
She took first and I took
second.
Betzler said there had
been talk in previous years
about adding music to one
of the productions.
Weve had a lot of
feedback that they wanted
music or a musical. But
musicals are hard to do,
especially when you have
a cast or a group of people
who dont want to sing,
she said. Our hope with
having some music integrated in this

Council not ready to

open city hall Fridays

Clearwater City Hall
wont be open on Fridays
anytime soon.
After a discussion last
week, the Clearwater City
Council decided they
wouldnt reopen discussions about the possibility
of keeping city hall open
Fridays for at least 90
days.
The discussion was initiated last week by Interim
Administrator Bob Derus,
who said he wanted to
know how the council felt
about the issue.
He said although staying
open five days was on the
original job description
when the city was looking
to hire an administrator, it
was inadvertently ommitted from the last ad - the ad
that
Administrator-InTraining Kevin Kress had
responded to.
Kevin did note that was
one of the things that
attracted him to the position, said Derus.
He also said in speaking
with office staff, changing
to a five-day work week
would not be very popular.
When the council decided to close city hall on
Fridays years ago, it was
with the thought that it
would save the city money
in utility and lighting
costs.

Derus said it has also

saved the city money with
reduced staff hours, since
Deputy Clerk Deb Petty
works 36 hours and office
assistant Joni Larson
works up to 30.
Clearwater is the only
city Ive seen where
youve actually been able
to save dollars by having
four days open. A lot of
cities go to a compressed
schedule of four 10-hour
days, so the same wages
are paid, he said. In this
case, theres a reduced
number of hours, so there
are some savings there.

He said the city would

have to increase staff hours
if the council decided to
open one more day a week.
Support staff is not
interested in increased
hours, so implementing it
might be a challenge, he
said. For example, you
wouldnt want to do it
where theres only one
employee
available
because it offers zero flexibility for emergencies and
vacations.

Schrader retires after

35 years with CLFD

After 35 years of service,
a Clear Lake firefighter is
retiring.
Assistant Chief Steve
Schrader began his career
with the Clear Lake Fire
Dept. in 1980 after his parents moved to Central
Minnesota
in
1971.
Schrader attended Becker
High School and graduated in 1975.
Though Schraders official last day wasnt until
this week, last February he
was honored for his years
of service at the departments annual banquet
where friends and family
attended and gave him a
proper send-off.
How It All Started
Schrader had always
wanted to be a firefighter
since he was around seven
or eight years old and
when he came of age, he
took the leap and decided
to become a public servant. The path was already
paved for him as Steves
father had spent many
years as a firefighter with
the Coon Rapids FD.
In the late 70s, Schrader
started getting to know
some of the area firefighters and showed up at a few
calls to see if he could help
in some small way. One of
the firefighters suggested
he just join up and after
Schrader denoted an interest, the firefighter brought
his name forward at the
next council meeting and
Steve was appointed to the
department.
Back in 1980 when
Schrader started, the
CLFD was responding to
maybe 25 calls a year and
most of those were in the
category of grass and wildfires. Back in those days,
firefighters were firefighters and were not
called upon to aid in rescue
and emergency efforts like

they are today.

Times Have Changed
Over the years as a
CLFD firefighter, Schrader
acquired training to be an
EMR (Emergency Medical
Responder) and was an
EMT for the Monticello/
Big Lake Hospital back in
the day. He has also
received a state fire license
at Levels 1 and 2 and also
was trained in hazardous
material awareness.
Numerous changes in
vehicles, procedure, techniques and equipment have
also occurred in his 35
years of service but
Schrader says two things
stand out as being key to
the improvement to fire
operations and safety.
The personal protection
equipment weve utilized
over the years has gotten so
much better for firefighters
to be able to see things, to
breathe better and the gear
is lighter, said Schrader.
Also, the training has
improved drastically.
Memories of the Past
Schrader remembers a
call he responded to early
in his career where a van
had collided with a train
just north of Clear Lake.
Schrader was one of the

first on site and he remembers there was little they

could do other than put the
fire out and wait for medical responders to arrive.
Four people died in the
horrific accident.
Another call that sticks
out in Steves mind is the
Christmas Eve fire that
burned the Wayne & Dons
Bar in Clear Lake to the
ground one of Clear
Lakes biggest fires in their
history. Schrader had
worked the holiday night
and morning battling the
blaze and remembers when
he got home at 6 a.m. covered in soot and feeling
tired and beat.
My son, who was probably around five or six, had
come down when I got
home expecting to celebrate Christmas and open
presents, said Schrader. I
ended up sending him back
to bed so I could get
cleaned up and get in about
an hour nap.
The fire at Wayne &
Dons was suspected arson
and the business was never
rebuilt.
Look to the Future
Schrader has no big plans
in his retirement other than

play was that it would satisfy those people who

wanted some music.
Hoeft, who has never
been a member of the cast,
said she had been asked to
be in a production but
turned it down.
People have asked me
the last few years if I could
be part of it and I said the
only thing I could realistically see myself doing is
some kind of a music bit,
she said. So maybe I kind
of planted that seed last
year.
Choosing music that fit
in with a 1948 radio production was a bit of a challenge.
We started with material I was familiar with,
said Hoeft. So I didnt
have to do a lot of research
on short notice.
The duo performed
Dont Fence Me In, Red
River Valley, Springtime in
The Rockies and Tennessee
Waltz, and the audience

loved it.
Betzler said it might be
the beginning of more
music in future productions.
Angie and I have talked
about it. If the rest of the
cast is okay with it, wed
be okay with doing something during intermission
too, she said. That would
be a great way to not only
integrate music from the
1940s, but other plays that
were set in different time
periods.
Asheim said he would
do it again, especially with
the reaction the duo got on
opening night. And he was
pleased with the way the
entire evening went.
Last night was one of
the best opening nights
weve ever had, he said.
And I think this is one of
the first years that the week
before opener, the actors
all had it down. We came
into the opener confident
and I think it showed.

I guess I wasnt looking
at it in terms of triggers...
when I was hired to recruit
for a city administrator, it
was in the original job ad
we were recruiting with.
Thats what I had heard the
message that the council
wanted the city hall open
or the city administrator
working five days a
week, he said. As far as
triggers, I guess to me Id
go back to - are we getting
complaints; are there problems coming up as far as a
four day work week.

My attitude is more
from a citizens viewpoint,
Are we providing the services to the city as people
need it? If were doing
okay where were at Im
okay with that, he said.
Are we meeting the needs
of the citizens? Could a
Friday or two a month
work?
Kress said in the few
weeks hes been at city hall
he hasnt gotten any negative feedback about being
closed on Friday.
As far as I can tell, I
havent had anybody call
me and say anything about
us not being open on
Friday, he said. The one
thing I did suggest is that
we put something outside
on the front door, so if
somebody does come in on
Friday and they want to
pay their water bill or a
permit fee, we can still be
accessible.
Edmonson said Kress
has been working from
home Fridays on a remote
network where he can pull
files from the citys database. He agreed it would
be a benefit if people could

available, that helps us on

customer service
side, he said. Hes saving some drive time and
theres some childcare
involved. In my mind
thats a compromise I
could live with.

Ritzer said he didnt
believe there was any reason city hall couldnt be
open Fridays like other
businesses.
I look at it from a private standpoint. If I tell my
boss I dont want to work
Fridays, he gives me a firm
handshake, a pat on the
back and out the door I
go, he said. We have
great employees, but why
is the employees Fridays
off more important than
customer service. Its a
clear reflection of the city
staff and the city councils
attitude towards businesses and residents, in my
opinion.
So you would like city
hall to be open on Friday?
asked Edmonson.
Ive made that clear in
the past. Yes, said Ritzer.
Edmonson said it
would be difficult for just
one person in the office
trying to get work done
and deal with customers.
If we have one staff
person here (alone) there
goes the efficiency. Do we
want our administrator
working and getting things
done and walking through
complicated things, or getting interrupted by a phone
call or someone coming
and wanting to shoot the

I dont know how the
hours work, he said, but
I know were paying hours
that to me deem it should

Resident Rich Petty said
the council had to remember that not all staff do the

need to speak with.

said most businesses are
open five days a week and
some have partial hours on
Saturdays. But he wasnt
sure if there was enough
demand to keep city hall

sense for a person to sit and
do absolutely nothing, he
said. I dont know who
needs to do business on
Friday.
Edmonson said thats
why he felt there has to be
some trigger that tells the
council that city hall needs
to be open Fridays.
Members of the council
agreed there should be
something posted on the
door at city hall so residents can make contact by
email and get some
response on Fridays.
The council agreed to
review the issue in 90 days.

grandkids lives, go on a
few more motorcycle rides
and do some more camping, he said.
He said he's looking forward to the next chapter in
his life.
Esteem and Thanks
The main thing Im
gonna miss about not being
part of the CLFD is the
comradery, said Schrader.
Its a family thing being
part of a group of firefighters like this and the people
there are committed and
they deserve recognition
for their years of service
too. Those 25 public servants are dedicated to helping their community every
day.

Schrader has worked

with many individuals who
have had longer and shorter tenures than he, but they
are still incredibly important to the fraternity of firefighters.
I appreciate all the support from my fellow firefighters both current and
retired, he said. And I
want to thank Chief Ron
Koren for being there for
me through the years and
supporting and encouraging me on the job. I appreciate the faith he had in me.
Schrader, who works as
an Energy Supply Tech
Training Supervisor for
Xcel Energy, is married
(Marsha - 37 years) and
they have three grown children (Nick, 36, Luke, 34
and Kelly, 32).
The Schraders live just
south of Clearwater.

TO THE EDITOR:
Property taxes going up
in Wright County 4.7%
and local governments will
collect an extra $286 million in property taxes in
2015. With 87 counties in
Minnesota, that is about
$330,000 per county.
Wright County approved
$747,172 in claims last
month. Is Sen. Anderson
blaming our county commissioner for over spending along with Minnesota
D.F.L.? He has some to file
778 to allow cities to
improve street improvement fees to pay for those
improvements. Who does
he think should pay for the
improvements? He forgot
to tell us. It must be the
hard working Minnesota
taxpayers. The GOP wants
to buy some votes, give
back the surplus money to
the hard working taxpayers, even the none working
taxpayers should receive
some money like the $200
plus we received last summer. Let us hope that the
surplus is used for our
state roads and bridges
instead of buying votes for
the GOP next election.
Maybe the senator could
find someone to pay for
our new million dollar
school and keep our property tax down.
Minnesota has about $8
billion in debt and might
add another $1 billion in
bonding which is really
borrowing as at a bank. We
are paying about $180

have about $2 billion projected in the state budget.
The Governor and the
Minnesota House might
add another $1 billion in
bonding. Gov. Dayton,
Rep. ONeill and Sen.
Anderson need to pay on

olds babysitting or GOP
buying votes same as they
have done in the past.
Local government aid to
towns and cities needs to
cut back or stopped, let
them pay as you go the
same as our township does.
This would make a downpayment on the needs of
our highways. The state
GOP chairmen came out
with a $150,000 ad campain to give every
Minnesotan $350 or a fam-

ily of four would receive

$1,400 and this is money
that the state might
receive by mid-2017. Let
us hope that the GOP will
support all schools and
come up with a long term
plan to support our
Minnesota Highways and
not kick the can down the
road. We dont need another bridge that killed 13
people when it could have
been avoided.
The Newberger GOP
Road and Bridge Act of
2015 is another example of
kicking the can down the
road with only half the
funds needed in the next
years. Cars tabs can be
raised from $38 to $50 on
older cars. Hard working
taxpayers need good roads
and up keep to get to work.

GEORGE R. STOKES
June 27, 1923 ~ Nov 27, 2014
Clearwater, MN
Memorial services will be held
at 11 a.m. Sat., April 25, 2015 at
the Clearwater United Methodist
Church in Clearwater, for George
Roscoe Stokes 91 Clearwater,
who passed away Thurs, Nov 27,
2014 at the Annandale Care
Center in Annandale. Inurnment
will also be in the Acacia
Cemetery,
at
Clearwater.
Visitation will be from 10 to 11
a.m. at the church on Saturday.
Arrangements are with the Daniel
Funeral Home in Clearwater.
Mr. Stokes was born June 27,
1923 on a farm south of

Clearwater, in Lynden Township,

Stearns County, the son of
Roscoe and Mabel (Rice) Stokes.
He married Ruth Nordell June
13, 1953. He then moved to a
farm south of Clearwater with his
wife, where they farmed and
lived. After Ruth passed away on
August 20, 2003, George continued to live on the farm until he
became a resident of the
Annandale Care Center last
November.
George was an active member
of the Clearwater United
Methodist Church, the Clearwater
Masonic Lodge No. 20 A.F. and
A.M. and Clover Leaf Chapter
128 Order of Eastern Star. He
was also Clearwater Township
Treasurer for many years. Also
George was always the type of
guy that was always there when
help was needed.
He is survived by many nieces
and nephews.
In addition to his parents and
wife Ruth, he was preceded in
death by; two sisters, Evelyn
Bentley and Ruby Carlson.
Memorials are preferred to the
Acacia Cemetery or Clearwater
United Methodist Church.

impact legislation can have
on Minnesota's economic
climate, both positive and
negative, and I welcome
input from local business
owners and constituents
about what we can do to
improve entrepreneurial
success and spur job creation.
House File 551
In the Higher Education
and Greater Minnesota
Economic and Workforce
Development Committees,
my bill House File 551 was
heard and passed. This
bipartisan legislation establishes a dual training grant
program
with
the
Department of Employment
and
Economic
Development (DEED) to
fund training for occupations in advanced manufacturing, agriculture, health
care services and information technology.
Through a bill passed last
session, the Department of
Labor and Industry was
tasked with providing competency standards for fifteen of the highest need
occupations within those
four areas. This bill would
provide grants for occupations for which the competency standards have been
completed.

Businesses could apply

for this employee training
grant, and the costs would
be shared between the
employer and DEED. The
training would be taught by
Minnesota State Colleges
and Universities (MnSCU)
who have a proven track
record in providing customized training.
Many places around the
state,
particularly
in
Greater Minnesota, are facing shortages of workers
with training in technical
fields. Cutting into our
workforce shortage and
getting more people the
training they need to have
good, high-paying jobs is
beneficial to everyone. I
am pleased this bill is moving forward with strong
support on both sides of the
aisle.
Republicans Release
Budget Targets
Gov. Dayton unveiled his
updated budget recommendations to the legislature to
account for the additional
$900 million our state is
now projected to have for
the FY2016-17 budget.
The governor recommends
the state spend all but $13
million of the $1.9 billion
surplus and wants to
increase General Fund
spending by a substantial
$3.7 billion over last biennium. And what's more,

even with an increased surplus, he still wants to raise

the gas tax by a minimum
of 16 cents per gallon, taking even more from taxpayers.
The House Majority
released a budget resolution, setting targets for
each fiscal committee on
what it should spend in its
respective issue area over
the next two years. Instead
of spending $43 billion as
Gov. Dayton proposes,
Republicans plan to spend
$39.949 billion of the
General Fund, returning $2
billion to Minnesotans
through tax relief and placing $100 million in the
budget reserves.
The Republican budget
focuses on the priorities of
all Minnesotans, and does
so without raising taxes or
growing government faster
than your family's budget.
