AN ORDINANCE ESTABLISHING A NUMBER CODING SCHEME ON
PRIVATE MOTOR VEHICLES TO LESSEN TRAFFIC CONGESTION IN THE
CITY OF ILOILO.
WHEREAS, Section 458 (5)(v)(vi) of R.A. 7160 authorizes the city
government, through the Sanggunian, to regulate traffic or use of streets
within its jurisdiction, including the adoption of programs and projects
concerning road management and use;
WHEREAS, due to a very high increase to the volume of private motor
vehicles on Iloilo City roads, it is imperative that the city government has its
own Number Coding Scheme to lessen traffic congestion.
NOW THEREFORE, BE IT ENACTED AS IT IS HEREBY ENACTED BY THE
SANGGUNIANG PANLUNGSOD OF ILOILO CITY, BY VIRTUE OF THE POWERS
VESTED IN IT BY LAW, IN SESSION ASSEMBLED, THAT:
SECTION 1. This ordinance shall be known as the Number Coding
Scheme on Private Motor Vehicles in Iloilo City.
SECTION 2. All private motor vehicles with license plate ending as
shown in the succeeding schedule hereof shall be prohibited from operating
in roads within the jurisdiction of Iloilo City during certain days of the week
from 7:00 a.m. to 7:00 p.m.

SECTION 3. Only the following vehicles are considered automatically


exempted:
1. Motorcycles;
2. Ambulance, firetrucks, police patrol cars, military vehicles on official
functions;
3. Vehicles commandeered by the government directed by a person in
authority or his agent and/or by medical practitioner for military relief
or emergency purposes;
4. Vehicles carrying person/s needing medical attention;
5. Diplomatic vehicles with diplomatic plates;
6. Government vehicles with government plates or appropriate LTO
stickers or markings expressly showing the name of the agency or
office while in official use;
7. Duly enfranchised school buses and company shuttle service vehicles;
8. Official media vehicles with markings expressly showing their company
while in official use;
9. Tow trucks duly accredited by the City of Iloilo;
10.
Vehicles delivering perishable goods;
11.
Vehicles used by medical practitioners in an emergency; and
12.
Vehicles on a mission to carry relief good to identified calamity or
highly depressed areas.
SECTION 4. The City Mayor shall issue the necessary guidelines, rules
and regulations for the effective implementation of this ordinance, subject to
the ratification of the Sangguniang Panlungsod. As the situation warrants and
when extremely necessary, he may grant exemptions on this regulation.
SECTION 5. Violation of this ordinance shall be penalized with a fine of
Five Hundred Pesos (P500.00) per offense which shall be paid to the Office of
the City Treasurer or his/her duly authorized representative.
SECTION 6. This ordinance shall take effect after fifteen (15) days
following its publication in a newspaper of local and general circulation.
ENACTED BY THE SANGGUNIANG PANLUNGSOD OF ILOILO, in its regular
session held on December 13, 2014.
