extinguishing methods are:

Smothering
Cooling
Breaking the chain reaction
Removing the combustible material
There are three approaches to putting out a fire:
Starvation - cutting of the fuel supply
Smothering - separating the fuel from the oxidant
Cooling - lower the temperature, usually with water
Foams work by:
blanketing the fuel surface smothering the fire
separating the surface of the fuel from the flames
cooling the fuel and adjacent surroundings
suppressing the release of flammable vapours that can mix with
air

The three-degree rule:172 says that a hygroscopic cargo should be ventilated when the temperature of the outside air is at
least 3 C below that of the cargo temperature taken at loading. This rule avoids the need to take readings in the holds after
the voyage has commenced and relies on the fact that the temperature of hygroscopic cargoes, except at their boundaries,
changes very slowly during a voyage. However it should be noted that one authority (see Appendix 19.2) advises that the
ventilation of grain cargoes is likely to do more harm than good.

SEA P ROTEST( N EML )
In maritime law, a sea protest is a notarized statement obtained after a ship enters port after a rough voyage. Its purpose is to protect
the ship's charterer or owner from liability for damage to the cargo, the ship or to other ships in a collision, where this was caused by
the perils of the sea (for example, bad weather). [1][2]
If it is known or suspected that such damage has occurred, the captain will make a sworn "protest in common form" at the offi ce of a
notary public, or a consul. If the full extent of any damage caused only becomes apparent while or after the cargo is unloaded, the
captain may return to the office of the notary public to extend his protest. If a sea protest is not made, the owner or charterer may be
liable for the damage caused and may be unable to produce the ship's log (which would have recorded the relevant incidents) as
evidence in court

265)Segregation of cargo niin yaplr?

Handling dangerous cargo requires special care due to the inherent hazardous nature of the cargo and applicable carriage
regulations. The general provisions for segregation between the various classes of dangerous goods are shown in "Segregation
table" (IMDG Code Chapter 7.2.1.16). In addition to the general provisions, there may be a need to segregate a particular
substance, material or article from other goods which could contribute to its hazard.
The provisions of this chapter shall apply to all cargo spaces on deck or under deck oi all types of ships and to cargo transport
units.
Incompatible goods shall be segregated from one another.
For the implementation of this requirement, two substances or articles are considered mutually incompatible when their
stowage together may result in undue hazards in case of leakage or spillage, or any other accident.
The extent of the hazard arising from possible reactions between incompatible dangerous goods may vary and so the
segregation arrangements required may also vary as appropriate. Such segregation is obtained by maintaining certain
distances between incompatible dangerous goods or by requiring the presence of one or more steel bulkheads or decks
between them, or a combination thereof. Intervening spaces between such dangerous goods may be filled with other cargo
compatible with the dangerous substances or articles in question.

Following questions to be replied according to the text below :

A coaster was on a journey in a fjord. Early in the morning, when the ship was to change course, she collided with a small
lighthouse. The reason why the collision took place is unknown. The foundation of the lighthouse was circular with a flat top
just underneath the water surface. Its diameter was bigger than the diameter of the lighthouse itself, situated right on top of
the foundation. This construction causes a rather sharp outer edge, which could easily rip a ship's hull. This was what
happened - the ship's hull was ripped open and she sank within minutes. Two persons on the bridge died. Two other crew
members survived although they could not reach the survival suits which were kept under port bridge wing as the ship
immediately listed to port and put them out of reach. One of the survivors managed to launch the starboard life raft.
Another crew member was down in the mess room and threw out a couple of life jackets. He did not manage to get out of
the mess room. The investigation found that the hydrostatic releases to the rafts had not been properly mounted. If the
starboard side raft had not been launched manually, no raft would have been released.

SURVEY TYPES
There are seven types of surveys carried out as part of the survey systems above: Initial Survey. A complete examination, before the ship is put into service, of ALL ITEMS relating to the certificate to be issued, to ensure that they meet
all relevant requirements, and that they are satisfactory for the ships intended service.
Periodical Survey. A complete examination of ALL ITEMS relating to a certificate to ensure that they are in a satisfactory condition, and that they are fit
for the ships intended service.
Renewal Survey. A complete examination of ALL ITEMS relating to a certificate as for a periodical survey, but leading to the issue of a new certificate.
Intermediate Survey. An inspection of SPECIFIED ITEMS relating to a certificate to ensure that they are in a satisfactory condition, and that they are fit
for the ships intended service.
Annual Survey. A GENERAL inspection of the items relating to a certificate to ensure that they have been maintained and remain fit for the ships
intended service.
Inspection of the Outside of the Ships Bottom. An inspection of the UNDERWATER part of the ship and related items to ensure that they are in a
satisfactory condition, and that they are fit for the ships intended service.
Additional Survey. An inspection, either GENERAL or PARTIAL according to circumstance, to be made whenever any important repairs or renewals
are made.
In addition, hull and machinery items for certificates may be surveyed in two ways:
Special Survey. All hull and machinery items are opened up for survey at one time, usually when a renewal survey is due, and

Continuous Survey. When items are opened up for survey at the convenience of the ship, all items being surveyed during the life of the certificate.
As part of this machinery may be 'surveyed' by ships staff as part of an Approved Planned Maintenance System or not opened up and the
condition assessed by Condition Monitoring System, see chapter 8.
2.2.4 Harmonised System of Survey and Certification (HSSC).
Key Aspects
2.2.4.1 The primary aim of HSSC is to harmonise survey dates and their associated certificates: SOLAS, LOADLINE and MARPOL. Most
certificates, apart from the Passenger Ship Safety Certificate, will be valid for a period of 5 years with a survey required annually within 3 months before
or after each
'anniversary date' of the certificate, but only 3 months before expiry. All 5 year certificates should be valid until the same expiry date and therefore have
a
common 'anniversary date'.
2.2.4.2 HSSC should be introduced for a vessels surveys and certificates as soon as possible and most ships SOLAS and MARPOL certificates
should
be harmonised by now.

2.11 CARGO SHIP SAFETY EQUIPMENT CERTIFICATE

2.11.1 Legal Requirements
The requirements for survey and certification in order to apply SOLAS are contained in the Merchant Shipping (Survey and Certification)
Regulations
1995, SI 1995/1210, as amended. These regulations are to be read in association with MSNs 1613 and 1751. The regulations appl y to UK cargo
ships and to other cargo ships whilst in UK waters.
2.11.2 Items to be Surveyed
2.11.2.1 The MS (Survey and Certification) Regulation 5 requires surveys of safety equipment in accordance with MSN 1751. The surveys are to ensure
that the fire fighting arrangements (including inert gas system and other special measures for tankers), life saving appliances, navigational
equipment, AIS, VDR, nautical publications, pilot boarding and embarkation arrangements, navigation lights and signals are in compliance with the
regulations.
2.11.2.2 Aide memoires MSF 5504 (initial surveys) and MSF 5505 (re-surveys) list items to be surveyed and are available on the Master List
of
Documents and SCMS library.
2.11.3 Surveys Required
The HSSC
now applies
requiring; an Initial Survey,

an Annual Survey,

a Periodical Survey,
a Renewal Survey,

2.12 CARGO SHIP SAFETY CONSTRUCTION CERTIFICATE

2.12.1 Legal Requirements
The requirement for survey and certification in order to apply SOLAS are contained in the Merchant Shipping (Survey and Certification) Regulations
1995, SI 1995/1210, as amended. These regulations are to be read in association with MSNs 1613 and 1751. The regulations apply to UK cargo ships
and to other cargo ships whilst in UK waters. They apply to vessels on domestic voyages as well as international voyages.
2.12.2 Items to be Surveyed.
2.12.2.1 The MS (Survey and Certification) Regulation 7 requires surveys of the ships structure, machinery and equipment. These surveys are to ensure
that the hull structure, including structural fire protection, watertight doors, main and auxiliary machinery, boilers and other pressure vessels and the
electrical system are in satisfactory condition and in compliance with the regulations of which the MS (Cargo Ship Construction) Regulations 1997,
SI
1997/1509 are the most important.
2.12.3 Surveys Required
The HSSC now applies requiring; an Initial Survey,
an Annual Survey,
a Periodical Survey,
a Renewal Survey,
2.12.5 Certification
The requirements relating to certificates, i.e. type, format, extension, cancellation, issuing authority etc., are given in regulations 10 to 19 inclusively of
the Survey and Certification Regulations. When satisfactory surveys have been completed a Cargo Ship Safety Construction Certificate (MSF 1103)
should be issued to cargo ships of 500 GT or over, valid for a period not exceeding 5 years, unless a Cargo Ship Safety Certificate (MSF 1110) is to
be issued

2.13 CARGO SHIP SAFETY RADIO CERTIFICATE

2.13.1 Legal Requirements
The requirement for survey and certification in order to apply SOLAS chapter IV are contained in the Merchant Shipping (Survey and Certification)
Regulations 1995, SI 1995/1210, as amended. These regulations are to be read in association with MSNs 1613 and 1751. The reg ulations apply to
UK cargo ships and to other cargo ships whilst in UK waters. The detailed requirements are in the Merchant Shipping (Radio Installations) Regulations
1998; SI 1998/ 2070, as amended.
2.13.2 Items to be Surveyed
The MS (Survey and Certification) Regulation 6 requires surveys of the ships radio equipment in accordance with MSN 1751 and the MS
(Radio
Installations) Regulations.
2.13.3 Surveys Required
The HSSC
now applies
requiring; an Initial Survey,
a Periodical Survey,
a Renewal Survey,
2.13.4 Survey Procedure
Guidance on survey procedure is given in chapter 2.1 - 2.4 of these instructions and in procedure MCA 800 'Survey, Issue, Renewal and Endorsement
of Statutory Certification other than Fishing Vessels'. In addition advice will be found in the Instructions for the Guidance of Surveyors Radio Installations
on GMDSS Ships.
2.13.5 Certification
The requirements relating to certificates, i.e. type, format, extension, cancellation, issuing authority etc., are given in regulations 10 to 19 inclusively of the
Survey and Certification Regulations. Survey and certification of cargo vessel in class is fully delegated to class, MGN 392 refers. In the case of
unclassed cargo ships authorised persons conduct the survey and issue certificates prepared my MCA Survey Operations Branch.

2.14 CARGO SHIP SAFETY CERTIFICATE

2.14.1 Legal Requirements

As for Safety Equipment, Safety Construction and Safety Radio

Certificates.
2.14.2 Items to be Surveyed
As for Safety Equipment, Safety Construction and Safety Radio
Certificates.
2.14.3 Surveys Required
As for Safety Equipment, Safety Construction and Safety Radio
Certificates.
2.14.4 Survey Procedure
Under HSSC a new Cargo Ship Safety Certificate (CSSC) which includes provision for recording all the surveys required for the Safety Equ ipment,
Safety Radio, and Safety Construction Certificates may be issued as an alternative to the individual cargo ship safety certificates. Items and procedures
for the survey are as for individual Safety Equipment, Safety Radio and Safety Construction surveys. As for passenger certificates, co-ordination will be
required so that all the necessary declarations are obtained from Class and / or an authorised person for radio before the combined certificate can be
issued.
2.14.5 Certification
The requirements relating to certificates, i.e. type, format, extension, cancellation, issuing authority etc., are given in regulations 10 to 19 inclusively of
the Survey and Certification Regulations. When satisfactory surveys have been completed a Cargo Ship Safety Certificate (MSF 1110) should be
issued to cargo ships of 500 GT or over, valid for a period not exceeding 5 years.
2.14.6 Surveyors
2.14.6.1 Delegation of survey responsibilities remains the same as when individual certificates are to be issued. Because of the potential
difficulties
imposed MCA does not recommend the issue of this combined certificate. Where the Alternative Compliance Scheme is in use the classification
society will have authorisation for all parts of the survey and may issue this combined certificate.

2.15 DOCUMENT OF COMPLIANCE FOR THE CARRIAGE OF DANGEROUS

GOODS
2.15.1 Legal Requirements
The Merchant Shipping (Fire Protection: Large Ships) Regulations 1998, SI 1998/1012 regulation 103, which equates to SOLAS 74 Ch II-2 regulation 54,
and the MCAs SOLAS Chapter II-2 publication regulation 19, which equates to SOLAS 2000 Ch II-2 regulation 19, require many ships carrying
dangerous goods to comply with the ship arrangements given in MSN 1669 or the publication. The Merchant Shipping (Dangerous Goods and Marine
Pollutants) Regulations 1997, SI 1997/2367 regulation 22(3) goes further and requires even more ships to be surveyed for a Document of Compliance
for the Carriage of Dangerous Goods (DGC).
2.15.2 Items to be Surveyed
Survey is required to confirm that the arrangement of the ship meets the requirements of MSN 1669, or the SOLAS Chapter II-2 publication, relevant
to the type of ship and the dangerous goods intended to be carried.
2.15.3 Surveys Required

The HSSC is considered to apply, in so far as expiry date is concerned, as this is a SOLAS certificate, however the UK has taken the view that
annual

endorsement of the DGC is unnecessary and that annual survey should be undertaken as part of the annual Safety Equipment surv ey as many items
are common to both. Surveys required are:
an Initial Survey,
an Annual Survey, in conjunction with SEC survey,
a Renewal Survey,
2.15.4 Survey Procedure
Guidance on survey procedure is given in chapter 2.1 - 2.4 of these instructions and in procedure MCA 800 'Survey, Issue, Renewal and Endorsement
of Statutory Certification other than Fishing Vessels'. In addition advice will be found in the Instructions for the Guidance of Surveyors on the 'Carriage of

2.17.1 Legal Requirements

The requirements relating to survey/ audit and certification in respect of Safety Management Systems on ships are contained in the following sets
of regulations: The Merchant Shipping (ISM) (Ro-Ro Passenger Ferries) Regulations 1997, SI 1997/ 3022, which implemented EU Regulation No 3051/95, and apply
to all Passenger ro-ro Ferries operating to sea to or from a port in the United Kingdom, on a regular service and
EU Regulation 336/2006 repeals EU Regulation 3051/95, replacing and extending the range of ships which must have ISM certification to include
cargo ships and some non ro-ro passenger ships on domestic voyages and mobile offshore drilling units.
The Merchant Shipping (International Safety Management (ISM) Code) Regulations 1998, SI 1998/ 1561, which apply to all passenger ships, high
speed craft and cargo ships of 500 gross tons or more and implement SOLAS Ch IX.
2.17.2 Items to be Audited
2.17.2.1 The audits are to verify that the requirements of the ISM Code are being met. This applies to the management of the ship both on board
and
ashore. To ascertain that both these are compliant the managers office ashore is audited followed by an audit of the
ship.

2.17.2.2 Aide memoires MSF 5501, 5502 and 5503 list areas to be audited and are available on the Master List of Documents and SCMS library.
2.17.3 Audits Required

2.17.5.2 Management companies are issued with a Document of Compliance (DOC) (MSF 1900) which specifies which ship types they can manage.
Ships are issued with a Safety Management Certificate (SMC) (MSF 1907). In certain circumstances, specified in the ISM Code, Interim
certificates (MSF 1905) can be issued without full audit.
2.17.5.3 Regulations 3 and 5 of the MS (ISM) (Ro-Ro Passenger Ships) Regulations and Articles 4 and 5 of EU Regulation No 3051/95 or Regulations 9

15 of the MS (ISM) Regulations specify conditions, validity and type of

certificates.
2.17.5.4 The MS (ISM) Regulations regulation 9 permits the acceptance of a DOC issued on behalf of another Flag state, to a company with a
multi
flagged fleet, to be accepted by the UK. In such cases a Letter of Acceptance of that DOC will be issued by
HQ.
2.17.5.5 On all certificates the Unique Company Identity Number should be inserted before issue as the MCA interpret the IMO model

SHIP

SECURITY

2.20.1 Legal Requirements

EU Regulation 725/2004 'on enhancing ship and port facility security', which implements SOLAS Ch XI-2 and the International Ship and Port Facility
Security Code (ISPS Code), is amplified and enforced in the UK by the Ship and Port Facility (Security) Regulations 2004, SI 2004/1495. Regulation 9 of
the ISPS Code requires ships wishing to enter a port in another contracting state to present an International Ship Security Certificate. There is no
SOLAS requirement for ships operating solely in their flag States waters to have a security certificate however it has been decided, on the basis of risk
assessments required by the EU Regulation, that EU Class A passenger ships plus other domestic passenger ships carrying over 250 passengers and
seagoing tankers of Class VII(A)(T) must have security certification.
2.20.2 Items to be Surveyed
2.20.2.1 A security plan for the ship must have been approved. The ship is then visited to verify that the security precautions in the plan are
being followed, as appropriate to the security level in effect, and the crew are aware of what may be required should the security situation change. Any
security

hardware eg. CCTV, locks or ship security alert system can also be checked.
2.20.2.2 Aide memoire MSF 5610 lists items to be surveyed and is available on the Master List of Documents and SCMS
library.
2.20.3 Surveys Required

'International Ship and Port Facility Security (ISPS) Code - Cargo Ships'.
2.20.5 Certification
2.20.5.1 In the case of a new ship or change of flag and certain other circumstances laid down in the ISPS Code the ship may be issued with an
Interim
International Ship Security Certificate (MSF 5604), valid for up to 6 months. MSIS 23/CH 2/REV 0509/Page
71
2.20.5.2 Following initial verification the ship can be issued with an International Ship Security Certificate (MSF 5603), valid for up to 5 years
with expiry date to match the Safety Management Certificate.
2.20.5.3 On all certificates the Unique Company Identity Number should be inserted before issue as the MCA interpret the IMO model cer
tificate
requirement to show Company as including the Company Identity Number.
2.20.5.4 Companies may obtain a number from Lloyds Register Fairplay or apply online at
http://imonumbers.lrfairplay.com.
2.20.6 Surveyors
2.20.6.1 Security arrangements on passenger ships and for port facilities are the responsibility of the Department for Transport Security Branch
(Transec).
2.20.6.2 Security arrangements for cargo ships are the responsibility of MCA. It is highly unlikely that any security function would be
delegated.
