Preface
Bangladesh is the most disaster prone country of the world due to its geographical situaion.
Peoples of Bangadesh have need to carry out their lives by surviving against the disaster all over
the year. Emormous damage of live and livelihoods is not new incident for Bangladesh due to
having runious storm and cyclone. In addition we loss our agriculture, health condition,
sanitation, economy, infrastructure, environment due to another disasters including flood,
drought, excess rainfall. Several initiatives have been taken by present government to by
building capacity of root level vulnerable community considering reality of these kind of
disaster. As a part of continuation of action plan, preparation of disaster managememt
programme at upazila level have been started under Comprehensive Disaster Management
Programme (CDMP) of Ministry of Disaster Management and Relief, GoB.
Main objectives
Main objective of Disaster Management plan is to raise mass awareness on disaster and risk. It
will help to find out realistic approach to mitigate risk at family, community, union Parishad,
Upazila Parishad and Upazila administration level. In addition, It will help to implement shifting,
rescue, demand finalize, relief distribution and rehabilitation plan which are included in local
disaster management plan. This plan will act as a comprehensive plan for disaster management
committee and related sectors (GoB, NGOs and INGOs, donors etc) and also give directions to
related sectors to implement their plans.
Considering this objectives Rupantar a development organization have completed a plan with the
help of CDMP guideline and consultation with Morelganj Upazila Disaster Management
Committee. In this prepared plan all information of Morelganj Upazila including infrastructure
information are included that become a comprehensive action plan of this Upazila. Due to this
action plan it will easy to take any mitigation plan before disaster happened. In addition, I am
requesting to all Govt. and NGOs to consider this plan with their respective development action
in the question of rehabilitation and rescue. Hope, this plan will act an important role in disaster
management at Morelganj Upazila.

1.3: Introduction of local area: There are Kochua and Bagerhat upazila into the northern side and
Sharankhola is located in the southern side where Vandaria & Mothbaria is located inthe westren
side, onthe other hand, Pirojpur sadar is located in the east side.
Geographical condition of the Upazila: 2888 hectares of high soil, medium-high -17565 hectares,
11372 hectares of medium and low, low, flat land is -700 hectares (Source: Upazila Agriculture
Officer)
Standing in a forest districts, however, the district forestry department has created some of the forests.
There is no other mining like oil, gas, coal and so on. Moreover, the salinity in the water are found
almost all unions in the upazila. Again, there are some sources of sweet water. Due to the demand for
drinking water most of the community people resolved their needs by collecting rainwater and the
pond water in dry season. Producing Aus rice and vegetable are badly disrupted for salinity winter.

Forests and forestry: There is no forestry in the morrelganj upazila. The Social Forestry
Department of the upazila reforrest in 16 unions of total 117.00 km has taken the social forestry
program. Upazila forestry department of the Morrelgonj upazila took the trees to the forest and
they are Arjun, Mahogany, reinatti, children, neem, Kadabelera, akasamani, acacia, uriama, glass,

1.4.2 Climate and Weather:
Rain falling trend: During the year of 2013 the total amount of rainfall was 636 mille mitre rain
fall where the on average was 1.74 mille mitre. On the hand, according to the Upazila agriculture
officer amount of rain fall was 246 mille mitre in Kharif-1 and 361 mille mitre rain fall was in
Kharif-2 while there was only 29 mille mitre rain fall was in Rabi session.
Temperature:
Highest 40 to 42 degree Celsius are common during the month of April and May. On the
contrary, during the winter session the lowest temperature in this area is 8 to 10 degree Celsius.
However, at present in the summer season the hot weather is filled bit high than the other time. It
is said analysing the databases that the rate of temperature increase in the past 10 years. (Data

Layer of underground Water: There are different water layer in different unions in Morrelgong
Upazila. But there is no crisis in case of drinking water and water for irrigation during the dry
season.

Land and use of Land: 2888 hectare high land in morrelganj upazila, where medium high
land 17565 hectare, 11372 hectare medium low land, low land 700 hectare, and the total
32525 hectare. (Agriculture, environment, 13land area is 44580 hectare).
Accurate agriculture land are 27051 hectare, one crop 18051 hectare, two crop 7211
hectare, three crop 1790 hectare and the total amount of crop land is 37,871 hectare. The
140% crop silence.

River: Ther are four rivers have been flowing into the Morrelgong upazila and they are
1.Baleswar 2. Panaguci 3. Daratana and 4.Ghasiyakhali.
Farmers have collected water for irrigation from the rivers draining the and local businessmen
have used small boats to carry their goods through the river. On the other hand, the local people
are using water to bathe and cook for cooking purposes. Depth and water flow of the rivers in the
past due to its extensive use of water for agricultural activities, trade and commerce, from one
district to another district, the movement of people, fishermen fish retrieval, family cooking and
bathing in the rivers people are greatly benefitted.

Pond: There are 107pond in this upazila. The pond under the CDMP II -? T (five) of the
pond
has been performing excavation activities.
Canal: there are 51 canalare fllowing through the 16 unions. However, among these 10
canals are notable.

Salinity: There are three suitable seasons are available for agriculture are presented in the
upazila . However, the season in of Kharip-1 is in between 16th March to 15th July. Then the
rate of salinity increased to 6 10%. During this time, in this upazila the half of the total land
becomes unusable for agriculture.
On the other and kharip-2 season is started from 16th July to 15th October. During this time
the salinity stay in the water between 1 to 3% and almost 100% land come under cultivation.
There is no actual different in agricultural production except disaster. Besides, 16th October to
15th March is Kharip-3 season. During in this kharip-3 the salinity rate is presented in the
water between 4-8%. For the period of Kharip-3, 75% lands are used for Boro paddy in the
summer, on the other hand, in the winter season vegetables and other cereal.
Arsenic Pollution: The arsenic is presented more or less every union in the upazila. However,

Second Section:
Disaster, Hazard, Vulnerability: Relatively the risk of natural disaster is high due to its geographical
location. Therefore, the people of this upazila are victim fatally because of big disaster like Aila and Sidr.
However, it is informed from the local government officials, local elite persons and from the community
people that although the cyclone and the tidal wave is the main disaster but, in few years the water
logging is created due to heavy rain fall which turns into disaster.
Widespread human suffering increases because of poor extract system which most of the time create
water logging. Moreover, agriculture related economy of the area, fisheries production, people and their
livelihood, health, education, infrastructure are severely affected by the disaster.

The amount of relief and rehabilitation materials brought from the outsider organization or any
kind of team to be recorded in a Register. Besides, they have to inform to the control room about
the area where they will have distributed the items.
Union Disaster Management Committee will allocate relief resources and on the basis of damage
and adversity to the ward level and propagate to the community.
4.2.9 Keep ready and preserve dry food, life saving medicine:
Collect and keep ready the dry food such as Chira, Muri, sweet meat, Fire box, Candle from local
market to distribute among the community.
Collect dry food , rice, wheat, corn, instrument of making building like; Tin, Polythene, rope
from local market,
Make and prepare list of medicine by Union health and family welfare assistant and gather from
local market.
UP Chairman will be responsible to arrange van and rickshaw for transporting the relief
resources,
4.2.10 Immunization of animal:
Collect necessary medicine for farm and domestic animals considering the presentation situation
of the livestock of the upazila,
The member of the Ward Disaster Management Committee should be trained on animal
treatment,
Hire skilled persons on animal treatment during the hazardous time,
4.2.11 Arrange exercise for disaster
Arrange exercise on disaster warning, propagation of warning, evacuation primary treatment for
preparation during the disaster,
Organize exercise on different types of disaster into the disaster prone area,
Examinee the whole procedures of disaster preparedness as participatory through the exercise in
every in April & September,
Trained the volunteer team that how to carry the sick people, woman, child , elderly people to the
cyclone shelter quickly,
Exercise program for the disaster would have to be into the disaster prone area instead of union
parisad.
4.2.12 Operate emergency control room:
A emergency control room would have to established into the upazila office/ union parisad and
team of 3/4 members consisting of volunteer and village police will surveillance in turn,
Secretary of union parisad and other respective person will carry out the responsibility
continuously of the control room. Each of the team will make of 3/4 members of volunteer &
village police who will observation day and night in turn.
4.2.13 Cyclone shelter & Safe places:
Those places could be used as cyclone shelter/ safe shelter which will not go under the water, safe
from river erosion,
Selected cyclone shelter, school, college, govt & non govt institution, high road, embankment are
used as cyclone shelter,
Each of the cyclone shelters description will be written,

Livelihood
Cyclones, salinity and heavy rains damaged the local level livelihoods. Agricultural
land is lost and land energy decrease, besides, farmers, fisherman become
unemployed during this time. Furthermore, roadways are closed to a traffic
communication; consequently, transport workers are unemployed. The trade-off and
economic activity is stalled.
Water
The water are polluted due to salinity, besides this, the sources of water turn out to
be polluted because of dead bodies, garbage and so on.
Infrastructure School, college, hospital, road , bridge, culvert are broken down because of cyclone,
tidal wave and for other disaster.
