Preface
Bangladesh is the most disaster prone country of the world due to its geographical situaion.
Peoples of Bangadesh have need to carry out their lives by surviving against the disaster all over
the year. Emormous damage of live and livelihoods is not new incident for Bangladesh due to
having runious storm and cyclone. In addition we loss our agriculture, health condition,
sanitation, economy, infrastructure, environment due to another disasters including flood,
drought, excess rainfall. Several initiatives have been taken by present government to by
building capacity of root level vulnerable community considering reality of these kind of
disaster. As a part of continuation of action plan, preparation of disaster managememt
programme at upazila level have been started under Comprehensive Disaster Management
Programme (CDMP) of Ministry of Disaster Management and Relief, GoB.
Main objectives
Main objective of Disaster Management plan is to raise mass awareness on disaster and risk. It
will help to find out realistic approach to mitigate risk at family, community, union Parishad,
Upazila Parishad and Upazila administration level. In addition, It will help to implement shifting,
rescue, demand finalize, relief distribution and rehabilitation plan which are included in local
disaster management plan. This plan will act as a comprehensive plan for disaster management
committee and related sectors (GoB, NGOs and INGOs, donors etc) and also give directions to
related sectors to implement their plans.
Considering this objectives Rupantar a development organization have completed a plan with the
help of CDMP guideline and consultation with Morelganj Upazila Disaster Management
Committee. In this prepared plan all information of Morelganj Upazila including infrastructure
information are included that become a comprehensive action plan of this Upazila. Due to this
action plan it will easy to take any mitigation plan before disaster happened. In addition, I am
requesting to all Govt. and NGOs to consider this plan with their respective development action
in the question of rehabilitation and rescue. Hope, this plan will act an important role in disaster
management at Morelganj Upazila.

Why Disaster Management Plan


Bangladesh is the most disaster prone country of the world due to its geographical situaion.
Peoples of Bangladesh have to survive their life against the storm and tidal surge all over the
year. There were no action plan against the disaster at respective upazila and district level though
every year coastal area of Bangladesh is affected by early mentioned disaster regularly.
Moreover, there is no effective instruction and action plan to take preparation and face disaster
effectively. Under these circumstances this disaster management plan has been prepared as a part
of comprehensive disaster action plan for Morelganj Upazila. Rupantar a development
organization have completed a disaster managenent plan for Morelganj Upazila with the help and
instruction of CDMP under Ministry of Disaster Management and Relief, GoB. Main objectives
of this plan are- Awareness building at family and community level on risk of disaster; to find
out realistic approach for reducing all kinds of risk at family, community, union parishad, upazila
and district administration; to exercise of implementation of locally prepared disaster action plan
that helps to rescue, shifting, need assessment, relief distribution and emergency rehabilitation.
This prepared plan became a complete plan by incorporating all information of Morelganj
including infrastructural maps and information. So, it will play as an instructive model for any
pre disaster risk reducing plan. As well as I am requesting to all to consider this plan with post
disaster rescue and rehabilitation activities related development activities implemented by
Government and NGOs.
I believe, this plan will play an important role on disaster management activities at Morelganj It
will also play important role to conducting risk reduction and capacity building initiatives for
vulnerable community of Morelganj.

First Chapter: Local area Introduction.


1.1 Background:
British East India Company established an administrative centre at Murali in Jessore district during the
time of 1780-81 AD after starting the British rule. The Sundarbans was divided into several segments
and provided to the land lords for cultivation. The East part of the Sundarban was given to land Lord
Kalinath Munnar for 33 years. But the government rules for new instructions for the cultivation again
being failed of land lord Kalinath Munnar. Then an English widow named Mrs. Morela took that land for
her four sons. Among these Robert Morela, Thomas, and William three brothers reached Soralia through
Pangusi and Biskhali river and built houses by cleaning the jungle. Mr. Morrel planting the area and
established a market just 1 decades labour. The market gradually becomes the special river port and trade
centre.
Bangladesh is one of the most disaster prone areas in the world, however, around the country among 64
districts Bagerhat is one of the most disaster prone area.
Previously, devastating cyclone Sidr and Aila seriously hit in this district, property and assets have been
affected dangerously.
Beside, agriculture, infrastructure, the environment, including the different sectors have been severely
damage.
Cyclone and heavy tidal wave are major disasters in this area. Although, almost every year this district
and this upazila is affected by the disaster but there is no action plan.
There is no effective action plan and preparation for facing the disaster and initialise Suggestion no. Part
of the overall disaster management and disaster management plan is prepared for Morelgonj upazila to
face catastrophic situation.
1.2 Main objective of the Plan:
Create mass awareness on disaster and risk at family and community levels, besides, to find out a
better and a realistic solution in reducing all kinds of risk at family, society, union administration,
Upazila and district administration level.
Through the use of local resources as far as possible to reduce the risk of initiatives and develop
the measures performing Implementation method.
Practice and apply the made plans locally for remove, retrieve, calculate instant relief system and
rehabilitation measures.
Prepare a strategic document for a specific area and a specific time to be ready.
Disaster Management Committee and the corresponding sector (government, international and
national NGOs, a donor, etc.) will act as an overall plan.
Provides guidance closely in disaster management planning and implementing on disaster
management.
Community participation in disaster management in the corresponding, effective partnerships and
to be awake to feel ownership.

1.3: Introduction of local area: There are Kochua and Bagerhat upazila into the northern side and
Sharankhola is located in the southern side where Vandaria & Mothbaria is located inthe westren
side, onthe other hand, Pirojpur sadar is located in the east side.
Geographical condition of the Upazila: 2888 hectares of high soil, medium-high -17565 hectares,
11372 hectares of medium and low, low, flat land is -700 hectares (Source: Upazila Agriculture

Standing in a forest districts, however, the district forestry department has created some of the forests.
There is no other mining like oil, gas, coal and so on. Moreover, the salinity in the water are found
almost all unions in the upazila. Again, there are some sources of sweet water. Due to the demand for
drinking water most of the community people resolved their needs by collecting rainwater and the
pond water in dry season. Producing Aus rice and vegetable are badly disrupted for salinity winter.

1.4 Infrastructure and information of infrastructure


1.4.1 Infrastructure:
Embankment: 14.83 km (35/1 poldar) There is an embankment from kumarakhali to Bandaghata
bazzar through Sonnasy khal which is 6 feet high. However, the sluice gate are active in kumarakhali
canal, canal in Barisal, sannyasi Canal, Chairman Market Canal, Canal palimangala, Zahur Ali canal,
canal bandaghata and so on.
There is an embankment 15 km (daibanjahati epicenter) from cholamabariya to Sona Khali Khal
through Debraj which is also 6 feet high. The sluice gate are active in Hospital adjacent canal,
cholamabariya Canal, Canal mangaleratata, sonakhali canal, canal debaraja
(Info-Bagerhat Water Development Board, the information providers SA Habib).

1.4.2 Social Resource:


Household: There are total 75472 families in the upazila, among these farming families are
55,876 (32% are building and other type is 68%). Use bricks, sand, cement, rod, wood, bamboo,
wood, chonapata, Golpata as housing materials. All types of house are built by the community
people. However hut made of mud houses chaunii pata are seen majority.
Water: There are 2286 has spotted of shallow tube well (Unhelpful 538), deep tube weel 10
active, 1 is in Jiudhara Union. There are over 770 PSF are active. Moreover, there are 418 rain
water harvesting system, while 132 is active. In the meantime, 60% sweet water and 40% salt
water (95% people depend on the pond / PSF and 5% of people drink tube-well water). During
the time of Flood / tidal wave there is no suitable food and water wells.
Sanitation: 95% households have access to sanitation system. During the flood and time of tide

Play Field: There are 6 play ground in this upazila.


Cemetery / Crematorium: There are many family cemeteries in this upazila. However,
according to the information of UPs there are 24 cemeteries in 16 unions and there are and
Crematorium No. 4in this upazila. (Source: Union Council).
Communication Media: The communication media of Morrelgonj upazila is contacted on of
roads and vessels. Bus, truck, minibus, rickshaw, van, bike, etc are used as a medium of
communication. Every union exist the road access with the upazila sadar. Moreover, there are 4
rivers and 51 canal for river way. The people of this upazila used waterways to carry their goods
in normal time. However, the van, rickshaws, bikes are popular as the communication medium

and prevailing all around the upazila easy to navigate . Distance of 5 to 30 km with the unions in
the upazila headquarters. The people mostly move forward everywhere road.

Forests and forestry: There is no forestry in the morrelganj upazila. The Social Forestry
Department of the upazila reforrest in 16 unions of total 117.00 km has taken the social forestry
program. Upazila forestry department of the Morrelgonj upazila took the trees to the forest and
they are Arjun, Mahogany, reinatti, children, neem, Kadabelera, akasamani, acacia, uriama, glass,

1.4.2 Climate and Weather:
Rain falling trend: During the year of 2013 the total amount of rainfall was 636 mille mitre rain
fall where the on average was 1.74 mille mitre. On the hand, according to the Upazila agriculture
officer amount of rain fall was 246 mille mitre in Kharif-1 and 361 mille mitre rain fall was in
Kharif-2 while there was only 29 mille mitre rain fall was in Rabi session.
Temperature:
Highest 40 to 42 degree Celsius are common during the month of April and May. On the
contrary, during the winter session the lowest temperature in this area is 8 to 10 degree Celsius.
However, at present in the summer season the hot weather is filled bit high than the other time. It
is said analysing the databases that the rate of temperature increase in the past 10 years. (Data

Layer of underground Water: There are different water layer in different unions in Morrelgong
Upazila. But there is no crisis in case of drinking water and water for irrigation during the dry
season.

1.4.4 Other
Land and use of Land: 2888 hectare high land in morrelganj upazila, where medium high
land 17565 hectare, 11372 hectare medium low land, low land 700 hectare, and the total
32525 hectare. (Agriculture, environment, 13land area is 44580 hectare).
Accurate agriculture land are 27051 hectare, one crop 18051 hectare, two crop 7211
hectare, three crop 1790 hectare and the total amount of crop land is 37,871 hectare. The
140% crop silence.

River: Ther are four rivers have been flowing into the Morrelgong upazila and they are
1.Baleswar 2. Panaguci 3. Daratana and 4.Ghasiyakhali.
Farmers have collected water for irrigation from the rivers draining the and local businessmen
have used small boats to carry their goods through the river. On the other hand, the local people
are using water to bathe and cook for cooking purposes. Depth and water flow of the rivers in the
past due to its extensive use of water for agricultural activities, trade and commerce, from one
district to another district, the movement of people, fishermen fish retrieval, family cooking and
bathing in the rivers people are greatly benefitted.

Pond: There are 107pond in this upazila. The pond under the CDMP II -? T (five) of the
pond
has been performing excavation activities.
Canal: there are 51 canalare fllowing through the 16 unions. However, among these 10
canals are notable.

Salinity: There are three suitable seasons are available for agriculture are presented in the
upazila . However, the season in of Kharip-1 is in between 16th March to 15th July. Then the
rate of salinity increased to 6 10%. During this time, in this upazila the half of the total land
becomes unusable for agriculture.
On the other and kharip-2 season is started from 16th July to 15th October. During this time
the salinity stay in the water between 1 to 3% and almost 100% land come under cultivation.
There is no actual different in agricultural production except disaster. Besides, 16th October to
15th March is Kharip-3 season. During in this kharip-3 the salinity rate is presented in the
water between 4-8%. For the period of Kharip-3, 75% lands are used for Boro paddy in the
summer, on the other hand, in the winter season vegetables and other cereal.
Arsenic Pollution: The arsenic is presented more or less every union in the upazila. However,

Disaster, Hazard, Vulnerability: Relatively the risk of natural disaster is high due to its geographical
location. Therefore, the people of this upazila are victim fatally because of big disaster like Aila and Sidr.
However, it is informed from the local government officials, local elite persons and from the community
people that although the cyclone and the tidal wave is the main disaster but, in few years the water
logging is created due to heavy rain fall which turns into disaster.
Widespread human suffering increases because of poor extract system which most of the time create
water logging. Moreover, agriculture related economy of the area, fisheries production, people and their
livelihood, health, education, infrastructure are severely affected by the disaster.

2.2 Hazards of the unions:


'Danger' is usually used as in the sense of 'potentiality'. In other words, it is such a possible and unusual
event that could be occurred because of natural, human or technical error which may be hampers the
normal lives of people and the environment as well.
Morrelgonj is one of the coastal upazila of Bagerhat district. Bagerhat is also located adjacent to the sea.
Although Bagerhat district is 80 -90 km away from the sea, but there are some big rivers of Sundarban

1. Morrelgong upazila is one of the disaster prone areas. During the time from June to October there
are more or less high tidal wave hits this land that is badly effects on agriculture, fisheries,
infrastructure, accommodation and communication and so on. Moreover, the agriculture land
become unworkable because of salinity and sand from the tidal wave. As a consequently, almost
0.05% acre land become unusable for cultivation. However, the flood of 1988, 1998, 2007 and
2008 were devastated for the district as well as for the country.
2. River Erosion: The problem of river erosion is common in the Morrelgonj upazila. However, this
problem is generally seen between the times of June to October of every year. This problem has
greatly damaged the area of agriculture, corps, home, road, environment and so on, which greatly
effect on different types of work, producing food and manufacture. The community people turn
into homeless and the environment faces big obstacle to survive. If the embankment is not built
and taking the correct initiatives for saving the upazila from the river and other hazards, then the

Disaster is natural or human-caused events that can occur suddenly or gradually. The people have to deal
with disaster through the outstanding efforts.
Disaster is an extreme event or situation in a community or society which affect on the environment and it

4.1 Emergency Operation Centre (EOC):
Generally Emergency Operation Centre (EOC) provides affective response during the disaster. EOC
collects information, function monitoring and observation and make sure the use of resource for 24 hours.
There is a one operation room, one control room and one communication room in an Emergency
Operation Centre.

4.1.1 Emergency Control Room direction,
Set an Emergency Control Room soon after the disaster in upazila office. Besides, at least 3/4
volunteers and police together will be present by turn to make sure their presence.
Responsible person will be presence in charge of the control room. At least 3 volunteers groups
consist of 3 members will be in charge for both day and night.

Control room will communicate continuously with district or division.


There will be a register book where the responsible person name will be listed, besides, he/she
will collect every information with source and place.
There of course will be a social resource map hanging against the wall where different union and
village location, road, canal, bil, embankment, UP complex, school, college, bazzar, cyclone
shelter will be located specifically. Moreover, the areas location will be located whose are
affected by disaster.
Radio, charger light, at least 5 big torch lights, Gum boots, life jackets, batteries, rain coats are
consigned in the control room.

Instructions to implement the emergency plan;


4.2.1 Keep ready the volunteer groups:
Organize volunteer groups leading by the UP member,
Information and warning messages are spread through the village by the volunteer groups.
Arrange training among the volunteer groups on disasters signal, rescue message, management
of the asylum and disaster risk reduction.
4.2.2 Campaign of warning:
Respective UP member will make sure the propagation of the disaster signal are reached each of
the houses among the respective union.
It is arranged to propagate in every hours on milking in the respective area about the warning
signal no. 5 which broadcast through the radio and television.
On the other hand, schools, madrasas, mosques, temple and the church will play to propagate the
great danger signals continuously in every single hour by using their mike, bell and so on after
expressing it on national radio, television.
4.2.3 Evacuation of people:
The people should vacate from their own houses to the cyclone shelter after getting the danger
signal news from radio and television. The UP member will start work to evacuate the people by
the volunteer groups.
Propagation the danger signal in the community and the volunteer groups will visit peoples
house to aware them on disaster, besides, the people must be evacuated from their own place to
the cyclone shelter after 8 no danger signal. Cyclone shelters will be decided as area wise during
the disaster.
4.2.4 Rescue and primary treatment:
Make plans for providing the responsibility to the upazila disaster management committee of
rescue and primary treatment for extreme vulnerable place.
A permanent fund for rescue will have to be organized under the supervision of Upazila Disaster
Management Committee.
Establish and operate a temporary camp.
Sick people, elderly people, child, disable and pregnant women are sent to the hospital who has
taken shelter in cyclone shelter.
All UP member will be responsible to put the dead body under the earth by volunteer groups in
their respective ward.
4.2.5 Maintenance of the Cyclone shelter:
Renovate the cyclone shelter before starting the disaster prone seasons.
Select the cyclone shelter for emergency time.
Make sure the security of women and children during the disaster.
Make sure the supply of drinking water and other services.
Assist the people to transfer their resources such as; cattle, hen and duck, emergency food,
necessary papers) to a secure place.
4.2.6 Keep ready the boat:
UZDMC will collect the information of the number of engine boat and which and how many
boats will be used for the community people during the disaster,
The owner of these boats will help the people by all means during the disaster.
Mobile number of the boatmen and the owner will be collected.
4.2.6 Assessment and send report about the amount of loss of resources:
Send SOS form respectively within 24 hours and D form will have to send with inside the time
of 7 days to the UP Chairman.
UP chairman will collect all unions report through the UP secretary and send it to the UZDMC
within 24 hours.
4.2.8 Coordination of relief work.
UP chairman will coordinate with different organizations whose are working on relief and
rehabilitation,

The amount of relief and rehabilitation materials brought from the outsider organization or any
kind of team to be recorded in a Register. Besides, they have to inform to the control room about
the area where they will have distributed the items.
Union Disaster Management Committee will allocate relief resources and on the basis of damage
and adversity to the ward level and propagate to the community.
4.2.9 Keep ready and preserve dry food, life saving medicine:
Collect and keep ready the dry food such as Chira, Muri, sweet meat, Fire box, Candle from local
market to distribute among the community.
Collect dry food , rice, wheat, corn, instrument of making building like; Tin, Polythene, rope
from local market,
Make and prepare list of medicine by Union health and family welfare assistant and gather from
local market.
UP Chairman will be responsible to arrange van and rickshaw for transporting the relief
resources,
4.2.10 Immunization of animal:
Collect necessary medicine for farm and domestic animals considering the presentation situation
of the livestock of the upazila,
The member of the Ward Disaster Management Committee should be trained on animal
treatment,
Hire skilled persons on animal treatment during the hazardous time,
4.2.11 Arrange exercise for disaster
Arrange exercise on disaster warning, propagation of warning, evacuation primary treatment for
preparation during the disaster,
Organize exercise on different types of disaster into the disaster prone area,
Examinee the whole procedures of disaster preparedness as participatory through the exercise in
every in April & September,
Trained the volunteer team that how to carry the sick people, woman, child , elderly people to the
cyclone shelter quickly,
Exercise program for the disaster would have to be into the disaster prone area instead of union
parisad.
4.2.12 Operate emergency control room:
A emergency control room would have to established into the upazila office/ union parisad and
team of 3/4 members consisting of volunteer and village police will surveillance in turn,
Secretary of union parisad and other respective person will carry out the responsibility
continuously of the control room. Each of the team will make of 3/4 members of volunteer &
village police who will observation day and night in turn.
4.2.13 Cyclone shelter & Safe places:
Those places could be used as cyclone shelter/ safe shelter which will not go under the water, safe
from river erosion,
Selected cyclone shelter, school, college, govt & non govt institution, high road, embankment are
used as cyclone shelter,

4.4 Organize of the Management Committee:


Cyclone shelter is a very important part of the management committee. There are many cyclone
shelter are become unusable due to lack of proper maintenance. Hence, cyclone shelters should be
come into the disaster management plan.
Why cyclone shelter management?
Save life and asset during the disaster,
Save live stock during the disaster,
Make sure the use and the maintenance of the cyclone shelter.
Management Committee in the cyclone shelter:
There will be 7 to 9 member of the cyclone shelter management committee,
The management committee will be consisted of 7 to 9 members of UP chairman, Member, Elite
person, Social Worker, Teacher, NGO representative, Land provider, Volunteer will be in,
This cyclone management committee can play role as management committee with the
permission of community people,
Woman will be the half portion of the committee,
Sense of responsibility of the committee (about shelter of management),
Committee will be responsible for the overall management of shelters by supporting of the Local
people.
The committee will also hold meeting continuously after a certain time, besides, every verdicts of
the meeting will be written in the register and more importantly, responsibility will be
disseminated and set a deadline for the implementation.
List of cyclone shelter will be coherent with disaster management plan.

4.6 Finance:
The income of Union Council are come through different sections such as; the local income tax, marketbazzar leases, canal-bill lease, other lease and trade and the trade license. However, at present the big hatmarket, canal and lease arrangements are not in the hands of the union, consequently, the sources of
income of union parisad of union is much less than before.
However, at the local level the government has given 1% money to the union parisad of local land sale
(Land Registration) through the Upazila Parishad. Although the mean time, this money is generally used
as monthly wage/ allowances for village police and the secretary are paid. To strengthen the local
government Bangladesh Government has taken initiatives through the Local Government Support project
where the government will provide allocation 5 to 10 lac money.
Income of Union Parisad:
There will be a fund for every union parisad,
(a) Self sources( Union tax, rate and fish),

Review the action plan throughout every year in April / May and make update by the correction

Description
Emerging crops are lost due to cyclones and salinity, and Farmland become saline.
Moreover, land becomes unsuitable for cultivation, decrease its fertility.
Consequently, agricultural system collapses.
Fish
Aquaculture ponds and fields washed away due to cyclones and rains. On the other
hand, the fish die for contamination and salinity. Inhibit the growth of fish and

Damaged forestry plants by cyclones and other disaster.
Health
A number of people have died by Hurricanes and other disaster. In the flip side,
because people have been affected from water bore diseases by drinking
contaminated and saline water.
Livelihood
Cyclones, salinity and heavy rains damaged the local level livelihoods. Agricultural
land is lost and land energy decrease, besides, farmers, fisherman become
unemployed during this time. Furthermore, roadways are closed to a traffic
communication; consequently, transport workers are unemployed. The trade-off and
economic activity is stalled.
Water
The water are polluted due to salinity, besides this, the sources of water turn out to
be polluted because of dead bodies, garbage and so on.
Infrastructure School, college, hospital, road , bridge, culvert are broken down because of cyclone,
tidal wave and for other disaster.
