It is found in MOD CELLFRC. The description is not very clear and it just says if
DL Code Resource Saving Mode is to be TRUE or FALSE... but:

Example
Modify the cell-oriented FRC algorithm parameters for cell 1, run the following command:
MOD CELLFRC: CellID=1, UlBeTraffDecThs=D8, DlBeTraffDecThs=D8;
After the command is run, both the UL BE traffic DCH decision threshold and the DL BE traffic
DCH decision threshold of CELL 1 are set to 8kbit/s, then a PS background or interactive
service can only be carried on DCH.

2 Answer:
1. Content: This parameter specifies whether the DL code-resource-saving mode is applicable
to narrowband AMR services, TRUE specifies the DL code-resource-saving mode is
applicable to narrowband AMR services, FALSE specifies the DL code-resource-saving mode
is not applicable. In code-resource-saving mode, a relatively low puncturing limit is used
during calculation of the downlink spreading factor.
2. What impact does it have in the network? On some conditions, such switch (set on
True) can save code resource. If AMR speed is lower 7.95K/s, it will use SF=256 which can
save code resource. If we do not open such switch, it will always use SF=128. But we need
inform you that some black-berry mobiles have problem when they use SF=256, it will cause
packet lost in physical layer. Our network does not open such switch currently.
