Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. ISO shall not be held responsible for identifying any or all such patent rights.

1.1
Scope
This standard specifies the safety requirements for Continuous Surface Miners (CSM).
It specifies common requirements for the design and construction in order to protect workers from accidents
and health hazards which could occur during operation, loading, transport and maintenance.
1.2 This Standard deals with all significant hazards, hazardous situations and events relevant to continuous
surface miners, when they are used as intended and under conditions of misuse which are reasonably
foreseeable (see Clause 4).
This Standard specifies the appropriate technical measures to eliminate or reduce risks arising from the
significant hazards as specified in Clause 4.

This Standard applies to CSM which are manufactured after the date of publication of this Standard.

For the purposes of this document, the terms and definitions given in ISO 12100 and the following apply.

3.1
Continuous Surface Miner (CSM)
Self-propelled mining machine on tracks which in open pit mining operations removes minerals in layers by
the use of a milling drum.
3.2
Operating mass
Mass of the base machine with all standard equipment, with or without cab, with or without ROPS etc., with
half full fuel tank and all fluid systems, when applicable, with sprinkler water tank half full

Milling drum
Power driven rotating body that is equipped with cutting tools.
Annex A (normative) contains all significant hazards, as far as they are treated in this standard, identified by
risk assessment as significant for CSM and which require action to eliminate or reduce risk.
The risks arising from the hazards listed in Annex A are eliminated or minimised by combining the technical
measures given in Clause 5.
5.1
General
CSM shall comply with the safety requirements and/or protective measures of this clause.
In addition, the machines shall be designed according to the principles of ISO 12100 for hazards relevant but
not significant which are not dealt with by this Standard (e.g. sharp edges).
5.2
Surface miners shall be fitted with working lights for illuminating the work area. Lighting, signalling and
marking lights and reflex-reflector devices, if available, shall comply with the appropriate clauses of ISO 12509.
5.3
5.3.1
Uncontrolled motion
Machine-, equipment- or attachment-movement from the holding position (except for setting controls by the
opera-tor), e.g. due to drifting and/or creeping (e.g. caused by leakage of oil) shall only be possible in such a
way that these do not create a hazard to exposed persons.
5.3.2
5.3.2.1
If applicable, anchor devices shall be designed in such a way that they can be used for retrieval, tie-down,
lifting and towing.
5.3.2.2
Appropriate lifting points (e.g. lugs, lifting-eyes or -lugs) according to ISO/FDIS 15818 shall be fitted to ensure
safe loading, retrieval and transportation.
The equipment shall facilitate reliable fitting of load handling devices and shall be arranged in such a way as
to allow safe lifting and recovery of the machine.

The method of lifting heavy attachments, components and machines which are transported in parts shall be
de-scribed in the instruction handbook.
Lifting points shall to be easily identified on the machine (e.g. coloured marking or symbol 7.25 of ISO 64051:2004-11+A1:2010-12) and described in the instruction handbook.
5.3.2.3
Tie-down points
Tie-down points according to ISO/FDIS 15818 shall be provided for the safe transportation of the machines.
Tie down points shall to be easily identified on the machine (e.g. coloured marking or symbol 7.29 of
ISO 6405-1:2004-11+A1:2010-12) and described in the instruction handbook.
5.3.3
Steering system
CSM shall be provided with a steering system that ensures safe steering with consideration of the rated speed
of the machine and its stopping capability. The steering shall be such that the movement of the steering
control corresponds to the intended direction of steering.
5.3.4
Storage Facilities
Easily accessible storage facilities for the instruction handbook and for any special tools supplied shall be
provided.
5.4
5.4.1
Operator stations
General
ISO/WD
an easily accessible emergency exit shall be provided and marked if the cab is provided with only one
access door. Roof windows can also be used as an emergency exit. If the emergency exit shall be
realised by a hammer pane breaker, it shall be provided and stored in the cabin, at the hand of the
operator;
front windows shall be provided with motor-driven wipers, washers and a demister. This requirement shall
apply for all directions of travel considered in the design of the machine;
inner lighting shall be provided (capable to function with the engine stopped);
if a heating and ventilation system is fitted, it shall comply with ISO 10263-4;
windows including roof windows shall be made of safety glass or other material which provides similar
performance (see e.g. ECE R43). Roof windows do not need to fulfil additional safety requirements;
if the cab needs to be tilted for maintenance and service, it shall be equipped with a tilt support device
according to ISO 13333.
5.5
CSM with an operating mass of less than 50 000 kg shall be equipped with a roll-over protective structure
(ROPS). The ROPS shall comply with ISO 3471. For CSM with an operating mass of more than 50 000 kg a
safe distance to the embankment shall be described in the instruction manual
5.6
CSM shall be so designed that a falling-object protective structure (FOPS) can be fitted, when they are
intended for applications where there is a risk of falling objects.
If FOPS is fitted it shall comply with ISO 3449 Level II
5.7
Operators seat
The seat shall be adjustable to support the operator in a position that allows the operator to control the
machine under all expected operating conditions.
Dimensions and adjustment of the seat shall comply with ISO 11112.
If a suspension system is fitted, it shall be adjustable to the operators weight of at least from 55 kg to 110 kg.
5.8
5.8.1
General
The main controls and indicators (hand levers, pedals, switches etc.) shall be designed and arranged so that:
a)
they are of easy access in accordance with ISO 2860, ISO 6682 and ISO 3411;
b)
their function is clearly identified (see ISO 6405-1) in the operators station and explained in the
instruction handbook (see Clause 7);
c)
the movement to activate the controls and indicators shall correspond to the intended effect or common
practice except otherwise required by application;
d)
when a control is designed and constructed to carry out several functions, e.g. keyboard, joystick control,
the activated function shall be clearly identified.

5.8.2
Controls
5.8.2.1
Controls shall not become warmer than 45 C during operation at an ambient temperature of 25 C and shall
be situated sufficiently far away from warm areas to ensure that burns are prevented.
5.8.2.2
Inadvertent activation
Controls which can cause a hazard due to inadvertent activation shall be so arranged or deactivated or
guarded that they cannot be activated inadvertently and in particular when the operator gets into/out of the
operators station.
5.8.2.3
Pedals
Pedals shall have an appropriate size, shape and be adequately spaced. The pedals shall have slip-resistant
surface and be easy to clean.
5.9
Starting
5.10 Stopping
5.10.1 Emergency stop
An emergency stop shall be fitted within the zone of comfort as specified in ISO 6682. It shall stop all
dangerous functions of the CSM. The emergency stop shall meet the requirements of ISO 13850.
5.10.2 Milling equipment
It shall be possible to stop the milling equipment separately.
5.10.3 Braking system
CSM shall be equipped with a braking system, efficient under all operating conditions as foreseen by the
manufacturer.

5.12 Protection
5.12.1 General
Hazardous areas which can be reached from operator's stations and their access and other machinedependent work places shall be provided with appropriate protection devices according to ISO 14120.
5.12.2 Guards
5.12.2.1
General
Guards shall be designed to be securely held in place and to prevent access to hazardous areas and parts.
For safety distances between moving parts and protection devices, see ISO 3457 and EN 349.
5.12.2.2
Moveable guards
Guards in areas where frequent access for maintenance and inspection work is necessary, shall be movable
and captivated to the machine. They shall, as far as possible, remain attached to the machine when opened.
Guards shall be fitted with a support system to secure them in the opened position up to a wind speed of 8
m/s.
5.12.2.3
Fixed guards
Guards in areas, where access for maintenance and inspection work is rarely necessary, may be fixed to the
machine. Opening of such guards shall only be possible with tools or keys.
5.12.3 Milling equipment
The milling equipment shall be safeguarded to prevent inadvertent physical contact.
Guards shall conform to clauses 6 and 7 of ISO 14120:2002
Guards and flaps shall remain permanently attached.
5.12.4 Height adjustable devices
Elevating devices which can cause hazards shall be provided with a locking device.
Hydraulic load holding devices shall prevent any unintended lowering of the elevating devices. Mechanical
locking devices can be integrated with the elevating devices or can be a permanently attached separate unit.
The operation manual shall include instruction on the use of the mechanical locking device.

5.18 Conveyors
Conveyors shall be provided with safeguards to protect persons from crushing and shearing hazards and
hazards caused by dust or ejected material.
Conveyors shall be conform to EN 618
5.20 Noise
The principles of noise reduction according to ISO/TR 11688-1 and ISO/TR 11688-2 shall be taken into
account.

NOTE
ISO/TR 11688-2 gives useful information on noise generation mechanisms in machinery. It is recommended
to equip the machines with protective measures/devices to reduce the noise emitted.
Depending on the material the milling procedure is the dominant noise source. Because no technical
measures can be implied organisational measures shall be recommended if required.
5.21 Vibration
The principle of vibration reduction, where relevant, shall be taken into account when designing CSM.
To verify that the CSM complies with the safety requirements of this standard, appropriate descriptions,
calculations and test results shall be compiled in a technical documentation.

7.1
The manual shall be supplied with the machine. The format and content shall comply with ISO 6750 and
Clause 6.4 of ISO 12100:2010.
The intended use of the machinery including attachments, tools and accessories under the conditions
foreseen by the manufacturer shall be described. The correct assembly and use of attachments and
accessories shall be stated in the instruction handbook. Separate manuals, e.g. for interchangeable
equipment, are acceptable.
Terms, definitions, units and symbols shall comply with the relevant international standards (see e.g.
ISO 9244).
The instruction handbook shall especially contain the following information:
whether personal protection equipment is necessary;
safety-relevant technical data, especially
the need for educated personnel who has been trained on the use of the machine
