Service Model
When a user modifies the subscription data, the HSS initiates subscribed QoS
modification.
Signaling Procedure

Figure 1 shows the HSS-initiated subscribed QoS modification procedure.

As shown in Figure 1, Mx indicates a measurement point on the MME, Sx


indicates a measurement point on the S-GW, and Px indicates a measurement
point on the P-GW.

Description of the Signaling Procedure


The detailed HSS-initiated subscribed QoS modification (GTP-C-based S5/S8)
procedure is as follows:

The HSS sends the Insert Subscriber Data message to the MME. The
message contains IMSI and Subscription Data. The Subscription Data
includes EPS subscribed QoS (QCI, ARP) and the subscribed UE-AMBR and
APN AMBR.

The MME updates the stored subscription data and returns the Insert
Subscriber Data Answer message to the HSS. The message contains IMSI.

Optional: If only the subscribed UE-AMBR has been modified, the MME
calculates a new UE-AMBR value and may then signal a modified UE-AMBR
value to the eNB by using S1-AP UE Context Modification Procedure. The
HSS Initiated Subscribed QoS Modification Procedure ends after
completion of the UE Context Modification Procedure.

If the QCI, ARP, or subscribed APN-AMBR is modified and activated PDN


connections exist in the modified QoS profile, the MME sends the Modify
Bearer Command message to the S-GW. The message contains EPS Bearer
Identity, EPS Bearer QoS, and APN AMBR. The EPS Bearer Identity
identifies the default bearer of the affected PDN connection. The EPS
Bearer QoS contains the EPS subscribed QoS profile to be updated.

The S-GW sends the Modify Bearer Command message to the P-GW. The
message contains EPS Bearer Identity, EPS Bearer QoS, and APN AMBR.

Optional: If dynamic policy and charging control (PCC) is enabled, the


P-GW initiates the IP-CAN session modification procedure, informing the
PCRF of the updated EPS Bearer QoS. The PCRF sends new updated PCC
decision to the P-GW.
6a. The P-GW sends the CCR-U message to the PCRF, informing the PCRF to
modify the IP-CAN session.
6b. The PCRF associates the PCC rule request with the IP-CAN session
and available service information of the P-GW.
6c. The PCRF authorizes and decides the policy.
6d. The PCRF returns the CCA-U message to the P-GW. The message
contains PCC Rules, Event Triggers, and the selected IP-CAN bearer
establishment mode (if modified).

NOTE:
The PCRF may modify the APN-AMBR and the QoS parameters (QCI and ARP)
associated with the default bearer in the response to the PDN GW.

The PDN GW modifies the default bearer of each PDN connection


corresponding to the APN for which subscribed QoS has been modified. If
the subscribed ARP parameter has been changed, the PDN GW shall also
modify all dedicated EPS bearers having the previously subscribed ARP
value unless superseded by PCRF decision.
The P-GW then sends the Update Bearer Request message to the S-GW. The
message contains EPS Bearer Identity, EPS Bearer QoS, TFT, and APNAMBR.

If the QCI and/or ARP parameter(s) have been modified, steps 4 to 10,
as described in PDN GW initiated bearer modification with bearer QoS
update, are invoked.
If neither the QCI nor the ARP have been modified, but instead only the
APN-AMBR was updated, steps 4 to 8, as described in PDN GW initiated
bearer modification without bearer QoS update, are invoked.

The S-GW sends the Update Bearer Response message to the P-GW to
confirm the bearer modification. The message contains EPS Bearer
Identity. If the bearer modification fails, the P-GW deletes the
concerned EPS Bearer.
