You are hereby informed that your above refered tender read with subsequent letters mentioned above for the Stores
specified in the Schedules annexed has been accepted. This rate contract will be governed by the terms and conditions
brought in the Form no. DGS&D 1001 available from DGS&d sales counter on payment of Rs. 50/- .The Rate
Contract and the schedules annexed here to shall be the sole repository of this Rate Contract/Transaction.

"Suspense Account facilities for indentors of Central Civil Ministries/Departments and UT Administration,except for
M/o Defence,M/o Railways and D/o Posts,have been withdrawn with effect from 03.07.2012. As per revised
procedures/guidelines, the indentors are required to place funds at the disposal of O/o Chief Controller of
Accounts(Supply),D/o Commerce,16-A,Akbar Road Hutments,New delhi-110011 in the form of letter of Authority.
The format of Letter of Authority is attached. The indentors are advised to allocate funds to cover the cost of stores
ordered, which includes value of supply orders inclusive of all duties & taxes asper relevent Rate Contract plus 5% of
the value of supply order towards other incidental charges in case of Rate Contract with firm & final prices or 10% of
the value of supply order towards other incidental charges in case of rate contract with price variation clause. In
addition,indentors are also required to include 2.0% of the cost of the stores(i.e value of supply order + incidental
charges) as DGS&D department charges. Supply Order not accompanied with letter of authority in the prescribed
format along with requisite funds shall not be considered as valid supply orders. Ink-signed copy of Letter of
Authority is to be sent to the Office of chief Controller of Accounts(Supply),D/o Commerce,16-A, Akbar Road
Hutments, New Delhi-110011 by Speed Post under intimation to RC holder.Purchase Directorate concerned in
DGS&D Headquarters and Inspecting Officer concerned.

be placed by Direct Demanding Officer(s) on-line through D.G.S&D web site (www.dgsnd.gov.in) (indentor's page) only.
Supply order(s) in any other form placed on or after 01-10-2008 shall not be valid and shall not be acted upon by the
contractor or any other concerned agencies.
DDO shall download the supply order and send an ink signed copy to the concerned paying authority specified in the
rate contract through Registered / speed post immediately after on-line placement of Supply Order(s).

24- Departmental Charges : Departmental charges at the rates prescribed by government from time to time shall be
levied,for the services rendered by the Directorate General of Supplies and Disposal,in regard to Purchase & Inspection.
The rates currently applicable for departmental charges in regard to purchase and inspection of stores against DGS&D
R/C.
24(a) For Purchase : - Departmental Charges will be levied @1.0% of the value of the contract or supply order placed
against the DGS&D rate contract.
24(b) For Inspection :- Departmental Charges will be levied @1.0% of the value of the contract or supply order placed
against the DGS&D rate contract.
24(c). The value of the Contract or Supply Order shall be all inclusive basis including all taxes & duties. Service tax at
prevailing rate as applicable shall be chargeable as extra on the Departmental Charges.
24(d) Such direct/referral Supply Orders being placed by various Government users on Rate Contract holding firms or
their dealers/sub agents,obtaining supplies and making direct payments to the firms for the cost of stores prescribed in the
Rate Contracts are liable to pay a nominal fee as Departmental Charges @0.25% of the value of Supply Order (all
inclusive including taxes & duties ) + Service Tax extra as applicable. After receipt of Supply Order,the firm will deposit
the said Departmental charges + service tax thereon at the rates provided in the R/C to the concerned Controller of
Accounts (CCA) viz. Delhi/Mumbai/Kolkata/Chennai, as the case may be ,as indicated in the R/C by way of Demand
Draft/Bank Transfer. In case , the supplies are made in installments, the aforesaid Departmental charges + Service Tax
can be paid by the firm with CCA on pro-rata basis based on the value of the supplies made. In case no supplies are made,
Departmental charges would not be payable / claimable as no service would deem to have been rendered by DGS&D.
The firms can claim Departmental charges from PAO of the indentor for the direct/referral orders placed by them.Those
who err/conceal/misrepresent/default in payment of prescribed Department Charges would be viewed adversely and shall
be liable for actions as deemed fit by DGS&D including de-registration,debarring or suspension of business
dealings,blacklisting , bad performance and denial of further Rate Contracts etc, in addition to recovery of the requisite
amounts.IT would be the responsibility of the user department to ensure that the prescribed departmental charges have
been paid by the supplier before releasing their payments for the supplies. The firm would also disclose the same to
DGS&D.

Special Terms & Conditions

Warrantee shall be provided for 15 months from the date of dispatch or 12 months from the date of installation of A/C
unit whichever is earlier. However, the compressor shall have the warrantee of 5 years from the date of delivery without
any charges.

ANNEXURE
1. Air conditioners suitable for 230V, 50 Hz single phase AC supply shall be
capable of performing the functions as cooling, dehumidifying, air circulating and
filtering.
The air conditioners shall be complete with automatic temperature control and cutin-cutout for variable temperature range 16 to 30 degree C. The differential of the
thermostat for cut-in-cut-out shall not be greater than +/- 1.75 degree C. The Air
conditioners may either be provided with adjustable step less type mechanical
thermostat or electronic thermostat as per IS: 11338:1985.
2. Outdoor unit of the air conditioners shall be fitted discharge cooled type
rotary/sroll type compressor operating on Refrigerant R-22 (or non-CFC refrigerant
R-410A in case of Split Air Conditioner) with suitably rated capacitor start
electric motor.
It shall be equipped with overload protection and shall be mounted on resilient
mountings
for
quiet
operation.
The
Rotary
compressor
shall
be
of
Matsushita/Hitachi/ Toshiba/ Carrier/ Emerson/ LG /Tecumseh make and shall be
covered by manufacturers test certificate and TTC to JISS or ASHRAE.
3. The minimum thickness of the base in outdoor unit shall be 1.20 mm & sheet
thickness for rest of the body shall be 0.70 mm (Min.) with galvanized coating
thickness of 120 g/ sq. m and shall be provided with stiffeners for robust
construction and shall have rounded corners. Galvanized sheet shall conform to IS:
277/2003.Steel parts/ front panel etc. shall have stove-enamelled finish preceded
by thorough cleaning of the surface, phosphated and undercoat of anti-corrosive
primer paint. Alternate methods of corrosion protection like plastic powder
coating, electrostatic paintings shall also be acceptable in lieu of stoveenamelled finish.
4. The casing of the indoor units shall be made of ABS/HIPS/GS and shall be impact
resistant. The control box of indoor unit shall withstand flame retardant test to
Grade V-O as per UL-94. For impact resistance the unit duly packed and dropped from
a height of 1 m shall show no damage. The filter pads provided shall be washable.
5. Remote cordless control with LCD/LED Display shall be provided with one On/Off
timer, selecting fan speed (three speed) and setting up of temperature. Display
shall be provided on indoor unit or on handset or on both.
6. Maximum power consumption of the split air conditioners shall be measured at
capacity rating test conditions. Overall power factor of the unit shall be at least
0.85 at capacity rating test conditions.
7. Two samples of each type/model of Air conditioners shall be type tested for
cooling capacity and EER value by psychometric method to IS and rate contract
requirements either at suppliers works or at a place where facilities are made
available by them in presence of the Inspecting officer before offering the first
lot for inspection.
The EER values mentioned in schedule correspond to testing methods adopted in this
specification and do not necessarily correlate one to one with the values specified
by BEE star label for 3, 4 & 5 star rating certification as mentioned in the Table
2.2 of the Gazette of India notification No 024(E) dt.05-01-2010, issued by Central
Government of India. Standard evaluation of cooling capacity shall be done by
connecting indoor and outdoor units with piping of 5 m length with six bends of
standard radius. Connecting copper tubing shall have dimensions suitable for the
compressors offered with model.
8. Servicing: Free servicing shall be provided for 15 months from the date of
dispatch or 12 months from the date of installation of air conditioner whichever is
earlier. Firm is also required to send service engineer at least 3 times during the
warranty period.
9. Warrantee: Warrantees shall be provided for 15 months from the date of dispatch
or 12 months from the date of installation of air conditioner, whichever is
earlier. The compressor shall have additional warrantee under AMC of 4 years (In
addition to above warrantee of 12/15 months on whole unit.)
10. Installation: The installation charges consignee's site shall include the

i) Mounting/Fitting indoor and outdoor units at the respective locations.

ii) Laying refrigerant piping of 6mtrs length and connecting both the units after
drilling hole/holes in the wall, if required. The thickness of the copper tubing
shall not be less than 0.70mm.
iii) Insulating the suction pipe with expanded polyethylene foam with 5mm thick
tubing.
iv)
Laying 15mm drain pipe 6m length to drain out the condensate water being
formed in the indoor unit.
v) Leak testing of the entire system.
vi) Charging Refrigerant gas in the unit.
vii) Suitable electric wiring between indoors and outdoors units up to 6 mtrs
length up to switch within 3 m of location of indoor unit. Switches/ Sockets /Plugs
are not included in the scope of supply.
11. Inspection: - The following inspection procedure for acceptance test shall be
followed. Pre-dispatch inspection of stores against the R/C shall be reported as
per Inspection Report Performa No.MECH-238 (Rev.II). A copy of this Performa is
enclosed with the hard copy of T.E. The suppliers while down loading the tender
from website shall obtain copy of this Form from Web site or obtain the same from
DS (ME) DGS&D.
(i) Comparing the features of both indoor and outdoor units with those of type
tested units.
(ii) One unit out of up to every 50 units subject to minimum one shall be assembled
by the firm at their works and will be tested for capacity rating test as per
contract specification.
Installation/ Warranty Charges for Split Air-Conditioner
Specification:The scope of installation shall include installation at consignee's
site.
Split Air-Conditioner With Rotary Compressor(R22 Refrigerant)
Specification :Split type air conditioners with BEE Star rating label & rating
capacity conforming to IS: 1391(Part-2)-1992 with amdts No.1 to 4 fitted with
rotary compressor suitable for using HCFC refrigerant (R-22) for wall mounting .
