INTRODUCTION
Kerala SIDCO, a Public Sector Undertaking of the Government of Kerala has four
decades of servicing to its credit as a Promotional Agency for Small Scale Industries. This
Corporation is rendering assistance to SSI's in the State, like providing Infrastructure
facilities, distribution of essential raw materials, marketing of the SSI products,undertaking
Civil and Electrical works etc. Moreover Kerala SIDCO is supplying Bitumen to Local
Bodies as Nodal Agency and Paraffin Wax to small scale industries.
KERALA SIDCO, a Promotional Agency for Small Scale Industries, set up as a
Public Sector Undertaking of Government of Kerala has four decades of service to its credit.
This Corporation is rendering assistance to SSI's in the State, like providing infrastructure
facilities, distribution of essential raw materials, marketing of the SSI products, undertaking
civil and electrical works etc. Moreover, Kerala SIDCO is supplying Bitumen to local Bodies
as nodal agencies and Paraffin Wax to Small Scale Industries.
At present 'Kerala SIDCO' possesses Industrial Lands in 12 sites, best suited for
Industrial purposes. Kerala, the God's Own Country is gifted with abundant natural resources
essestial for establishing Industrial Units and SIDCO is glad to propose some of the plots for
allotment for Industrial purposes. Kerala SIDCO is in the look out for more suitable areas
across Kerala which will be made available to investors suiting their requirments.
Kerala SIDCO, a Government owned Public Sector Corporation, was established in
November 1975 for the development and promotion for Small Scale Industries. Currently,
SIDCO is expanding its area of works by diversification to give new vision to the small scale
industries. Gods own Country, Kerala, is gifted with abundant natural resources essential for
establishing Industrial Units and SIDCO is taking the initiative to set up industrial units.
Kerala SIDCO is the Total Solution Providerfor Small Scale Sector as it offers all facilities
and help to set up a Small Scale Unit. This corporation is rendering valuable assistance to
Small Scale Units in the State, including consultancy at the beginning of the project to the
identification of Industrial Site, commissioning of project, providing infrastructure facilities,
distribution of essential raw materials marketing of the Small Scale Industrial Products,
undertaking civil and electrical works, and setting up of small scale unit, Kerala SIDCO
competently handles the necessary requisites of any project.

INDUSTRY PROFILE
The Micro, Small and Medium Enterprises (MSME) sector has been recognised as
engine of growth all over the world. Many countries of the world have established a SME
Development Agency as the nodal agency to coordinate and oversee all Government
interventions in respect of the development of this sector. In the case of India, also Medium
establishment has for the first time been defined in terms of separate Act, governing
promotion and development of Micro, Small and Medium Enterprises (MSME) i.e. Micro,
Small and Medium Enterprises (MSME) development Act, 2006 (which has come into force
from 02nd Oct, 2006) the Office of Development Commissioner (Micro, Small and Medium
Enterprises) functions as the nodal Developmet Agency under the Ministry of Micro, Small
and Medium Enterprises(MSME).
Office of Development Commissioner (SSI) was established in 1954 on the basis of
the recommendations of the Ford Foundation. Over the years, it has seen its role evolve into
an agency for advocacy, hand holding and facilitation for the small industries sector. It has
over 70 offices and 21 autonomous bodies under its management. These autonomous bodies
include Tool Rooms, Training Institutions and Project-cum-Process Development Centres.
Office of the Development Commissioner (MSME) provides a wide spectrum of services to
the Micro, Small and Medium Industrial sector. These include facilities for testing,
toolmenting, training for entrepreneurship development, preparation of project and product
profiles, technical and managerial consultancy, assistance for exports, pollution and energy
audits etc. Office of the Development Commissioner (MSME) provides economic
information services and advises Government in policy formulation for the promotion and
development of SSIs. The field offices also work as effective links between the Central and
the State Governments.
Consequent to the increased globalization of the Indian economy, MSMEs are
required to face new challenges. Office of the Development Commissioner (MSME) has
recognised the changed environment and is currently focusing on providing support in the
fields of credit, marketing, technology and infrastructure to MSMEs. Global trends and
national developments have accentuated Office of the Development Commissioner
(MSME)'s role as a catalyst of growth of MSMEs in the country.

DEFINITIONS OF MICRO, SMALL & MEDIUM ENTERPRISES


In accordance with the provision of Micro, Small & Medium Enterprises
Development (MSMED) Act, 2006 the Micro, Small and Medium Enterprises (MSME) are
classified in two Classes:
(a) Manufacturing Enterprises- The enterprises engaged in the manufacture or production
of goods pertaining to any industry specified in the first schedule to the industries
(Development and regulation) Act, 1951) or employing plant and machinery in the process of
value addition to the final product having a distinct name or character or use. The
Manufacturing Enterprise are defined in terms of investment in Plant & Machinery.
(b) Service Enterprises: The enterprises engaged in providing or rendering of services and
are defined in terms of investment in equipment.

OBJECTIVE OF THE STUDY


To study the structure and behaviour of the organisation
To know the functions of each department

To know how the procurement, processing and marketing are taking place
To know the working condition of the organisation
To study the organisation through findings and giving suggestions.
SCOPE OF THE STUDY
The employees are the resource of the organization. Hence providing them a very
good working environment will make them contributor much m ore to the organization
Hence scope of the study identifies the present workers participation of the company.
The perception of the employees is also included in the study.
SOURCES OF INFORMATION
Information were collected from both primary and secondary sources.
A. Primary Data
The data were collected through questionnaire method. Questionnaire
is considered as heart of a survey operation.
B. Secondary Data
Secondary data were collected from books, internet, company reports
and files.
To study the organisation through findings and giving suggestions.
LIMITATIONS OF THE STUDY

Some of the respondents gave vague answers


Some were unwilling to answer.
The study under taken may not be applicable for all the employees in
organization, which may have different purpose.
As workers participation is a broad concept, only a minor part of the study is
analyzed.

COMPANY PROFILE

Ever since its establishment in 1975 by amalgamating erstwhile Kerala Small


Industries Corporation and Kerala Employment Promotion Corporation, Kerala SIDCO caters
overarching needs of Small Scale Industries in the State -provision for land and building,

supply of scarce raw materials at low cost, marketing of MSME Products etc to name a few.
SIDCO is a fully owned Government Corporation with its registered office at Trivandrum.
SIDCO owns and operates production units, raw materials depots, Industrial Estates/ Mini
Industrial Estates, marketing cell/emporia/centres, Civil Construction Division, IT&TC
Division, Export & Import/ Project Division and Industrial Parks. Kerala SIDCO has been
distinguished as No.1 SIDCO among South Indian SIDCOs during 2010-2011 in the wake of
the achievement of an unprecedented turnover of Rs.127.81 Crores. Add to its credential,
Government of Kerala recognized the IT&TC Division of Kerala SIDCO as a Total Solution
Provider to Government of Kerala. During

2011-12, SIDCO achieved a total turnover of

Rs. 204 crores from its activities with a profit of Rs. 2.39 crores.

CONCEPTS OF ORGANISATION STUDY

DEFINITION OF THE ORGANISATION STUDY


Organisation study is a field of study that investigates the impact that individuals,
groups and structure have on behaviour within the organisation for the purpose of applying
such knowledge towards improving organisation effectiveness.
The typically hierarchicalarrangement of lines of authority, communications, rights
and duties of an organization. Organizationalstructure determines how the roles, power and
responsibilities are assigned, controlled, and coordinated, and how information flows
between the different levels of management.
A structure depends on the organization'sobjectives and strategy. In a centralized
structure, the top layer of management has most of the decision making power and has tight
control over departments and divisions. In a decentralized structure, the decision making
power is distributed and the departments and divisions may have different degrees of
independence. A company such as Proctor & Gamble that sells multiple products may
organize their structure so that groups are divided according to each product and depending
on geographical area as well.

SIDCOs organisation is decided by kerala government .there is executive
chirman,board of Directors ,and managing director .they all together and 11 divisonal
managers include in the organization of SIDCO

co-ordinated in the organisation.The organizational structure pertains to both reporting and
operational relationships, provided they have some degree of permanence.

MARKETING DIVISION

TERMS AND CONDITIONS

Marketing Division of Kerala SIDCO invites registration of MSME units for sales and
marketing of their products through SIDCO outlets in all the districts in Kerala .SIDCO aims
to help the MSME Sector in Kerala to market their products against stiff competition being
faced by them both within and outside the state, the Marketing Division of Kerala SIDCO
through Sidco outlets will be marketing the products of MSME sector by way of

1. Tender Marketing.
2. Display and sales of products through the SIDCO Sales Emporia, Marketing Centers and
Marketing Cell.
3. Government department /Institutional Marketing and Retail Marketing

Raw Material Division

Kerala SIDCO is a promotional agency formed for promoting business opportunities


of the state to the MSME entrepreneurs and to highlight the ideal business climate prevailing
in Kerala with the main objects to counsel, finance, protect and promote the interest of the
MSME units in the state, by providing steady uninterrupted supply of scarce, indigenous and
imported raw materials and also providing marketing assistance for their products. Kerala
SIDCO works harmoniously with MSME units in Kerala with the supports offered by the
Government of Kerala. SIDCO provides operational flexibility and act as support mechanism
for MSME units and Industries Department of the State Government.
For the effective implementation of the cardinal object, a separate division namely
Raw Material division was formed at its initial stage with 14 outlets for the time bound
supply of raw materials at nominal rate by ensuring quality.
Being a government agency set up for the development of the MSME sector in
Kerala, Raw Material Division is focusing attention and providing due consideration to
serve the MSME sector. The major items handled by the Raw Material division are paraffin
wax, wire rode, Iron and steel, cement, G.I. pipes, Aluminum sheets, Titanium dioxide,
Petroleum products especially Bitumen, paints , Lubes, Agricultural implements and tools.
During the fiscal year 2012-13 Raw Material division could achieve a turnover of Rs.
88.96 Crores compared to 79.43 Crores in 2011-12 .For the current year R.M division aimed
at a target of 125.00 Crores.

Paraffin Wax:
The main item of business is wax on which a number of MSME units and in turn
thousands people, especially from the weaker sections of the society are serviced. We are
charging nominal rate for this item. We have been supplying an average of 352 MT per
month, subject to availability from M/S Chennai Petroleum Corporation Limited, the
supplier.
The annual quantity requirement of paraffin wax is 7200 MT, out of which Sidco is
presently catering only 60%. We have also initiated supply of paraffin wax from Indian Oil
Corporation Ltd.

Iron & Steel.


Steel is the most essential item, which suffers strict competition in the market in
quantity and price. We have been arranging supply both from the main producers, against
allocation from the Ministry of Steel and from other secondary producers/ dealers. We supply
Iron and Steel with the tie up of Steel Authority of India Ltd (SAIL) and Visakhapatnam Steel
Plant (Vizag steel) and that of Tata Steel, Jindal steel along with other ISI grades We mainly
supply Joist, Channel, Angle, rounds, TOR TMT, Wire rod, Plate / Chequered plates, HR
GP/GC Sheet, CR sheet
Bitumen
We have been supplying bitumen to the local bodies at the same price of the Oil
companies as per Government Order.
During 2012-13 we have supplied 7481 MT of bitumen to various

Panchayaths,

Municipalities and Corporations. Sidco is committed in supply of proper quality of bitumen


in proper quantity from Hindustan Petroleum Corporation Ltd, Bharat Petroleum Corporation
Ltd, Mangalore Refinery and Petro Chemicals Ltd to LSGDS and Government departments
and thereby ensure proper bitumen supply which in turn benefits the infrastructure
development activities of the LSGDs and State to the maximum.
The cement supplied by us are Chettinad Cement and India Cements ( Sankar and
coromandel) both OPC and PPC Grade. We arrange supply of lubricants /Oil from M/S
Hindustan Petroleum Corporation Limited and M/s Bharat Petroleum Corporation Ltd .We
have business tie-up for supply of Roofing Sheets from Hindalco and Titanium dioxide from
Travancore Titanium Products Ltd. We are also supplying

various types of Agricultural

Implements, G.I, M.S, Cement and PVC Pipes, paints and barbed wire fencing.
Sidco Raw material Division is procuring quality Raw material through E tender and
arranging the supply to Customers at nominal rate on time bound manner.

INDUSTRIAL ESTATE DIVISION

Industrial Estates are a cradle set up by the government for the growth of small scale
sector. These are specific areas zoned for industrial activities in which infrastructure such as
roads, power and other utility services are provided to facilitate the growth of industries and
to minimize impacts on the environment.
An Industrial Estate is an area of land set aside for industrial development. The
concept of setting up of Industrial Park is to enable to concentrate dedicated infrastructure in
a delimited area to reduce the per-business expense of that infrastructure, to enable to attract
new business by providing an integrated infrastructure in one location, etc.
By investing in an Industrial Estate, one can achieve environmental improvement,
cost saving, social improvement etc. Through effective dissemination of instruments and
management methods between companies located inside the Industrial Estate
Close co-operation of companies with respect to economic, environmental and social
issues improved communication between stake holders and customers
Synergy effects through joint use of infrastructure, joint procurement of production
resources and raw materials and bye-products exchange.
Many of the Companies would have many years of experience which could be
utilized for the conception planning and implementation of further environmental and energy
related projects and programmes.
The concept of setting up of Industrial Estate in all the Legislative Constituency with
the help of the GramaPanchayats is to be worth considered as the overall industrial growth of
the state. By setting up Industrial parks in all Districts, there will be a balanced growth of the
industrial sector especially small and medium sector throughout the state. The production
activities in the state will be increased in our state Kerala, which is a consumer state.
SIDCO has 17 major Industrial Estates and 36 Mini Industrial Estates with a total area
of 270.30271 acres of land and 923 industrial sheds. Allotments of land and sheds are made
on rental / ORS basis. Whenever land/sheds fall idle or the unit holder becomes defaulter of
dues, such land/sheds are resumed/evicted and re-allotted to other industrial entrepreneurs.
The entrepreneurs who have remitted the full value of sheds/land purchased on ORS are
given sale deed. SIDCO has carried out many developmental works like street lighting,

internal road and providing water supply to the units in the Industrial Estates and Mini
Industrial Estates.

CONSULTANCY DIVISION

Empanelling firms, organizations, consortiums and Companies, according to the


terms and conditions of Kerala SIDCO Limited for various consultancy projects.
We at SIDCO, have broadened our scope to areas like providing infrastructural
facilities, undertake civil & electrical works, management and development of industrial
estates, IT & Telecommunication sector, etcinorder to accelerate the overall development of
the state in tune with the policies of the Govt of Kerala. Our Consultancy & Project
formulation division is primarily focused on meeting the prevalent need of the state to
involve realistic and implementable projects for various developmental sectors. We operate
through multi-disciplinary panel of consultants and associates who have extensive experience
in the field of Natural Resource Planning, Environmental planning, Tourism planning, Social
development,

Infrastructural

Designs,

Engineering

and

Architecture.

Kerala SIDCO Ltd will be carrying out consultancy operation of various development
project in Kerala towards which the empanelment is invited. SIDCO will have the right to
accept or reject any proposal after evaluating the eligibility criteria involving financial
soundness, technical capability backed by competent technical personnel and previous
experience in executing consultancy projects and as per the decision of the management with
out

assigning

any

reason

there

off.

Kerala SIDCO Ltd have the authority to conduct all the transactions for and to conduct

on behalf of selected partners from the empanelment and all such works will be entrusted in
the name of Kerala SIDCO Ltd. After being selected for a particular project they can
implement projects through SIDCO. They shall not engage in business tie up with any other
Govt. organizations/ partners for implementing the same project, either directly or indirectly.
The payment and the appropriation of the task will be as per the agreement so formed on
individual project based on the terms and condition of the concerned project and SIDCO. All
the firms, organizations, consortium, group of individuals, limited company, corporate, firm
and organization participating in the empanelment will be evaluated for their financial
capability, technical soundness and previous experience in executing works of similar nature.
The applicant satisfying required criteria alone will be enlisted as a member of the
empanelment of SIDCO for carrying out consultancy projects. Under any circumstances, the
consortium name should not appear on the documents supplied to the client. Where ever the
consortium name to be indicated Kerala SIDCO Ltds name shall be mentioned.

DIVISION

SIDCO IT&T Division is providing software and hardware solutions to Central and
State Government departments, Central and State Public Sector Undertakings, Local Self
Government Bodies, Autonomous Institutions and SSI units. The areas identified for business

Kerala SIDCO Ltd IT &T Division supplies Hardware (servers, Laptops, Desktops &
computer peripherals) Software solutions, Telecom products, Office automation products
Annual Maintenance contract, Third Party maintenance contract and repair and Maintenance
Contract. Kerala SIDCO Ltd has empanelled accredited IT & Telecomm firms to execute
projects undertaken. We are fully equipped to execute any IT & Telecom implementation as
per Government Guidelines. Through our business partners we are capable of providing any
solution which the clients demand and with the wide repertoire of qualified service personnel
we can provide on call support for all our future clients located through the length and
breadth of the State
We have completed the work of digitilisation of assembly proceedings of Kerala
Legislative Assembly and web based text book set ordering and individual text book ordering
system of IT@School .The digitalized proceedings of the 1st Kerala Legislative Assembly
(1957-1959) was unveiled by Her Excellency Smt. PratibhaDevisinghPatil, President of India
during the closing ceremony of Golden jubilee celebration of Kerala Legislative Assembly.

The major projects undertaken by this division involves setting up a state-of-the-art


Telecom city , one stop shop with all telecom facilities and services spread over 25acres at
Trivandrum, the state capital with intelligent buildings and high-tech habitat centre with a
total investment of Rs.400 to 450 Crores . The goal for Telecom City is to create a state of the
art telecommunication centre that will capitalize all the cutting edge technologies of the
telecommunication industry to position the state for new regional and international
investment. Another prestigious project is the construction of multistoried commercial
complex at Kochi with a total estimate of Rs.200 crores.

CONSTRUCTION DIVISION

SIDCO is a Government owned Corporation having a full fledged Civil Construction


Division headed by a Chief Engineer with Civil and Electrical Engineers. There is network of

Engineers throughout the state and the Division has built up considerable expertise and experience in
the field of Civil and Electrical works of major projects for the past 35 years.

The construction Division under Kerala SIDCO has been undertaking civil/electrical works of
other Departments/PSU on centage basis in addition to the own works of our organization. SIDCO
offers a package of integrated services for Structural Design, Preparing Detailed Estimate, Soil
Investigation, Surveying, Execution and Management of various types of Civil and Electrical works.
SIDCO is the nodal agency for implementing Infrastructure facilities for development of plot ,
development of areas and construction of Multi-storied buildings, other factory buildings, other public
works

for

Industrial

Department

and

other

sister

concerns.

The mode of arrangement and execution of works scattered in all over the districts are as per
the rules and regulations laid down in Kerala P.W.D and SIDCO is only a Technical agency for the
works on behalf of the concerned Department/ Corporation and other Government Undertakings. At
present, our major clients are Industrial Department, Tourism Department, HortiCorp, D.P.C
Kasargod, Drugs and Pharmaceuticals and Sports Council.

We had already completed the works of Coirfed, Coir Corporation, Pollution Control Board,
Interior Furnishing Works at Rajiv Gandhi Centre for Bio Technology, Poojapura, Nedumangad
Municipality, Kerala State Poultry Development Corporation, Infrastructure facilities at Attukal
Temple and other Tourism Projects with full satisfaction of clients. Also we have completed EnggProjects for KERAFED at Karunagappally amounting to Rs 400 lakhs. Projects amounting to Rs 63
Crores are in various stages of planning and execution.

FINDING & SUGGESTIONS

FINDINGS
Majority of the workers in this organization are well experienced.
37 percentages of the workers earn Rs. 20001 25000 as their salary.
Only few workers are dis-satisfied with the work load given to them by the
Organization.
Most of the workers are satisfied, that good relation exists with the Management.

From the research it found that 70 percentage of the workers are satisfied with
their current job.
It is identified that 100 percentage job securities prevails in the organization.
Many workers responses that, they participate in the decision making process.
Most of the respondents say that the organization gives encouragement to their hard
work.
Majority of the workers responds that, they have participated in the GEMBA
program conducted by the organization.
69 percentage of the workers says that majority of the workers are participated only
by giving reward.
50 percentages of the workers say that team performance contributes best to their
performance.
The researcher found that many of the workers are participated in the decision making
committees.
Only 16 percentage of the respondents strongly dis-agree that the practice of
participation reduces the conflicts and stress level
Most of the workers say that, the effectiveness of participation is measured through
feedback system.
Majority of the respondent feel that, participating in the program gives Motivation
and improve their self esteem etc.

SUGGESTIONS
Based on the given findings the following suggestions and recommendations are given by the
researcher;
Workers participation effectiveness can be properly measured through performance
appraisal and feed back& official reports.
Workers participation programme should be conducted at all the levels of
management regularly.
Follow the long term planning in the workers participation programme.
Improve the recovery and reduce the unnecessary expenditure through the
participation programme.
Develop the mutual understanding between the management and workers by
conducting participation program.

CONCLUSION
The Study of Analyzing on Workers Participation is ocean, and may try of this work
is a tine wave on it. Through this project work I gained a lot of theoretical and practical
experience while interacting with the respondents.
Workers participation of SIDCO was analyzed based on the detailed study the
inferences were revealed. From the study majority of the respondents are involved in every
level of decision making. Participation suggestion schemes quality circles are the broad level
in the organization.

Workers participation result in better performance and increased

motivation. If some changes are undertaken then the entire respondent will be satisfied. The
organization is highly competitive in the business. As this organization move towards the
competitive position, the employees must be prepared both physically and mentally. So this
study will help the organizations to make the employees to create a more interest in the
participation of work and other activities.
Thus Workers participation is beneficial to employees in the form of self- confidence,
productivity, safety, adoptability, performance and new skills.
