Police discovered a shabu den in Bian, Laguna before dawn on Friday.


Members of the Regional Intelligence Division of Calabarzon Police raided a residential area along
Tramo St. in Barangay Canlalay, where they discovered several men using illegal drugs.
At least seven men caught in possession of shabu were arrested. Seized from them were packs of
shabu and various drug paraphernalia.
The arrested suspects were brought to Camp Vicente Lim.

At least P4 billion worth of shabu and other illegal drugs were seized from two rented warehouses in Pampanga
province on Friday, leading to the arrest of four Chinese nationals believed to be involved in the manufacture of
shabu, or methamphetamine hydrochloride.

Antinarcotics agents raided two warehouses in two barangays in San Fernando, Pampanga, that authorities said were
operating as shabu-making laboratories, and seized a whopping 455 kilograms of the illegal substance.

In the first raid in Greenville Subdivision in Barangay San Jose, the agents arrested three Chinese men, Jayson Lee,
28, Willy Yap, 26, and Neil Tan 26.

A Chinese woman, Ying Huang, reportedly Lees wife, was arrested in the raid that followed on a second warehouse in
Richtown Subdivision in Barangay Sindalan. The three men are reportedly from Xiamen, China, while the woman is
from Fujian, China.

4,500 square meters 'missing' from Makati City Hall Bldg 2?

MANILA - Hilmarc's Construction Corp. was again put on the hot seat on Thursday as it was
quizzed by senators about the total floor area of the allegedly overpriced Makati City Hall Building
2.
During the Senate blue ribbon subcommittee hearing, Hilmarc's President Engr. Robert Henson
said the 11-storey Makati office and parking building has a total construction floor area (CFA) of
32,783.69 square meters.
Senator Antonio Trillanes IV then asked the Department of Public Works and Highways (DPWH)
about its own measurement of the building for comparison.
According to DPWH Engr. Edgar Garces, based on their measurement conducted during the
ocular inspection of the building, it has a total floor area of 27,738.03 square meters, excluding the
mezzanine and the roof deck.
Trillanes quickly pointed out that there is a difference of 5,045 square meters between the total
floor area measurements of Hilmarc's and the DPWH.
But he noted that Hilmarc's measurement includes the mezzanine. So he subtracted from the
5,045 figure the 500-square-meter mezzanine, resulting to a difference of about 4,500 square
meters.
"So in short, ang nawawala dito is 4,500 square meters. Na-shortchange ang Makati ng 4,500
square meters," Trillanes said.
CAYETANO HITS HILMARC'S
Meanwhile, Senators Koko Pimentel and Alan Peter Cayetano pointed out that the 32,783-square
meter figure presented by Hilmarc's today was higher than its previous report of floor area
measurement of about 31,800 square meters.
When asked to explain the difference, Henson said he had asked for a recalculation of the
building's total construction floor area after the Commission on Audit (COA) said in a previous
hearing that the building measures about 33,000 square meters.
Cayetano, however, immediately noted that the figure presented by the COA was really bigger
since the agency also included the floor area of the roof deck. He said the roof deck is not
supposed to be included in computing a building's CFA.
"Eh sa CFA kasama na po talaga yung bawat bubong eh, whether gagamitin mo na roof deck yun
o hindi. Kaya yung sinasabi ng COA na pati yun mineasure nila kaya lumaki," he said.
He said Hilmarc's probably made the figure bigger to make the cost per square meter appear
cheaper.
"Eh bakit ngayon pinapalaki? Kasi nga pag dinivide mo yung total cost at mas malaki [ang floor
area], bumababa yung cost per square meter," Cayetano said.
HILMARC'S TOLD: BE MORE CREATIVE
According to the DPWH engineer, their measurement of the building still has a 5 percent margin
error, which translates to about 1,300 square meters.
Garces explained that except for the ground floor, the basement and all the other floors of the
building had to be measured from the inside.

"May 5 percent margin error kasi for example, the walls [hindi kasali sa measurement] kasi nagmeasure kami sa loob. At saka napansin namin yung building, hindi siya yung regular, nakita
namin yung width niya magkaiba. So in-assume na lang namin na rectangle shape yung building,"
he said.
But Trillanes said even if they close the DPWH's measurement to 30,000 square meters,
considering the margin of error, there is still a discrepancy of over 2,000 square meters.
"You'll have to be more creative in trying to reconcile your figures, Engr. Henson," Trillanes said.
"Masyadong malaki yung diperensya. Even assuming isara na natin sa 30,000 yung magiging
CFA sa DPWH, may nawawala ka pa ring 2,000 square meters na isiningil ninyo sa pondo ng
gobyerno. So mahirap itawid yun," he added.

Tropical depression spotted off Visayas

A tropical depression has been spotted off the coast of eastern Visayas, state weather bureau
PAGASA said on Thursday.
PAGASA said that as of 4 p.m., the tropical depression was seen outside the Philippine Area of
Responsibility (PAR) and was estimated based on all available data at 1,230 kilometers east of
Visayas.
The weather disturbance is carrying maximum winds of 45 kilometers per hour, and is expected to
strengthen before entering PAR by Friday.
Once it enters PAR, it will be called Luis, the 12th weather disturbance to enter PAR this year.

China on Friday warned its citizens not to travel to the Philippines after a Chinese teenager who
worked in a family-run store was kidnapped.

the Philippines that criminal groups planned to attack the Chinese embassy, Chinese companies
and public venues such as malls.
Given that the safety situation in the Philippines is deteriorating, the consular service of the
foreign ministry is asking Chinese nationals not to travel to the Philippines for the time being, the
warning read.
The warning comes as relations between the countries have soured and even turned hostile in
recent years as Beijing and Manila battle over claims to the same territory in the South China Sea.

Sources said aside from the explosive device, the NBI was able to obtain a manifesto showing the
groups other targets SM Mall of Asia, DMCI main office, Chinese Embassy and other Chinese
operated establishments.
DMCI was earlier subjected to an investigation for allegedly employing undocumented Chinese
nationals in Calaca power plant.
One of the arrested suspects said the groups plan was not to bomb Naia but Chinese operated
offices.
The sources said the part of the groups plan was to plant an improvised bomb inside the toilet of
SM MOA, which would be padlocked so no civilian will get hurt.
The improvised explosive device was mostly made from banned firecrackers such as Goodbye
Philippines that were wrapped around bottles filled with gasoline. It was placed inside a Toyota
Revo with plate number WMK 129.
The vehicle was intercepted at around 1 a.m. Monday.

Fire hits Cavite textile factory


LOS BANOS, Laguna, PhilippinesFire hit a textile factory in Imus City, Cavite, Friday morning,
causing damage estimated at P2.5 million, police said.
The fire at Monti Textile Manufacturing Corp. in Barangay Anabu I started around 9:30 a.m. Friday,
Superintendent Redrico Maranan, Imus City police chief, said in a text message.
It continued past 1 p.m., although by then it had been declared under control by the Bureau of
Fire and Protection and the police, Maranan said.
The fire originated in the mid-section of the warehouse and its cause was still under undetermined,
he said.
The authorities estimated the cost of damaged textile materials at P2.5 million.
No one was injured as the factory workers were all able to evacuate immediately, Maranan said.

At least 10 persons were wounded on Thursday morning when a passenger bus hit the approach
slab of the Malitbog Bridge in Dagohoy town, Bohol and fell on its side.

A Philippine commuter train rammed through a concrete barrier at the end of the rail line and rolled
into a busy intersection on Wednesday, injuring at least 34 people and damaging two vehicles on

metropolitan Manila. It caused a huge traffic jam, but the train stayed upright after smashing
through the barrier, likely avoiding a more serious accident with fatalities.

Communication Secretary Joseph Emilio Abaya said. Most suffered bruises, though one had a
broken arm and another had a dislocated joint.
The train had lost power due to a technical problem and was being pushed by another train when it
detached and rolled out of control at the final station on the line, said Hernando Cabrera,
spokesman of the agency that operates the train system.
Abaya said the procedure would have been for the stalled train to be pushed at 15 kilometers (10
miles) per hour but after it detached it was apparently moving faster because the steel "stopper" at
the end of the line was unable to block it. The lead train car pushed the barrier about 50 meters
(yards) from its original position.
Abaya said the drivers of the two trains will be investigated by the police and his department will
create a separate investigating body.
"I don't offer any excuse for this," he told TV5 television. "We will find out what happened and we
will be transparent and explain it to the public."

concrete post and pushed a portion of the railway track out into the crowded intersection.
Many passengers were hurled toward the front of the train, police said.
Regina Santos said she and other passengers in the lead car had asked to be let off the train
when it earlier stalled between two stations but the driver refused to open the doors.
She said that just before the train crashed the driver told the passengers to open the doors using
the emergency levers and to brace themselves.
"I stood by the door just in case," Santos, who was uninjured, told The Associated Press. "I prayed
to God to save us."

The often-packed train system runs on an elevated track along EDSA highway, the busiest
thoroughfare in Manila, and then goes down to street level as it approaches the final station, where
the accident happened.

2 dead, 3 hurt in Taguig car crash


Two persons were killed while three others were hurt when a car slammed into a wall on the
northbound lane of C-5 Road in Taguig City early yesterday.
Driver John Carlo Mariano of Bay Breeze Subdivision was reportedly drunk at the time of the
accident, according to Mark Joseph Lagen of the citys Traffic Management Office.
Mariano and passenger Jaime Pardinas, 19, were among those injured. Another injured
passenger remains unidentified. They were taken to the Taguig Pateros District Hospital.
Fiona Atina Manalo and Carl John Alamo died on the scene, the Southern Police District
(SPD)said.
According to a report received by the SPD, Mariano was allegedly speeding on C-5 Road from the
service road when the Toyota Corolla (TSG-287) he was driving crashed into a wall and swerved
toward the center island at around 2 a.m.

9-vehicle accident along C5: 1 reported dead


Traffic on the southbound side of C5 was brought to a standstill after a 9-vehicle accident left at
least one person dead early Monday, August 4.
A 14-wheeler truck reportedly rammed 8 vehicles along the major thoroughfare near the Kalayaan
flyover area, in the Taguig-Makati border, just before dawn.
Reports said the truck was initially stalled in an inclined part of the road and was waiting to be
towed when its brakes suddenly malfunctioned, hitting 8 other vehicles.
The truck then flipped on its side after hitting a wall, spilling its cargo of sand and blocking several
lanes.
The driver and his companion were not in the vehicle when it happened, and were gone after the
incident, radio dzMM reported.
At least one person died, and dzMM reported that it was a passenger in another truck that was hit
by the 14-wheeler vehicle.
Radio dzBB reported 7 other people were rushed to the Ospital ng Makati for emergency
treatment.
The accident has caused a major traffic jam along the busy road and other roads connecting to it.
The MMDA reported that the accident site was cleared at around 10:28 am.
