I've devised a series of scenario setups to reflect some of the more famous incidents from
Marvel history that have inspired a number of the schemes included in Legendary.
Wherever possible I have made minimal alterations to schemes, masterminds, etc. (The first
set-up is an exception to this as I felt forced to make major changes to create a challenge).
In some scenarios you have complete choice of heroes, in others you have some proscribed
heroes and fewer choices, in one or two the heroes are proscribed with no wriggle room.
I have also tried to use every mastermind at least once and as many schemes as possible. I
have also tried to vary villains, henchmen and heroes as much as possible also. The
schemes are presented in roughly chronological order but feel free to play them in any order
you wish. Any errors in trying to reproduce "classic" encounters or in the order presented are
purely my own.
Hope you enjoy the challenges and their flavour.
1. Red Skull & the Cosmic Cube
Captain America (& Bucky) fought the Red Skull as part of the WW2 propaganda wars in
what Marvel refers to as "The Golden Age of Comics". Unfortunately in Legendary both the
Skull and the Unleash the Power of the Cosmic Cube Scheme are provided as aids to make
learning the game easy. Consequently, I have re-written the scheme and powered up the
Red Skull.
Unleash The Power of the Cosmic Cube Scheme - Mark II
Setup: use all 11 twists
Special Rules: None
Twist: Place each Twist next to this scheme and refer to the chart below:
Twists 1 & 2: KO the highest cost hero from HQ.
Twists 3 & 4: Every player gains a Wound.
Twists 5 & 6: KO the top card from every player's Draw Deck
Twists 7 & 8: KO the top card from every player's Draw Deck & every player gains a
Wound.
Twists 9 & 10: KO the top 2 cards from every player's Draw Deck & every player
gains 2 Wounds.
Twist 11: Evil Wins!
Scheme: Unleash The Power of the Cosmic Cube Scheme - Mark II
Mastermind: Red Skull (Attack updated to 9)
Red Skull also has Growing Threat (the Mastermind gets +1 attack each time they are
defeated).
Villains: Hydra and Marauders
Henchman: Maggia Goons (Without Bribe) representing Nazi Goons
Heroes: Captain America (+ 4 other heroes)
Special Rule: Red Skull also wins if 3 Hydra villains escape the city.
5. Kingpin's Debut
The Kingpin debuted in an early issue of Spider Man. The scheme here should probably be
Organized Crime wave, but I couldn't resist using as many spider adversaries as possible in
one scenario; so have reserved that scheme for Kingpin's later battle with Daredevil.
Scheme: Midtown Bank Robbery (Add 12 Bystanders to Villain Deck)
Mastermind: Kingpin
Villains: Emissaries of Evil & Sinister Six
Henchman: Spider Foes + 2 Maggia Goons
Heroes: Spider Man (plus any 4 others)
Special Rules: In this scenario the Spider Foes are considered Henchmen villains for all
purposes (including the Kingpin tactic referring to Henchmen).
6. The Moleman's Earthquake Creator
Originally the Moleman was a foe of the Fantastic Four who foiled his conquest of the "upper
world" for his moloids to colonize. Later he battled the Avengers and tried to use a machine
that caused earthquakes to take over the world by threatening to destroy all life on Earth.
Scheme: Massive Earthquake Generator
Mastermind: The Moleman
Villains: Subterranea and Masters Of Evil
Henchman: Phalanx
Heroes: Any 5 Avengers
7. Mysterio
The first Mysterio (There have been three Mysterios. - Marvel villains never die, they are
resurrected in believable and non-believable ways, or their powers are transferred to another
incarnation.) is a special effects specialist who builds various devices to commit crime. (Do
we need to watch the Myth Busters carefully?) He is hired by J. Jonah Jameson to destroy
Spider Man. Needless to say, Spider Man survives and Mysterio makes repeated attempts to
defeat him but Mysterio also comes to despise J. Jonah Jameson as well. (He irrationally
blames him for his failure to defeat the web-slinger).
Scheme: Invade The Daily Bugle
Mastermind: Mysterio
Villains: Spider Foes & Sinister Six
Henchman: Maggia Goons
Heroes: Spider Man (plus any 4 others)
Special Rules: In this scenario the Spider Foes and Sinister Six villains with a printed attack
value gain +2 attack (Sandman and Kraven are unchanged)
8. Kingpin's New Enemy
Daredevil became the Kingpin's nemesis time and time again foiling plan after plan
Scheme: Organized Crime Wave
Mastermind: Kingpin
Villains: Streets of New York & Marauders
Henchman: Maggia Goons
Heroes: Daredevil (plus any 4 others)
hold over Jean's psyche and shatters the final barriers on her power. This enormous power
overwhelms Jean, and she renames herself "Dark Phoenix". Enraged at Mastermind, she
uses telepathic illusions to drive him insane. To break her ties with her less powerful identity
as Jean Grey, she strikes down the X-Men and departs for a distant galaxy.
Her power proves to be more limited than she thought; the interstellar trip leaving her almost
completely drained. To recharge, she devours the energy of the nearby D'Bari star, causing
a supernova which kills the entire population of the civilized planet orbiting the star.
A council of intergalactic associates and deems Dark Phoenix an even more serious threat
than the planet-consuming Galactus and must be destroyed.
Dark Phoenix returns to Earth and is conflicted between her normal feelings for her loved
ones and her new destructive impulses as Dark Phoenix. The X-Men attack her but are
again defeated. Her mentor, Charles Xavier, arrives, and through a vicious psychic duel, he
creates a new set of psychic "circuit-breakers" which reduce her to only her original Marvel
Girl powers. This allows Jean's normal personality to reassert control.
The intergalactic council trace her to Earth and demand the death of Jean who killed billions
of people. Xavier challenges the Leader of the council to a duel of honour that cannot be
refused
The next day, the X-Men and the council's Imperial Guard do battle, with the victors to
decide the fate of Phoenix. The Imperial Guard defeat most of the X-Men, leaving Cyclops
and Jean alone to make a final stand. When Cyclops is seemingly killed, Jean's panic
overrides Xavier's psychic restraints and restores her to Dark Phoenix.
The leader of the council initiates Plan Omega, which consists of destroying the whole solar
system in hopes of eliminating the Dark Phoenix in the process. The X-Men attack trying to
subdue Jean to pre-empt the emergency measure. They battle until she regains her senses
and Jean comes to the fore. Jean flees and struggling to keep control, decides to sacrifice
herself to save the solar system, turning a disintegrator beam on herself.
The story ends with Uatu the Watcher commenting that "Jean Grey could have lived to
become a god. But it was more important to her that she die...a human."
Phoenix Rising Scheme
Setup: 8 twists
Twist: Each scheme twist becomes a "Shard of the Phoenix". Shards enter the city track as
invincible villains. They act as villains with an infinite attack.
Special Rules: Shards do not trigger standard escape effects. Instead every escaped shard
is stacked beside the mastermind and adds one the mastermind's attack.
Evil Wins: If 5 shards escape.
Scheme: Phoenix Rising
Mastermind: Jean Grey (Attack 8: Choose any of her cards Use Mysterio's tactic cards)
Villains: Radiation and Heralds of Galactus
Henchman: Phalanx
Heroes: Prof X, Cyclops + 3 other X-men
13. Apocalypse
Apocalypse is one of those immortal villains that has lived for ages being born in ancient
Egypt. Many of his stories are set in an alternate reality where he rules most of the world. In
"our" timeline his most successful escapade was totally defeating X-Factor. He turned the XMan Angel into one of his horseman (Death) and then terrorized Manhatten. As there is no
terrorise Manhattan scheme I have chosen to use the Steal the Weaponized Plutonium
Scheme.
Scheme: Steal the Weaponized Plutonium
Mastermind: Apocalypse
Villains: Four Horseman, Underworld & Radiation
Henchman: Sentinels
Heroes: Iceman and 4 other heroes (Plus Angel)
Special Rules: Angel's cards do not start in the Hero Deck, but are stacked beside the
board. The first time Death is defeated each player takes a random Angel card and places it
on the top of their Draw Deck. The second time Death is defeated each player again
receives an Angel Card and the remainder of Angel's cards are shuffled into the hero deck
becoming eligible for recruitment, like the rest of the hero cards, when they appear in the
HQ. (Note: Once either copy of Death is removed from the city, it can never re-enter the
game via Apocalypse's tactic or any other means.)
Many years passed before Spider-Man's clone reappeared. He had survived and for years
had lived an existence under the name Ben Reilly (a combination of Peter's Uncle Ben's first
name and Aunt May's maiden name). A series of chaotic events followed, in which another
clone of Spider-Man became the villain Spidercide.
After dealing with this miscreant the two Spider Men decided to find out which was the
original Spider Man, and which was the copy. Medical tests indicated that Peter was actually
the clone and Ben the original.
Peter temporarily retired as Spider-Man, leaving the mantle of Spider-Man to Ben who
became the Scarlet Spider.
During this massive story arc countless clones were revealed and destroyed. (One section of
the story was actually called "Maximum Clonage"). The climax revealed that Peter, Ben, the
villains and many others had all been manipulated for years by Norman Osborn a.k.a. the
Green Goblin, who had returned from the dead and had been secretly masterminding the
entire saga.
Osborn said Peter was the originalhaving faked the evidence that revealed Peter's status
as the clone as part of a plan to break Peter's spirita claim that was confirmed when Ben
died saving Peter's life and his body degenerated like all the other clones.
Scheme: The Clone Saga
Mastermind: Green Goblin ATT 9 (from Spider Foes Villain group). Use Carnage's tactic
cards (The "feast" keyword represents the destruction of clones in this case)
Villains: Sinister Six & The Streets of New York
Henchman: Maggia Goons
Heroes: Spider Man, Scarlet Spider + any 3 others
15. Mephisto Meddling
Mephisto continually lies. He lies to The Invisible Woman, to Johnny Blaze, to Hel, to
Rogue, etc. so it seems only appropriate for him to be the mastermind in this scheme.
Scheme: Weave A Web of Lies
Mastermind: Mephisto
Villains: Underworld and Hydra
Henchman: Phalanx
Heroes: Any 5
16. Jean Grey, Maddie Pryor and The Goblin Queen (Yes, the writer Chris Claremont
named the character after Steeleye Span's lead singer).
Madelyne Pryor was working for Scott Summer's parents in Anchorage. When he meets
her, Scott is astounded by her striking resemblance to the dead Jean Grey/Phoenix. The
original link between Madelyne Pryor and Jean Grey is entirely the product of Mastermind.
Seeking revenge against the X-Men Mastermind uses his powers of illusion to convince
Scott and the others that Madelyne is Phoenix incarnatea cosmic threatin an attempt to
have the team kill her. Mastermind's plan fails, and Madelyne and Cyclops are married
shortly after. The happy couple have a son, Nathan, but Cyclops who wanted to retire from
the X-Men finds that he and his family are constantly being menaced by attacks from evil,
including separate battles with Loki and the Marauders.
Scott receives a call from his former teammate Angel informing him that Jean Grey has been
found alive. Without explaining himself, Scott abandons Madelyne and their son to reunite
with his lost love, and forms X-Factor with his old friends from the original X-Men.
Monitoring news transmissions, Madelyne learns that Jean Grey is alive and with Scott. In
anger, she punches the computer monitor's screen, breaking it and causing electrical
feedback that renders her unconscious. The Limbo demon S'ym invades Madelyne's
unconscious body and tempts her to take on the power that would make her the Goblin
Queen.
Madelyne strikes a bargain with yet another demon, N'astirh, to find the Marauders and
return her son to her.
To revenge herself on Jean, Madelyne transforms John and Elaine Grey into her demonic
servants. Mr. Sinister intervenes revealing to Maddie that she is a clone of Jean Grey grown
in his genetic laboratory.
Broken in spirit by this revelation she is driven to insanity. Madelyne then regains her son,
but she now willingly aids N'astirh in his demonic invasion of Earth.[
Scheme: Transform Citizens into Demons

Heroes: Cyclops and 4 other heroes from X-Force and or X-Men groups

Heroes: Cable, Wolverine, Bishop, (plus two other X-Men excluding Jean Grey, Cyclops and
Prof X)
18. The Legacy Virus
The Legacy Virus was actually a viroid and was released by Stryfe, a terrorist (and clone of
Cable raised by Apocalypse) from approximately 2,000 years in the future. It originally
existed in two forms, Legacy-1 and Legacy-2, but later mutated into a third form, Legacy-3;
all were airborne agents.
Legacy-1 and Legacy-2 searched for a target organism's "X-factor," the sequence of mutant
genes that gave a mutant his/her superpowers. If it did not find an activated X-factor in the
target, the viroid would die off, leaving the person completely unaffected. If, however, it did
detect the X-factor, it would begin inserting introns (junk DNA sequences) into the
transcription codings of the victim's mutant RNA. The result was a major compromise of the
replication and transcription process so disruptive as to eventually render the body incapable
of creating healthy cells, ultimately resulting in the death of the victim. Prior to death, the
viroid causes its host's powers to flare out of control.
Legacy-1 attacked general transcription and replication of all cells, a messy and nonselective process that resulted in a condition akin to a fast-replicating cancer.
Legacy-2 was much closer to Stryfe's original template and more in tune to his desire to stir
a species war between humans and mutants. Its attacks were selective, working only on the
X-factor genes. The net result was that a victim would eventually lose control of his
superhuman powers. In addition to developing at a far slower rate than Legacy-1, victims of
Legacy-2 developed skin lesions, fever, cough and overall weakness.
Legacy-3 was a complete fluke, accidentally created in the body of the mutant woman
known as Infectia. Her powers allowed her to scan and visualize the genetic structure of a
living being and then alter it according to her own whims; she was essentially a walking
genetics laboratory. Infectia had herself been infected with the Legacy Virus, which her own
powers tried to stave off. In doing so, they caused a replication error in the Legacy-2 viroid
that was killing her. The viroid's conditioning to infect only if the X-gene was found in the host
was stripped. When Henry "Beast" McCoy opened Infectia's containment chamber in an act
of compassion to allow her one final look at the night sky, he inadvertently released this new
"free agent" strain.
Legacy-3 was capable of infecting any living being that fit within the parameters of its
general original template; that is, hominids only, not canines, felines, etc. Moira MacTaggert,
long-time ally of the mutant X-Men and one of Earth's top geneticists, seemed to have been
the first non-mutant human to be infected with Legacy-3.
Mystique had also created (or commissioned the creation of) a strain of the Legacy viroid
that only attacked non-mutant humans, leaving mutants completely untouched.

Villains: MLF and Maximum Carnage ("feasting" represents being killed by the virus)
Henchman: Hand Ninjas
Heroes: Any 5 (Use a custom Beast if you have one)
19. Baby Hope and the Future
The first mutant born after M-Day, Hope Summers is believed to either be the mutant
messiah or the harbinger of death for humanity. She is an Omega-level power mimic, and
possesses a connection to the Phoenix Force. Cerebro blew up the moment little baby Hope
was born.
Hope's home town was attacked by the Purifiers. Hope was saved by Cable who claimed
that she was the messiah and was destined to save all mutants and humankind alike.
However, there were those, such as Bishop and the Purifiers, who believed that the birth of
Hope was the end, that she was a sort of "Antichrist," who was destined to kill a million
humans in six minutes. This would be responsible for turning humanity against mutants once
again, and creating a new era of mutant persecution (which would one day turn out to be the
timeline in which Bishop was born).
Soon after, the Marauders kidnapped the baby, and she was delivered to Mystique disguised
as Mr Sinister. Gambit took the baby away from Mystique (who thought the baby was dead),
but to Gambit's surprise the baby was actually fine. After a battle between the Marauders, XMen, and Predator X, Cyclops comes to the decision that the baby would be safest with
Cable, and so Cable takes the baby Hope to the future. However, Hope and Cable are
tracked by Bishop, who still means to kill Hope in an attempt to prevent the creation of his
future.
Hope (and Cable) are pursued and captured, in turn, first by humanoid insects, then Stryfe &
later Apocalypse; always pursued by Bishop.
Scheme: Capture Baby Hope
Mastermind: Mr Sinister
Villains: Marauders and The Four Horseman
Henchman: Bishop (All Bishop cards have attack equal to their cost and have no special
Fight or Escape text. When defeated place them in your Victory Pile, NOT your hand)
Special Rules: In this scenario Bishop's cards are considered Henchmen villains for all
purposes. You also lose if three Bishop cards escape the city.
Heroes: Cable, Cyclops, Gambit, (plus two other X-Force or X-man members)
20. The Secret Skrull Invasion
Although many of the Marvel superheroes (including the FF, Spider Man & The Avengers)
had tangled with the Skrulls. But no one was aware that they had secretly been replacing
people in positions of power with skrull duplicates. Even more worrying many of the world's
superheroes were also skrull copies. During this massive story arc which included most
marvel titles, hero after hero was revealed to be a shape-changed skrull.
Scheme: Secret Invasion of the Skrull Shape Shifters
Mastermind: Remove the Veranke card from the Skrulls and place her in the Mastermind
Space (She uses Apocalypse's tactic cards)
Master Strike: When a master strike occurs all skrull "heroes" in the city escape.
Villains: Skrulls and Radiation
Henchman: Phalanx
Heroes: Any 6 heroes
Special Rules: Use 9 twists (one extra to replace the missing Veranke). Apocalypse's tactic
which returns Four Horseman to the City returns Skrull Villains instead.
